Services Review and Report on Bridges Programme

The Overseas Development Administration required a review of the effectiveness of
its Bailey bridge construction programme in Zambezia Province. This programme had
been initiated as a means of opening up routes for aid agencies to reach remote parts
of the country following the civil war.
Journeys along roads and tracks into remote areas enabled the sites of the various
structures to be visited, the bridges inspected and their status recorded. Discussions
were held with the agencies responsible for the roads and bridges and those with an
interest in improving communications and access to the areas most in need of
assistance and development.
A detailed Review and Report containing proposals for an ODA funded extension
project was produced. The main conclusions were to encourage technology transfer
and to develop self-reliance in order to repair the existing assets, improve the
facilities, and to generate an understanding and ability to maintain the roads and
bridges.
