2. Features
Cover of 300 lakh households – 250 lakh household in rural and 50
in Urban area
Free connections will be provided to below poverty line (BPL)
households
The beneficiaries for free electricity connections will be identified
using Socio Economic and Caste Census (SECC) 2011 data.
Those not covered under BPL category can avail it by paying Rs500
in 10 instalments of Rs50 each along with their monthly bill.
The cost of electricity consumption shall have to be paid by the
respective consumers as per prevailing tariff of the DISCOM/Power
Dept
The Rural Electrification Corporation Limited (REC) is the nodal
agency for the operationalisation of the scheme.
The Gram Panchayat and public institutions in the rural areas will
be authorised to carry out billing and collection tasks.
3. How will it work?
To ensure on-the-spot registration, mobile applications
will be used. While free connections will be provided to
below poverty line (BPL) households
For those household where the national electricity grid
can’t reach, households will be provided with solar
power packs along with battery banks. State-run Rural
Electrification Corporation is the nodal agency for the
scheme.
Discoms will organize camps in villages/cluster of
villages to facilitate spot filling up of application
forms to complete the documentation.
Local public representations ( Mukhiyas/ Sarpanchs
to be invited in this camps
4. Scope of the scheme
Providing last mile connectivity and electricity connections to all un-
electrified households in rural areas.
Providing Solar Photo Voltaic (SPV) based standalone systems for
un-electrified households located in remote and inaccessible
villages/ habitations,where grid extensions is not feasible or cost
effective
Providing last mile connectivity to all remaining economically poor
un-electrified households in urban areas. Non- poor urban
households are excluded of this scheme.
5. Why was it launched?
Despite the government’s aggressive village
electrification programme, the Deen Dayal Upadhyay
Gram Jyoti Yojana launched in July 2015, under which
78% of 18,000 villages have been electrified, it was
realised that the problem of electricity ‘access’ wasn’t
resolved.
A village is declared to be electrified if 10% of the
households are given electricity along with public places
such as schools, panchayat office, health centres,
dispensaries and community centres.
With a large number of household still remaining without
access to electricity, the scheme aims at ensuring the
coverage of households as opposed to only villages.

Help India meet its global climate change commitments as
electricity will substitute kerosene for lighting purposes.
Help financially weaker sections including Dalits and other
backward classes.
Lighting in turn will also help in improving education and health
services.
Enhanced connectivity through radio, television, mobiles, etc.
Increased economic activities and jobs
Improved quality of life especially for women
Improve India’s per capita power consumption of 1,010 kWh
which is among the lowest in the world.
China has a per capita consumption of around 4,000 kWh.
Improved the lives of every person through Saubhagya and
could make a “New India by 2022”.

11. Challenges
The federal government is paying for
connections, but the purpose will be defeated
if the states fail to supply reliable power to
people.
It does very little to address the real problem
of affordability i.e. the recurring burden of
power bills
Lack of documents required for the
application.
Regular metering, billing and collection from
power consumers besides the stringent
timeline.
Fundamental challenges are related to the
quality of electricity service, the application
process, and the socio-economic impact of

13. Implementations
Nodal officers at district level is responsible for
providing information and updating of date on web
portal/ mobile app.
District Collector will be involved in planning of
camps, reviewing progress, removal of any
difficulties.
Incentives will be provided to district
administrations for effective participation in
Saubhgaya.

Just like all old schemes,
the Saubhagya scheme
also seems to be a failure.
Actually, the real problem is
affordability of power cost
and unflagging growing
population. There are also
the many ways to generate
electricity if power supply is
uneconomical for
government like,
hydroelectricity.
Government should also
think about to make more
investment in the field of
hydroelectricity.
