Mr. Williams has 20 years of professional experience in cost estimating, project management, and
constructability review work for numerous types of projects, including, but not limited to: construction of large
diameter pipelines, emergency work on large diameter pipelines during shutdown conditions, encasement of
live water transmission aqueducts, rehabilitation of large diameter PCCP pipelines by installing steel liners
(relining), pump stations, sewer lift stations, metering vaults, tunnels, jack & bore, storm drain projects, sanitary
sewer projects, and transportation corridor projects. Mr. Williams is experienced at estimating heavy civil
construction work utilizing both Hard Dollar and HCSS software and is knowledgeable with Primavera project
scheduling. Mr. Williams excels in his ability to perform constructability reviews of pipeline projects and identify
sources of risk that may lead to potential cost overruns.
