a) Conrado Contreras, head of Lakan Dula High School’s
Music, Arts, Physical Education and Health (MAPEH)
department, said the lack of learning materials, facilities
and manpower were among the problems teachers are
facing in the implementation of K to 12.

Contreras added that school facilities pose another problem.
“Saang lugar naman ilalagay 'yung mga senior high school kung
ngayon pa lang e puno na ang paaralan? Siyempre may mga
bagong estudyante na papasok sa Grade 7 at andyan pa rin 'yung
mga dating estudyante,” he said. “Kung wala kang kwarto, kung
wala kang teachers, kung wala kang reference materials, paano mo
mai-implement nang maayos ang programa?”

b) Citing data provided by the DepEd, Romulo said there is
a shortage of 34,000 classrooms for incoming students
during the first year of the K-12 implementation. In
Batasan Hills National High School in Metro Manila, more
than 128 students are crammed into a classroom. This is
way-off the target of DepEd of having one classroom for
75 students. (12,600 students / 98 classrooms.)

a) In the year when the first batch of Grade 11 students will
be in Grade 12, there will be no college freshmen, but
there will also be no sophomores (since there were no
freshmen the previous year). Even when the first batch of
Grade 12 graduates get to college, there will still be a
two-year gap, because there will be no third-year
students (since there were no sophomores the previous
year).

This two-year gap will continue until the first batch of Grade 12
graduates get to their fourth year in a typical four-year college
course; if the college course takes five years or longer, the gap
will continue even longer.

a) Many college teachers are paid by the hour, but there are a lot
more hours in high school than in college. For example, the
subject called “The Literatures of the Philippines” is taught for
54 hours in college, but will be taught for 90 hours in Grade
12. This might be a good financial incentive for college
teachers to move to high school, but administrators will faint at
the idea of keeping the hourly rates required by faculty unions.

b) Contreras further said that DepEd has yet to respond to
queries regarding the salary of teachers who will teach in
senior high school. “Hindi pa nila masagot kung sino ang
magpapasweldo. 'Pag tinatanong namin, ang sinasabi ng mga

c) Professor Rene Luis Tadle said most of the country's high
schools did not have enough classrooms and facilities to
accommodate "the additional number of students as a result of
this program" and added that K to 12 was "an additional
burden for our already grossly underpaid teachers."

a) Administration ally Senator Antonio Trillanes IV on Wednesday
urged President Benigno Aquino III and the Supreme Court to
suspend the implementation of the K to 12 education program.
"Nanawagan ako kay PNoy [at sa] Supreme Court para ipa-suspend
ang K to 12 dahil hindi pa handa ang ang ating public education
system at hindi talaga kaya ng mahihirap na magulang magpaaral
pa ng dagdag na 2 years sa high school,“

The teachers have to have licenses, because they will now be
teaching high school rather than college subjects, even if the
subjects are almost exactly the same. (Most of the subjects in
the proposed Senior High School curriculum come from the
college General Education Curriculum.

a) If DepEd leases the facilities, it will use its own teachers.
The HEI teachers will have no loads (subjects to teach)
during the gaps. This will lead to tremendous suffering
among faculty members, not to mention massive problems
with faculty unions.
b) Because of the additional two years of high school, very
few incoming college freshmen are expected in 2016, the
start of the transition period for the program, leaving
college professors with little to do and opening up the
possibility that colleges and universities would lay them off
or reduce their teaching load.

c) The Coalition for K to 12 Suspension, headed by Professor
Rene Luis Tadle, said the program would cause some
80,000 people (56,771 of 111,351 college teachers and
22,838 non-teaching staff) to lose their jobs as a result of
zero college enrollees starting Academic Year 2016-2017.

a) DepEd will lease the facilities of an HEI, but allow the HEI to field
its own college teachers for the Senior High School subjects.
There would appear to be a financial sacrifice for the HEI, since
DepEd cannot afford to pay the entire salaries of college teachers.

b) HEIs can handle Senior High School themselves, but DepEd
would pay the tuition of the students, similar to the Government
Assistance to Students and Teachers in Private Education
(GASTPE) scheme for Grades 1 to 10.
Public school students will not pay tuition, as guaranteed by Art.
14,
Sec. 2, of the Constitution. Since private HEIs are unlikely to offer
education for free, somebody has to pay the tuition of the public
school students in Senior High School. Fortunately, this is not
difficult
to remedy. The bill that establishes Senior High School (the
omnibus
bill on K to 12) can easily provide for money for students that will
use

  • 20. a) Many college teachers are paid by the hour, but there are a lot more hours in high school than in college. For example, the subject called “The Literatures of the Philippines” is taught for 54 hours in college, but will be taught for 90 hours in Grade 12. There would appear to be a financial sacrifice for the HEI, since DepEd cannot afford to pay the entire salaries of college teachers. Since private HEIs are unlikely to offer education for free, somebody has to pay the tuition of the public school students in Senior High School. Fortunately, this is not difficult to remedy.
