• Physical Planning is not new in Pakistan; it has a history
of achievements. The results achieved by the Moghal
Kings show that they had a systematic organization in
conformity with the conditions prevailing at that time.
After the advent of British, the subcontinent developed
different types of institutional set-ups starting from the
Municipal Committees to the Improvement Trusts.

3. • On the Provincial levels
• Departments of Local Bodies,
• Provincial and Central Departments of Public Works
and Cantonment Boards were set-up.
• But these units had very limited co-ordination and there
was no central unit for policy
• formation,
• monitoring
• or control.

4. • After Independence (1947) some
efforts were made to streamline these
scattered unit and a National
Planning Board was created. Within
the framework of National and
Provincial Plans, Housing and
Settlements sectors were established.

5. An effort was also made to convert
Improvement Trusts into Development
Authorities and during the 2nd, 3rd and 4th
Plan periods, all major Urban and
Metropolitan areas were brought under the
Metropolitan Authorities. Subsequently,

6. for example Karachi Improvement Trust was
converted into Karachi Development Authority and
Lahore Improvement Trust into Lahore Development
Authority.
In spite of these efforts, the attention paid to the
housing sector remained very marginal. On the local
level, the subject remained with the Development
Authorities wherever they existed and was entrusted to
Municipal Corporations and
Municipal Committees in other areas. On Provincial
and Central levels.

7. The Development Authorities have tried to
experiment various ideas in the field of housing.
For housing finance the House Building Finance
Corporation is controlled by the Finance Division
of the Government of Pakistan.

8. • On the Federal level, the Federal Physical Planning Board
although existing on paper as an Advisory body is
ineffective. There is only one Development Authority
under Federal Government control namely the Capital
Development Authority. Recently its control has been
transferred from the Environment and Urban Affairs
Division to the Ministry of Interior.

9. • At the Provincial level,
The planning strategy in the field of Physical
Planning and Housing is coordinated by the
Planning and Development Departments. Separate
Physical Planning and Housing Departments exist
in Punjab, Sindh and NWFP, while in Baluchistan
the Local Government Department looks after this
function.

10. • In Sindh,
There are some other departments also which look
after regional planning and urbanization aspects for
example Sind Regional Planning Organization. In
NWFP, at the Provincial level there is also the
Provincial Urban Board. The Provinces of Sindh and
Punjab have also established the Directorate of Town
Planning under the Department of Housing and
Town Planning. On National level there is only one
Building Research Station located at Karachi. On
Provincial level there is also one at Lahore.

11. • On Local level,
• The Housing and Physical Planning sector is looked after by the
Development Authorities in major cities and by the Municipal
Corporations and Cantonment Boards in other cities.
• The development authorities are functioning in major cities namely,
• Karachi,
• Lahore,
• Faisalabad,
• Multan,
• Hyderabad,
• Peshawar,
• Mardan and
• Quetta..

12. • On the private level,
• there are some organizations which have related
interests in the field of Housing and Physical
Planning. These include the Association of
Builders and Developers (ABAD). Institution of
Engineers, Pakistan Institute of City & Regional
Planning, Institute of Architects Pakistan,
Federation of Architects and Engineers Pakistan,
various Housing Societies and private
construction companies.
