2000-Present University of New Mexico: Professor in the Dept. of Language, Literacy and
Sociocultural Studies, College of Education. Instructor of undergraduate and graduate courses on
curriculum development and methods of bilingual instruction, teaching English as a second language, first
and second language acquisition and bilingualism, the historical and cultural foundations of bilingual
education, discourse analysis, qualitative research and program evaluation, and issues in the global spread
of English. Tenured in 2004; promoted to Professor in 2011. Chair of the LLSS Dept. from January
2011 to June 2014.
June-November 2014 Evaluator, English Language Program, University of Cuenca, Ecuador:
Conducted a comprehensive evaluation of the university’s English language program, which serves more
than 2000 students each semester. The evaluation involved interviews with top university administrators
about the goals of the program, analysis of the diverse components of the program and the curriculum and
texts in each component, review of evaluation procedures, and with the assistance of a local team,
devising, implementing and analyzing two student surveys and one instructor survey. Final evaluation
report submitted to the University of Cuenca in March 2015.
July 2011-July 2012 International advisor, Diplomado (Intensive Study Experience) in Community-
based Indigenous Initial Education, Oaxaca, México: Advisor to the Pedagogical Committee of Plan
Piloto-CMPIO on the development and implementation of the first professional development experience
in the State of Oaxaca for Indigenous teachers of Initial Education (serving pregnant mothers and babies
up to 3 years old); facilitator of the module on community-based research and its pedagogical
applications. Diplomado was accredited by the Institute for Public Education of the State of Oaxaca.
1999-2000 Council for International Exchange of Scholars, Washington, D.C.: Fulbright Senior
Research Scholar in Oaxaca, Mexico, investigating teacher preparation for the indigenous diversity of the
state of Oaxaca, in collaboration with the Center for Research and Advanced Studies in Social
Anthropology (CIESAS), Oaxaca, Mexico.
1995-1998 California Teachers Association (CTA): Author, field tester and trainer of trainers for
the professional development program “RespeCT A Child, RespeCT A Teacher: A CTA curriculum for
SB 1969 training,” commissioned by CTA to equip its in-service teacher members with new
competencies required by State Law 1969 to teach Limited English Proficient (LEP) students (CLAD and
BCLAD endorsements).
1989-2000 San Francisco State University: Professor in the Department of Elementary Education
of the College of Education. Instructor of courses on curriculum development in the Social Studies for
linguistically diverse classrooms, linguistic and cultural diversity in the elementary school, and the
acquisition and teaching of second languages. Supervisor of student teachers and waiver teachers, both
bilingual and English monolingual, in inner-city classrooms. Tenured and promoted to Associate Professor
in 1995; promoted to Professor in 1999.

students’ permission as a course reader. Called the Language Analysis Project or LAP, the final project

were shadowed for several days and studied in depth.

Cummins describes my teaching as “one illustration of how teacher education can extend itself into
the transformative domains.” Commenting specifically on L. Meyer (1994), Barrio Buddies: Learning
through letters about kids, cultures, communities, and self-confrontation, Cummins writes: “Meyer’s
article makes fascinating reading not only as documentation of a highly creative innovation in teacher
education but also as a reminder of how many middle-class students and members of the general
public are still almost totally isolated and insulated from the realities of cultural diversity and inner-city
life…Meyer’s article illustrates how powerful the learning experience can be when these “two

Meyer, Associate Professor, LLSS, College of Education, UNM 2 2000-Present University of New Mexico: Professor in the Dept. of Language, Literacy and Sociocultural Studies, College of Education. Instructor of undergraduate and graduate courses on curriculum development and methods of bilingual instruction, teaching English as a second language, first and second language acquisition and bilingualism, the historical and cultural foundations of bilingual education, discourse analysis, qualitative research and program evaluation, and issues in the global spread of English. Tenured in 2004; promoted to Professor in 2011. Chair of the LLSS Dept. from January 2011 to June 2014. June-November 2014 Evaluator, English Language Program, University of Cuenca, Ecuador: Conducted a comprehensive evaluation of the university’s English language program, which serves more than 2000 students each semester. The evaluation involved interviews with top university administrators about the goals of the program, analysis of the diverse components of the program and the curriculum and texts in each component, review of evaluation procedures, and with the assistance of a local team, devising, implementing and analyzing two student surveys and one instructor survey. Final evaluation report submitted to the University of Cuenca in March 2015. July 2011-July 2012 International advisor, Diplomado (Intensive Study Experience) in Community- based Indigenous Initial Education, Oaxaca, México: Advisor to the Pedagogical Committee of Plan Piloto-CMPIO on the development and implementation of the first professional development experience in the State of Oaxaca for Indigenous teachers of Initial Education (serving pregnant mothers and babies up to 3 years old); facilitator of the module on community-based research and its pedagogical applications. SERVICE – National / State 2013 Arranged the logistics for a trip through California for 5 Oaxacan colleagues and myself, from Los Angeles to Santa Cruz, Pescadero, Palo Alto, and San Francisco, immediately prior to our symposium at the American Educational Research Association conference in San Francisco in May 2013.
