The document analyzes how information and communication technologies (ICT) are addressed in the Spanish LOE and LOMCE education laws. 2. ICT in LOE
In this law one of the Educative Objectives related to ICTs is “guaranteeing the access
to Information and Communication Technologies”.
In the objectives of Primary Education one of them says that “Children have to start to
use the ICTs in learning, developing their critical sense about the information they
receive and produce”.
Related to the teacher training, it says that the use of ICTs is promoted by the
establishment of specific training programs.
In relation to the material provided by the administration to public schools, the law says
that “schools will have available any technological infrastructure needed to guarantee
the incorporation of ICTs to the educative process. The educative administrations have
to provide these services and make easy the relation between public schools and their
context.”
It also says that “the Educative Administrations should provide the necessary resources
to guarantee the establishment of reinforcement learning programs about ICTs.”
ICT in LOMCE
The new law of education refers to ICTs by saying that “globalization and the impact of
new technologies make a difference in the way children learn”.
The ICTs are one of the three aspects in which this law is focused because they are very
important to change the educative system.
There is a section that refers to ICTs and says that “technology define education because
it allows a universal and personalized learning”.
“ICT will allow the personalization and the adaptation to the needs of each student.
Moreover, on the one hand it will allow the support and reinforcement of students with
needs, and on the other hand it will allow expanding the knowledge transmitted in the
classroom.”
“Using ICTs students will be able to access to many educative resources”.
3. “ICTs will introduce a methodological change that will lead to the goal of improving
the educative quality”.
“The responsible use of these new technologies by students must be present throughout
the educative system”.
Related to the teacher training the law says that “the ICTs will be a tool in teacher’s
training and long life training” and it also says that “it will be worked in every subject
of the curriculum”.
Finally, in relation to the Administrations, it says that “the Administrations must provide
virtual learning environments at schools to make easier to apply educative plans
designed for teachers”
Summing up we can say that New Technologies are an important element in our lives,
so they must be included in education because it is necessary to prepare our students to
face this modern society.
ICTs also provides many resources in order to use them in our classroom and allows
students to find learning resources through the Internet.
Thanks to ICTs, teachers can also share information and resources with other teachers in
many places of the world, since they can use social networks or blogs. ICTs also make
interesting the learning process and they are a way of motivation for students. For that
it’s necessary that teachers have knowledge about ICTs and different devices but to get
that, Educative Administrations should provide different tools and devices.
