5. • Legal Basis: Partnerships in DepEd
1. Republic Act 8525:
• Adopt-a-School Act of 1998 and its revised IRR
2. DO #24 s., 2008:
• institutionalizing the Brigada Eskwela Program

creating the Office of the Undersecretary for
Partnerships and External Linkages (OUPEL)
6. • Adopt-a-School Program was established to allow private entities to
assist a public school, whether elementary, secondary, or tertiary thru
areas of partnership…….

8. • Schools can be adopted by an individual, group, another school, company,
foundation or organization.
• The Adopt-A-School Secretariat shall facilitate the linkage between the
adopting individual and the target school
• The Secretariat will provide the adopting entity with different adoption
packages and the list of prospective schools with their corresponding needs.
9. The adopted school shall sign a Memorandum of Agreement (MOA) with the
adopting private entity. The MOA shall specify the terms and conditions of the
adoption including the tasks and responsibilities of the private entity and the
school.
The parties involved in the signing of the MOA will be the adopting entity and the head of the
school concerned. In cases where the adopting entity adopts multiple schools in a certain division,
a MOA shall be facilitated between the adopting entity and the corresponding DepEd official. For
a school located within a particular Division, the Schools Division Superintendent will be the
official signatory; for regional project coverage, the Regional Director; and for projects that are
national in scope, the Secretary of Education shall sign the MOA.

Acceptance;
c. Ensure the proper recording of donated properties for submission to the
division office;
d. Monitor the status of SNDS and DPDS at the municipal level; and,
e. Assist in partnership-building activities

An African Proverb states, “It takes a village to raise a child”. This proverb gives us a message that our learners need us, not only me, not only the Department of Education but all of us for them to be given a healthy, safe and conducive learning environment. This kind of learning environment would surely foster hope and aspirations to our learners. This is the reason why we have this convergence today. We will build a strong partnership mechanism for our learners- to whom our future lies. But what is partnership?

Partnership is best exemplifies with the relationship of the husband and a wife. Both agrees to work together and both have the same or common goal/s. Moreover, both complements each other in order to achieve their common goal/s.
Like what I have said a while ago that it takes a village to educate a child, RA 9155 encourage parents to be involved in the education of the child, maximize participation and coordination, emphasized volunteerism. As Helen Keller states :"Alone we can do so little; together we can do so much."
With your involvement in SDO Cotabato, surely our learners would achieve their dreams for themselves, their families as well as for the community where they lived.
