The UCLA Center for the Health Sciences (CHS) is one of the largest health-science
centers in the country and encompasses nearly all of the university's patient care, clinical
education and research programs and facilities. UCLA Health consists of three hospitals
and a Mattel Children’s Hospital with a total of 820 inpatient beds and more than 11,000
employees/physicians. The Information Services and Solutions departments employ more
than 450 ISS staff with more than 200 staff in the Applications area.
Responsibilities & Accomplishments:
• Developed/organized first ever UCLA ISS annual user satisfaction survey with initial
overall satisfaction results in 2012 of 81% and two years later through effective
follow-up on user concerns, improved service and action plans for any system rated
under 90%, the 2014 results were 94% satisfied
• Developed/organized first ever UCLA ISS Annual Systems Plan with projects
matching hours available and executive approval of that Plan.
• Organized staff opportunities for in-house project management training and
financial support for those targeting PMP certifications. Previously there were no
Project Managers at UCLA in ISS Applications.
• Developed, published Application Portfolio with more than 250 active systems in use
and supported.
• Developed processes for all Applications team members to enter effort time into
individual projects and incident reports measuring productivity and data to support
staffing levels.

• Responsible as a team leadership member for the “big bang” successful go live of the
entire EPIC portfolio of software on a single day in March of 2013. Led subsequent
project to retire more than three dozen legacy systems. The savings from the legacy
system and mainframe sunset plus the more than 120 staff reductions had an annual
cost reduction of more than 11 million dollars.
• Subsequent to EPIC go live became responsible for the leadership of the entire EPIC
and non-EPIC applications teams excluding ambulatory/mobile applications. Led
effort by UCLA to attain the Stage 7 EMR HIMSS level within 9 months of the go
live.
• Provided data collection/resource allocation to obtain UCLA’s first Most Wired
designation now two years in a row.
• Provided leadership/direction for the most recent double upgrade of the EPIC
platform to the current 2014 release in February of 2015.

MADISON, WISCONSIN
UW Hospital and Clinics is a major Big 10 academic medical center. With an annual
operating budget of nearly one billion dollars and an employee base of more than 6500
employees, it is a complex healthcare entity located in Madison, Wisconsin. It is closely
associated with the UW Medical Foundation with more than 1200 physicians and
provides the area with its only trauma center. Staffing for IT is 216 FTE’s which
includes staffing for the current major EMR install from EPIC Systems. Responsible
administratively for Information Technology Services, Medical Records and
Telecommunications.
Responsibilities & Accomplishments:
• Re-built an IT organization which had been rated by its users at an 86% satisfaction
rating in one year to an IT organization now rated at a 96% satisfaction rating.
• Evaluated and reorganized IT organization including building a new management
team creating more than 35 new position descriptions and requiring all technical
staff to achieve industry standard certifications not previously held or required.
• Implemented a 3 year technology refresh leasing program for all workstations and
the entire data network infrastructure. The data network infrastructure, both wired
and wireless has been upgraded to the most current state of the art CISCO
technology and more than 7200 workstations have been replaced.
• Implemented an annual IT planning process focusing on staff accountability and
productivity and re-invigorated a new IT governance structure with IT priorities set
by Hospital Operations.
• Led the formation of an EMR budget of 48 million dollars for the complete
installation of all available software modules of the EPIC Systems over a 3 year
period. Modules successfully installed include ED ASAP, Cadence, Prelude,

Medication Management (and alpha site for bar code administration), Optime (OR
Scheduling) and alpha for the Anesthesia module, “big bang” install of inpatient
CPOE and inpatient Clinical Documentation (physicians and nurses), ADT, Hospital
Resolute (billing) and Epic Care in 103 clinics in 12 months. Inpatient modules
delivered 10 months ahead of schedule. Cancer Center, multi-locations on full
Beacon Oncology product with both clinical and research protocols built and in use.
• Led the evaluation and selection of an enterprise document imaging system for both
medical record documentation and administrative use, Hyland Onbase. System has
eliminated 3 different imaging systems and is integrated with the EPIC system.
• Delivered in first year more than 269 IT projects (over 40 hour’s effort each) with an
under budget status of 1.5 million dollars and in FY09 $763,000 under budget.
• Directed infrastructure and systems development staff in support of the opening of a
new Children’s Hospital in Madison.
• RFID system selected after collaborative process that include UW RFID Lab, UW
Foundation and two Madison Hospitals. Tracking of more than 1000 movable
pieces of equipment planned with all surgical instruments also being tracked.
• First academic medical center to be awarded Stage 7 EMR status from HIMSS
Analytics in 2010 along with Most Wired and Most Wireless awards from AHA.
SENIOR VICE PRESIDENT/CHIEF INFORMATION OFFICER

CITY OF HOPE NATIONAL MEDICAL CENTER
DUARTE, CALIFORNIA
City Of Hope is a multi-corporate organization. Science (basic and translational),
Patient Care and Fund Raising are brought together in a complex organization with
gross revenues of approximately 410 million dollars annually. Situated in Duarte,
California on a 105 acre campus with 95 distinct buildings, City of Hope also has 10
regional national offices for fund raising and a large fund raising center in Los Angeles.
IT at City of Hope provides the technical infrastructure and desktop support for all three
corporations. The Medical Center is licensed for 144 beds and there are 100,000
ambulatory visits per year. Staffing for IT is 73 FTE’s and for the organization it is 2650.
Responsibilities & Accomplishments:
• Built an IT organization which had been rated by its users at an 82% satisfaction rate
in 1998 and is now rated 95% or higher for the last five years.
• Installed or re-installed twenty clinical and administrative commercial systems at a
cost of eleven million dollars as opposed to prior outside consultant estimates of
twenty five million dollars.
• Eliminated all outside consulting services within six months with recruited internal
staff which had the effect of reducing annual IT costs by four million dollars.

• Re-focused and completed in six months an in-house programming project to
develop a comprehensive fund raising system. The project had been ongoing for six
years. This product is now rated in the low nineties in end-user satisfaction surveys.
• Developed regular communication mechanisms with the faculty physician group
which identified specific projects or initiatives which would improve physician
productivity and improve the deliver of quality patient care. These projects included
the addition of significant amounts of key data to the clinical data repository, setting
up the entire ambulatory environment as a wireless environment using tablet
personal computers, installed a PACS environment with browser based access on the
internet, installed software that allows physicians to sign and edit all dictated reports
with browser based access on the internet, setup secure e-mail access to all
radiological reports.
• Installed a leading edge data security and network security environment which has
prevented City of Hope from being impacted by any known worm or virus.
• Worked with multi-disciplinary teams to build multi-year IM strategic plan
document for projects, data and network security and the network infrastructure tied
to the organizational strategies. Developed communication mechanisms for regular
updates/adjustments to all plans.
CHIEF INFORMATION OFFICER 1991 to 1998
UCI MEDICAL CENTER
ORANGE, CALIFORNIA
UCI Medical is located in Orange, California and is one of the five University of
California academic medical centers. The medical center in Orange is licensed for 450
beds and there are 220,000 outpatient visits annually. Given the academic setting,
there are more than 1200 attending physicians and residents. IT had 47 FTES and an
annual budget of 5 million dollars. The organization as a whole has more than 2300
FTES. UCI Medical Center has a very successful installation of the TDS clinical
information system. More than 90% of all inpatient orders are entered by physicians
or residents. Every action and documentation from a nursing perspective is also
entered on the TDS system.
Responsibilities & Accomplishments:
• Reinstalled patient management and patient accounting systems (Siemens Invision).
Re-installed a clinical information system (Eclipsys) with physician order entry (91%
of all orders entered by either faculty or residents).
• Developed multi-disciplinary teams to review and prioritize all IT projects on an
annual and continuing basis.

• Instituted first help desk operation, formalized work request process and feedback
mechanisms, annual user satisfaction survey and quality assurance programs
resulting in an overall user satisfaction rating of greater than 90%.

Detroit Medical Center
Detroit, Michigan
Detroit Medical Center is located in Detroit, Michigan and surrounding suburbs. It is
composed of 7 hospitals providing a complex and complete set of medical services. The
DMC also provides trauma center emergency room services to Detroit. At DMC, I had
IT leadership responsibility for 4 of the 7 entities, namely, Harper Hospital, Grace
Hospital, Huron Valley Hospital and Children’s Hospital of Michigan which together
had more than 1500 inpatient beds. The DMC is affiliated with the Wayne State
University Medical School and participates in its residency programs. IT had 95 FTES
for these four organizations.
Responsibilities & Accomplishments:
• Provided IT leadership for four of the seven academic medical hospitals (Harper,
Grace, Huron Valley and Children’s Hospital of Michigan) and one large community
clinic.
• Directed inter-disciplinary team for the selection and subsequent implementation of
a fully integrated patient management, patient billing and clinical information
system (Burroughs BHIS).
• Selected and installed the first full office automation solution.
• Implemented annual planning process driven by multi-disciplinary teams that both
reviewed and prioritized all IT projects.

VICE PRESIDENT/CHIEF INFORMATION OFFICER July, 2006 to July, 2011 UNIVERSITY OF WISCONSIN HOSPITAL AND CLINICS MADISON, WISCONSIN UW Hospital and Clinics is a major Big 10 academic medical center. With an annual operating budget of nearly one billion dollars and an employee base of more than 6500 employees, it is a complex healthcare entity located in Madison, Wisconsin. It is closely associated with the UW Medical Foundation with more than 1200 physicians and provides the area with its only trauma center. Staffing for IT is 216 FTE’s which includes staffing for the current major EMR install from EPIC Systems. Responsible administratively for Information Technology Services, Medical Records and Telecommunications. Responsibilities & Accomplishments: • Re-built an IT organization which had been rated by its users at an 86% satisfaction rating in one year to an IT organization now rated at a 96% satisfaction rating. • Evaluated and reorganized IT organization including building a new management team creating more than 35 new position descriptions and requiring all technical staff to achieve industry standard certifications not previously held or required. • Implemented a 3 year technology refresh leasing program for all workstations and the entire data network infrastructure. The data network infrastructure, both wired and wireless has been upgraded to the most current state of the art CISCO technology and more than 7200 workstations have been replaced. • Implemented an annual IT planning process focusing on staff accountability and productivity and re-invigorated a new IT governance structure with IT priorities set by Hospital Operations. • Led the formation of an EMR budget of 48 million dollars for the complete installation of all available software modules of the EPIC Systems over a 3 year period. Inpatient modules delivered 10 months ahead of schedule. Cancer Center, multi-locations on full Beacon Oncology product with both clinical and research protocols built and in use. • Led the evaluation and selection of an enterprise document imaging system for both medical record documentation and administrative use, Hyland Onbase. System has eliminated 3 different imaging systems and is integrated with the EPIC system. • Delivered in first year more than 269 IT projects (over 40 hour’s effort each) with an under budget status of 1.5 million dollars and in FY09 $763,000 under budget. • Directed infrastructure and systems development staff in support of the opening of a new Children’s Hospital in Madison. • RFID system selected after collaborative process that include UW RFID Lab, UW Foundation and two Madison Hospitals. SENIOR VICE PRESIDENT/CHIEF INFORMATION OFFICER 1998 to 2006 CITY OF HOPE NATIONAL MEDICAL CENTER DUARTE, CALIFORNIA City Of Hope is a multi-corporate organization. Science (basic and translational), Patient Care and Fund Raising are brought together in a complex organization with gross revenues of approximately 410 million dollars annually. Situated in Duarte, California on a 105 acre campus with 95 distinct buildings, City of Hope also has 10 regional national offices for fund raising and a large fund raising center in Los Angeles. IT at City of Hope provides the technical infrastructure and desktop support for all three corporations. The Medical Center is licensed for 144 beds and there are 100,000 ambulatory visits per year. Staffing for IT is 73 FTE’s and for the organization it is 2650. Responsibilities & Accomplishments: • Built an IT organization which had been rated by its users at an 82% satisfaction rate in 1998 and is now rated 95% or higher for the last five years. • Installed or re-installed twenty clinical and administrative commercial systems at a cost of eleven million dollars as opposed to prior outside consultant estimates of twenty five million dollars. • Eliminated all outside consulting services within six months with recruited internal staff which had the effect of reducing annual IT costs by four million dollars.

This product is now rated in the low nineties in end-user satisfaction surveys. • Developed regular communication mechanisms with the faculty physician group which identified specific projects or initiatives which would improve physician productivity and improve the deliver of quality patient care. These projects included the addition of significant amounts of key data to the clinical data repository, setting up the entire ambulatory environment as a wireless environment using tablet personal computers, installed a PACS environment with browser based access on the internet, installed software that allows physicians to sign and edit all dictated reports with browser based access on the internet, setup secure e-mail access to all radiological reports. • Installed a leading edge data security and network security environment which has prevented City of Hope from being impacted by any known worm or virus. • Worked with multi-disciplinary teams to build multi-year IM strategic plan document for projects, data and network security and the network infrastructure tied to the organizational strategies. Developed communication mechanisms for regular updates/adjustments to all plans. CHIEF INFORMATION OFFICER 1991 to 1998 UCI MEDICAL CENTER ORANGE, CALIFORNIA UCI Medical is located in Orange, California and is one of the five University of California academic medical centers. The medical center in Orange is licensed for 450 beds and there are 220,000 outpatient visits annually. Given the academic setting, there are more than 1200 attending physicians and residents. IT had 47 FTES and an annual budget of 5 million dollars. The organization as a whole has more than 2300 FTES. UCI Medical Center has a very successful installation of the TDS clinical information system. More than 90% of all inpatient orders are entered by physicians or residents. Every action and documentation from a nursing perspective is also entered on the TDS system. Responsibilities & Accomplishments: • Reinstalled patient management and patient accounting systems (Siemens Invision). Re-installed a clinical information system (Eclipsys) with physician order entry (91% of all orders entered by either faculty or residents). • Developed multi-disciplinary teams to review and prioritize all IT projects on an annual and continuing basis.

Director, Information Services 1981 to 1991 Detroit Medical Center Detroit, Michigan Detroit Medical Center is located in Detroit, Michigan and surrounding suburbs. It is composed of 7 hospitals providing a complex and complete set of medical services. The DMC also provides trauma center emergency room services to Detroit. At DMC, I had IT leadership responsibility for 4 of the 7 entities, namely, Harper Hospital, Grace Hospital, Huron Valley Hospital and Children’s Hospital of Michigan which together had more than 1500 inpatient beds. The DMC is affiliated with the Wayne State University Medical School and participates in its residency programs. IT had 95 FTES for these four organizations. Responsibilities & Accomplishments: • Provided IT leadership for four of the seven academic medical hospitals (Harper, Grace, Huron Valley and Children’s Hospital of Michigan) and one large community clinic. • Directed inter-disciplinary team for the selection and subsequent implementation of a fully integrated patient management, patient billing and clinical information system (Burroughs BHIS). • Selected and installed the first full office automation solution. • Implemented annual planning process driven by multi-disciplinary teams that both reviewed and prioritized all IT projects.
