The HSE MS in its development phase is supported by a “Road Map” through each phase of a new build project through
the recognition in support of corporate HSE MS the Elements, Practices, Procedures & Measurement Development that
are necessary to maintain the safety, health, environment and indeed reputation of the company during each project
phase and on into the operational phase ofthe applicable facility.
Safety Case
Develop Safety Case Strategy to support the management of Safety Cases. The strategy provides guidance on the
development of a Safety Case, and what steps are necessary to ensure the content will achieve acceptance by the
regulatory authorities e.g. the UK Health and Safety Executive and DECC as the Energy Authority. The strategy ensures
compliance with the relevant statutory provisions, so as to ensure safe operation ofthe facility throughoutlife of field.
Providing guidance to the workforce including vendors and 3rd parties on safety case regulatory compliance
requirements and the engagement processes. The strategy maps out the structure and content of the Design Notification
and subsequent Safety Case. The strategy also contains the Major Accident Hazard (MAH) philosophy. This philosophy
is the benchmark to conductthe formal safety assessment(FSA) studies.
Achieving acceptance of the Design Notification allows the compilation of a Safety Case to meet the regulatory
compliance requirements as a means of demonstrating to the applicable workforce, and the UK Health and Safety
Executive that the duty holder, is committed to managing its operations in a safe and efficient manner, and ensuring that
risks from MAH are identified and measures commensurate are implemented. In so doing, the duty holder is able to
demonstrate thatrisks are as low as reasonablypracticable (ALARP) in the context of compliance demonstration.
In particular focus to the identification of potential hazards that could pose a threat to personnel and business alike.
Recognizing those with the experience to eliminate or diminish the hazards or reduce the potential risk by applying risk
reduction measures where applicable to decrease the initial risk residuallyto a lower level.
Technical Safety, Hazard & Risk Management
From creativity in inherent safety, managing and reducing the risks from potential hazards, contributing to the reduction
in risk of your personnel.
Keep the design simple and reduce complexity. Building the inherent safety principles into the design is the most cost
effective opportunity to eliminate hazards atsource.
Adopting the inherent safety approach to design engineering allows for the identification and removal of hazards at an
early stage. This often reduces the complexity and intervention required.
Skilled in providing technical design solutions by interactive network in tandem with other key disciplines coupled with
proven practice to achieve optimum design.
Hazard Management approach, and recognition of those is made by the FSA of hazards for the full life-cycle of the
facility. FSA at the earlieststages in design is where it is most beneficial and drives the reduction of risk to a level th at is
as so far as is reasonablypracticable (SFAIRP) to bring compliance with the RSPs underpinned bythe HSWA 1974.
Concentrating the FSA process on all foreseeable MAH events, associated with a project or operations have been
identified, evaluated and assessed against risk acceptance criteria. The aims and objectives are to further demonstrate
that appropriate measures are in place for the continually evolving life-cycle of the activity to prevent, detect, control and
mitigate the likelihood and consequences ofthese MAH should they be realized.
In support of the FSA processes appropriate use of QRA techniques and safety study analysis in establishing the
probabilityof occurrence of the identified hazards,together with all credible escalation routes and consequences.
From QRA and study outcomes an SFAIRP demonstration is conducted by a combination of approaches and techniques.
In simple terms, it will typically be achieved through qualitative reasoned arguments that discuss “what can practicably
be done” and “what is reasonablypracticable to implement”.
A key provision of the SFAIRP principle is the ability to demonstrate an on-going assessment of risk and appropriate
remedial measures, until gross disproportion exists between the cost of risk improvements and the benefit, which a
proposal maybring utilizing techniques similar to CBA.

New facilities: three bridge linked platforms (Collector Separator Platform, CSP-1, Compression Platform CP-1 and
Accommodation Platform UAP) with up 34% H2S concentrations. Well stream fluids transferred from the existing USSC
via submarine pipelines, dehydrate and re-inject 219 BSCF per annum (annualised average 600 MMSCFD) of Khuff gas.
Khuff gas will be produced and re-injected fed from pipelines on three existing wellhead towers all of which will need
significantbrown-field tie-in work.
The facilities handle 305,000 stbpd oil for export to Das Island via submarine pipeline. 1000 MMSCFD of associated gas
for export or re-injection and treat 125,000 bpd produced water for disposal into an offshore aquifer via a new Water
Disposal Tower bridge connected to CSP-1.

delivering 150,000bbl/day from 300+ wells which is imported via overland pipelines, processed and exported from a

crude at a high pour point (>40˚C). Production enhanced by Hot Water flood recovery via steam plant. Infrastructure
