The Facts Over Time
¤  Over a 5 year period of bring CMS Inc. in to provide
leadership to the contractors project controls group
initially. To having the Owner replace key members and
the contractor walking away from the control
responsibility. CMS Inc. working as the Owners project
controls group accomplished the following
¤  Reduced the cost overruns on the authorized budget from
17% to 3% (we still have work to go in defining scope)
¤  Estimating confidence went from 33% of project being within
+/- 10% to 93% being within +/- 10%.
¤  Schedule performance went from 1 in 5 being completed
on time to 3 out of 4 on time.

Estimating
Estimating

¤  Work with the project team to ensure buy-in to the plan.
¤  Ensure the plan is baselined and used as the basis for
variance analysis.
¤  Analysis the changes to the schedule to determine the
real impact on completion.
Bid Package Support
¤  CMS Inc.’s cost engineers ensure that a “scope-to-
scope” comparison is being made.
¤  Utilizing the base estimate and change management
tools the current budget is always representative of the
current scope for an execution package.
¤  CMS Inc. works with procurement to analyze the
discrepancies in pricing, ensuring that the package isn’t
cash flow negative.
¤  CMS Inc. works with procurement to price the exceptions
to the estimate.
