SOUTHEAST EMERGENCY COMMUNICATION CENTER (SECC)
Position Summary: Under the direction of the Board of Trustees of the Southeast
Regional Council of Governments (SRCG), serves as the chief administrative officer of
the communications center including planning, organizing, directing and managing the
communications center, 911 system, and the supervision of all related operations and
personnel. This includes the responsibility of effectively dispatching police, fire, and
emergency medical services for all member cities.
Essential Functions:
Direct the implementation of the consolidated dispatch center.
Coordinates the drafting and execution of all system contracts within specified
procedural guidelines.
Develop and manage the communication center’s annual budget, including
providing periodic reports to member agencies, analyze and review budgetary
financial data, monitor and authorize expenditures in accordance with
established guidelines.
Recommends and establishes policies, procedures, and practices which will
ensure effective operation of the center. Routinely reviews internal policies and
procedures to assure that the level of service rendered to the public and
member agencies is maintained at the highest level.
Recruits, hires, evaluates, directs, assesses, trains, schedules, disciplines, and
discharges employees.
Coordinates and communicates with the Board of Trustees, attends board
meetings upon request of the Board of Trustees.
Monitors performance and schedules preventative or corrective maintenance on
all emergency equipment and software related to the proper function of the
communication center.
Maintains licensing agreements with the Federal Communications Commission
(FCC) and ensures activities of the center are in compliance with FCC rules and
regulations.
Maintains and releases communication center records in compliance with state
and federal regulations, Sunshine Laws, and the Freedom of Information Act.
Remain current and assure compliance with relevant state, federal, local
ordinances, and regulations. Remain current and assure compliance with
professional standards.
3. Perform other duties as directed by the Board of Trustees.
Education, Training, and Experience:
Possession of a four-year degree in communications, computer science, or
related field preferable but not mandatory or a combination of experience
and/or training in one or more of the following areas:
Public Administration
Electronics/Telecommunications
Personnel Administration
Business Administration
A minimum of three years increasingly responsible supervisory experience in
management of a public safety administration.
A minimum of three years prior experience in an operational communications
position, preferably in a multi-position, multi-jurisdictional environment, or an
equivalent combination of training and experience.
Knowledge, Skills, and Abilities:
Experience in directing or supervising an emergency-oriented public safety
communications organization.
Experience with computer applications in communications and public
telecommunications systems including various radio and telephone systems,
paging systems, mapping technologies, 911 system, and LEADS/NCIC interface.
Proven budgetary and financial management ability.
Ability to plan, implement, and manage a public safety communication system.
Significant successful experience in employee relations activity, including
recruitment, skills identification and utilization, training and development.
Ability to express oneself clearly in both oral and written communications and be
comfortable presenting agency programs to the Board of Trustees,
governmental agencies, and other public groups in both large and small settings.
Ability to interpret, apply and explain rules, regulations, policies, and
procedures.
Maintain the integrity of the position, communication center, and all related
agencies and municipalities.
Be able to lead by example and be committed to a high level of professional and
personal performance and achievement.
Familiarity with FCC rules and regulations and licensing procedures.
