ters Omar Abdullah and Mehbooba issued rebuttals,
alleging that the home minister’s “frustration” stems
from the political amalgam deciding to contest the
forthcoming local body elections and not giving the
BJP and its allies a free run. “We are not a gang Amit

fought and continuing to fight election, much to your
disappointment,” wrote Abdullah. Mehbooba said
the “BJP’s stale tactic of dividing India by projecting
themselves as saviours and political opponents as

CBI ARRESTS UP ENGINEER
FOR SEXUAL ABUSE OF 50 KIDS
Banda: The CBI has ar-
rested a junior employee
of the Uttar Pradesh
government for allegedly
sexual abusing around
50 children
over a 10-year
period, and
sharing, or
selling, pho-
tographs and
videos of child
sexual abuse material to
pedophiles around the
world via the darknet.
Officials of the central
investigative agency said
the abused children, who
are between five and 16
years old, came from
three districts across the
state - Banda, Chitra-
koot and Hamirpur. The
accused, who has been
identified as Rambha-
wan, a resident
of Chitrakoot
district, was
arrested from
neighbouring
Banda. Raids on
the accused’s
residence unearthed
eight mobile phones,
around 8 lakh in cash,
sex toys, a laptop and
other digital evidence,
including a large volume
of child sexual abuse
material (CSAM).

JDA has authorised the
e-mitra centres across
the city to offer online
application services
like lease deed, name
transfer/substitution,
reconstitution/sub di-
vision of a plot and one-
time lease certificate.
The consumers will
also be able to get their
important documents
scanned and uploaded
from the e-mitra cen-
tres on payment of
charges fixed by the
JDA. Nominal fees of
Rs 50 per application
will be payable to the e-
mitra centre for scan-
ning and uploading all
the documents needed
for it. In case the appli-
cant makes an online
payment of Rs 2000
with any application
then only Rs 10 will be
payable to the centre
and if the online pay-
ment exceeds Rs 2000
then only Rs 2 per up to
Rs 1000 for the addi-
tional amount will be
charged. A charge of
Rs 10 will be payable for
each page print out
taken from the e-mitra
centre.
The online services
will not only save peo-
ple from time, energy
and money needed to
make it to the JDA of-
fice from their resi-
dence but also keep
them safe in the corona
times sparing them of
standing in long
queues following social
distancing at the JDA
office.

gri temple will start
providing free food at
the night shelters being
set up by the Jaipur mu-
nicipal corporation
during the winters from
November 20. The tem-
ple trust makes these
arrangements every
year for homeless peo-
ple but there was sus-
pense over it this time
due to the corona pan-
demic.
A number of home-
less people throng the
temple during the even-
ing for food and shelter
to spend the night. The
people can be seen
sleeping on the pave-
ments but during win-
ters it gets tough for
them to survive.
The arrangement of
free food will start
from the evening on
November 20 in the
rain baseras run by the
Jaipur Municipal Cor-

Jaipur: There are few
things which don’t
change with the change
in the regime. The ap-
pointment of Honorary
Wildlife Wardens
(HWW) in the state is
one such issue. It has
been around seven
years that not even a
single HWW has been
appointed in any of the
33 districts of the state.
As per the Wildlife Pro-
tection Act 1972, section
59, there is a provision
to appoint HWW. Ideally
these should be the peo-
ple with experience and
interest in wildlife con-
servation but mostly
these appointments
have been used as po-
litical obligatory tools
appointing such people
who do not know any-
thing about wildlife
conservation or forests.
The issue of appoint-
ment of HWW kept lin-
gering during the last 4
years of the previous
BJP government and
still is in limbo while
the present government
is about to complete its
two years in the office.
The primary reason for
this is the undue pres-
sure created by the min-
ing and hotel lobby who
do not want any inde-
pendent entity, less like-
ly to come under pres-
sure, to enter the sys-
tem and disturb their

managed or got trans-
ferred somewhere else

thur Hospital and Ma-
hatma Gandhi Hospital
in the city on Tuesday
to inspect the available
medical facilities for
Corona patients as the
number of infected pa-
tients has seen an in-
crease recently. During
his visit, the collector
was accompanied by
the Principal of the
Medical College.
The collector in-
structed the hospital
superintendent and
doctors to intensify the
critical care system as
the number of seri-
ous patients will
witness a surge
in the coming
days. During
Mahatma Gan-
dhi Hospital vis-
it, Singh interact-
ed with family mem-
bers of the wards of
suspected and positive
patients and also heard
their problems.
Sighting the increase
in numbers of
the patients,
the collector has
asked the manage-
ment of both hospi-
tals to add more num-
ber of ICU beds and
ventilators. The collec-
tor has appealed to the
people of Jodhpur to
use mask religiously
and if they come across
any Covid symptoms
visit their nearest hos-
pital for treatment.
Meanwhile, Ra-
jasthan recorded 2,194
fresh coronavirus cases
and 11 deaths on Tues-
day, taking the total
number of positive cas-
es to 2,30,180 and fatali-
ties to 2,089. According
to an official bulletin,
Jaipur, Jodhpur and Si-
kar reported two deaths
each and Ajmer, Churu,
Karauli, Kota and Pali
recordedonedeatheach.

– 484. No case was re-
ported from Dausa and
Sirohi on Tuesday.

COVID-19 patients have
recovered so far and the

here’s plenty of
evidence show-
ing how impor-
tant nutrition is
for exercise,
from aiding performance
to enhancing recovery. But
it’s often confusing to know
whether it’s best to eat be-
fore or after you exercise.
To answer this, you
should first consider what
you’re training for, as your
goal could influence
whether to eat before or
not. Second, you need to
consider the level that
you’re at. An elite athlete’s
needs are different from a
beginner and probably in-
fluences how much energy
from food is needed – and
even the number of meals
eaten. Third, you need to
think about what works for
you. Some people thrive
when training in a fasted
state, while for others, it’s
the opposite.
EATING BEFORE
When we exercise, our bod-
ies need energy. This energy
is supplied by fuel, either
stored in our bodies (as car-
bohydrate in our liver and
muscles, or from fat stores),
orfromthefoodweeat.If the
exercise is demanding or if
we exercise for a long time,
weusemorestoredcarbohy-
drate (known as glycogen).
Studies show that carbo-
hydrates in our diet are
important in topping up
our glycogen stores be-
tween bouts of exercise
and also when eaten before
exercise sessions.
Soif yourenergyissome-
what low, or you’re doing a
longer or more demanding
session, consuming carbo-
hydrate-rich foods – such as
pasta, rice, cereals or fruit
–aroundthreetofourhours
before exercise can help
provide the energy you
need to keep moving.
EATING AFTER
On the flip side, however,
recent research has dem-
onstrated that training in
a fasted state – for exam-
ple, first thing in the
morning before breakfast
– can actually lead to posi-
tive adaptations linked
with efficient fuel use and
fat burning.
This doesn’t necessarily
mean greater weight loss,
but it could optimise fuel
efficiency, which may be
important for those train-
ing for a marathon, for ex-
ample, to help delay fa-
tigue. Fasted training
could also have other
health benefits such as im-
proved blood sugar and
hormone regulation.
But if we think about
the point of training, it’s
all down to how we recover
and adapt from it. This is
where nutrition has a sig-
nificant role to play. Early
research has shown the
benefits of eating carbohy-
drates after exercise to re-
store muscle glycogen. Not
only does this affect our
ability to train many times
a week by helping muscles
recover faster, it’s also
shown to affect how well
we perform.
Studies have also dem-
onstrated that eating soon
after finishing exercise (as
opposed to waiting for a
few hours) can help max-
imise recovery, particular-
ly if a carbohydrate intake
of about 1.3 grams per kilo-
gram of body weight per
hour is consumed during
the two-to-six hour short-
term recovery phase. This
could be useful to know if
you are doing another ses-
sion that day or within
eight hours.

Presidency over many years
to understand crowd psy-
chology, brand building, and
communication. My re-
search probes the historical
evidence of what it takes to
winning and holding that of-

of a professional brand
builder, storyteller, and prac-
titioner of communication.
In particular, I have re-
searched those who have occu-
pied the office of the President
since the 20th century and on-
wards. The list includes Teddy
Roosevelt, John F. Kennedy,
LyndonJohnson,DwightEisen-
hower, Richard Nixon, Harry
Truman, FD Roosevelt or the
morerecentJimmyCarter,Ron-
ald Reagan, George HW Bush,
Bill Clinton, George.W. Bush,
Obama, or Donald Trump.
To my mind, linked to the
outcome of the American
Presidential election is the
political future of the two
political streams - Democrat-
ic liberalism versus Trump-
style Republicanism’.
I have studied political com-
munication in every major elec-
tioninIndia,theUS,andtheUK
as a project in self-education. In
this capacity, my take on the un-
derlying moral quality of any
political proposition does not
matter. It is the positioning and
the response that it gets from
the electorate that I study.
My position is that Presi-
dent Donald Trump‘s appar-
ent failure in getting re-
elected may well lead to the
cementing of a ‘Trump con-
servatism’ in the right-wing
politics of America.
Being at the apex of the pow-
er structure in the United
States of America is a serious
enterprise. The world looks for
substance where substance
matters. Issues, ideas, and di-
rectional initiatives matter
most and are vitally important
to holding Presidential power.
President Trump had several
aberrations that were unlike
those of a typical political play-
er who ascends to this level. He
was an outsider with uncharac-
teristic traits. He was clearly
loath to follow democratic
norms especially in tactical de-
cision making and railed
against institutions of all
kinds. He also fuelled mistrust
against liberals and liberalism.
Trump was – on the face of it -
an attacker of the established
elites and he ran his Presidency
like a reality show. He had po-
litical smarts and could work
for a crowd. He knew how to
draw and keep attention. How-
ever, the tenacity and mindful
application of a political strat-
egy was always missing. From
day one, his administration
was forever in flux. He was
thin-skinned and extremely re-
active. He couldn’t build a team
of effective high calibre Advis-
ers. Unlike most establish-
ments –The Bush, Clinton and
Kennedy’s political establish-
ments for example – did not cre-
ate any networks of patronage.
So, what are the obvious
things to watch out for in an
elite presidential persona?
The first is cynicism. Even in
a polarised world people like
their president to be on the solu-
tion side and not one who con-
tinuously and cynically repeats
the problem statement. Much
of what Trump did to get to
power he could not deliver via
committed policy. He did raise
the China issue effectively but
it was a case of too little too late.
The second obvious learn-
ing is to avoid being erratic.
This is seen in terms of the
talent that you attract, the
policies that you follow
through, and how transpar-
ent you are in discussing the
operations and delivery. “If
you are not with me you are
my enemy” cannot be a
healthy way to sustain mo-
mentum and build alliances.
Finally the presidential
brand suffers if the incumbent
is arrogant, complaining, and
insultingly direct. A President
can’t be seen as oscillating be-
tween being a whiner or a
know it all. It devastates the
brand aura.
What is likely to be the fu-
ture of Trump-style politics
in America? Intelligent
analysis by those who un-
derstand life in Washington
tends to believe that the Re-
publicans are happy to say
goodbye to Trump but retain
Trump-ism
As a party, they have control
of the Senate and a larger pres-
ence than normal in the Con-
gress. They also have a well-
conditioned and sympathetic
Supreme Court thanks to the
several nominations made.
Therefore, the Republicans are
likely to focus on putting a
more solid political main-
stream person in charge of
Trumpism and hope to gain
ground across states. Let us not
forget that no Republican has
won the popular vote in the
Presidential elections since
2004. A good right-wing plan
will be to build on Trump’s loss
and gain leverage on whatever
political crisis the next admin-
istration is unable to battle.
Trump maybe gone but
Trumpwism is here to stay
and win in an environment
of “Illiberal democracy.”

acing decimation in one state after an-
other, the Congress party’s troika of So-
nia Gandhi, Priyanka Gandhi Vadra,
and Rahul Gandhi is facing a fresh chal-
lenge from within. This comes after 23
senior leaders of the party questioned the Gandhi
family’s control over the party. In a letter, they de-
manded sweeping reforms, transparent internal
elections, and a “full-time visible leadership”. The
troika dithered and persisted with its indecisive-
ness. After the party’s disappointing show in Bihar
elections in which Congress proved to be the weak-
est link in Mahagathbandhan, Kapil Sibal, who was
one of the signatories to the letter, revived the de-
bate with the remark that the “time for introspec-
tion is over. We know the answers. The Congress
must be brave and willing to recognize them”.
Sibal was strongly criticised by Rajasthan Chief
Minister Ashok Gehlot and senior leader Salman
Khurshid.Inatweet,Gehlotsaid,“Therewasnoneed
for Mr Kapil Sibal to mention our internal issues in
the media. This has hurt the sentiments of party
workers across the country.” Khurshid called Sibal
andothercriticsof leadership“doubtingThomases”
who get “periodic pangs of anxiety”. Khurshid also
advisedthedissenterstodesistfromgoingpublicwith
their criticisms. By going public against the leader-
shipcloseontheheelsof formerUSPresidentBarack
Obama’s negative depiction of Rahul Gandhi in his
forthcoming book, the dissenters have complicated
the situation for Sonia and Rahul. To what extent the
leadership will go in for reform and loosen its hold is
easy to predict but the time for it to act is now.

DELHI MULLS ANOTHER
ROUND OF CLOSURE
ith another round of surge in Covid-19
cases in Delhi, the level of concern has
risen too. Delhi topped the worst affect-
ed states with 3797 fresh infections and
95 more fatalities in the last 24 hours.
Although the numbers are nearly half than 6,725
recorded in the first week of November, the situa-
tion forced Chief Minister Arvind Kejriwal to mull
another round of lockdown for which he has
sought Centre’s approval. It has also sought ap-
proval of Lieutenant-Governor Anil Baijal to
again reduce the number of guests from 200 to 50.
For funerals, the number is proposed to be restrict-
ed to 20. With the situation worsening, Union
Home Minister Amit Shah asked the Delhi govern-
ment to add another 300 ICU beds and increase the
tests from 60,000 to one lakh daily.
It was the Centre and Delhi government’s own
fault to have eased the restrictions early this
month to raise the limit of guests from 50 to 200
and allow markets to open for festivals without
enforcing rules of social distancing and wearing
of masks. The fatigue of months-long lockdown
saw people come out in droves for their festival
shopping despite warnings from experts. People
probably must have thought that coronavirus had
been conquered or that their immunity was strong
enough to neutralise the virus. No wonder Kejri-
wal appealed to Delhiites “with folded hands” to
wear masks and follow social distancing.
Delhi government’s proposal for another lock-
down in hot spots is facing resistance from some
traders who spoke of losing their livelihood. Del-
hiites have a difficult choice to make.

in 1991.
A Bench headed by

Bengaluru: Former
Congress mayor R Sam-

two-day police custody
after he was arrested on
Monday night for insti-
gating violence in parts

(CCB) officials.
Confirming the ar-
rest, Joint Commission-
er of Police Sandeep
Patil said, “Sampath
Raj, an accused who
was absconding since

yesterday night. We
have subjected him to a
detailed interrogation.”
Patil said further
questioning would con-
tinue before a local
court. “In the case that
was transferred to the
CCB, 53 accused have

7. New Delhi: The Centre
on Tuesday imposed a
moratorium on Tamil
Nadu-based private-sec-
tor lender Lakshmi Vi-
las Bank (LVB) and
capped withdrawals at
Rs 25,000 till December
16, citing the bank’s de-
clining financial posi-
tion. The LVB has been
placed under the mora-
torium on the basis of
an application submit-
ted by the Reserve Bank
of India (RBI) under
Section 45 of the Bank-
ing Regulation Act.
In a statement, the
RBI said, “the financial
position of The Laksh-
mi Vilas Bank Ltd. has
undergone a steady de-
cline with the bank in-
curring continuous
losses over the last
three years, eroding its
net-worth. In absence
of any viable strategic
plan, declining advanc-
es and mounting non-
performing assets, the
losses are expected to
continue.”
It further said that
the bank was experienc-
ing “continuous with-
drawal of deposits and
low levels of liquidity”
and “serious govern-
ance issues.”

New Delhi: As cases of
coronavirus are rising
in the national capital,
the Delhi Government
has sent a proposal to
the Centre, that if need-
ed, markets flouting
safety protocols and
emerging as COVID-19
hotspots, be closed for a
few days, Chief Minis-
ter Arvind Kejriwal
said on Tuesday.
“Since cases are ris-
ing in Delhi, we are
sending a general pro-
posal to the Central
government, that if re-
quired, Delhi Govern-
ment can implement
shutting down those
markets for few days,
where norms are not
being followed and
these market places are
becoming a local COV-
ID-19 hotspot,” Kejri-
wal said during a vir-
tual press conference.
This comes days after
local markets were
seen swamped here
amid the festive period
of Diwali. The national
capital witnessed a sig-
nificant increase in the
number of COVID-19
cases post Diwali with
40,128 active cases of
the deadly virus here.
The city has seen
4,41,361 recoveries and
7,713 fatalities due to
the pathogen so far, as
per the Ministry of
Health and Family
Welfare (MoHFW) on
Tuesday.
Kejriwal also said
that the decision to al-
low 200 people to attend
weddings and other
functions in Delhi will
be withdrawn as of
now and a request for
the same has been sent
for the Lieutenant Gov-

Downward
trend in new
COVID cases in
India continues
New Delhi: India has
managed to tame the
new cases of COVID-19
below the 50,000-mark
with 30,548 people test-
ing positive for the dis-
ease on November 16,
continuing with a
downward trend, as per
MoHFW on Tuesday.
The single-day peak
in coronavirus cases
was reported on Sep-
tember 17 with 97,984
fresh cases of COVID-19
and since then India
has been witnessing a
decline in the caseload.
Moreover, the country
recorded 54,366 COV-
ID-19 cases on October
23 and the lowest cases
were reported on No-
vember 16.

murder case of a
23-year-old woman in
Kotputli area, the
Jaipur rural police have
arrested her husband
and father-in-law. The
accused strangled the
victim on the night of
November 15, wrapped
the body in a bedsheet
and threw it in a drain
at Paniala area on
Jaipur-Delhi Highway,
the police said. They
suspected the character
of the victim and were
also miffed at not re-
ceiving Rs 5 lakh dowry,
the police said.
In order to mislead
the police and family,
the accused duo got the
woman’s missing re-
port lodged at Model
Town police station in
Rewari district of Hary-
ana. The police found
the body and identified
it in a single day. On the
suspicion raised by the
parents of the victim
Pooja Yadav, the police
questioned the accused
who confessed to the
crime.

alias Monu Yadav, 26,
and his father Laxman
Singh Yadav, 60, resi-
dents of Model Town in
Rewari told the police
that they were suspi-

(CIC) finally seems to
have ended and the per-
son who now appears to
be comfortably ‘making
way’ towards the pres-
tigious office is DB Gup-
ta, the former Chief
Secretary and advisor
toChief MinisterAshok
Gehlot. The topsy-tur-
vey world of bureau-
cratic life seems to have
thrown yet another sur-
prise since not too long
ago, word spread that
there was a contest be-
tween DB Gupta and his
junior who also retired
as CS of Rajasthan—Ra-
jeeva Swarup. This hap-
pened after applications
for the post were rein-
vited that raised a seri-
ous concern in relevant
circles that whether
some internal ‘tug of
war’ had occurred be-
tween the top bureau-
cracy. However, it has
now come to light,
through highly placed
sources, that DB was in
no mood to take any
‘risk’ and therefore only
after CM Gehlot gave an
informal ‘Go Ahead’ to
DB, did he apply for the
position in September.
And therefore, it is now
almost certain that DB
would become the next
CIC since Gehlot, as a
rule, does not change
his decisions once he
has made up his mind.
The confusion with the
entire episode occurred
with the applications
being re-invited and it
was then that a certain
section in bureaucracy
started talking about
Rajeeva Swarup being
also in the fray as the
extension of last date of
submission of applica-
tion was being seen as
linked with Rajeeva’s
application.
However, November
13, being the last date of
application, has now
long pased and Rajeeva,
having not applied for
the post, it is clear that
DB is the foremost

ment officials responsi-

a g e P re g n a n cy
(ZTP) earlier this
year. The cam-
paign was launched by Ra-
jasthan Health Minister
Raghu Sharma on Nation-
al Youth Day, and was a
means of creating dia-
logue about teenage preg-
nancy in Rajasthan by en-
gaging with key stake-
holders including elected
representatives, govern-
ment officials, and young
people.
What made the cam-
paign effective and suc-
cessful was that it was
able to generate a unified
voice of elected, political
representatives from
across party lines to speak
up. In a symbolic, digital
outreach gesture, they all
held placards to support
the elimination of teenage
pregnancy in Rajasthan
Across Rajasthan,
MLAs like Prashant Bair-
wa, Krishna Poonia, Har-
ish Chandra Meena, Shob-
ha Rani Kushwaha, Rami-
la Khadiya, Mahendra
Bishnoi, Rooparam, Nir-
mal Kumawat, Girraj Sin-
gh Malinga, and Joginder
Singh Awana added their
might to the campaign.
Equally enthusiastic and
significant was the par-
ticipation of MLAs like

about teenage pregnan-
cies. It became clear also
that digital initiatives like
this can play a very im-
portant role in breaking
the silence around diffi-
cult subjects, normalizing
taboo topics, and creating
an enabling environment
for young people to access
sexual and reproductive
health information and
services. This work is
even more crucial consid-
ering how debilitating the
impact of early pregnan-
cies can be on the overall
well-being of underserved
communities. The digital
campaign #ZeroTeenage-
Pregnancy gains critical
importance in the light of
the NFHS-4 data which
shows that 35 percent of
girls in Rajasthan were
married before the age of
18. And more than 6 per-
cent of these girls either
had children or were preg-
nant at the time of the
survey.
As Nikita Srivastav,

Foundation India ex-
plained, “such a cam-
paign is extremely impor-
tant in a state like ours
considering almost one-
fifth of the population of
Rajasthan is adolescent.
Support and commitment
from policymakers via
this campaign make the
message more impactful
as they represent differ-
ent geographies, cultures,
and communities. People
from their constituencies
idealize them and follow
in their footsteps. These
initiatives especially
when they cut across par-
ty lines, help a lot. They
facilitate to provide the
correct messaging and in-
formation to the young.
A healthy adolescent pop-
ulation will have a sig-
nificant impact on the
social and economic pro-
file of Rajasthan, and we
will continue to work to-
wards the goal of Zero
Teen Pregnancy in Ra-
jasthan.”
