6. Establishment Of SEZ(Special Economic Zones)
Hypothesis: Establishment of SEZ in NER will prove to be a Growth Driver
(a mechanism for trade and investment promotion, creation of infrastructure,
employment generation, promotion of regional development, increase in foreign
exchange earnings, improving export competitiveness and transfer of skills and
technology) Source:Rajya Sabha Unstarred Question#2019(March 19,2008)
List of Special Economic Zones in India(June 2012)
Need & Scope of SEZ in NER
•Current Status-2approved in Nagaland but
not operational
•Potential Economic Hubs
Moreh town(Manipur)
Khwairamband Bazar/Ima
Market(Imphal,Manipur)-largest womens
bazar in Asia
Aizawl(Mizoram)
Bara Bazar(Shillong,Meghalaya)-largest
markest in North-East
7. Challenges:
• Lack of infrastructure
- Rail network in NE state form only 3.7%
- Road network.
• Inner Line Permit System in some state of NE
India
• Insurgency problem in the area.
•Lack of investment.
Possible Solution:
• Modernisation, improvement
and promotion of existing transport
system.
- As of now there are only two
International airport in the region.
• Removal of ILP restriction for easy accessible
for the investor.
• Political solution or dialogue to end
the year long insurgency problems.
-Law and order and security of the
public should be ensured.
-Incentives or beneficiaries should be
announced to attract more investor in
the region.
Investment and Impact
•Expected investment for 4 operational SEZs ≈ Rs.30 billion
•Direct employment created via 4 SEZs ≈ 2000
•Land requirement ≈ 200 sq. km
•Fueling Tourism

8. Potential Mega Hydro Electric
Projects in NE India:
•Arunachal Pradesh
(50328MW)
1. Dibang Multipurpose
Project( 3000 MW)
2. Kamang
3. Subanshiri
4. Others.
•Manipur( 2000MW)
1. Tipaimukh Hydel Project
(1500 MW)
2. Pabram Hydroelectric
Project (190 MW)
•Sikkim(4286MW)
•Others
Potential alternative Power Sources:
Wind Mill Power Project-
Suitable condition: Constant windy mountainous region irrespective
of season variation.
- Certain areas in NE are well suited for the set up.
eg.Chawangkinning,Senapati District,Manipur.
-Presently in Chawangkinning,3 wind mills are operational which are
well sufficient to provide electricity in more than 35 household.
- These no. can increase upto 1500 in the same area and has the
potential enough to provide electricity not just to certain household
but to some villages
HYDRO ELECTRIC POWER POTENTIAL
Hypothesis: If the potential HE projects are
fulfilled, the excess energy apart from the
domestic needs can be traded to the neibouring
countries.
9. Advantages:
1. Power independent.
2. Can use the power for running
industries.
3. Developed irrigation system
and thus more agricultural
production.
4. Effective water reservation
system
Challenges:
1. Environmental issues
2. Some basins share
international product.
3. Local inhabitant interruption.
4. Lack of technical support
