It is a deceptive way to track the truth behind
any particular issue or to catch a person who is
doing something wrong to common people,
wrong to government, wrong to any thing
which is beneficial for the society. It is
sometimes even done on suspect basis

like Sweden.

To investigate faults in public sector schemes
To know the implementation of any particular

To see allotment of funds etc.
