The Sustainable Forestry and Rural Development Project (SUFORD), Laos PDR
in conjunction with INDUFUR, an independent international consulting group
specializing in forestry management has a pilot site for Low Carbon Village
Development (LCVD) in Dong Sithuane Production Forest Area (PFA) in
Savenkhet province in Southern Laos PDR. The project is run under sustainable
forest management of the Ministry of Agriculture and Forestry. Laos PDR
This pilot is a specified requirement of the methodology for REDD++ carbon
crediting mechanism
Gordon Hirst – Chief Engineer Laos Institute fro renewable energy was
commissioned to join the team to promote the use of solar energy, Improved
Charcoal Production systems (ICPS) and the use of biochar as an agricultural
amendment

Objectives
The objective of this short technical assistance would be to
develop low carbon village development plans in three pilot
villages, with the respective village development committees.
Expected Outputs
1. Low carbon village development plans for Backkumkham,
Nongmek and Nonsavanh villages.
2. Raise awareness of green low carbon village development with
the three pilot villages and accompanying government staff
(District agriculture and forestry office) + (Provincial agriculture
and forestry extension service)

Recommendations to the design of low carbon village development
plans
1. Provide finance to support new Laos cookstoves for each family
in the three pilot villages
2. Finance the construction of three “green charcoal” kilns (ADAM
Retorts) in the three pilot villages
3. Hold a workshop with the three villages on the use of biochar and
organic fertilizer (and if possible low methane rice production)
