to bring objectivity in their identification
and care.
 Elders to be considered integral part of
productive society
 Elders must be given space by making
them integral part of the urban and rural
planning and development process
 Planning and development norms for
elders must be specified in all the
development plans /master plans/zonal
plans/local area plans
 All buildings must be made accessible to

 Old aged homes should be included in the
planning process with defined norms and
dedicated spaces allocated
 Traffic and Transportation system should
specifically take care of the travel needs of
the elders
 Entire road network should be planned,
designed and constructed to facilitate safe
and easy movement of the elders
 All modes of travel used in the mass
transportation of the city should ensure easy
entry/exit besides convenient seating ,
guiding them about travel route and
destination

 Adequate provision should be made
for recreation of elders near their
place of residence like parks, open
spaces with dedicated spaces marked
for elders in the overall landscaping
plans
 All residential houses having elders
must be identified with a specific
code, with local police station having
details about the elders , for accessing

 City wide data base of elders needs to be
prepared and shared with all local level
parastatal agencies /NGOs/CBOs involved
in providing healthcare, social /financial
support/ implementing state or central
schemes , safety/security for elders
welfare- for regular interaction and
connecting with them on regular basis.
 A dedicated institutional mechanism
needs to be set up at city/community level
to take care of elders and their safety
 National Building Code should come out
with a dedicated chapter for taking care
of elders

 Educational institutions need to be connected with the
elders for making students visit the elders and take care of
them. This would help in creating awareness among
children to take care of the elders at home
 Each elder must be documented in terms of their
strength/liking and those must be leveraged by providing
them necessary logistic
 Elders must be encouraged to get involved in various
activities to keep them busy. They can also be encouraged
to help the poor in their education/learning etc
 Dedicated funds must be marked for the welfare of elders .
Individuals must be made to contribute for the welfare of
elders
 Government may consider levying a cess for securing
resources for the welfare of the elders
 Architects need to redefine their role in the care of elders
