Research motivation:
International Human Rights defenders claim documentation of discrimination and non
discrimination among the human community. South Asia is a most diverse region of the world
where dissemination and violence are very prominent. Multi-cultured and multi-religious
people are living in this region. Some are privileged, some are under privileged and some are
marginalized. Dalits are the marginalized people in South Asia. Dalits are the social groups who
are for centuries deprive socially and economically as compared to other sections of the social
people in South Asia. Dolits are mostly untouched. Human rights are a concept of the
involvement of human history. Human rights are the synonymous of natural rights in the
constitution equal privilege has been given to all. The objectives of this research are:
 Elimination of untouchability and strengthen social certainty
 Reduce racial (Ethnicity) and social discrimination
 Social and economical empowerment of Dalit
 Breaking the cultural silence of deprivation
 Establishment of Human Rights among Dalit Community
 Develop a society of distributive justice
The Dalits and excluded community people in this region continue the experience of
dehumanizing practices linked to untouchability, race, religion, caste based discrimination.
Indian constitution recognized the Dalit rights as stating reservation to post services and
schedule caste and schedule tribe. There are about 150 divisions among the caste system in
India. A group of people in Nepal also excluded from the mainstreaming of rights and
responsibility of the Sovereign State. These people are needs to immediate addressing.
Bangladesh constitution also recognized the rights of marginalized people of Bangladesh. But in
practical field they are excluded and not in development mainstreaming.
The types of discrimination of Dalits are like as bellow:
 Denial of entry into service,
 Denial of access to common resources
 Denial of social relationship
 Denial of participation of social, religious or customary programs
 Attitudinal untouchability.
In Bangladesh most of Dalits are from Hindu and Christian religion. They are numerically and religious
minority in Bangladesh. The religious minorities of Bangladesh are decreasing day to day. Social
disseminative practices and social sigma prevents them from being considered in mainstreaming in
political anddevelopmentagenda.Theyare oftenminoritiesamongthe minorities. The livelihoods and
skillsare ofteninheritedandhence endangeredbymarketforce.Theyare out of basic citizenship rights
like voting. These communitypeopleare neglectedbythe Governmentandnon-governmental agencies
and civil society. They need to address for development.
