Brief Introduction: The action plan clearly stipulated water conservation and pollution reduction requirements on
industrial parks: 1) establish industrial system of water circulation and improve wastewater treatment and reuse rate; 2)
promote using water‐saving products and implement water use efficiency labeling policy and water‐saving product
certification; 3) conduct public institution water‐saving reform and improve corresponding management.
In districts with water deficiency, it is emphasized that initiatives should be taken to save water. Rigid restraint on water
resource should be taken seriously. Water resource bearing capacity assessment should be conducted in each county to
establish early warning system and release warning information. For construction projects, water resources
demonstration procedure should be implemented strictly for water quotation management. Each project should have
complete water use plan and water conservation statistics.

Brief Introduction: The Notification specified that approval of new projects would
be limited in certain areas with poor environmental status, which was not able to
meet the requirements of environmental quality assessment. In addition, industrial
and mineral projects are strictly prohibited within the range of ecological protection
red line, except those indispensable infrastructure projects being carried out, such
as highway, waterway, flood controlling, pipelines, canals, communication and
power transmissions. The Notification also proposed control suggestions on regional
mass loading of pollution discharge optimization on regional development layoutmass loading of pollution discharge, optimization on regional development layout,
and countermeasures of structure and scale. EIA approvals shall take additional
account on upper limit of resource consumption, that is, energy, water, land and
other relevant items. In the EIA inventory planning, a negative list of environmental
access would be developed based on the selection of location, resource utilization
efficiency, resource allocation and other aspects pertaining to the relevant subject.

The Measures specified the following contents: site investigation and
risk assessment for soil, risk management and control system of
contaminated land, and pollution control and remediation system. The
proposed measures were to support the soil investigation system, which
currently lacked of systematic management and could not meet the
actual needs. In the aspect of management responsibilities, the Ministry
of Environmental Protection is responsible for administration and
supervision of soil pollution nationwide.
Local environmental departments at all levels shall be responsible for site investigation, risk assessment, risk control,
supervision and relevant activities in the administrative area. In accordance with the "polluters pay" principle, entities or
individuals causing soil contamination shall bear main responsibility to perform investigation, control and remediation. If it
is difficult to identify the polluter, the land user shall bear the corresponding responsibility. Accurate definition of the
responsibility bearer was included. The scope of the measures application lied in land closure, relocation and the user
change of the land. To specify, radioactive contaminated sites are not within the scope of this Measures.
