1) Six water distribution points will now operate from 0800-2000 hours across Fort Bliss, except for Milam Gym which operates 24 hours as an emergency shelter.
2) County offices in El Paso will close on Friday due to widespread utility issues, while the Sheriff's Office will remain open. City Hall will have limited services from 10am to 6pm.
3) Large commercial properties in El Paso are asked to lower temperatures to 55 degrees and cut utility usage in half to help alleviate capacity issues faced by struggling utilities.

Message to the El Paso Community Source:http://www.ci.el-paso.tx.us/ 03FEB 2011 The Office of Emergency Management (OEM) is continuing to coordinate with City and County officials, as well as, surrounding agencies in response to the severe weather that has impacted our community.The public’s cooperation during this winter storm with record-breaking temperatures has been greatly appreciated.Due to widespread utility issues that continue to disrupt residential services County offices are closing on Friday. The Sheriff’s Office will continue to operate as normal.City Hall will be open from 10 a.m. to 6 p.m. for limited services. Museums, Parks and Recreation facilities, libraries, Health Department offices, the El Paso Zoo will be closed on Friday.Area school districts, the University of Texas at El Paso and El Paso Community College will make a decision shortly related to any potential closures.The utility services are having capacity issues and are struggling to provide services to all properties to continue business-as-usual.The utilities are asking all large commercial properties such as malls, shopping centers, restaurants and movie theaters to lower their temperatures to55 degrees and cut utility usage to 50 percent.Emergency Management officials are asking large utility users to make the same voluntary closures that public employers are making. Everyone’s cooperation is necessary or the utilities will institute mandatory cut-offs.
3. City, County Services City and county workers have done an exceptional job responding to issues related to the winter storm.All city roadways are open with the exception of Scenic Drive. Scenic Drive will reopen as soon as it’s safe to do so.El Paso Department of Transportation, El Paso Police Department, El Paso Fire Department and the El Paso County Sheriff’s Office are continuing to respond as necessary to weather-related events.Sun Metro, in addition to providing regular service, is helping to transport El Paso residents who are without electricity, gas and/or water to the El Paso Convention Center. Temporary Emergency Shelter The El Paso Convention Center is still open as a temporary emergency shelter for residents seeking relief from the frigid temperatures.Anyone needing transportation assistance to and from the convention center should call 838-3240 or 838-3244.
