The organizational and development system of international science will be considered optimal only if intellectuals
from the most remote corners of the world have equal access to scientific resources and their creative works can
be easily brought to the attention of the global scientific community.
Not the one who desires scientific recognition deserves it, but the one who earns it with the tireless creative work and
original innovations.

The science based on the dominant of human intelligence, creative freedom and self-expression contributes to
the development of effective mechanisms of democracy and collective self-government as no other sphere of
public life.
In modern society science should have more significant influence on social processes than it actually happens
today. Science contributes to the progress of mankind more than other areas of public life, but at the same time it
is the sphere least involved in the processes of practical implementation of elements of this progress.
Sometimes it becomes obvious that because of the historical (but outdated) tradition science builds unacceptable
barriers of impregnability between itself and the society.
The excessive arrogance, somberness and inaccessibility of science only reduce its effectiveness, usefulness and
social significance. Science has the right to dissociate from the society only till this circumstance can bring benefits
to the world.

ƒƒ In the end of 2011 the IASHE initiated and organized the GISAP project

scientific analytics and at the same time - the international scientific practical

between researchers from various countries; to ensure the effective development

the guaranteeing of mobility of scientists and their researches. Our aim is to make
the aggregate voice of all the scientists of the world loud and powerful, we aim to
make the scientific processes dominantly influential on the social life development
and the scientific creativity to become prestigious and well-known

take part either in a competitive program of events or just in their intellectual-

The multiplicity of participation of the interested person in championships
depends on:

ƒƒ Scientific-analytical basis for summing-up the results of scientific-analytical
championships (of various kinds, in various fields, sections and nominations) is
the mark, given by the participant’s competitors and international experts
ƒƒ Mutual marks of the project participants and experts ratings have different
value (ponderability) but affect the summarizing of results of championships
and defining the winners and awardees equally. This conception of rating is
connected with the necessity to ensure the objective balance of the author’s
materials marking criteria, to prevent conflicts of interests of championship
participants and to avoid one-sided assessment and the impact of possible
personal preconception of certain members of the rating process on it
ƒƒ The championship results (of every stage and total) of the calendar year are
summed up not through simple summation of marks, but with the usage of the
analytical formulas of the IASHE. As for the definition of results of every stage
and total calendar year results, the formulas differ and take into account a
large number of consequences, which characterize the scale and the quality
of participation of a certain person in the GISAP project and ensure the
objectivity of the championship winners and awardees definition
ƒƒ The definition of championship winners and awardees among Federations
and National scientific analytics teams is carried out with the help of formulas,
which take the total value of participation results into account
ƒƒ The definition of championship winners and awardees among club teams is
carried out via collective competitive method, through relative comparison
of total indexes of teams and tabulating the results of sparrings between pair
teams into championship standings

The IASHE magazines, as standing and long-term projects, are specific (integral)
objects of analytical quality and popularity evaluation of the issue and its materials,
conducted by the international scientometric data bases («Scopus» etc.) and
organizations, which form the authoritative citation indexes (impact-factor (IF),
Thomson Scientific» etc).
INNOVATIONAL ABSTRACTS
ƒƒ One of the key mechanisms of mass promulgation and wide distribution of the
most valuable scientific reports, presented in the GISAP project or the related
analytics is the format of the «innovational abstract». Through this mechanism
an author of the appropriate scientific report formulates brief notes – the main
contribution (innovations) of this scientist into science
ƒƒ Innovational abstracts are presented on the websites www.gisap.eu and
www.platonick.com and on the GISAP project pages in social networks:

THE IASHE RATINGS
ƒƒ Through the usage of special mathematical formulas and data, connected
with the GISAP project realization, the IASHE ratings objectively display the
comparative collation of different parameters of scientific activity and
effectiveness of universities (higher educational institutions) in certain countries
and in the global scale
ƒƒ The IASHE ratings are based on actual materials, logic and rational analytical
means. This allows them to reasonably characterize the present state of the
scientific potential of educational institutions, representatives of which take part
in the GISAP project

year becomes a member of the National team of his country
ƒƒ Membership in the National team in the relevant calendar year is approved by
the Certificate and special attributes of the IASHE – the certificate, given by the
relevant Federation
ƒƒ Collective results of participation of National teams in continental championships
and in the World scientific analytics championship in all nominations are formed
cumulatively during the whole financial year starting from January 1
ƒƒ Final results of continental and the World championships between National
teams are summed-up on the basis of special formulas with consideration of

championships of the GISAP during the financial year

ƒƒ National research analytics championships between club teams are carried out
by Federations of appropriate countries, which correspond to the requirements
for organizers of such tournaments
ƒƒ The main normative document, regulating the mechanism of organization and
holding of club championships is the «Regulations for conducting the nation-
al research analytics championships between club teams», approved by the
IASHE Presidium, № 17-54/2012

SCIENTIFIC AND ANALYTICAL
(CREATIVE) PROGRAMS
International doctoral scientific and analytical (creative) programs are an original
innovation by the IASHE implemented on the basis of the principal extraction of the
scientific process from the educational environment. Research (creative) doctoral
programs are based on the qualification value of factors: active scientific activity of
the scientist; mass publication of the scholar’s scientific researches; determination
of innovativeness of scientific researches and creative self-expression of the
scientist; competitive qualitative contraposition of sectoral scientific researches of
various authors; value of scientific discussions; qualification-based joint assessment
of the systemic scientific activity of the scientist by the professional Expert Board
and by scientists-specialists from around the world; transparency, objectivity and
fairness of collective professional decisions in the sphere of scientific attestation. The
mechanism of implementation of the IASHE scientific (creative) doctoral programs
is regulated by the special Provisions approved by the IASHE Presidium.
All participants of the IASHE scientific-analytical championships automatically
become the participants of the specified doctoral programs implemented on a
free basis and not requiring competitors to make any additional efforts in order
to pass excessive bureaucratic procedures. At the same time, productivity of the
specified process in many respects depends on the goals set by the applicant for
himself, as well as his commitment, creative capabilities and the chosen strategy
of participation in the scientific-analytical championships. Successful passing of
doctoral programs requires competitors only to be active in publication of their
ideas, express own identity and present innovations!
Doctoral programs are systemically interconnected scientific, research and
qualification-assessment events held by the IASHE and based on stimulation of
self-organization, self-development, creative initiative and activity of scientists.
They ensure the publication and wide discussion of results of scientific researches,
organization of professional communications and implementation highly qualified
expert and open public assessment of results of scientific researches of scholars
from around the world.
Doctoral programs are not the direct analogues of the academic doctoral
programs of Universities. Their goal is not to substitute or copy them in any form. At
the core of implementation of Doctoral programs there is not a priority of further
educational (academic) development of the particular person (possessing the
educational qualification in the sphere of higher education), but the primary value
of development of his/her creative activity and research initiative aimed at the
innovative promotion of the scientific progress.
The system of research (creative) qualifications consists of the following set of the
doctoral degrees presented in the hierarchical order starting from lower level
degrees and down to higher level degrees:

championship stage (or the conference) receive international certificates and

analytical championships of various stages and kinds receive relevant monetary
awards, title decorations and medals. As the GISAP project develops and

of the GISAP project can interact with colleagues not only in the process of
mutual reports evaluation and commenting, but also by forming Federations
of research analytics (National, Continental and the World Federation), and

of current and final results of the GISAP project and also to comparatively
ascertain the effectiveness of research and educational activities of universities
represented by the project participants, the IASHE generates rankings of scientific

ratings of scientific efficiency of participants of the project are formed the same

important because, considering the certain fragmentation of the international
scientific community, scientific researches of individual authors and their

researches, containing the author’s innovations are open for wide international
community to get acquainted with and to discuss. Rating of such researches
through the understandable criteria is carried out by numerous professionals

from different countries. Thus the scientific achievements of prizewinners of
scientific analytics championships have open, actual and objective character
and also – obvious international status
ƒƒ Academic degrees and titles – scientific degrees and titles of the IASHE can
be given to successful GISAP project participants for their objective scientific
achievements, presented in the project, through the conversion of the earned
reward points into relevant degrees and titles
ƒƒ The absence of formalism – any form of formalism is not welcomed within the
GISAP project. In particular, the success of any person practicing formalism
in the presentation of his/her scientific report is almost absolutely impossible.
Publications, devoid of real scientific analysis and «living scientific thought» are
unlikely to attract any attention and high marks from the side of the professional
scientific community
ƒƒ The development – the GISAP project is cyclic. This is expressed through the
annual realization of the project within the new cycle of scientific-analytical
championships and international practical conferences. The project is
young and will obviously permanently develop, acquire bigger and bigger
significance and prominence in international scientific community and global
social environment. Any participant of the project has a chance to develop
together with the project through permanent increasing of the quality of his
scientific works and his strategy of tournament contention in scientific-analytical
championships. Hard work in self-development will inevitably bring success in
our project and will also ensure a significant scale of the international quotability,
prominence and recognition in the global scientific-educational community for
a goal-seeking participant of the project
ƒƒ A mark on history – science is one of the most important spheres of human activity.
It helps to increase the quality of human life and promotes the progress in every
branch of social production. Until now even effective and progressive scientists
(who bring huge advantages for a society) did not attract such attention as, for
example, successful sportsmen. Human psychology and intellect are organized
in such way that the concentrated attention of the person is paid only to objects
of consciousness with significant existential or cultural-emotional interest. That is
why the interest in sports (based on the competitive excitement and emotional
perception) makes the majority of sport events significant and resonant for
the society. We think that science can and must be exciting, emotional and
interesting after discharging of the conservative image of «boring and colourless
unknown». Because of its significance for the public progress, long ago it
has earned a «breath of fresh air», some renewal of its form and methods of
development and public presentation of scientific process. That is why we offer
an entirely new form of a venturesome competition to scientists and general
public - the contest of academic intellects! We are obviously taking the first
steps in the development of our project, but all its winners and awardees will
clearly leave their marks in history!

CLAUSES
The GISAP project is at the stage of development and therefore many of its elements,
including those mentioned in this presentation, may now function not fully or be in
non-optimal condition. The project is being continuously improved and will soon
acquire a form, originally planned by the authors and organizers.

Due to circumstances the initial testing of the GISAP project was held on the former
