HKSAR government has not addressed the problem
and there is no comprehensive anti-trafficking law.
- HKSAR is not a signatory to the Protocol to
Prevent, Suppress & Punish Trafficking in Persons
(the Palermo Protocol)
- The situation has been degrading, and now
HKSAR is downgraded to tier-2-grade watch
list by the US. This is the second-to-last lowest
grade out of four. (US Department of State,
Trafficking in Persons Report 2020)

Misconceptions and facts about human trafficking
● Human trafficking is a form of
modern slavery. It is the 2nd
largest crime in the world
● Human trafficking can happen
anywhere and to anyone
● Globally, 40 million people are
enslaved, 70% are women and
children, HKD 90 per slave
● 2020: HK is on the Tier 2 grade
watch list, the 2nd lowest rank in
the 4-Tier ranking system. Same
ranking as Pakistan and Saudi
Arabia
From our experience,
trafficking victims are not
only sex workers.
Migrants coming for
employment are very
vulnerable as well.
