It describes the various services provided by health centers in the country, including dental care, reproductive health services, medical clinics, blood donation programs, epidemiology and surveillance, disaster management preparedness, mental health counseling, and pharmacy services. It notes that these services should be made available for free to communities. It also outlines some of the environmental challenges facing the Philippines, such as natural disasters, water-borne diseases, deforestation, pollution, and loss of biodiversity.

44. The Environment of Philippines is prone
to natural disasters,
particularly typhoons, floods, landslides,
volcanic eruptions, earthquakes, and
tsunamis, lying as it does astride the
typhoon belt, in the active volcanic
region known as the Pacific Ring of Fire,
and in the geologically unstable region
between the Pacific and Eurasian
tectonic plates
45. The Philippines also suffers major
human-caused environmental
degradation aggravated by a high
annual population growth rate,
including loss of agricultural
lands, deforestation, soil erosion, air
and water pollution, improper disposal
of solid and toxic wastes, loss of coral
reefs, mismanagement and abuse of
coastal resources, and overfishing.
46. Natural Resources and Biodiversity explain why the
Philippines is a rich country. Putting our home into the
rare list of nations which have both a hotspot and mega
diversity area for over 6000 plant species and also
numerous animal species inhabited this area. However,
despite—or perhaps because of— their richness and
massive importance to the environment and humans as
well, the forests face continuing destruction and
possible extinction.
