than 1 year. Included in the TOR was the quality assurance of design, construction,
commissioning and Acceptance Tests of the Terminal, Assistance with the drafting and
negotiations for the procurement of long term LNG cargoes from Qatar and spot cargo
through international tenders.
• The process of Quality Assurance included the compliance of the Terminal site selection,
design and commissioning of the Terminal with SIGTTO, PIANC, NFPA and other National
and International standards and best industry practices which was determined through
detailed gap studies. The identified non-compliances were mitigated and closed out after
satisfactory changes made in the design, construction and the commissioning procedures of
the Terminal.
• Quality management of LNG/LPG/Oil carriers and FSRUs. Internal & External Audits of
LNG carriers, FSRU and LNG Terminals. Expertise includes preparation of operation and
safety procedure manuals and systems and personnel training for major American and
international integrated energy and shipping companies like El Paso Shipping, KOTC and

• Conceived and implemented first-ever floating LNG import terminal at Kuwait (1984) in
1984. Developed El Paso’s LNG business strategy by introducing the designs of LNG re-
gasification vessels patented as “Energy Bridge”. This concept resulted in the development
of offshore LNG Terminals in USA, U.K., Argentina, Brazil, Singapore and Kuwait and the
birth of FSRU and the business is currently operated by Houston-based Exclerate Energy.
• Qualified Marine Chief Engineer from U.K. possessing 11 years experience in ship
board engineering, operations, construction, trouble shooting, dry docking and repairs of
LNG carriers, FSRUs, VLCCs, LPG Carriers and Product Tankers.
• 15 years of senior management experience of world-class tanker fleets owned by Kuwait
Oil Tanker Company, B&H Ship Management, Coastal Corporation (Houston), and El
Paso Corporation (Houston).
• Five years consultancy contract with SBM Offshore N.V. – Monaco – based largest
offshore technology & oil & gas production Company in the world with responsibility for
design development and production of offshore LNG infrastructure and equipment and
business based on these products. Equipment included designs of modern LNG FSRU and
FPSOs.

while providing engineering consulting to major international clients in the LNG ship
construction, operations and commercial sectors. Provided assistance with procurement of
LNG vessels including specification development, shipyard pre-qualification, contract
negotiation, detailed plan review, construction supervision, and final testing. Performed
LNG ship/Terminal Berth compatibility study for a major Korean shipyard confirming ship
design changes required to ensure berth compatibility with more than 50 LNG terminals
worldwide.
• Served for 9 years in senior management positions with BG GROUP LNG SERVICES L.L.C,
Houston - including Director, Marine & Technical & Projects; Vice President, Marine
Governance, Assurance & HSSE and Vice President Quality Assurance for Global
Shipping. Responsibilities included all technical aspects of the management of BG’s global
LNG Shipping fleet (both owned and chartered LNG vessels) including safety, reliability,
performance monitoring, design changes, technical management policy, incident response,
environmental impact, and new building design specification and management of

Government Ministries, OGRA, the Prime Minister and the President of Pakistan for
introduction LNG imports in Pakistan in order to address the growing gap between
the supply and demand of energy in Pakistan.
• Developed the first Offshore LNG Terminal Project in Pakistan that was approved by
the Government as the leading private sector LNG project with site allocation in Port
Qasim Karachi
• Carried out the concept design development and pre-FEED engineering studies of
the Terminal and the allocated site location including the bathymetry of the location
and the channel leading to the terminal site; current, wind & tide studies;
navigation, mooring and berthing Studies; river sand particle study to determine rate
of siltation of the site and the channel to prepare a dredging plan for the site and
the passageway in the Channel; study for most suitable LNG vaporization methods

LNG Offshore LNG Products and Business Development Contract with SBM Offshore
• SBM Offshore is the leading Offshore Technology and Oil/Gas Production Company
in the world. Based in Monaco, it is traded on New York and Amsterdam stock
exchanges with a total market cap of around US$ 5 Billion.
• SBM has a 60% share of all oil and gas produced around the world and own the largest
fleet of oil and gas Floating Production, Storage and off-loading vessels that are stationed
around the Globe for this service.
• In September 2003, Granada Group was awarded a contract by SBM Offshore to plan
and execute its entry in to the offshore LNG Re-gasification and Production business.
Granada Group won this contract on the strength of the un-matched experience and
accomplishments in the LNG logistics, offshore and floating re-gasification projects.
• The Granada Group’s responsibility included concept design of LNG FSRU, LNG FPSO,
LNG offloading solutions for offshore infrastructure; development of detailed designs of these
products with SBM’s engineering design teams; negotiations and execution of agreements

LNG Offshore LNG Products and Business Development Contract with SBM Offshore
• Developed the first LNG Terminal Project in Cyprus on behalf of SBM based on the newly
developed FSRU infrastructure. Responsibilities included complete engineering and
commercial feasibility studies, development of business plan, commercial contracts for
LNG procurement, FSRU service and RLNG off-takes with Gaz de France and the
Government of Cyprus respectively.
• Developed a partnership with Thermax Inc. USA for development and utilization of their
manufactured Air Vaporizers in offshore and onshore LNG Terminals. Capacity
calculations and the actual performance tests of the units were carried out in different
weather conditions during the days and nights were carried out in the United States to
prove the viability of these units and gain expertise on the sizes, numbers and dimensions
of the units required for various applications in different parts of the world.
• After field and model tests, Thermax Air Vaporizers were installed in LNG Terminal at
Hazira, India and ran on line to finally prove their commercial and engineering operation
and viability. This method of LNG vaporization eliminates the impact of LNG vaporization
on the environment totally while providing daily savings of around US$ 40,000 per day
in fuel cost which is otherwise required for LNG vaporization in an LNG Terminal
handling 500 MMScft. of LNG vaporization.

Small Parcel Offshore LNG Distribution, Logistics and Re- gasification For Indonesia
• PT PLN is the main Government owned Utility that provides electricity to all over the
Indonesian Islands. Each of the islands has its own power generation plant and
distribution infrastructure.
• Until recently, Indonesia was the second largest LNG producer and exporter but due to
lack of LNG distribution and logistics system on its own islands, the country was forced to
utilize the expensive Diesel fuel for its own power generation.
• As a part of business development effort for SBM Offshore under its contract, Granada
developed a System for LNG Distribution, Logistics and Re-gasification after carrying our
exhaustive and detailed study of the power infrastructure in the Indonesian islands taking
into account the distances and size of each power plant from a central floating LNG
storage, its replenishment and feeding the new mini-LNG storage and re-gasification units
planned for each Island. The Project will result in very significant savings and environment
protection in Indonesia and is being considered for implementation by the Government.
The system has been patented jointly by SBM and Granada under the Commercial name
of Gas Link and can serve all similar locations with need of small parcel LNG supply for
power generation.
• This system is now very much sough after by major LNG traders and consumers for
targeting markets in China, the North Eastern United States, South American countries
and South Africa besides locations in the Carribbean Islands and Hawaii

appointed by the USAID to provide Quality Assurance, Technical and Commercial
Consulting Services to the GoP for development and implementation of Engro LNG
Terminal Project in Port Qasim, Pakistan from October, 2014 to October, 2015. Terms of
Reference included:
LNG Project Monitoring
Provision of technical advisory services and support to Port Qasim Authority in project
monitoring. The broad mandate covered quality assurance of LNG Terminal to be setup
by LNG Developers for compliance with design and codes/standards including but
limited to, construction procedures/techniques, plant, machinery, materials, equipment,
labor/services/supplies and practices till successful commissioning and safe operation of
LNG terminals, allied facilities and LNG carriers.
Specific activities cover review of technical data, test results and investigation reports,
participation in test results and acceptability of plant, machinery, materials and
equipment; monitoring progress to ensure that milestones are met and preparing monthly
progress reports; monitoring and reporting (on monthly basis) compliance with local and
international environmental laws, regulations and mandates and implementation of
mitigation measures thereof; and witnessing (or participating in) necessary testing and
commissioning of the LNG Terminal.
Effective delivery of the above scope required knowledge of all related international
laws, regulations, rules, policies, procedures, practices and standards.

As needed and requested, Granada consultants provided written recommendations and
suggestions to serve to ensure applicable codes, standards and regulations are adhered
to, provide for efficiency and expediency, allow for better technical quality and
construction standards.
The Granada consultants conducted other project monitoring services, as needed and
directed until the completion of the project and monitored the commissioning of the
Terminal and Ship to Ship Transfer of LNG from the LNG Delivery vessels to FSRU. The
Consultants supervised the acceptance tests and trials of the FSRU based LNG Terminal
and accepted the Terminal on behalf of the Government of Pakistan.
LNG Specific Services
Study proposed locations, design and plans of LNG terminals w.r.t. port safety and
security aspects, identify merits and de-merits related to it and propose mitigation
measures.
Review information/documents/studies pertaining to port development and operations
e.g. QRAs, navigational simulations, disaster management plans and other LNG related
studies submitted by prospective LNG Developers and consultants and provide
guidelines and recommendations to PQA for safe, secure and timely LNG handling. Also
coordinate such studies with other consultants on behalf of PQA.

Study and give recommendations on movement and handling multifarious cargo and
LNG vessels, requirements and specifications of tugs, escorting pilot boats,
buoys/beacons, transit lights, VTMS, navigational aids, conservancy requirements and
other operational related matters. Support PQA in procurement (or building) and
installation of such infrastructure.
Develop financial structure and workout port dues, charges, tariff, royalty related to
LNG, etc.
Study and review PQA anchorage area, existing Navigational Channel & alternative
channels and suggest up-gradation (straightening, passing bays for two way traffic,
widening and dredging based on soil conditions, hydrology and relevant met-ocean data.
Identify LNG related zones in light of PQA capabilities (existing and upgrading options),
GOP policies and international codes/standards.
Develop operation, berthing and mooring agreements and day/night navigation plans.
Study and review Implementation Agreements for LNG Terminals and propose gap
analysis.
Develop Port Regulations covering contingency plan, HSE, port safety and security
procedures for LNG and related services.

LNG Capacity Building
Propose and monitor pilots and tug master familiarization training to handle LNG
carriers in accordance with best LNG industry practices.
Develop local expertise at PQA covering all aspects of port activities for LNG imports.
Also support EPP in defining training needs/modules for EPP's capacity building program
related to port activities for LNG.
Commercial Consulting
Provide support and expertise in the preparation of Master Sales & Purchase Agreement
of LNG for long term supply of LNG. This would include negotiations on technical and
operational and navigational issues related to the logistics and cargo operations during
custody transfer of cargoes from LNG delivery vessels to the FSRU based LNG Terminal.
Provide expertise for preparation of tender documents and analysis of bids for spot
purchases of LNG from international LNG markets through floatation of international
tenders. Assist and advise the PSO, SSGC and PQA on procurement and handling the
shipping and deliveries of cargoes in SSGC pipeline grid after storage and re-gasification
in the FSRU.

• BG Group is one of the leading producers, traders and shippers of Crude oil, LPG and
LNG with E & P activities and Terminals located in all the six continents. They also own and
control a fleet of 36 LNG Carriers and a fleet of 6 Crude Oil Shuttle Tankers
• Granada Group was engaged in mid - 2013 to develop and implement their standards of
vetting and quality audits of the ships, terminals and the managements of the same in line
with the best industry practices and standards recommended by (Oil Companies
International Marine Forum (OCIMF) and Society for International Gas Tankers and
Terminals Operators (SIGTTO)
• In addition to above services Granada was also contracted for the development of a
software for risk assessment of oil, LPG and LNG ships prior to chartering by BG Group for
carriage of cargoes at competitive rates. This unique tool is being finally tested in service
and is expected to be inducted in the trading operations of the Company by the end of
February 2014.
• Granada Group was contracted to assess the time and voyage charter parties in use by BG
Group and provide their input and modify the various crucial clauses of the contracts in
order to protect their interests and minimize their risks. New Gas Form C were developed
for gas carriers – LPG & LNG which are to be brought under BG Group’s charter.

LNG Offshore Terminal – Compass Port Development & Development of Specifications For
QFlex and Qmax LNG Tankers for ConocoPhillips
• ConocoPhillips is one of the major oil and gas companies in the world with leading
positions in LNG production, shipping and re-gasification Terminals in the international
energy markets.
• ConocoPhillips have a partnership with Qatargas in their LNG Train #3 and other
companies in Australia and Africa to produce and trade LNG in their own vessels. For
importing LNG in the United States, ConocoPhillips planned the construction of an offshore
Ground-based System LNG Terminal (GBS) in the Gulf of Mexico - USA.
• In October, 2003, Granada Group was awarded a consulting contract to develop the
conceptual design with their appointed engineering team and file the Permit Application
with the Federal Energy Regulatory Commission (FERC) in USA. An extensive process that
involved the development of the design and to ensure its compliance with the
comprehensive LNG regulations involving safety and environmental regime prevalent in the
United States
• In November, 2003, Granada Group was contracted by Conoco Phillips to assist their
shipping and engineering team with the development of design specifications for Diesel
Engines propelled Very Large LNG Carriers that were designed and built for long-haul LNG
trades between Qatar and United States, Europe and the Far East. The vessels were later
chartered by Qatargas and operated under the commercial names of QFlex (Capacity:
217,000 cubic meters) and Qmax (Capacity: 260,000 cubic meters)

LNG Import For Nishat Group in Pakistan through Intermodal Transportation
• Mansha Group is the largest industrial and financial conglomerate in Pakistan with largest
interests in the country within the banking, private power production, textiles, cement and
domestic gas production.
• Due to decline in domestic gas production in Pakistan and expansion of their power plants
and textile mills Mansha Group is considering import of LNG in Pakistan to feed their
plants.
• Since there are no LNG Terminals available in Pakistan at this time, Granada Group was
Granada Group was awarded a consulting contract to study the feasibility of importing
LNG in Pakistan in ISO containers from viable sources and set up a supply chain for the
same through intermodal transportation.
• The study involved study of various options regarding the source of supply of LNG and
meeting the suppliers to study arrangements for securing the supply and possibilities of
loading the ISO containers for shipment. Alternatively, loading smaller vessels with LNG in
bulk to offload the same in Karachi at a dedicated pier in custom designed smaller LNG
Tanks for storage and filling the ISO containers prior to their shipment through trucks to the
plants in the North of Pakistan.
• All the components of the supply chain like shipping, ISO containers procurement, trucking,
railroad transportation were thoroughly studied after discussions with various stake holders,
safety and environmental regulators and equipment suppliers in order to develop the final
shape of the supply chain and prepare the financial projections and model of the project
for the clients.

• Monetize onshore/offshore stranded gas fields by applying mini-
liquefaction technology under arrangement with well-known
technology providers

• Currently, SSGC Pakistan LPG Terminal is a dedicated LPG import,
storage and handling facility in Pakistan.
• The Terminal is equipped with truck-loading skids and an LPG bottling
and distribution plant.
• The Terminal jetty is designed to simultaneously receive two LPG
carriers of up to 20,000m³ and unload them within a 24-hour period.
