• Actively worked with foster care and adoption for 28 years;
• Served on the Arizona Supreme Court Foster Care Review Board for over 15 years
• Successful real estate broker/owner of Maricopa Realty for over 30 years
Leslie Blowers, Co-Founder and Board Vice President
• Involved with the care of children including foster care, adoption, and tutoring
children of all ages for over 31 years
• 25 years working in administration and management for multiple large
corporations and non-profit organizations
Facts About Substance Exposed
Newborns (SEN)
• “More than 6,000* Arizona newborns are affected by prenatal
drug exposure annually”
• This increases every year

Arizona Department of Economic Security Division of Children, Youth and Families
• To aid newborns who have been exposed prenatally to substance abuse
o these newborns are experiencing withdrawal symptoms
o most of these infants are dependents of the state
• To work hand in hand with DCS and DHS plus other state health care agencies
• To teach foster parents and birth families how to provide a healthy start in life

Interim Care for Substance Exposed Newborns

How does Jacob’s Hope do this?

Will be licensed as a Behavioral Health Care facility under the AZ
Department of Health Services for:
• Providing immediate, short-term care between hospital and home for
newborns suffering from prenatal drug exposure
 By offering a detailed plan for withdrawal which includes:
 A trained registered nurse
 A trained licensed nurse practitioner administering medication
 The therapeutic handling of the babies in a homelike atmosphere
 And by giving ongoing follow-up and support for the caregivers after
transitioning
How does Jacob’s Hope support the families
and/or caregivers?

Most of these infants are dependents of the state; therefore, we will be working with
foster parents and families to encourage a healthy start in life. Jacob’s Hope will
• Train and support families in the care of substance exposed babies to help ensure
long-term success
• Facilitate visitation, according to DCS instructions, for families to allow the bond
between baby and caregiver to grow
• Provide resources for caregiver training, such as Cradles to Crayon, Safe Kids
Coalition, WIC, Healthy Kids/Babies Program, and Strong Families AZ
• Closely track and monitor the babies after they leave Jacob’s Hope for an agreed
upon time
Focused Care of Substance Exposed Newborns
Combined ENVIRONMENTAL, MEDICAL and BEHAVIORAL care at
the most critical period during withdrawals:
ENVIRONMENTAL
– Subdued light and colors
– Low noise levels
– Controlled temperature between 76 and 80 degrees
– Residential style furniture
– Controlled visitations

Focused Care of SEN Infants
MEDICAL
– Medical status assessment at admission
– Incorporate existing orders into care
– Periodic assessments using the FINNEGAN scale to determine status
– Application of recognized pharmaceutical methods to aid in
withdrawals
– Charted medical care throughout the day
– Medical Assessment prior to discharge

Focused Care of SEN Infants
BEHAVIORAL
– Behavioral assessment of state and extent (FINNEGAN)
– Establish Behavioral Treatment Plan
– Charted behavioral tasks
– Concentrated Reactive Attachment Syndrome issue treatments
– Stable assignment of CALM fulltime staff to that infant
– Extended swaddling, cuddling, and face time
– Motion techniques (depends on the substance abused)
– Periodic review of Behavioral Plan
– Behavioral Assessment at discharge

How will this benefit Arizona?
• Jacob’s Hope will provide a substantial savings to the
state of Arizona by caring for the babies in an interim
care center, rather than an expensive hospital setting
• The cost to care for the most innocent victims of
substance abuse in Arizona could be cut in half
• Parent or caregiver will receive training and preparing
to take the baby home after detoxification which may
help prevent reoccurrence or disruption

• A combination of government funds, private donations, grants and volunteers
offering our state a low-cost alternative to traditional hospital care
• We are a 501(c)(3), all donations are tax exempt to the extent the law will allow
Daily cost in a hospital is $1300 to $1500 per baby
We can provide care for $800 per day for each baby
That saves the state over 40% of their cost per day
• a savings of over 1.5 million dollars in one year

What if…
Jacob’s Hope provides care for the state of Arizona
substance exposed newborns?
• Number of locations to help supplement the need to assist substance exposed
babies in Maricopa County (four to eight week treatments):
1 center with 10 beds to assist 75 babies the first year
2 centers with 20 beds to assist 150 babies the second year*
3 centers with 30 beds to assist 225 babies the third year ( or Statewide)*
* Jacob’s Hope plan is to start with one location and add additional locations when
financially able. Location will be determined according to the need. 14

How does Jacob’s Hope do this? 6 Will be licensed as a Behavioral Health Care facility under the AZ Department of Health Services for: • Providing immediate, short-term care between hospital and home for newborns suffering from prenatal drug exposure  By offering a detailed plan for withdrawal which includes:  A trained registered nurse  A trained licensed nurse practitioner administering medication  The therapeutic handling of the babies in a homelike atmosphere  And by giving ongoing follow-up and support for the caregivers after transitioning

How does Jacob’s Hope support the families and/or caregivers? 7 Most of these infants are dependents of the state; therefore, we will be working with foster parents and families to encourage a healthy start in life. Jacob’s Hope will • Train and support families in the care of substance exposed babies to help ensure long-term success • Facilitate visitation, according to DCS instructions, for families to allow the bond between baby and caregiver to grow • Provide resources for caregiver training, such as Cradles to Crayon, Safe Kids Coalition, WIC, Healthy Kids/Babies Program, and Strong Families AZ • Closely track and monitor the babies after they leave Jacob’s Hope for an agreed upon time

Focused Care of Substance Exposed Newborns Combined ENVIRONMENTAL, MEDICAL and BEHAVIORAL care at the most critical period during withdrawals: ENVIRONMENTAL – Subdued light and colors – Low noise levels – Controlled temperature between 76 and 80 degrees – Residential style furniture – Controlled visitations 8

Focused Care of SEN Infants MEDICAL – Medical status assessment at admission – Incorporate existing orders into care – Periodic assessments using the FINNEGAN scale to determine status – Application of recognized pharmaceutical methods to aid in withdrawals – Charted medical care throughout the day – Medical Assessment prior to discharge 9

Focused Care of SEN Infants BEHAVIORAL – Behavioral assessment of state and extent (FINNEGAN) – Establish Behavioral Treatment Plan – Charted behavioral tasks – Concentrated Reactive Attachment Syndrome issue treatments – Stable assignment of CALM fulltime staff to that infant – Extended swaddling, cuddling, and face time – Motion techniques (depends on the substance abused) – Periodic review of Behavioral Plan – Behavioral Assessment at discharge 10

How will this benefit Arizona? • Jacob’s Hope will provide a substantial savings to the state of Arizona by caring for the babies in an interim care center, rather than an expensive hospital setting • The cost to care for the most innocent victims of substance abuse in Arizona could be cut in half • Parent or caregiver will receive training and preparing to take the baby home after detoxification which may help prevent reoccurrence or disruption 12 Facility for up to 10 babies/ 2018

Funding - Who, how much, how often? 13 • A combination of government funds, private donations, grants and volunteers offering our state a low-cost alternative to traditional hospital care • We are a 501(c)(3), all donations are tax exempt to the extent the law will allow Daily cost in a hospital is $1300 to $1500 per baby We can provide care for $800 per day for each baby That saves the state over 40% of their cost per day • a savings of over 1.5 million dollars in one year 90% programs 9% administrative 1% fundraising

What if… Jacob’s Hope provides care for the state of Arizona substance exposed newborns? • Number of locations to help supplement the need to assist substance exposed babies in Maricopa County (four to eight week treatments): 1 center with 10 beds to assist 75 babies the first year 2 centers with 20 beds to assist 150 babies the second year* 3 centers with 30 beds to assist 225 babies the third year ( or Statewide)* * Jacob’s Hope plan is to start with one location and add additional locations when financially able.
