1.0 Introduction
Company History
Bluered Security started in 2010 as a Security Department of Al Husseini Construction
Limited, a class one construction firm. In 2013 the Board of Directors decided to outsource
security section, hence the establishment of Bluered Security Limited in 2013. The main
station of the company is in Dar es Salaam Tanzania. Having identified a gap in the market,
with six years experience we provide different product for security services to the growing
business sector in Tanzania and East Africa region at large.
Bluered Security Limited is a Tanzania’s fast growing Security Company registered with the
governing laws and holding a Certificate of Incorporation No. 103444, with more than 120
employees, with approximately 220 million annual turnover, and a national infrastructure
with offices and sites in Dar es Salaam, Coast Region (Pwani), Mwanza and soon to start
operations in Tanga, Arusha, Morogoro, Mbeya and Dodoma.
Bluered Security operates in many market segments and has a customer and staff centric
philosophy. This is illustrated by our single point of contact account management programme

Manned Guarding
Our Security Guards match the profile you’re looking for. A friendly smiling face to welcome
visitors to your premises, or a more assertive no-nonsense approach to protect plant and
machinery in the dead of night
Screened, vetted, qualified and experienced, there are lots going on behind the uniform. Our
Security Officers can anticipate a problem long before visitors, guests or shoppers suspect a
thing. They can diffuse tensions using tact and diplomacy. They respond to difficult situations
calmly and quickly.
Front of House Security
Meeting and greeting customers, or keeping a low-profile (in uniform or plain clothes), we’re
on watch. Our Front of House Security can blend seamlessly with your staff or stand out, be

Reception Security
Our multi-skilled Security Officers are adept at multi-tasking. Many have bags of customer-
facing experience, often as a result of working in retail and other service industries. Add to

it, our Bluered Guards will:

Mobile Patrols
Crime prevention is our priority, but we are also quick to respond. Bluered Mobile Patrols
work in a number of ways. Assigned to your premises and their surroundings, we will keep

random rotas too, just to keep unwelcome visitors on their toes.
The other way our Mobile Patrols operate is to provide a flexible, cost-effective solution to

Multi-skilled Security Guards
When we recruit and when we assign Security Officers to your contract, we can make sure

Car Parking Management
As part of your security arrangements, Bluered Security Officers can keep watch over your
organisation’s car parking facilities. Officers will carry out frequent, but deliberately random
patrols to:
 Provide a high-profile deterrent against thieves and vandals.
 Ensure that visitors park correctly in the designated spaces.
 Assist drivers in finding spaces, exits and so on.
 Enforce parking rules and charges if these apply, as well as issuing penalty notices.
 Monitor the use of disabled parking spaces and assist disabled visitors.

Should any incidents occur, our patrols will ensure these are dealt with, recorded and
reported. If necessary, Police and ambulance services will be called, and where appropriate,
we will obtain information about drivers and other persons involved. Our Security Guards will
help to ensure that gates, signs, lighting and other equipment are checked and properly
maintained. We will also make suggestions where we identify scope for improvement. All part
of our added value Business Services.

6.0 Officers Recruitment
a) Engagement System
i. Through advertisements in local dailies.
ii. Upon recommendation from trustworthy friend.
iii. Channeled though reliable and long services Company employees.
iv. Through labour exchange.
b) Qualifications
i. Guards must be over 21 years but below 45 years of age.
ii. Must be literate, neat and of pleasant police personality.
iii. Should have armed forces background i.e. Police, Prisons, JWTZ, Immigration
and Peoples’ Militia accompanied with clean retirement certificate (for ex-
military candidates).
iv. Must be prepared to undergo through medical examination at a hospital of our
choice.
c) Vetting and Security
i. Each guards together with his/her photographs and finger print, will have to be
scrutinized fist by Police Identification for tracing his criminal antecedents and
verify his past records.
ii. Each guard must have two referees or guarantor whom the company can
contact at their pleasure. This guarantor will be held responsible for any
misdeed.
iii. Each guard is required to have ten cell leader endorsements to confirm
authentically of his residential address, ward secretaries and nearby police
officer could also endorse.
iv. Our company Investigation Unit will countercheck and authenticate all our
Guards and Officers. Those found liars are dismissed instantly.
d) Training and Specialisation
i. Indoor training of at least four weeks is given to all our recruits. At this stage
grading the guards is done. Guards earmarked to sensitive places, e. g.
Banks, Embassies, Hotels, Retails shops & Shopping Malls, Hospital and
Schools must be of pleasant personality.

ii. On a completion of this training the guards are sent to field in the midst of
company investigator.
iii. Seminars, workshops for guards are conducted continuously in batches to
enhance efficiency and keep them up to date to new technology of combating
and detecting to all ranks.
e) Security Guard Uniform
The uniform colour for Bluered Security is dark blue and red depending to design
suggested by company board of directors and requirement to suit the environment of the
site which includes trousers, shirt, hat/cap and black shoes.

7.0 Technical Duty Routine
1) Working Time Shifts
Normally we have one, two or three shifts per every security point within 24 hours.
Guards are assigned to work 8 or 12 hours daily. First shift starts at 6:00 a.m each day.
Number of shifts depends on the nature of service point.
2) Transport and Communication
The company is fully equipped with bicycles, Motorcycles. Patrol pickups and minibuses,
these are used for shutting and patrols as required by duty routine. Radio calls, post paid
phone calls are there to facilitate communication also include mobile telephone together with
office phone.
3) Emergency Time
At headquarters we have enough number of standby Guards to fill be gap of any absentee
and for emergency requirements. When this happens supervisors inform Control Room who
transmit the message to Zone Patrol Mobile Incharge for immediate dispatch of guards as the
need may require.
Under whatever condition guards are not allowed to work for 24 hours or two shifts. There is
a Zonal Security Officer, who acts both as a Supervisor and a security Officer Incharge of the
area shift. Our office Main Base operates 24 hours and can be reached at any time.
4) Terms and Conditions of Services
1. The contractor shall provide alert, sober, reliable, physically fit and well trained
Security Guard and shall also on his own or after notified by the Contracted
replace, Security guard not full alert, sober, reliable physically fit, well trained or
physically incapable of carrying out normal security duties efficiently.
2. During the duration of this agreement, should there arise any complaint or dispute
from either part, or then the parties through reconciliation shall amicably settle such
dispute. Any such complaint or dispute from either part must be communicated to
other part in writing, by telephone, verbal message and telex or by personal contact.

3. The contractor shall compensate the Client the cost for loss or damage of any
properties which are within or around the premises covered under our agreement,
when such loss, or damage arise from negligence of the Contractor’s Security
guards, confirmed by both parties, and proved by law. In this respect the Contractor
will not accept any payment deduction until police report or copy of judgment
released.
4. Without prejudice on the obligation of Contractor, in the event of loss, theft damage
or burglary when the Contractor in reporting such theft, damage or burglary to the
police and ensuring of investigation of the same.
5. Contractor or his agents shall at all times during the duration for this agreement
discharged effectively the duty of preventing unlawful entry or trespass, warding
off or apprehension of thieves or burglars and notification of any unusual incidents
immediately upon such occurrence or as soon as practicable thereafter. In this
respect the Client or assignees will render any possible assistance.
6. The contractor shall furnish all equipment and supplies to his/her personnel needed
to carry out their duties. Such equipment shall include whistle, bows and arrows,
machetes, truncheon etc. Separate arrangement and agreements will have to be
made if certain guard post will require the use of firearms. The Guards shall be
guarded daily and mount surprise checks whenever necessary.
7. The contractor shall provide any additional Security whenever required by Client
whether temporarily or permanently and terms of services remain the same as
stipulated in the agreement.
8. Should there be during the period of this agreement any Government increase in the
present rate of minimum wages, increase in operation cost, the rate payable as per
agreement may be adjusted upon mutual agreement between the parts.
9. During the period of agreement, The Client is not allowed to resign or enter into
any agreement with guards something which many cause termination of the
agreement by the Contractor for employing the guards. If this situation happens the
Client should pay to the Contractor the rate per guard for the month.

10.Neither Client nor the Contractor shall assign part or enter into agreement without
the prior notice and consent of the other part.
11. Any amendment or changes to this agreement shall be agreed upon by both
parties and appear to this agreement as annexes.
12.During the duration of this Agreement each part many terminate this agreement by
issuing a one month notice to the other or equivalent payment per every Guard.
13.This agreement shall be governed by the laws of Tanzania.

8.0 Assurance of Your Properties
Liability Insurance Policy
The Company shall affect Public Liability Insurance Policy for the firm and/ or properties
under our cost. The Client is advised to affect Insurance for his/her properties and goods
which are highly valuable in the premise against fire, burglary and other loses. We are ready
to cooperate with the client for incident occurred at the site we are providing security
services.
Complaint against Company Employees
All complaints should be reported to the Managing Director of the company in writing within
24 hours of the occurrence or of the incident that is the subject of the complaints to enable
the Company deal with such matters promptly.
