New Delhi: Claiming
that an “Act of God”
may result in contrac-
tion of economy this fis-
cal, Finance Minister
Nirmala Sitharaman,
who chaired the 41st
GST Council meeting,
said the GST shortfall
in FY21 was around Rs
2.35 lakh crore.
Following a mara-
thon five-hour meeting,
Sitharaman said two op-
tions of compensating
states were discussed
while asserting that
there was no proposal to
raise tax rates to make
up for the shortfall.
The Centre on Thurs-
day gave two options for
compensating states on
the Goods and Services
Tax (GST) to bridge rev-
enue shortfall as the
economy faces a pros-
pect of contraction in
current fiscal year due
to COVID-19 crisis.
The first option pro-
vides a special window
to states in consultation
with the Reserve Bank
of India (RBI) to pro-
vide Rs 97,000 crore at a
reasonable rate of in-
terest. This money can
then be repaid after five
years from the collec-
tion of cess. The second
option is that the entire
GST compensation gap
of Rs 2.35 lakh of this
year can be met by
states in consultation
with the RBI.
The Finance Minis-
ter chaired the meeting
which was also attend-
ed by Minister of State
for Finance Anurag
Thakur, finance minis-
ters of various states
and union territories
and senior officers from
the Centre and states.

preme Court on Thurs-
day declined to pass or-
ders to allow mourning
processions across the
country during Muhar-
ram while observing
that it will lead to chaos
and the targeting of a
particular community
for spreading COVID-19.

said it will not pass or-
ders that could risk the
health of many people.
“You (petitiner’s advo-
cate) are asking for
vague directions for the
whole community in
the country. Jagannath
Puri case was one spe-
cific place where Rath
was to go from point A
to B. If it was one spe-
cific place we can assess
the danger and pass or-
ders,” the bench told
the advocate appearing
for the petitioner.

After 3 MLAs and 10 CMO and CMR staff testing positing for
Corona, there is fresh speculation that the proposed Sun-
day visit of Rajasthan AICC incharge Ajay Maken may be
postponed, for the time being. MLAs come in contact
with CMO and CMR staff and there is a speculation that
they may have also got infected for which it is believed
that they will undergo testing. Moreover, since Maken
also had to meet legislators, considering the current
development, his meet may stand postponed. Notably,
Chittorgarh MLA Chandrabhan Singh Akya also tested
positive for the virus and since he had taken part in the
opposition’s protest in the state assembly, now all
the legislators will have to be tested. In fact
Congress MLAs had also come in touch
with Akya who later met CM also.

Jaipur: Amid growing
concern on JEE, NEET
exams in the country,
Congress in Rajasthan
will hold demonstra-
tions on Friday in front
of allcentregovernment
offices in the state de-
manding postponement
of the exams.
The party has also
decided to run a digital
campaign SpeakUp-
ForStudent Safety on
social media.
PCC president Go-
vind Singh Dotasara
said that students are
pressing for their de-
mands for postpone-
ment of exams in view
of continuous spread
of coronavirus in the
country but the govern-
ment is adamant on its
stand for conducting
the exams.
“The decision to hold
the exams has put lakhs
of students and their
family members in trou-
ble. The students are in
panic and stress and the
centre should listen to
them,” Dotasara said.
He said that Con-
gress will hold a dem-
onstration in front of
all central government
offices at district head-
quarters in the state on
Friday at 11 am.
In Jaipur, the demon-
stration will be held at
MNIT gate on JLN road
which will be partici-
pated by Dotasara and
other party leaders.
Hesaidthatsocialdis-
tancing norms will be
followed during the pro-
tests. The centre has al-
ready clarified that
there will be no rethink
onpostponingtheexam.
While the NEET is
scheduled to be held on
September 13, JEE-
Main has been planned
from September 1-6.
Around 8.58 lakh candi-
dates have registered for
JEE–Mainand15.97lakh
students have registered
for NEET. The JEE-
Mains was originally
scheduled to be held
from April 7-11, but
postponed to July 18-23,
NEET-UG was original-
ly scheduled for May 3,
then pushed to July 26.
They were postponed
again for September.

of JEE aspirants from
Kota and nearby areas.
It is noteworthy that
in 2009 the JEE exami-
nation centers in Kota
were discontinued and
all the students of the
Hadoti area had to trav-
el to other cities to take
the prestigious en-
trance exam which
made it more taxing fi-
nancially, physically
and mentally for both
the candidates and
their parents. The af-
fected lot had been de-
manding examination
centers in Kota for a
long time now,

same principally which
will be followed by offi-
cial orders soon.
A 4 member team of
the central HRD minis-
try has submitted its
report after visiting
Kota and now there are
bright chances that
Kota will have examina-
tion centers for the up-
coming JEE 2020 ex-
ams.
It will be after 11 long
years that the hadoti
candidates will sit for
JEE exams in the edu-
cation hub of Kota.

stations in Jaipur have
received ISO certificate
for providing passen-
gers amenities in a
clean and green envi-
ronment.
The certification is
another feather in the
cap of the Gandhi Na-
gar railway station
which became an all-
women railway station
in 2018.
The certificates will
be valid for three years
and audit will be done
every year. Durgapura
railway station and
Gandhi Nagar railway
stations were at 3rd
and 5th position in
cleanliness survey last
year.
Further improve-
ment in facilities at
both the stations is like-
ly after the ISO
14001:2015 certificate.
Gandhi Nagar rail-
way station became an
all women railway sta-
tion in 2018. The Station
is fully operated by
women, be it station
master to ticket checker
or the security staff.
The station has two
platforms, one opens to-
wards Tonk road and
the other towards Bajaj
Nagar, and it is the sec-
ond busiest station af-
ter Jaipur junction.

cide by hanging them-
selves in Makbara po-
lice station area. Ijjat
Hussain died while his
daughter Farishta has
been admitted at the
MBS hospital in serious
condition.
According to the po-
lice they attempted sui-
cide due to family alter-
cations. Farishta, who
se in-laws are in Bundi,
was having a troubled
marriage. Hussain was
upset with this along
with other family ten-
sions which he was fac-
ing led him to take the
extreme step. The body
of the father was hand-
ed over to the family
after the post mortem.
‘Injustice to levy fuel

ruption Bureau (ACB)
has trapped a senior as-
sistant employed with
the Bisalpur project ac-
cepting bribe.
According to ASP Vi-
jay Singh, Devpura resi-
dent Udda Lal Keer had
demanded some infor-
mation under the Right
to Information from the
Bisalpur rehabilitation
office at the ADM office.
Senior assistant
Niranajan Singh de-
manded Rs 3,000 as a
bribe in lieu of the copy
of the old records, Udda
Lal in turn brought the
matter to the notice of
ACB.
ACB after verifying
the complaint, laid its
trap and arrested the ac-
cused red handed ac-
ceptingRs2,500asbribe.
‘Need to expedite process for
NH projects’ compensation’

tling the compensation
issues of national high-
way projects has taken
up in past one month as
Rs 128 crore compensa-
tion for land acquisi-
tion has already been
distributed by the de-
partment.
She emphasized that
there was need to fur-
ther expedite the pro-
cess. ACS Veenu Gupta
was analyzing all the
projects in the state and
was taking stock of the
situation through a vid-
eo conference.

of land, when Mittal
was posted in Ajmer De-
velopment Authority .

Priests and the

gious places have
started preparations
for the reopening as
per the guidelines of
the state government.
The state govern-
ment announced on
Wednesday that the re-
ligious places in the
statewillreopenfrom7
September, ending the
long wait by devotees.
The temples were
closed ever since the
lockdown was an-
nounced in March in
view of coronavirus
spread.
Kailash Sharma,

said that arrange-
ments will be made to
ensure social distanc-
ing in the temple. Six

in the temple at one
time and alcohol free
hand sanitizer will be

The devotees will not

ekadashi fair which is

fair features cultural
programmes, ramleela,
rasleela, rath yatra and
the Bevan procession
attended by devotees
from Madhya Pradesh,
Maharashtra, Gujarat
and Rajasthan itself.
According to an esti-
mate the cancellation
of the three day event
will be a loss of Rs 20
crore.
The temple collects
around Rs 50 crore eve-
ry year as donation.
The temple this year
was closed in March
and has already missed
the janmashtami festi-
val. The temple might
have lost its income but
it is timely paying sala-
ries of about Rs 1 crore
per month unlike some
big & famous temples in
the country.

n Tuesday, the
Reserve Bank of
India painted a
grim picture of
the economy
and the forecast was even
more dismal. For the first
time, the economy is likely
to contract, and regaining
the pre-COVID momen-
tum soon is unlikely due to
the severe impact on con-
sumption. The RBI said in
its annual report, “Private
consumption has lost its
discretionary elements
across the board, particu-
larly transport services,
hospitality, recreation,
and cultural activities,”
with the urban consump-
tion demand suffering a
bigger blow and the poor-
est being the hardest hit.
States, where separate
lockdowns were equally re-
sponsible for the contrac-
tionof theeconomy,arenot
in a happy situation either.
With the COVID-hit states
shutting down economic
activities that could have
given a boost to consump-
tion and employment, capi-
tal expenditure and pay-
ment of salaries to employ-
eesof healthandeducation
sectors have been delayed
forlackof funds.Thestates
nurtured hopes of getting
the last four months’ com-
pensation of Goods and
Services Tax (GST), which
accounts for nearly 42 per-
cent of their tax revenues.
But disappointment was in
store for them at the GST
Council meeting chaired by
Finance Minister Nirmala
Sitharaman who described
theeconomicsituationasan
“extraordinary act of God.”
With the economic activ-
ity remaining at a stand-
still for months, a shortfall
of Rs 2.35 lakh crore in
GST collection for fiscal
2021 is estimated. The fi-
nance minister has given
the states one week’s time
to consider the two options
placed before them to meet
the financial crunch.
Eventually, the Centre may
turn to the RBI for relief.

dents in reaching their

Thackeray concurred with

also opposed the move.
The Supreme Court has
already dismissed a peti-
tion seeking deferment of
the two exams. A Bench
headed by Justice Arun
Mishra said, “Life cannot
be stopped. We have to
move ahead with all safe-
guards…Covid may con-
tinue for a year more. Are
you going to wait for an-
other year? The Solicitor-
General also assured the
court that all precautions
will be put in place in view
of the pandemic. Another
petition at this juncture
would be pointless.

All India Congress Com-
mittee, has led to murmurs
of resentment.
There is unrest over indefi-
nite delay in the transition of
power despite the clamour
for Rahul Gandhi’s return to
steer the party before Bihar
elections this year and As-
sembly elections next year. It
defies logic as to why Rahul
who has had enough expo-
sure to public life and has
beenamemberof Parliament
since 2004 behaves like a re-
luctant bride when it comes
to assuming responsibility.
Party insiders say that
the candid letter by nearly
two dozen Congressmen
calling for a complete
overhaul of the party
should be treated with the
urgency it deserves. No-
body is willing to wait in-
definitely to allow the BJP
to move closer to achieving
its goal of a Congress
mukt Bharat ( India free
of Congress). Congress
watchers fear that if the
party high command over-
looks constructive sugges-
tions of the letter writers,
it should be prepared to
face similar dissension.
The letter seeking a revival
of the party and “ full time
and effective leadership”,
was reportedly debated for a
full seven hours- including by
the daring letter writers in
the stormy CWC meeting by
52 members but did not yield
any dramatic results. Sonia
Gandhi, who has been the in-
terim president of the party
since August 2019, had of-
fered to resign on the expiry
of her term on August 10. She
asked the CWC to start the
process to find a new chief
but many leaders, including
former Prime Minister Dr
Manmohan Singh, urged her
to continue until such time as
the new president is elected.
Summing up party cadre
sentiments, a Congress
worker remarked, “It does
not really help if Sonia
and Rahul keep taking
turns on party presidency.
At least the letter by the
Congress leaders has
served as a wake-up call. It
seems they have sensed a
threat and figured out that
they miscalculated their
permanence. They now
fear a real non-Gandhi op-
ponent may dethrone
them. Sonia’s health is not
on her side. Rahul is reluc-
tant. So, why don’t they
bring Priyanka Gandhi
who is a natural leader and
has a striking resemblance
to her charismatic grand-
mother and the late Prime
Minister Indira Gandhi? “
It is now expected that the
All India Congress Commit-
tee will meet sometime in the
New Year to elect Sonia Gan-
dhi’s successor.
It is worth recalling that
it took a lot of cheerlead-
ing and clamour to coax
Rahul Gandhi to steer the
Congress and finally, the
day dawned in December
2017, when he did take
over as Congress Presi-
dent, amid celebrations.
His elevation enthused the
young party cadres about
a new look Congress and
gave the veterans a chance
to check out the gene pool
of the great-grandson of
India’s first Prime Minis-
ter, Jawaharlal Nehru.
In an interview in March,
former Law Minister
Ashwani Kumar said that Ra-
hul Gandhi owes it to the Con-
gress to resume president-
ship and dispel uncertainty
about the future leadership
issue as the party does not
have the luxury of time. “We
know that when Rahul Gan-
dhi resigned and a process
was initiated to identify other
leaders, not a single name
emerged as an alternative.”
Perceived to be a reluc-
tant politician, Rahul de-
cided to resign within 18
months of taking charge
as Party President. Along
with the party’s rout in the
2019 polls, came the Con-
gress humiliating defeat
in the the Amethi Lok Sab-
ha seat, a stronghold of
the party in Uttar Pradesh
and a seat Rahul had held
from 2004 to 2019.
This safe Congress seat
has been represented by four
members of the Nehru–Gan-
dhi family but was breached
by Union Minister Smriti
Irani of the BJP. Irani who
had lost to Rahul Gandhi in
the 2014 Lok Sabha polls
managed to defeat Congress
chief Rahul Gandhi by 55,120
votes in the 2019 elections.
Thankfully, Rahul won the
Wayanad Lok Sabha seat in
Kerala, by a large margin.
In his formal resigna-
tion as Party President on
July 3 last year, Rahul
said, “ As President of the
Congress Party, I am re-
sponsible for the loss of
the 2019 election.”
Former Union Minister,
Mani Shankar Aiyar who
was unfairly suspended from
the Congress says, “The Gan-
dhis are keeping the party
together. The Congress needs
another Panchmarhi like ses-
sion because it will give us an
opportunity for an ideologi-
cal dialogue. “
Asked if there is room
for a non-Gandhi to take
charge of the party. Aiyar
who can feel the pulse of
the party said, “ Can I en-
visage the Congress with-
out the Gandhis? I have
been through it. Narasim-
ha Rao was President of
the Congress. Then, he
was followed by Sitaram
Kesri. In these eight years,
the Congress party split
into several parts. Even I
walked out. We have found
out that it is the Congress
party that gives us the
most important require-
ment of any political par-
ty- its unity. The Gandhis
are keeping the party to-
gether. Even top leaders
who could be candidates
for the post of the party
President feel that under
them, it would be difficult
to keep the party together.
There is no point in having
a very educated leader
who can keep the party to-
gether. Therefore, they

to continue and when the
AICC session takes place
six months later, we will
make up our minds.”
Interestingly, both Priyan-
ka Gandhi Vadra have said
on many occasions that the
Congress President should
be out of the Gandhi family.
Sonia Gandhi offered to
resign before the CWC
meeting and asked the
apex decision-making
body to start the process to
find a new chief. Despite
the heated debate over the
letter, many leaders, in-
cluding former Prime
Minister Dr Manmohan
Singh urged her to contin-
ue until such time as the
new president is elected.
Although the leaked letter
was labelled by many as a let-
ter bomb that would create a
riftintheparty,nothingof the
sort happened. In an exem-
plary display of political as-
tuteness, Sonia Gandhi man-
agedtokeeptheflocktogether
by calling the Congress “one
big family” which has differ-
ences and different views on
many occasions but in the
end, it comes together as one.
Asked to respond to the
public perception that the
Congress does not have a
truedemocracyinitsranks,
Aiyar said, “ Just look at
the composition of the 23
letter writers. Several of
them have risked their posi-
tion.Thereisnoreprimand.
No action has been taken
against them and most im-
portant of all, the four rep-
resentatives in the working
committee of the 23 signa-
tories have accepted the
CWC resolution.”
While the young party cad-
res find themselves fairly di-
rectionless in the absence of
an active full-time party Presi-
dent, party insiders say that
the transition of power from
SoniaGandhitoRahulGandhi
cannot be shelved indefinitely
as an AICC session half a year
away is too long in Politics.

hank’ said on Thursday.
The minister’s com-
ments come against the
backdrop of a growing
chorus for postpone-
ment of the medical and
engineering entrance
exams in view of spike
in COVID-19 cases.
“National Testing
Agency (NTA) officials
told me that over 7 lakh
candidates have down-
loaded JEE-Main admit
cards while over 10 lakh
aspirants have down-
loaded NEET admit
cards. This shows that
students want the ex-
ams be held at any
cost,” Pokhriyal said.
“We have received
mails from students
and parents who are in
favour of holding ex-
ams as they have been
preparing for the exams
from at least two three
years,” he added.
While the National
Eligibility cum En-
trance Test (NEET) is
scheduled to be held on
September 13, engineer-
ing entrance exam JEE-
Main has been planned
from September 1-6.
Around 8.58 lakh can-
didates have registered
for JEE Main and 15.97
lakh students have reg-
istered for NEET.These
exams have already
been deferred twice in
the wake of the corona-
virus pandemic.

Division Bench of Justices Vipin

also restrained Ambani from
transferring, encumbering or
dealing or disposing of any of his assets or his
rights or beneficial interest till the next date of
hearing, October 6. The proceedings against the
petitioner under Part-III of the IBC (Individual
Insolvency) shall remain stayed, the Delhi HC order
said. The court also made it clear that proceedings
will continue against the corporate debtor. Notices

‘PHASE 6 OF VANDE BHARAT
MISSION TO BEGIN FROM SEPT 1’
New Delhi: The Ministry of External Affairs said
the phase 6 of the Vande Bharat Mission to repa-
triate Indians stranded abroad due to COVID-19
pandemic will begin on September 1. Speaking
on Vande Bharat Mission’s Phase 5, Anurag
Srivastava, MEA Spokesperson, said the phase
will culminate on August 31. “Phase 6 of Vande
Bharat Mission scheduled to begin on Sept 1,
based on an assessment of demand by our mis-
sions abroad, flights are being rescheduled by Air
India group & private carriers,” he said.
INDIAN RAILWAYS SET TO MEET
ALL ENERGY NEEDS BY 2030
New Delhi: Indian Railways would meet its en-
ergy consumption needs of more than 33 billion
units by 2030, said Union Railways Minister Piy-
ush Goyal during a meeting with key stakeholders
on Thursday, adding that solar plants of 20 GW
capacity would be installed by the same year on
the Railways’ vacant land. In a bid to empower
Indian Railways to be energy self-sufficient (Atma
Nirbhar), solar power plants are expected to be
available on a mega scale and boundary walls
along the track would also be constructed.

New Delhi: Defence
Minister Rajnath Singh
launched a mobile appli-
cation to assist in online
training of NCC cadets in
the country. “In view of
the restrictions imposed
by COVID-19, training
of NCC (National Cadet
Corps) cadets has been
affected adversely as it
is mostly contact-based
training,” the Ministry of
Defence said in a state-
ment. Since schools and
colleges are not likely to
open in the near future,
it was felt that training
to NCC cadets should
be imparted utilising the
digital medium. The mo-
bile app, called “DGNCC”,
aims at providing NCC
cadets all training mate-
rials on one platform, the
statement added.

Chennai: DMK President MK Stalin has written a
letter to CMs of Andhra Pradesh, Telangana, Kerala
and Odisha to approach SC for postponement the
NEET and the JEE exams due to coronavirus pan-

taken to postpone the exam in June 2020 mainly
because the conditions were not conducive & there

dynamics of Congress
would welcome our pro-
posal to have every state
and district president
as being elected. The
entire Congress Work-
ing Committee should
be elected,” Azad said.
Azad, who is LoP in

the move to write the
letter and said their ef-
fort was to make the
party strong and active
and those who simply
got “appointment
cards” continue to op-
pose their proposal.
Answering a query,
Azad referred to the
stormy meeting of the
Congress Working
Committee and said
both Sonia Gandhi and
party leader Rahul Gan-
dhi showed statesman-

of Military Affairs has
hastened the process of
restructuring the
armed forces as the new
air defence command
under the IAF may
come up at Prayagraj
around the second week
of October this year.
The air defence com-
mand is proposed to be
set up alongside the
Central Command
Headquarters of the
IAF which controls im-
portant air bases in-
cluding Agra, Gwalior
and Bareilly.
The aim of the com-
mand is to combine the
resources of the three
services under one com-
mand and activate it to
protect the air space of
the country. The De-
partment of Military
Affairs under CDS Gen-
eral Bipin Rawat has
been given the mandate
to create joint military

100 rupees per day. How-
ever the amount will be
paid to only those
health workers who are
posted in government

New Delhi: After 75,760
new cases were record-
ed in the last 24 hours,
India’s coronavirus tal-
ly crossed 33-lakh mark
on Thursday, according
to the Union Ministry
of Health and Family
Welfare (MOHFW).
With 1,023 new
deaths, the cumulative
toll has reached 60,472
deaths. The COVID-19
case tally in the coun-
try climbed to 33,10,235
including 7,25,991 ac-
tive cases, 25,23,772
cured/discharged/mi-
grated.
With 1,73,195 cases,
Maharashtra has the
highest number of ac-
tive cases and 23,089 pa-
tients succumbed to the
disease in the state.
According to the In-
dian Council of Medi-
cal Research (ICMR),
9,24,998 samples were
tested on Wednesday
and over 3.85 crore
samples have been
tested so far.
According to the Un-
ion Health Ministry,
Delhi has a recovery
rate of 90 per cent fol-
lowed by Tamil Nadu
with 85 per cent.
Bihar stood at num-
ber three with a recov-
ery rate of 83.80 %. As-
sam has the lowest
CFR of 0.27% in the

cials over the construc-
tion of a part of a
bridge under the Kar-

project. Pakistan is yet

The SAI said that 65

On completion of a glorious 25 years tenure, I person-
ally salute and congratulate a towering Shri Ramoji
Rao and his deputy and Man Friday Bapi ji for creating
a new history in the history of regional television in
this country. They are the pioneers of this field. Even
today, at 84 years of age, Shri Ramoji continues to be a source
of inspiration for all of us. When I joined ETV as CEO in 2008,
for the first four years I worked under the leadership of Shri
Ramoji with Bapineedu ji, Rajesh, Madhu and others and it was
a wonderful experience of learning and joy; so much that after
years they are still family to me.
After that for another five years, I worked with Reliance under
the leadership of Mukesh Bhai and Manoj Bhai, the new face of
ETV as News18, which was a memorable era too, as was my
time with Rahul Joshi.
I have been indeed fortunate that I got a lot of love and
affection along with a free hand under both leaderships,
ETV and Reliance and I am really grateful to them.

sales in the ongoing
Wednesday Auction
festival, this week
too, the RHB has
made large strides by
selling 236 properties
in the state and
amassing a revenue
of Rs 36.66 crore. No-
tably, more than 213
houses were sold under
the Housing on Install-
ment scheme, which
gave the board a reve-
nue of Rs 29.10 crore.
Along with this, 23
residential plots
were sold through e-
auction generating a
revenue of Rs 7.56
crore for RHB.
It is worth men-
tioning that the sell-
ing price of plot num-
ber 117/343 in Man-
sarovar Yojana was
Rs 45 thousand per
square meter, which
is sold for Rs 88 thou-
sand per square me-
ter and in Pratap Na-
gar Yojana plot number
77/163, whose selling
price was Rs 32,500
thousand per square
meter, has been sold for
Rs 61,500 per square
meter. “It is the result
of the relaxation of
payment terms by
the Board along with
better publicity, that
has resulted in these
plots garnering such
high rates in the auc-
tion,” said Pawan
Arora, commission-
er, RHB.
“16 properties worth
Rs 2 crore 88 lakh were
sold in Jaipur Circle I
and 24 properties worth
Rs 8 crore 93 lakh were
sold in Jaipur Circle II.
Similarly, 10 properties
worth Rs 1 crore 38
lakh were sold in Jodh-

Second. Moreover, 44

ued to take interest
in Raje’s suggestions
and on her words.

en to Raje can be easily
witnessed in the list of
BJP media cell team is-
sued two days back
wherein Raje’s sup-
porting leaders have
been given due place.
The development is
interesting since till
recent past, Raje
‘camp’ leaders
claimed of not being
given due place in the
saffron party and the
matter had heated to
such an extent that
the former chief min-
ister had to meet par-
ty’s national presi-
dent JP Nadda in
New Delhi and ap-
prise him of her dis-
pleasure.
But the inclusion of
several Raje camp faces
in media team came as
a surprise to many. For
example MLA from
Ajmer South Anita
Bhadel and former leg-
islator Abhishek Ma-
toriya are considered
to be from Raje camp
and Bhadel has been a
former minister too in
Raje government.
Moreover, it is also
believed that Raje
and Chandrashekhar
have also spoken at
length on the possi-
ble return of Manv-
endra Singh and
Ghanshyam Tiwari
since the organisa-
tion wants to know
of Raje opinion on
this issue.
It should be noted
that Tiwari had float-
ed his own party be-
ing in the BJP and
started targeting
Vasundhara from
that platform where-
as Manvendra Singh
contested the elec-
tion from Jhalawar
on Congress’s ticket.
It is being said that
Raje has informed
Chandrashekhar of
her stand on the mat-
ter.

speculation that if

New Delhi: Lok Sab-
ha Speaker Om Birla
on Thursday said a

Parliament during
the Monsoon Ses-
sion in view of COV-
ID-19 is his priority
and all guidelines

distancing will be

In a series of tweets
from the Lok Sabha
speaker’s Twitter han-
dle, Birla said he
chaired a meeting on
Thursdaytoreviewthe
preparations for the
upcoming session and
directed all the agen-
cies concerned to work
diligently for sanitisa-
tionandotherarrange-
ments. He also shared
a video of the meeting
with officials from the
secretariats of both
houses – Lok Sabha
and Rajya Sabha.
“Necessary proto-
cols are being pre-
pared for Members
and their staff.
Guidelines are also
being formulated for
the Parliament offi-
cials. All guidelines
pertaining to Social
Distancing will be
adhered to during
Session,” the speak-
er said in one of the
tweets.
The Lok Sabha Sec-
retariat, the nodal
agency for the Parlia-
ment complex, has
been making neces-
sary preparations and
modifications in the
Lok Sabha and Rajya
Sabha chambers to en-
sure social distancing.
Sources said Birla
also told the officials
to make adequate ar-
rangements for sitting
the parliamentarians
while maintaining so-
cial distancing, sound
systems, interpreta-
tion services, waiting
facilities for the staff
of the MPs.

his scathing attack on
the Ashok Gehlot gov-
ernment, BJP state
president Satish Poo-
nia on Thursday said
that the government
is putting burden on
electricity consumers
instead of doing a
proper management
of Covid-19 situation
in the state.
He said that the Con-
gress government has
given a blow to more
than 1.40 crore electric-
ity consumers in the
state as the power dis-
coms will charge a fuel
surcharge of Rs 30 pai-
se per unit.
“This will hit farm-
ers and other consum-
ers,” Poonia said, add-
ing that his party will
raise voice for all public
interest issues includ-
ing the fuel surcharge.
Questioning the
move of the cancella-
tion of doctors’ re-
cruitment, Poonia
said that recruitment
on lakhs of posts in
the state are pending
and the government’s
priority should be on
fulfilling the posts
but instead of this,
the government is
cancelling exams.
“The Chief Minis-
ter and Health Minis-
ter should clarify as
to why the exam was
cancelled,” he said.
On the issue of NEET
and JEE exams, Poonia
accused the Congress
government of showing
double standards.
“On one hand, the
Chief Minister is
against the JEE and
NEET exams while on
other hand the primary
education department
of his government is go-
ing to hold Pre D.El.Ed
exam.
“The party will
hold protests and a
digital campaign
against all these is-
sues,” he said.

release pending GST
compensation worth
Rs 6690.43 crore to
the state.
Energy minister
BD Kalla, along with
officials, attended the
GST Council meeting
through video confer-
ence and raised the
demand.
It was informed in
the meeting that the
state is not receiving
the GST compensation
for the last four months
and Rs 6690.43 crore are
pending, which also in-
clude Rs 660 crore of
last two years.
The state raised de-
mand to clear the
pending compensa-
tion but the central
government ex-
pressed inability to
release the amount
immediately in view
of the drastic fall in
revenue.
However, after look-
ing at similar demand
from other states, the
centre said that ar-
rangements will be
made to release the
pending amount.
The video confer-
ence was scheduled to
be attended by UDH
minister Shanti Dha-
riwal earlier but he
was engaged there-
fore Kalla represent-
ed the state in the
meeting. Additional

nance Niranjan Arya
and other officials
were present in the

pital, Rathore said that
he will sit on a dharna
if the arrangements are
not made properly.
“The hospital admin-
istration is not serious
for cleanliness and doc-
tors are negligent in the
corona pandemic. Social

leged that the ar-
rangements at Covid
Centre in the district
are also not proper
and reports are there
that patients are es-
caping from the cent-
er. “Those who are re-
sponsible are not pay-

being invited in govern-

The Centre on Thurs- day gave two options for compensating states on the Goods and Services Tax (GST) to bridge rev- enue shortfall as the economy faces a pros- pect of contraction in current fiscal year due to COVID-19 crisis. The first option pro- vides a special window to states in consultation with the Reserve Bank of India (RBI) to pro- vide Rs 97,000 crore at a reasonable rate of in- terest. This money can then be repaid after five years from the collec- tion of cess. The second option is that the entire GST compensation gap of Rs 2.35 lakh of this year can be met by states in consultation with the RBI. The Finance Minis- ter chaired the meeting which was also attend- ed by Minister of State for Finance Anurag Thakur, finance minis- ters of various states and union territories and senior officers from the Centre and states. The students are in panic and stress and the centre should listen to them,” Dotasara said. The JEE- Mains was originally scheduled to be held from April 7-11, but postponed to July 18-23, NEET-UG was original- ly scheduled for May 3, then pushed to July 26. It is noteworthy that in 2009 the JEE exami- nation centers in Kota were discontinued and all the students of the Hadoti area had to trav- el to other cities to take the prestigious en- trance exam which made it more taxing fi- nancially, physically and mentally for both the candidates and their parents. With the COVID-hit states shutting down economic activities that could have given a boost to consump- tion and employment, capi- tal expenditure and pay- ment of salaries to employ- eesof healthandeducation sectors have been delayed forlackof funds.Thestates nurtured hopes of getting the last four months’ com- pensation of Goods and Services Tax (GST), which accounts for nearly 42 per- cent of their tax revenues. But disappointment was in store for them at the GST Council meeting chaired by Finance Minister Nirmala Sitharaman who described theeconomicsituationasan “extraordinary act of God.” With the economic activ- ity remaining at a stand- still for months, a shortfall of Rs 2.35 lakh crore in GST collection for fiscal 2021 is estimated. Party insiders say that the candid letter by nearly two dozen Congressmen calling for a complete overhaul of the party should be treated with the urgency it deserves. No- body is willing to wait in- definitely to allow the BJP to move closer to achieving its goal of a Congress mukt Bharat ( India free of Congress). Congress watchers fear that if the party high command over- looks constructive sugges- tions of the letter writers, it should be prepared to face similar dissension. The letter seeking a revival of the party and “ full time and effective leadership”, was reportedly debated for a full seven hours- including by the daring letter writers in the stormy CWC meeting by 52 members but did not yield any dramatic results. Sonia Gandhi, who has been the in- terim president of the party since August 2019, had of- fered to resign on the expiry of her term on August 10. She asked the CWC to start the process to find a new chief but many leaders, including former Prime Minister Dr Manmohan Singh, urged her to continue until such time as the new president is elected. Summing up party cadre sentiments, a Congress worker remarked, “It does not really help if Sonia and Rahul keep taking turns on party presidency. At least the letter by the Congress leaders has served as a wake-up call. It seems they have sensed a threat and figured out that they miscalculated their permanence. They now fear a real non-Gandhi op- ponent may dethrone them. Sonia’s health is not on her side. Rahul is reluc- tant. So, why don’t they bring Priyanka Gandhi who is a natural leader and has a striking resemblance to her charismatic grand- mother and the late Prime Minister Indira Gandhi? “ It is now expected that the All India Congress Commit- tee will meet sometime in the New Year to elect Sonia Gan- dhi’s successor. It is worth recalling that it took a lot of cheerlead- ing and clamour to coax Rahul Gandhi to steer the Congress and finally, the day dawned in December 2017, when he did take over as Congress Presi- dent, amid celebrations. His elevation enthused the young party cadres about a new look Congress and gave the veterans a chance to check out the gene pool of the great-grandson of India’s first Prime Minis- ter, Jawaharlal Nehru. In an interview in March, former Law Minister Ashwani Kumar said that Ra- hul Gandhi owes it to the Con- gress to resume president- ship and dispel uncertainty about the future leadership issue as the party does not have the luxury of time. “We know that when Rahul Gan- dhi resigned and a process was initiated to identify other leaders, not a single name emerged as an alternative.” Perceived to be a reluc- tant politician, Rahul de- cided to resign within 18 months of taking charge as Party President. Along with the party’s rout in the 2019 polls, came the Con- gress humiliating defeat in the the Amethi Lok Sab- ha seat, a stronghold of the party in Uttar Pradesh and a seat Rahul had held from 2004 to 2019. This safe Congress seat has been represented by four members of the Nehru–Gan- dhi family but was breached by Union Minister Smriti Irani of the BJP. Irani who had lost to Rahul Gandhi in the 2014 Lok Sabha polls managed to defeat Congress chief Rahul Gandhi by 55,120 votes in the 2019 elections. Thankfully, Rahul won the Wayanad Lok Sabha seat in Kerala, by a large margin. In his formal resigna- tion as Party President on July 3 last year, Rahul said, “ As President of the Congress Party, I am re- sponsible for the loss of the 2019 election.” Former Union Minister, Mani Shankar Aiyar who was unfairly suspended from the Congress says, “The Gan- dhis are keeping the party together. The Congress needs another Panchmarhi like ses- sion because it will give us an opportunity for an ideologi- cal dialogue. “ Asked if there is room for a non-Gandhi to take charge of the party. Aiyar who can feel the pulse of the party said, “ Can I en- visage the Congress with- out the Gandhis? I have been through it. Narasim- ha Rao was President of the Congress. Then, he was followed by Sitaram Kesri. In these eight years, the Congress party split into several parts. Even I walked out. We have found out that it is the Congress party that gives us the most important require- ment of any political par- ty- its unity. The Gandhis are keeping the party to- gether. Even top leaders who could be candidates for the post of the party President feel that under them, it would be difficult to keep the party together. There is no point in having a very educated leader who can keep the party to- gether. Therefore, they CWC asked Sonia Gandhi to continue and when the AICC session takes place six months later, we will make up our minds.” Interestingly, both Priyan- ka Gandhi Vadra have said on many occasions that the Congress President should be out of the Gandhi family. Sonia Gandhi offered to resign before the CWC meeting and asked the apex decision-making body to start the process to find a new chief. Despite the heated debate over the letter, many leaders, in- cluding former Prime Minister Dr Manmohan Singh urged her to contin- ue until such time as the new president is elected. Although the leaked letter was labelled by many as a let- ter bomb that would create a riftintheparty,nothingof the sort happened. In an exem- plary display of political as- tuteness, Sonia Gandhi man- agedtokeeptheflocktogether by calling the Congress “one big family” which has differ- ences and different views on many occasions but in the end, it comes together as one. Asked to respond to the public perception that the Congress does not have a truedemocracyinitsranks, Aiyar said, “ Just look at the composition of the 23 letter writers. Several of them have risked their posi- tion.Thereisnoreprimand. No action has been taken against them and most im- portant of all, the four rep- resentatives in the working committee of the 23 signa- tories have accepted the CWC resolution.” While the young party cad- res find themselves fairly di- rectionless in the absence of an active full-time party Presi- dent, party insiders say that the transition of power from SoniaGandhitoRahulGandhi cannot be shelved indefinitely as an AICC session half a year away is too long in Politics. The petition filed by NGO Justice For Rights Foundation through advocate Amit Kumar Sharma is likely to come up for hearing before the High court on Friday, August 28. New Delhi: SC declined to entertain a plea by Chennai-based firm assailing a Madras HC order that stayed a Rs 10 lakh penalty on Patanjali Ayurved and restrained it from using the trade- mark Coronil. A bench comprising CJ SA Bobde & Justices AS Bopanna & V Ramasubramanian allowed the petitioner to withdraw plea. The top court also allowed the petitioner to pursue the matter in the Madras HC. New Delhi/ Mumbai: Delhi HC stayed bankruptcy proceedings against Anil Ambani in a case where he had furnished personal guarantee for loans extended to Reliance Communications (RCom) and Reliance Infratel. A Division Bench of Justices Vipin Sanghi and Rajnish Bhatnagar also restrained Ambani from transferring, encumbering or dealing or disposing of any of his assets or his rights or beneficial interest till the next date of hearing, October 6. The proceedings against the petitioner under Part-III of the IBC (Individual Insolvency) shall remain stayed, the Delhi HC order said. The court also made it clear that proceedings will continue against the corporate debtor. Notices have been issued to the Centre, SBI and others. New Delhi: The SC reserved its order on a plea filed by fugitive businessman Vijay Mallya seeking a re- view of its May 2017 order holding him guilty of contempt for transferring USD 40 million to his children in violation of the court’s order. A bench of Justice UU Lalit and Justice Ashok Bhushan re- served the order after hearing both the par- ties in the case. It further said that there were two allega- tions against Mallya, failure to disclose his assests and siphoning off money. Mallya is an accused in a bank loan default case of over Rs 9,000 crore involving his defunct Kingfisher Airlines and is pres- ently in the United Kingdom. Speaking on Vande Bharat Mission’s Phase 5, Anurag Srivastava, MEA Spokesperson, said the phase will culminate on August 31. “Phase 6 of Vande Bharat Mission scheduled to begin on Sept 1, based on an assessment of demand by our mis- sions abroad, flights are being rescheduled by Air India group & private carriers,” he said. INDIAN RAILWAYS SET TO MEET ALL ENERGY NEEDS BY 2030 New Delhi: Indian Railways would meet its en- ergy consumption needs of more than 33 billion units by 2030, said Union Railways Minister Piy- ush Goyal during a meeting with key stakeholders on Thursday, adding that solar plants of 20 GW capacity would be installed by the same year on the Railways’ vacant land. In a bid to empower Indian Railways to be energy self-sufficient (Atma Nirbhar), solar power plants are expected to be available on a mega scale and boundary walls along the track would also be constructed. RAJNATH SINGH LAUNCHES ‘DGNCC’ APP FOR NCC CADETS New Delhi: Defence Minister Rajnath Singh launched a mobile appli- cation to assist in online training of NCC cadets in the country. “In view of the restrictions imposed by COVID-19, training of NCC (National Cadet Corps) cadets has been affected adversely as it is mostly contact-based training,” the Ministry of Defence said in a state- ment. Since schools and colleges are not likely to open in the near future, it was felt that training to NCC cadets should be imparted utilising the digital medium. The mo- bile app, called “DGNCC”, aims at providing NCC cadets all training mate- rials on one platform, the statement added. IN THE COURTYARD The students are everyone’s children. With 1,023 new deaths, the cumulative toll has reached 60,472 deaths. The COVID-19 case tally in the coun- try climbed to 33,10,235 including 7,25,991 ac- tive cases, 25,23,772 cured/discharged/mi- grated. With 1,73,195 cases, Maharashtra has the highest number of ac- tive cases and 23,089 pa- tients succumbed to the disease in the state. According to the In- dian Council of Medi- cal Research (ICMR), 9,24,998 samples were tested on Wednesday and over 3.85 crore samples have been tested so far. According to the Un- ion Health Ministry, Delhi has a recovery rate of 90 per cent fol- lowed by Tamil Nadu with 85 per cent. Bihar stood at num- ber three with a recov- ery rate of 83.80 %. He also shared a video of the meeting with officials from the secretariats of both houses – Lok Sabha and Rajya Sabha. “Necessary proto- cols are being pre- pared for Members and their staff. Guidelines are also being formulated for the Parliament offi- cials. All guidelines pertaining to Social Distancing will be adhered to during Session,” the speak- er said in one of the tweets. The Lok Sabha Sec- retariat, the nodal agency for the Parlia- ment complex, has been making neces- sary preparations and modifications in the Lok Sabha and Rajya Sabha chambers to en- sure social distancing. He said that the Con- gress government has given a blow to more than 1.40 crore electric- ity consumers in the state as the power dis- coms will charge a fuel surcharge of Rs 30 pai- se per unit. “This will hit farm- ers and other consum- ers,” Poonia said, add- ing that his party will raise voice for all public interest issues includ- ing the fuel surcharge. Questioning the move of the cancella- tion of doctors’ re- cruitment, Poonia said that recruitment on lakhs of posts in the state are pending and the government’s priority should be on fulfilling the posts but instead of this, the government is cancelling exams. “The Chief Minis- ter and Health Minis- ter should clarify as to why the exam was cancelled,” he said. On the issue of NEET and JEE exams, Poonia accused the Congress government of showing double standards. “On one hand, the Chief Minister is against the JEE and NEET exams while on other hand the primary education department of his government is go- ing to hold Pre D.El.Ed exam. “The party will hold protests and a digital campaign against all these is- sues,” he said. Dr Rituraj Sharma Jaipur: Rajasthan government has de- manded the centre to release pending GST compensation worth Rs 6690.43 crore to the state. Energy minister BD Kalla, along with officials, attended the GST Council meeting through video confer- ence and raised the demand. It was informed in the meeting that the state is not receiving the GST compensation for the last four months and Rs 6690.43 crore are pending, which also in- clude Rs 660 crore of last two years. The state raised de- mand to clear the pending compensa- tion but the central government ex- pressed inability to release the amount immediately in view of the drastic fall in revenue. However, after look- ing at similar demand from other states, the centre said that ar- rangements will be made to release the pending amount. The video confer- ence was scheduled to be attended by UDH minister Shanti Dha- riwal earlier but he was engaged there- fore Kalla represent- ed the state in the meeting. Additional Chief Secretary Fi- nance Niranjan Arya and other officials were present in the meeting.
