The IASHE is the international scientific-educational organization initiating and implementing
global intellectual projects based on the original mechanism of building scientific-analytical
communities and communications, as well as stimulation of scientific-analytical creativity of
researchers and its expert attestation.
GISAP is the large-scale project introduced
by the International Academy of Science
and Higher Education (IASHE; London,
United Kingdom) urged to unite scientists-
analysts (researchers) from around the
world and provide them with opportunities
in self-organization, communications, expert
assessment and acknowledgment of scientific
creativity, promulgation and popularization of
studies, promotion of progressive ideas and
innovations.
Scientific analytics is the logical process of determination of meaning of concepts. This process
is implemented through partitioning of such concepts (scientific categories) into integral parts
in order to fully understand them and reach true knowledge. Scientific analytics (deductive
reasoning) promotes new discoveries and formation of new knowledge better than inductive
reasoning (synthesis). Undoubtedly, scientific analytics is the sphere of activity carried out on
the edge between science and intellectual arts. Moreover, the scientific analytics predetermines
not only the way of thinking, but also the way of life of every progressive scientist.

SCIENTIFIC-PRACTICAL CONFERENCE?
The research analytics championship is the event intended for presentation of original
scientific reports belonging to certain branches of science in order to carry out their qualitative
comparison and assessment by authoritative experts, as well as determination of authors of
the best reports.
In accordance with results of research analytics championships the hierarchy of laureates (prize-
winners) of such intellectual contests is determined. Winners receive corresponding honorary
prizes and titles.
The International Academy of Science and Higher Education (IASHE; London, United Kingdom)
was the initiator and organizer of research analytics championships of various levels and types
in 2011. Principles and rules of championships have been developed in the Academy, as well
as the interconnected system of such championships. The Academy has also harmonized the
holding of these championships in accordance with the generally widespread system of the
scientific activity implementation.
As a result, the mechanism of holding of research analytics championships has been practically
implemented in the Global International Scientific-Analytical Project introduced by the IASHE
(GISAP).
International scientific-practical conference is a scientific event where scientists from around
the world present their scientific reports for professional consideration by colleagues.
International scientific conference acts as an effective way of overcoming problems of certain
scientific branches, as well as interdisciplinary problems. Such an effect is reached due to
enrichment of the scientific discussion with professional opinions formulated by its participants
from the points of view of various national scientific schools. This way not only the conference
participants mutually correct knowledge of each others, but also share and exchange the
advanced scientific experience. Besides, the international scientific dispute is the shortest way
to the fruitful international scientific cooperation.

7. EDUCATIONAL ACTIVITIES OF THE IASHE
The IASHE carries out large-scale scientific and educational activity. At the same time the
Academy is not the usual educational institution and currently it does not implement standard
academic programs of higher education.
The main function of the IASHE is stimulation, popularization and qualitative assessment of
scientific and analytical creativity of researchers on the international level.
Systematic scientific-analytical creativity of researchers, stimulated, organized, approbated and
evaluated in projects introduced by the IASHE, is focused on development of progressive original
innovations as well as their professional expert attestation and international promulgation.
Such intellectual activity inevitably predetermines not only deep and comprehensive
improvement of knowledge and skills of researchers, but also formation of new original arrays
of knowledge (contribution to science) by them.
This is in fact the powerful educational content of scientific-analytical projects introduced by
the IASHE.
The mechanism of implementation of such projects creates necessary conditions and incentives
for inevitably effective growth of professional competences of researchers - participants
of projects. Such educational effect is reached in the following way: through independent
improvement of knowledge by indicated persons in order to become prepared to participation
in projects; through approbation of original scientific studies in collegial discussions; through
adoption of advanced knowledge and skills of colleagues from around the world during
professional communications; through expert attestation of quality of scientific studies; through
creation of competitive (comparative) status stimulation to improve original researcher’s
activity (within research analytics championships); through creation and implementation of
methodological conditions and awards stimulating the elaboration of original innovations by
researchers.
Improvement of the special educational competence of researchers within the IASHE scientific-
analytical projects is verified by the international expert attestation. Results of such attestation
are documentarily verified in the format of establishment of supplementary scientific-analytical
competence of the researcher.

Sectoral conferences and stages of research analytics championships of the GISAP take place
at the same time within one complex event. Every championship stage is combined with
the subject-related conference. Therefore participants of conferences and championships
have the chance to communicate and interact with each other still having different statuses,
opportunities and certain functions in the project. Reports (scientific studies) submitted by
participants of sectoral championships and conferences are both published in collections
of scientific works (collective monographs) under British jurisdiction. They also may be
published in specialized scientific journals of the IASHE.

Laureates earn monetary rewards (represented
by monetary certificates) for every place won at

Authoritative expert is a qualified specialist in
the corresponding scientific branch who can
receive the IASHE expert status. Such status is
verified by the special certificate. Expert functions

12. HOW CAN ONE TAKE PART IN SCIENTIFIC
EVENTS OF THE GISAP?
An interested person wishing to take part in research analytics championships or scientific
conferences of the IASHE must fulfill the following actions:
1. To register on the website http://gisap.eu.
2. To look through the schedule of scientific events of the GISAP project (stages of championships
and thematic conferences).
3. To choose the specialized event corresponding to the scientific specialization and aims of the
researcher. One should also correctly choose the subject-related section of the event, mostly
corresponding to the research of such person. If the section that fits mostly does not exist, one
should choose the sectoral open section or the interdisciplinary open section.
4. To choose the format of participation in the project (research analytics championship or the
conference). If the person wishes to take part in the research analytics championship, the level
of championship must be chosen (national, continental, world).
5. To fill in the application for participation in the chosen events of the project. Additional
options offered within the project must also be indicated.
6. To calculate the project participation fee and to find banking details with the help of the
project managers. An invoice for payment may also be received if necessary.
7. To pay for participation in the project and to send the electronic copy of the payment
document to the project managers.
8. To prepare the original (co-authorship is allowed) scientific report in accordance with
requirements imposed by the IASHE to contents and format of publications. One should not
avoid writing the innovative abstract of the research - this information will be used by the
IASHE for popularization of your name and creativity.
9. During the time period announced by the IASHE one must publish his own scientific report on
the website http://gisap.eu/ in order to participate in the corresponding section of the chosen
project event.

of winners.

15. THE SYSTEM OF RESEARCH ANALYTICS
CHAMPIONSHIPS
Attestation-related assessment of scientific studies within research analytics championships is
carried out in two formats: 1) mutual assessment of original scientific reports by participants of
the championship; 2) assessment of reports by international experts of the IASHE.
Combined results of two formats of assessment are taken into account as key analytical factors
in special formulas determining winners and awardees of certain stages of championships
and the yearly cycle of research-analytical competitions (formulas are available in the General
Regulations of research analytics championships holding).
International experts of the IASHE are authoritative scientists from around the world, highly
qualified and acknowledged specialists in corresponding branches of science.
Within the framework of the research analytics championship assessment has not only
tournament nature (as winners determination criteria), but also attestation-related significance.
Such significance is manifested in the fact that assessment (as the joint decision of the
international expert community) allows determining the real quality level of the scientific report
and indirectly - the level of its author’s special qualification.
This is why winners of championships accumulate credits objectively reflecting the determined
level of their professional qualification and scientific-analytical competence.
Scientific-analytical attestation is implemented within the framework of the project called «The
International University of Scientific and Innovative Analytics» (IUSIA) introduced by the IASHE.
Attestation is carried out through conversion of credits earned by participants of research
analytics championships into scientific-analytical educational qualifications, doctoral degrees
and academic status-titles.
Championships are held at the National, Continental and the World levels. Results of
championships are determined not only on the individual level, but also on the level of National
research analytics teams and within the framework of Club research analytics championships
of certain countries. Competition results are summed up at the end of every stage and the
calendar year of the championship.

16. WORKING LANGUAGES OF THE GISAP
PROJECT EVENTS
Language policy of the project is very flexible and democratic.
Undoubtedly in order to organize interaction of scientists from around the world it’s necessary
to offer the optimal instrument ensuring communications between different language speakers.
This is quite a comprehensive task.
Within the project this problem is resolved in the following way. There are two official categories
of languages: presentation language and the publication language. The publication language is
used for publication of original scientific reports in printed editions of the IASHE. The publication
language is also necessary in order to ensure international communications between project
participants and adequate understanding of scientific studies by the international expert
community.
Obviously the main publication language is the generally accepted language of international
communication - English.
There are several more widespread languages of international communications undoubtedly
deserving the status of the publication language in the GISAP project. However from the point
of view of understanding foreign languages the Russian-speaking community seems to be the
most historically problematic. At the same time it is known that scientists from the post-Soviet
space are the significant element of the international scientific world. Traditionally most of
these researchers do not speak English at all, or show the beginner’s level of English. Specialists
in the sphere of education are aware of problems of effective reformation (in accordance
with acknowledged international standards) of national scientific and educational systems in
former Soviet republics. This is why, in order to promote integration of these systems into
the international scientific space, the Russian language was chosen as the second publication
language.
Currently there are three stages of research analytics championships devoted to every scientific
branch during the year.

Currently these two languages of international communication are the publication languages.
There can’t be too many publication languages because communications in the project might
become too separated. However the list of publication languages will be widened in the nearest
future.
IMPORTANT: scientific reports of the project participants may be published in printed editions
of the IASHE in English or in another widespread international communications language -
accompanied by the abstract in English.
Any official national language (state language of the country represented by the scientist usually)
may act as the presentation language. The presentation language is intended for accompanying
and alternative presentation (duplication) of the scientific report (presented in the publication
language) on the website (http://gisap.eu/) in scientific events of the IASHE. Presentation of the
scientific report on the website (http://gisap.eu/) in the presentation language is free of charge.
The following should be noted: in order to facilitate remote communications between language
speakers there is a possibility to operatively translate texts and messages into many national
languages on the GISAP website.
17. WHERE ARE THE SCIENTIFIC
STUDIES SUBMITTED BY AUTHORS FOR
PARTICIPATION IN THE GISAP PROJECT
PUBLISHED?
The Academy publishes international collections of scientific works with British ISBNs, as well
as 12 specialized scientific journals with British ISSNs - printed and online versions.
Collections of scientific works and journals of the IASHE are sent to the leading libraries of
the United Kingdom and the Western Europe. They are also distributed through international
book-trading networks («Amazon», «Blackwell», «Ingram» etc.)
Currently international collections of scientific works and professional journals of the IASHE
are indexed in the following international scientometric databases: «J-Gate», «ResearchBib»,
«Google Scholar», «Directory of Research Journal Indexing», «Socrates-Impulse», «eLIBRARY.
RU» (RISC).

18. TITLES OF PRIZEWINNERS AND PRIZE
OPTIONS
Laureates of research analytics championships of all levels and types (on certain stages and
following the results of every year) receive titles of winners (champions) and prizewinners
(second and third places). They receive exclusive diplomas and honorary marks of the IASHE,
monetary rewards and prize credits. Expert Boards of the IASHE also award certain progressive
researchers with honorary diplomas.
Monetary rewards are used to pay for participation of prizewinners or third persons in projects
of the IASHE. They can also be spent on additional services rendered by the Academy.
Within the framework of the scientific-analytical attestation procedure prize credits may be
converted into scientific-analytical educational qualifications, doctoral degrees and academic
status-titles (the IASHE project called «The International University of Scientific and Innovative
Analytics» (IUSIA)).
International experts of the IASHE properly fulfilling their functions in the project are awarded
with additional credits, monetary rewards and options for free acquisition of certain services
rendered by the IASHE.
At the same time 12 specialized scientific journals of the IASHE are being examined by experts
and registered in the whole range of other scientometric databases including Scopus and the
Web of Science.

PROGRAMS OF THE IASHE

EDUCATIONAL QUALIFICATIONS
Within the framework of the IASHE project called «The International University of Scientific and
Innovative Analytics» (IUSIA) the Academy implements scientific-analytical programs aimed at
providing interested persons from around the world with the specialized professional education
in the field of scientific analytics.
All educational programs established are the innovative form of acquisition (by persons
concerned) of the supplementary (post-graduate) education on the basis of the previously
acquired higher education.
Educational programs are implemented through combination of educational, analytical,
scientific, publicistic and discussion-based activity of persons concerned, as well as attestation-
based assessment of such activity by the international expert community.
Implementation of educational programs assumes parallel (simultaneous with research
analytics championships and international scientific conferences of the GISAP) principle of
educational formalization and attestation consideration of scientific-analytical activity of project
participants.
Programs are implemented by the IASHE with observance of international standards of quality
of education, taking into account principles of the Bologna process and the European Higher
Education Area (EHEA), and also on the basis of the Europass and the European Credit Transfer
and Accumulation System (ECTS) mechanisms.
During implementation of the IASHE educational programs the scientific-analytical attestation
is implemented within the framework of the project called «The International University of
Scientific and Innovative Analytics» (IUSIA). Attestation is carried out through conversion of
credits earned by participants of research analytics championships into scientific-analytical
educational qualifications.
International legalization of educational qualifications is the procedure of confirmation
(attestation-related certification) of the educational qualification of the GISAP project participant
concerning compliance with European qualitative standards in the field of education.

21. SCIENTIFIC-ANALYTICAL PROGRAM OF
THE EDUCATIONAL AND PROFESSIONAL
QUALIFICATION IMPROVEMENT
Scientific-analytical program of the researcher’s educational and professional qualification
improvement (hereinafter referred to as the program) is an educational procedure aimed at
stimulationofscientificandanalyticalcreativeactivityofresearchersandqualifiedinterpretation
of results of such activity, expressed in marks given by representatives of the international
expert community to original reports of authors.
Supplementary education is acquired by the student as improvement of the educational and
professional competence level, as well as the potential in the field of the scientific-analytical
activity and innovative developments implementation.
The applicant’s success in the program assumes mastering of exclusive methods of the scientific
activity implementation, adoption of new arrays of knowledge and formation of innovative
original approaches to the solution of modern scientific problems.
Such scientific-educational activity has the nature of combination of collective professional
interaction with colleagues, self-education and expert assessment of results of scientific studies.
Completion of the program assumes acquisition of supplementary competences and therefore -
the corresponding professional qualification supplementing the applicant’s educational status.
The program is implemented as the supplementary education acquisition mechanism. Within
the framework of this mechanism final attestation verifies correspondence of educational
qualification to high standards of quality. Such correspondence is confirmed by the Attestation
Certificate of Education Quality and the Europass Diploma Supplement enclosed to the basic
higher education diploma.
The program of international documentary legalization of educational qualifications according
to the Europass standards is first of all aimed at confirmation of educational competences and
their presentation and documentary officialization in accordance with the unified requirements
established by the European Commission and the UNESCO/(CEPES).
During implementation of the program the scientific-analytical attestation is carried out within
the framework of the project «International University of Scientific and Innovative Analytics»
(IUSIA). The attestation is carried out through conversion of credit points earned by research
analytics championships participants into scientific-analytical educational qualifications.

22. EXAMINATION PROGRAMS OF THE IASHE
The «British Department» project provides every person concerned (who has passed full
or partial educational course within the program of higher, professional or supplementary
education) with the chance to evaluate his own special qualification (acquired knowledge)
through passing the international expert attestation. Individuals acquiring certain special
knowledge in the self-education process also have the right to take part in the program.
In order to join the program the person concerned must have the document verifying the
completion of the educational course of any level and type (including the separate disciplines
within the large-scale educational cycle) regardless of presence or absence of any knowledge
attestation within such course. Persons mastering certain special knowledge and skills in the
process of self-education may also take part in the program.
The program is implemented on the free basis.
In order to acquire the “Analyst” qualification (corresponding to the educational speciality) the
person concerned may additionally pass the analytical attestation of his own knowledge level
within the program. In this case an applicant must successfully answer questions stated by the
Expert Board and submit an original attestation work (sectoral research on the chosen topic)
for publication in the specialized scientific journal of the IASHE. Such report will be evaluated
by experts within the framework of the GISAP project.

23. DOCTORAL PROGRAMS OF THE IASHE
Scientific (creative) doctoral programs are the original innovation introduced by the IASHE
and implemented on the basis of fundamental separation of the scientific process from the
educational environment.
Doctoral programs are systematically interconnected scientific and qualification-assessing
events organized by the IASHE and based on the following: stimulation of self-organization,
self-development, creative initiative and activity of scientists; ensuring promulgation and wide
consideration of results of scientific studies; organization of professional communications and
highly qualified expert and open public assessment of results of scientific studies of scientists
from around the world.
Doctoral programs are not the direct analog of academic doctoral programs of universities.
Doctoral programs are not intended to substitute or copy them in any way. At the basis of a
doctoral program there is preferential significance of personal creative activity development
and research initiatives aimed at promotion of the innovative scientific progress - not further
educational academic growth of the certain person.
The following doctoral programs are implemented within the framework of the IASHE project
«International University of Scientific and Innovative Analytics» (IUSIA):
- Doctoral dynamic scientific-analytical programs;
- Doctoral thesis-based scientific-analytical programs;
- Doctoral bibliographic scientific-analytical programs.
During implementation of the IASHE doctoral programs the scientific-analytical attestation is
carried out within the framework of the IUSIA project. The attestation is carried out through
conversion of credit points earned by research analytics championships participants into
scientific-analytical doctoral qualifications.

24. ACADEMIC PROGRAMS OF THE IASHE
Scientific-analytical academic programs have directly scientific and at the same time educational
nature. Programs are aimed at examination of the knowledge level and the scientific
qualification of researchers in order to verify the level of their correspondence to the status-
titles of the IASHE. First of all, these programs have the status nature; their educational content
is subordinate to the process of academic attestation. Within the framework of scientific-
analytical programs persons concerned may acquire the following status-titles established by
the IASHE: 1) Corresponding member of the IASHE: 2) Full member - Academician of the IASHE.
To acquire the above-mentioned status-titles the person concerned must submit such a number
of original scientific works to the GISAP (research analytics championships), which would
allow him to earn the minimum possible number of expert assessment credits necessary to
successfully pass the attestation (except for «authoritative programs»).
The following academic programs are implemented within the framework of the IASHE project
«International University of Scientific and Innovative Analytics» (IUSIA):
- Scientific-analytical academic programs;
- Bibliographic scientific-analytical academic programs;
- «The academic authority» program;
- «The Humanitarian authority» program.
During implementation of the IASHE academic programs the scientific-analytical attestation is
carried out within the framework of the IUSIA project. The attestation is carried out through
conversion of credit points earned by research analytics championships participants into
scientific-analytical academic status-titles (except for «authoritative programs»).

25. LEGITIMACY OF SCIENTIFIC-ANALYTICAL
ATTESTATION OF THE IASHE
Scientific and analytical attestation implemented within the framework of the IASHE programs
is the original innovation introduced by the Academy. This form of attestation is not the
direct analogue of attestation programs of universities. It doesn’t substitute or copy them in
any form. At the basis of the scientific-analytical attestation one can find not the procedure
of stimulation and qualification-related assessment of the applicant’s educational level, but
the process of expert assessment of the applicant’s systematic creative activity and research
initiative aimed at innovative promotion of the scientific progress.
Educational elements of scientific-analytical programs introduced by the IASHE are subordinate
to the process of implementation of the researcher’s creative initiative and formation of
progressive innovations by him/her. In other words within implementation of scientific-
analytical attestation the main object of assessment is not the level of stereotypic knowledge,
but new original knowledge created by the researcher.
Scientific-analytical attestation is characterized by logical and functional independence and
reasonability, as it allows assessing systematic (dynamic) scientific creativity of the scientist.
Here the creativity itself is expressed in multiple studies submitted for expert assessment
during the long period of time, and scientific-analytical attestation has the aggregative nature
and a long duration. It’s quite natural that such attestation is able to assess the real qualification
level of the scientist on much deeper and precise level, than local academic attestation of the
scientist’s static knowledge based on preliminary long-term preparations.
Scientific-analyticalattestationisabsolutelyobjectiveandtransparent.Itisimplementedthrough
combination of authoritative marks given by professional representatives of the international
expert community (sectoral high level specialists). Collegial and international nature of the
expert assessment, anonymousness of marks given by every expert, comprehensiveness of
the final attestation (during generation of final attestation results special formulas take into
account the large number of factors emerging in different periods of time) ensure fairness and
reasonableness of attestation. Wide national representativeness of experts (representatives of
various scientific schools) promotes versatility, profundity and overall comprehensiveness of
scientific-analytical attestation.
Indicated circumstances fully verify the legitimacy of scientific-analytical attestation. From
the social-juridical point of view such legitimacy is additionally determined by the natural
dominance of human rights and civil institutes in conditions of modern liberal-democratic
society. In civilized countries the national humanitarian policy in the majority of spheres of

life is determined by professional communities, not by administrative structures. And these
communities can jointly adopt the most authoritative, objective and qualified expert decisions
able to become the alternatives to actions of political authorities which can’t be ignored or
rejected.
Innovative abstracts are brief characteristics of the most exclusive ideas presented in original
publications of the GISAP project participants. Such local carriers of information about the
actual contribution of scientists into development of science (every progressive research
must contain one) are formulated during submission of original works for participation in the
project events. The IASHE brings innovative abstracts to the notice of the most authoritative
international organizations and educational institutions. They are also distributed through
such global social networks as Academia.edu, Mendeley, PlatoNick, Facebook, LinkedIn,
Google+, Twitter, Instagram, Tumblr, Youtube, VK etc. The system of social networks included
into our program of mass distribution of information is being constantly extended. This form of
popularization of scientific ideas and their authors implemented not by scientists themselves,
but by the international scientific and educational organization, significantly improves the scale
of statistical selection of corresponding references on the Internet as well as professional image
of researchers and their original scientific works.
Currently international collections of scientific works and professional journals of the IASHE
are indexed in the following international scientometric databases: «BASE» Bielefeld Academic
Search Engine, «J-Gate», «ResearchBib», «Google Scholar», «Directory of Research Journal
Indexing», «Socrates-Impulse», «eLIBRARY.RU» (RISC), Ulrichsweb: Global Serials Directory,
Electronic Journals Library, WorldCat, Food and Agriculture Organization of the United Nations
(FAO), Citefactor, Index Copernicus International, Open Library, Open Academic Journals Index,
Scientific Indexing Services.
At the same time 12 specialized scientific journals of the IASHE are being examined by experts
and registered in the whole range of other scientometric databases including Scopus and the
Web of Science.
Continuous expansion of the scientific indexing of the IASHE editions is one of the key vectors
of development of the Academy and its projects.
26. INNOVATIVE ABSTRACTS
27. INTERNATIONAL SCIENTOMETRIC
INDEXING

International Scientific Congress of the IASHE is a permanent multidisciplinary scientific and
analytical forum of professional scientists and practitioners structurally composed of closed
scientific specialized segments functioning in the interactive way, in a session-based and
thematic mode.
The system of the IASHE International Scientific Congress assumes functioning of independent
specialized scientific Congresses, activities of which are remotely organized and directed by
Curators - authoritative scientific and educational organizations specializing in relevant scientific
issues and being the official partners of the IASHE.
Main objectives of the IASHE Congresses:
- Promoting the development of international scientific communications and cooperation of
scientists from around the world;
- Promoting the scientific progress through discussion-based comprehension and joint
overcoming of pressing problems of modern science by scientists from around the world;
- Active dissemination of the advanced knowledge relating to various fields of science.
Participation in the session of the specialized International Scientific Congress assumes active
participation in scientific discussions, formulation of hypotheses and propositions, as well as
voting on the session agenda and its final Resolution.
Following the results of activity of Congress sessions their participants adopt the resolution
promulgated and distributed as the special British edition of the IASHE. All participants of the
Congress receive international certificates, and the most active and effective among them are
awarded with special diplomas of the IASHE.
28. INTERNATIONAL SCIENTIFIC
CONGRESSES

Research analytics federations are formal public unions (communities) of scientists-analysts
from certain countries established by the IASHE through free inclusion (into the list of members
of the relevant Federation) of persons wishing to take part in research analytics championships,
as well as other individuals engaged in scientific creativity. Establishment of every National
Federation assumes participation of the Federation Administrator - the official partner of the
IASHE. The Federation is formed on the basis of the constituent act of initiators of its creation.
Federations operate on the basis of Charter registered by the IASHE. Charters of Federations
are open contracts of adhesion assuming involvement of persons concerned in joint activities
(special partnership). At the initial stage of their development Federations do not have the
status of the legal entity. In future the most effective Federations will have the right to register
such status in the country of their location. Members of Federations elect their own governing
bodies and make decisions on the corporate basis. Federations have their own presentational
stamps, letterheads, logos and other individual attributes. Authorities of Federations and their
officials are verified by special documents issued by the IASHE.
Main vectors of activity of the National Research Analytics Federation: organizational unification
ofparticipantsoftheGISAPandotherIASHEprojectsontherelevantnationallevel;establishment
of self-government bodies of the Federation; representation and protection of interests of the
Federation members; delegation of representatives to participate in activity of International
Research Analytics Federations; organization of all-round assistance to the Federation members
in the process of their participation in the GISAP and other IASHE projects; organization and
support of participation of national teams (of the relevant country) in the championship of
the corresponding continent and in the World research analytics championship; participation
in the IASHE Federations Cup; organization of National research analytics championships
among club teams; annual determination of the best representatives of the country in various
nominations and organization of awarding ceremonies; formation of the National annual
collection «Golden Book of Scientific Elite» and submission of data on national and foreign
scientists for inclusion into the collection «Diamond Edges of the World Science»; cooperation
with sponsors and investors willing to assist in activities of Federations and events organized
by them; management of the informational blog of the Federation on the website of the World
Research Analytics Federation; target use of official attributes of the Federation; other vectors
of activity coordinated with the IASHE.
29. RESEARCH ANALYTICS FEDERATIONS

National research analytics teams are formed under the auspices of the operating National
Research Analytics Federations. Any person with the GISAP project diploma of any kind (earned
in the relevant year) automatically becomes the member of the National team of own country
in the relevant year. Membership in the National team of the relevant calendar year is verified
by the certificate and the special attributes of the IASHE, as well as the certificate issued by the
corresponding Federation. Collective results of participation of National teams in Continental
championshipsandtheWorldchampionshipinresearchanalyticsinallsectoralnominationsare
formed starting from January 1 and throughout the whole calendar year period accumulatively.
National research analytics teams participate in the IASHE Federations Cup every year.
National research analytics teams, their members, as well as corresponding research analytics
Federations earn the established honorary titles, diplomas and prizes when such teams
occupy prize-winning places in Continental championships, on the World research analytics
championship and in the IASHE Federations Cup.
Rankings of the IASHE — is the system of indexes calculated on the basis of the special
formula. These indexes characterize the comparative or absolute scientific-analytical activity
and effectiveness of participation of certain persons as well as educational institutions,
countries and continents represented by them in research analytics championships of the
GISAP. Rankings are aimed at determination (on the basis of special criteria) of comparative
advantages of certain figurants of the ranking over others, and therefore determination of
winners and awardees of the ranking assessment of corresponding periods of time.
Rankings of scientific and analytical activity form absolute and comparative statistical indexes
of frequency and mass character of participation of certain individuals or communities in the
research analytics championships.
Rankings of scientific and analytical effectiveness form absolute and comparative statistical
indexes of success - effectiveness (in the context of the expert assessment and occupation
of prize-winning places) of participation of certain individuals or communities in research
analytics championships.
30. NATIONAL RESEARCH ANALYTICS TEAMS
31. SCIENTIFIC AND ANALYTICAL RANKINGS

The IASHE calculates different variants of the above-mentioned rankings with determination
of age groups of figurants and their territorial belonging. Generalized rankings of universities,
countries and continents are also calculated.
Rankings of the IASHE have special representativeness and low statistical uncertainty.
Rankings are based on the analysis of objective circumstances the IASHE has direct access to
examine.
Winners of ranking nominations are awarded with special diplomas, certificates, medals and
honorary marks. Ranking information is widely announced.
In order to develop, share original ideas and promote the scientific progress researchers must
publish their works. Of course it is possible to promulgate original scientific works in various
editions and projects. But we offer much more extended list of creative options capable to

32. ADVANTAGES OF THE GISAP PROJECT

Every month innovative ideas (as innovative abstracts of published studies) of authors of the
best ideas presented within the GISAP project will be published in Innovative Notes.
They will be:
a) Digitally distributed - publication on official websites, accounts and social networks, in
electronic versions of printed editions of the IASHE and projects of the Academy, as well as
distribution on exterior Internet-resources and in electronic mailing.
b) Distributed by post - sending to the leading supranational organizations, educational and
scientific communities, educational institutions, separate national Ministries (in accordance
with the strategy of distribution and subject of the Innovative Note).
c) Distributed by publication - publication in printed editions of the IASHE and projects of the
Academy sent to scientometric databases, libraries, educational institutions, sectoral Ministries
and associations of various countries, as well as other persons concerned.
Persons whose ideas are published in Innovative Notes acquire the official representative
status of the GISAP project «Speaker» of the corresponding month.
An Innovative Note is a printed (typographic) product looking like an originally designed large
double-flap postcard containing the following information in English:
1) Indication of the IASHE and the GISAP project as well as the brand images;
2) Innovative characteristics (abstracts) of studies by Speakers with indication of their personal
information, as well as links to electronic versions of publications and photographs;
3) Indication of official titles and websites of the IASHE, partners of the Academy, as well as
their projects;
4) Indication of the fact that the Innovative Note has been created and sent to the receiver in
order to promote the scientific progress and development of international scientific cooperation
in accordance with official rules of the GISAP project. Innovative Note does not require any
reply. If the addressee has any objections concerning possible receiving of such messages in
future, such objections may be sent to the following email: office@gisap.eu.
33. INNOVATIVE NOTES AND SPEAKERS OF
THE IASHE

Collections of scientific reports and professional scientific journals of the IASHE expand the
scale of their scientific indexing on a regular basis. Our editions gradually become figurants of
more and more authoritative databases.
However it should be noted that the most authoritative databases existing today reasonably
exclude non-periodical editions (monographs, collections etc.) from the list of editions allowed
to be indexed. This is connected with the circumstance that authoritative professional indexing
on the international level is based on the obligatory observance of the following requirements
to editions: 1) confirmed professionalism of the edition (presence of the professional editorial
board) as well as high level of qualification requirements to scientific reports; 2) professional
expert reviewing of quality of scientific reports; 3) understandability of the report’s publication
language for the wide range of experts and persons concerned (presentation of the report in
high-quality English or in another widely accepted language of international communication
accompanied by expanded English-language summaries); 4) transparent and objective anti-
plagiarism check (originality level analysis); 5) «index» authority - positive scientometric
«history» of the edition.
The set of the above-mentioned factors objectively ensures promulgation, extension to the
level of authoritative international indexing and professional acknowledgment (by the global
scientific community) of truly high-quality reports contributing to the development of science.
These circumstances also testify of the fact that only professional periodicals functioning on the
regular basis, sticking to the generally accepted standards of assessment of quality of scientific
reports and having the well-formed reputation in the community of specialists, are able to
ensure the proper selection and effective promulgation of progressive and original scientific
reports.
Therefore, from one side publications in authoritative professional periodicals are able to
provide authors of scientific studies with effective indexing and attention from the side of the
international community. From another side publication of scientific reports in periodicals
indexed in authoritative scientometric databases is connected with additional efforts and
possible expenses on professional reviewing, high-quality translation of the text into English,
as well as its scientometric indexing.
34. MAIN RULES OF PUBLICATION OF
ORIGINAL REPORTS IN SCIENTIFIC
COLLECTIONS AND JOURNALS OF THE
IASHE

Within the framework of the GISAP project events the Presidium of the International Academy of
Science and Higher Education (IASHE; London, United Kingdom) has established the «Memorial
principle» in commemorating outstanding scientists, who have made significant contributions
into the development of the world science, by the decision № 1790/g-15 of February 01, 2015.
In this regard starting from the February 12, 2015 every planned event (stages of scientific-
analytical championships and international conferences) of the GISAP project will be devoted
to the memory of one of the great thinkers of the humanity, and will receive the status of his
or her nominal memorial. In certain cases the IASHE reserves the right to devote two or more
planned events to the memory of one outstanding scientist.
Names of honored scientists are announced by the scientific Council of the IASHE in advance -
while distributing information about the planned events.
The memorial nature of organized events is indicated in editions, official information, press
releases of the IASHE and personal documents given to participants of events. Covers of
collections of scientific reports and journals of the IASHE published following the results of
organized events, will contain stylized portraits of the corresponding figurants of memorials.
35. «MEMORIAL»
Taking the above mentioned into account, the procedures of admission of scientific reports
(submitted by authors within the IASHE project GISAP) to publication and their promulgation in
collections of scientific reports and specialized scientific journals of the IASHE differ significantly.

Press releases are formed and published following the results of each event organized by the
IASHE, including the Scientific Congress (taking into account data on the published collections
of reports and resolutions), and also after publication of scientific journals. Press releases are
formed in English and Russian. They are published on official websites, in social networks, in
printed editions of the IASHE and projects of the Academy. They are also uploaded to the third-
party Internet resources and distributed via e-mail.
Approbationofauthor’sinnovationsisaprocessofexperimentaltesting(verification)ofscientific
and theoretical conclusions (theses) through their local and limited in time purposeful use in
scientificorpracticalprofessionalactivityofotherresearchers.Approbationofinnovationstakes
place for the purpose of assessment of their theoretical and practical reliability, applicability
and efficiency.
Within the GISAP project the official process of the international expert approbation of
author’s innovations is carried out upon the initiative (on the basis of the application) of the
corresponding author of the scientific research presented at the championship in scientific
analytics.

Press releases, related to the results of the
event held, have the following informational
structure:

Press releases, distributed after publication
of the scientific journal, have the following
informational structure:
1. Title, ISSN of the journal and its issue
publication date;
2. Branch subject of publications in the journal;
3. Leading experts of the Editorial Board (if
appropriate);
4. Journal issue statistics (if appropriate);
5. Authors of the best reports (winners and
awardees of championships) and titles of their
publications;
6. The main ideas formulated by authors of the
best reports (taking the innovative abstracts
into account).

The corresponding original work is considered to have passed the international expert
approbation if its mean expert assessment mark during the scientific and analytical
championship is over 7.0 points, and the sign «requesting the international approbation» is
activated by not less than three scientists (experts or participants of the championship) not
connected with the author of the research through the place of work or study.
If the research successfully passes the international expert approbation, this achievement is
officialized by the International Certification Act. «International Expert Approbation» mark will
also be added into the printed publication of the report.
Implementation of author’s innovations is a process of practical distribution of innovations
through their rather wide (large-scale) and long-term actual use in future researches and
production (creative) activity of the third parties. Implementation of innovations takes place
through changes (in accordance with such innovations) in production or other creative activity
and improvement of qualification of workers. Implementation of innovations is undertaken in
order to increase the efficiency of the process of production of goods and services or creation
of other socially significant resources and products.
The procedure of implementation of authors’ innovations in the GISAP project in general is
similar to the process of approbation of authors’ innovations, however it has several essential
peculiarities:
- Thecorrespondingoriginalworkisconsideredtohavepassedtheinternationalimplementation
if its mean expert assessment mark during the scientific and analytical championship is over 7.5
points, and the sign «requesting the international implementation» is activated by not less than
three scientists (experts or participants of the championship) not connected with the author of
the research through the common place of work or study.
- If the research successfully passes the international implementation procedure, this
achievement is officialized by the International Certification Act after such report is accepted
for implementation. During the next calendar month the GISAP company additionally prepares
the Research Implementation Efficiency Act.
