EFA developed and subsequently updated the City’s water, sewer and stormwater financial plans, user rates and
SDCs as partof a larger master planningproject.Lynelleplayed a key rolein pre-construction planningand obtaining
financingfrom USDA for major capital improvements—$27.9Mfor the water system (includinga $9.9M grant) and
$2.2M for the sewer system. Financing for additional sewer projects was recently approved.

Lynelle played a critical role in research and data analysis for an annexation proposal that included cost-of-service
and cost-benefit comparisons for current and future residents,and assisted in updating the City’s water and sewer
SDCs and user fees after annexation.EFA also updated the City’s public works financial plansand served as Financial
Advisor for 3 bond issuances—thestructuringand marketingof advancerefundingbonds for a 2005 Sewer GO Bond,
and two $4 million Full Faith & Credit issuances—one for the water utility and one for urban renewal projects.
Netarts-Oceanside SanitaryDistrict, Oregon
Sewer Financial Plans, Rate Analyses, SDC Methodologies, and Financing (2006-2015)
Lynelle played a key rolein obtainingfinancingand for critical threeinfrastructureprojects.This included successful
completion of grant applications and pre-financingas well as pre-construction,construction and post-construction
monitoringrequirements that were a condition of financingapproval. The collection system($1.12M, $0.19 grant),
outfall ($3.5M, $0.5M in grant) and wastewater treatment plant ($21.578M, $8.57M in grant) have all been
completed. Prior to that, Lynelle assisted in preparing a long-term financial plan, revisingthe District’s sewer rates,
and presentation and eventual passage of over $20 million in general obligation bonds and $10 million in federal
grants for the improvements.

Lynelle played a key role in arranging $11 million in financing (including a substantial federal grant) for capital
improvements to the sewer system. She participated in a preliminary impervious surfaceinventory of all properties
within the City limits in advance of the City initiating a stormwater user fee and stormwater enterprise fund, and
assisted in coordinating thenegotiation of a wholesalewater agreement between the cities of Sublimity and Stayton.
