1. Lynée Russell - Previous Dry Utility Design & Coordination Projects:
 ATAPCO – Creekside Village: Site located in Glen Burnie, MD. Required new service design &
coordination for gas, electric and two telecoms. Site required gas regulation station design and
coordination. Property contained several phases which would provide new townhomes, single family lots
and apartment building complex to new residents. Coordinated payments/easements/contracts. Facilitated
& participated in marketing meetings to determine best telecom provider for new development. Required
General Contractor coordination and management assistance. (2012-2013, Bowman Consulting)
 Cityline PI Plan / Hanover Properties: Site located in Tyson’s Corner/McLean, VA area. Contained one
(1) city block of existing buildings (total of 6) to be demolished for new office/hotel/mixed-use residential
buildings. Required disconnects, abandonments, locates, new service and relocations design &
coordination efforts. Relocation of all existing wet and dry utilities within Westbranch Drive required
(roadway contained 10+ dry utilities, relocation of just Dominion VA Power would estimate to be one-
million in cost). Coordinated payments/easements/contracts. Monitored, tracked and scheduled dry utility
construction schedules. Required General Contractor coordination and management assistance.

 Wal-Mart – Hampstead: Site located in Hampstead, MD. Required relocation of poles and signals in two
(2) different locations; underground line relocation due to conflicts from Wal-Mart construction impacting
existing Carroll County Water Tower on adjacent property; new service coordination; relocation of BGE:
Electric, Comcast, Carroll County Cable and Verizon on multiple street poles and across the street due to
intersection and roadway reconfigurations. Coordination with Wal-Mart Rollout and Energy Divisions
regarding on-site construction schedules). Coordinated payments/easements/contracts. Monitored,
tracked and scheduled dry utility construction schedules. Required General Contractor coordination and
management assistance. (2010-2011, Bowman Consulting)
 TD Bank – Wisconsin Ave: Site located in Washington DC. Coordinated asbestos/rodent removal,
camera line work to determine if DC WASA could reuse their existing facilities for new service.
Coordinated Pepco underground line and pole relocation. Washington Gas relocation/new service, Sprint
and Verizon relocation and new service. Managed the relocation of Sprint's existing cell tower Pepco
service on-site, from existing position to temporary position running power, then into new service location.
Assisted General Contractor, TD Bank Construction Manager (Michael Powell), Bohler Civils,
MEP/Architect and Sprint with utility designs, relocations, installation, activation.. Coordinated
payments/easements/contracts. Monitored, tracked and scheduled dry utility construction schedules.

 Wal-Mart – Newport News & Jefferson Ave: Sites located in Newport News, VA. Wal-Mart
Construction Manager, Lance Ogden required assistance with these Kimley-Horn projects and contacted
Lynée Russell. Both projects required General Contractor coordination and management assistance.
Coordination with all dry utilities regarding their construction/installation/activation schedules was needed
for each site. Coordination efforts required due to Hurricane Sandy impacting site, outage coordination
with Dominion VA Power required due to impacts with local farmers market for the Jefferson Ave site.
Coordination efforts required with Wal-Mart Rollout and Energy Divisions required for both sites.

2.  Wal-Mart – Warrenton: Site located in Warrenton, VA. Wal-Mart Construction Manager, Lance Ogden
required assistance with this Bohler Engineering project and contacted Lynée Russell. This project
required General Contractor coordination and management assistance. Coordination efforts with
Dominion VA Power were needed due to lack of correspondence response from Dominion regarding
construction/installation/activation schedules. (2011, Bowman Consulting)
