DepEd, MARINA tie up to offer maritime program in SHS

The Department of Education (DepEd) and the Maritime Industry Authority (MARINA)
signed a Memorandum of Agreement (MOA) that will provide Senior High School (SHS)
students with the education and training to qualify for further studies and/or career
opportunities in the maritime industry upon graduating from SHS.
“The Department sees how critical the maritime industry is. It is not just about the
curriculum but our competitive advantage in the world,” said Education Secretary Br.
Armin Luistro FSC.
With the increasing demand for seafarers in the international and local maritime
industry, Luistro added that the Department recognizes the need to offer a maritime
specialization in SHS under the K to 12 Program.
“We would like to thank DepEd for their support and cooperation for the maritime SHS
program. With this program, we will be able to show that the Philippines is able to
provide or offer highly competent, well-trained and highly qualified Filipino seafarers,
who are ready for employment upon graduating from high school,” said MARINA
Administrator Maximo Majima Jr., PhD.
Through the MOA, DepEd and MARINA will work together on the development and
revision of the curriculum guides and instructional materials necessary for the proper
implementation of the SHS maritime specialization. Both parties are also responsible for
designing and implementing the said specialization in compliance with international
standards in maritime education and training.
The Standards of Training and Certification and Watchkeeping (STCW) convention
code will be used as a basis for developing the curriculum for the maritime
specialization. With this, SHS graduates of the said specialization may take the
assessment for the certification of ratings. This will allow them to qualify for career
opportunities in the maritime industry upon graduation and evaluation. SHS graduates
may also pursue further studies in the maritime field. Given this, the country will be able
to produce more seafarers at the officer level. “We’re very grateful to MARINA for
working with us to ensure that it is not just about developing a curriculum that’s
acceptable to DepEd but to the world standards of the maritime industry,” Luistro added.

DepEd: K-12 program to reduce number of dropouts

With the current rate of enrollees to the senior high school program, the Department of
Education (DepEd) expressed confidence that the country may see for the first time a
“significant” drop in the number of students who do not proceed to some form of
education beyond fourth year high school.
Education Secretary Armin Luistro said Friday in a press briefing that the number of
students who do not proceed to some form of higher education may drop from the
historical 50 percent to just around 10 percent because of the senior high school
program, which was rolled out on Monday as part of the full implementation of the
Aquino administration’s landmark K-12 education reform program.
He pointed out that their current data shows that they can reach an enrollment rate of
90 percent of the expected around 1.5 million Grade 10 completers.
As of 4:24 p.m., the DepEd’s learner information system has recorded total enrollment
of 1,039,047 SHS students nationwide. Of this number 690,602 came from public
schools, 337,511 from private schools and 10,934 from state universities and colleges
(SUCs).
The same data showed that of the 10,964 schools offering the SHS program
nationwide, 9,555 have already reported to the DepEd, with only 133 public schools,
1,099 private schools and 77 SUCs yet to submit their enrollment report.
“Our number of dropouts has significantly dropped. We will be at an all-time high of
fourth year high school completers taking on another year or two [of schooling]. That is
very important for the department since part of the anxiety and fear created by our
critics is that [SHS] will create more dropouts,” Luistro said.
Luistro explained that historical data shows that for every 100 student that enters Grade
1, only 46 go on to college. From that number, only 23 would finish college.
He noted that it was because of this situation why a good number of workers, who are
only high school graduates, do not even enjoy minimum wage. Through the SHS
program, he said that “we have more than a million Filipinos who will have a higher level
of competency two years from now, which will translate to a higher salary.”
The SHS program, which added two more years to the country’s 10-year basic
education program, has four tracks: academic, technical-vocational livelihood (TVL),
sports, and arts and design. To date, over 628,000 students took the academic track,
more than 402,000 chose TVL, around 2,800 took up the arts and design track, while
some 1,600 chose the sports track.
Luistro said that the country will get a complete picture of the number of students who
enrolled in the SHS program and those who opted out of it by Aug. 31, when all of the
schools have started their classes.
Central Luzon enrollees breach target

CITY OF SAN FERNANDO—More students in Central Luzon have enrolled for the first
batch of Grade 11 classes, surpassing the regional target, following the extension of
the deadline for enrollment.
At least 144,044 students have registered in the K-12 senior high school program as of
Friday morning, six days before the June 30 deadline.
This was 3.16 percent more than the 139,631 expected enrollees, according to Malcolm
Garma, regional director of the Department of Education.
Garma said the figures indicated that the parents trusted the K-12 educational reform
program.
K-12, now on its fifth year of implementation, covers 13 years of basic education with
stages divided into Kindergarten to Grade 3, Grades 4 to 6, Grades 7 to 10 (junior high
school) and Grades 11 and 12 (senior high school).
200 schools up in the cloud

Some 200 schools will get a brand-new, cloud-based learning system in the next three
years with the help of a technology solution designed to deliver the education
department’s online resource library to every school in the country, regardless of
location and existing connectivity infrastructure.
In partnership with the Department of Education (DepEd), the Philippine Business for
Social Progress and the Philippine Development Foundation (PhilDev), the Philippine
tech firm Xepto Computing recently launched XLS (Xepto Learning Systems),
developed by some of the best computer engineers in the country.
Paco SA Sandejas, CEO of Xepto Computing, said the project is ‘‘a very unique
learning solution that is reliable, easy to deploy and cost-efficient—something that suits
the economic realities of the country.”
‘‘Most importantly, the system works amazingly well. Teachers and students love how
their learning process is easy and enjoyable using appropriate tech,” Sandejas said at
the recent launch of the project at the newly inaugurated campus of Taguig Science
High School.
The company, which was set up in 2008, is led by Stanford engineers Sandejas and
Mike Fung and advised by Dado Banatao of PhilDev.
The XLS system connects into DepEd’s Learning Management System (LMS), which is
essentially a library of materials cleared for use by school teachers across the country.
Collaboration among educators and learners is enabled, Sandejas said.
This set up is especially useful for schools that are still off the grid and have limited or
no internet connectivity. Xepto and DepEd maintain access and manage the system
remotely, eliminating the need to have a technician on site to do repairs or upgrades.

The XLS system connects into DepEd’s Learning Management System (LMS), which is essentially a library of materials cleared for use by school teachers across the country. Collaboration among educators and learners is enabled, Sandejas said. This set up is especially useful for schools that are still off the grid and have limited or no internet connectivity. Xepto and DepEd maintain access and manage the system remotely, eliminating the need to have a technician on site to do repairs or upgrades.
