was constituted to
probe the incident in
which five policemen
were attacked, one po-
lice vehicle was set
ablaze and three other

government has post-
poned a play on the
life of Babasaheb
Ambedkar that was to
be staged from Janu-
ary 5 in view of the
rising COVID-19 cases
in the national capi-
tal, Chief Minister
Arvind Kejriwal said
on Sunday
.
The government
did not announce a
new date.
“Delhi Govt had
planned a grand show
on the life of Babasa-
heb Ambedkar from
5th January, in Jawa-
harlal Nehru Stadi-
um. However, this
show is being post-
poned in light of ris-
ing Covid cases. We
shall announce a new
date as soon as the
situation improves,”
Kejriwal said in a
tweet.
Delhi on Saturday
recorded 249 fresh
COVID-19 cases, the
highest single-day
rise since June 13, and
one death, while the
positivity rate mount-
ed to 0.43 per cent, ac-
cording to data shared
by the city health de-
partment.
The city had logged
255 cases on June 13.
On Friday, Delhi re-
corded 180 COVID-19
cases with a positivity
rate of 0.29 per cent,
according to official
data.
The city is
witnessing an uptick
in daily cases amid a
jump in cases of the
Omicron variant of

Biometric verification
held in Prisons Dept
New Delhi: A biometric
verification drive was
conducted by Delhi Sub-
ordinate Services Selec-
tion Board (DSSSB) in
Delhi’s Prisons Depart-
ment in the last week of
November.
All the newly joined
candidates of Delhi Pris-
ons from 2019 onwards
recruited through the ex-
ams conducted by DSSSB
were screened by match-
ing their biometrics with
the data preserved at the
time of recruitment.
As a result of the ex-
cercise, 47 cases of pre-
liminary mismatch have
been detected.
Further action will be
taken after final report is
received from DSSSB, ac-
cording to the DG of
Tihar Jail.
However, as an imme-
diate and interim meas-
ure, the salaries of all
these officials have been
stopped and Show Cause
Notices have been issued

chival documents put up
on display as part of a
permanent exhibition at
the Kashmere Gate sta-
tion of the network.
The exhibition --
‘Tracing Delhi Metro’s
Journey’ -- has been
launched to mark the
Delhi Metro Rail Corpo-
ration entering into the
20th year of its opera-
tions, officials said.
The DMRC had begun
its commercial opera-
tions on December 25,
2002, a day after then
prime minister Atal Bi-
hari Vajpayee had inau-
gurated its first stretch
spanning 8.2 kilometre
from Shahdara to Tis
Hazari, with just six sta-
tions, on the Red Line.
The DMRC network’s
current span is nearly
392 km with 286 stations
(including the Noida–
Greater Noida Metro
Corridor and Rapid Met-
ro, Gurgaon). A day
after the inauguration
of the first-ever corri-
dor, the rush was so
“massive” that authori-
ties had to issue “paper
tickets” to handle the
flow of passengers, offi-
cials had told PTI earli-
er.
The introduction of
the state-of-the-art rapid
transit system was such
a novel mode of trans-
port in the city then that
many people believed it
was only there tempo-
rarily and the DMRC
had to issue newspapers
advertisements that it
was “here to stay”, they
had said.
This journey of near-
ly two decades of opera-
tions has been captured
in a exhibition, mount-
ed at the very location
from where the then
prime minister had in-
augurated the Delhi’s
first ever metro corridor
back in December 2002,
a senior official said.
The Red Line itself
has now extended on

Delhi govern-
ment is going to
ask e-commerce
companies, food
delivery services
and cab aggrega-
tors to complete-
ly switch to elec-
tric vehicles as
it aims to in-
crease the EV
share in total
vehicle sales to
25 per cent by
2024 to check
air pollution,
according to of-
ficials.
It is also going to ask
dealers and petrol
pumps to not give fuel
to vehicles without a
pollution-under-check
(PUC) certificate.
Vehicle emissions
account for around 40
percent of the city’s air
pollution.
“The government is
going to take two major
steps to check vehicu-
lar pollution - we will
ask all aggregators in-
cluding Zomato, Swig-
gy, Ola, Uber,
etc. to completely
switch to electric vehi-
cles. These services ac-
count for 30 percent of
the registered vehicles
in Delhi,” an official
told PTI.
“We are also consid-
ering directing dealers
and petrol pumps not to
supply fuel to vehicles
without a (valid) PUC
certificate,” he said.
Directions under the
Environ-
ment (Pro-
tection) Act in this re-
gard are expected to be
issued this week.
Asked if a deadline
will be given to aggre-
gators to switch to EVs,
a senior official in the
transport department
said, “It will be done in
a phased manner. We
will soon publish the
draft guidelines.”
Apart from ramping
up the electric charg-
ing infra-
structure, the trans-
port department is
likely to initiate discus-
sion on having a bat-
tery swapping infra-
structure in private
space.
“The Indraprastha
Gas Limited has also
taken a decision to in-
stall 50 battery swap-
ping stations at CNG
pumps in the capital,”
the official said.
Electric vehicles
with swappable batter-
ies are considerably
cheaper.
“The most difficult
category is two-wheel-
ers... We have started a
dialogue with vehicle
aggregators to see how
we can have a regula-
tory push for them to
migrate to electric two-
wheelers,” he added.
The Delhi Electric
Vehicles policy - intro-
duced in August 2020 -
aims at increasing the
EV share in total vehi-

New Delhi:Over21,900
doses of COVID-19 vac-
cine were adminis-
tered to the inmates of
three jails in the na-
tional capital so far, the
Delhi Prisons Depart-
ment said on Sunday.
According to the of-
ficials, 21,970 doses --
15,152 first and 6,818
the second shot -- have
been administered till
December 25.
As on Saturday,
10,707 Tihar jail in-
mates were given the
first dose of Covid vac-
cine and 4,352 were
given the second dose.
In Rohini jail, 1,381 in-
mates got the first dose
and 412 the second dose
of vaccine, according
to data. In Mandoli jail,
3,064 inmates got their
first and 2,054 the sec-
ond dose.
The prisons depart-
ment launched a Covid
vaccination drive for
inmates over 45 years
of age on March 18,
while the inoculation
of inmates in the 18-44-
age group began on
May 18.
Officials had said
over 4,000 inmates were
released from the three
jails this year.
“We started the pro-
cess of releasing in-
mates from the second
week of May. Around
3,800 undertrial prison-
ers were released on
interim bail and
around 840 convicts
were released on emer-
gency parole,” they had

premature repatriation
on Sunday of Special
Director in the Intelli-
gence Bureau Sunil Ku-
mar Bansal, a 1987
batch IPS, to the parent
cadre of Odisha is seen
to have been done with
a view to making him
the next state DGP as
the incumbent Abhay, a
1986 batch IPS officer, is
scheduled to retire on
December 31 after com-
pleting his two-year
term (including six
months of extension).
Bansal’s repatriation
is seen similar to an-
other Special Director
N K Mishra (1988 batch
IPS) who was repatri-
ated from IB to the cad-
re (Sikkim) state on No-
vember 11, 2021. Three
weeks later Mishra was
made the interim-DGP
of the state.
It may be pointed that
earlier Special Director
(IB) Sheel Vardhan Sin-
gh (IPS:1986:BH) was
drafted as DG, CISF on
November 09, 2021.
Singh’s appointment
in CISF and simultane-
ous repatriation of NK
Mishra was seen in of-
ficial circles as part of
a plan to pave the way
for appointing the next
IB Chief. However, soon
after (on November 16,
2021) the government
empowered itself to ex-
tend the services of
certain key investigat-
ing officials including
the IB chief. This
cleared the fog on the
succession issue in the
IB and necessitated the
suitable accommoda-
tion of its senior offi-
cials. Bansal’s repatria-
tion followed this
scheme of things.
To settle the matter,
the UPSC on December
09, 2021, conducted a
meeting joined by state
chief secretary Suresh
Chandra Mahapatra
and outgoing DGP Ab-
hay, both 1986 batch of-
ficers, at its Delhi office.
It may be noted that
the Odisha government
had already issued a no-
tification in November,
allowing Abhay to su-
perannuate on Decem-
ber 31. It may be under-
lined that Abhay is the
first Odisha DGP to
serve for two full years
as stipulated by the Su-
preme Court. The state
government also sub-
mitted a list of three
prospective candidates
for selection as the next
state DGP. Bansal’s
name figured in the list.
Though, initially
Sunil Kumar Bansal’s
appointment for the
DGP post seemed bleak
as he has been away
from Odisha for more
than 15 years on central
deputation. But finally,
with repatriation or-
ders notified by the
Centre on Sunday,
Bansal is set to succeed
Abhay as Odisha DGP.

Pakistan the way he wanted!
he date of the birth of Mo-
hammed Ali Jinnah remains
somethingof amystery
.Inthe
registerof hisschool,inKara-
chi, the date given is October
20, 1875. M.A. Jinnah always
maintained that he was born
on Christmas Day in 1876.
Why am I writing about
Jinnah? Yesterday I finished
reading, “Jinnah”: His Suc-
cesses, Failures and Role in
History. The volume is 808
pages long. The author is,
Ishtiaq Ahmed, who is cur-
rently professor emeritus of
political science at Stock-
holm University
.
Whenever I am asked,
“Whowasthemostsuccessful
pre-1947 Indian politician”,
my answer is “M.A. Jinnah.”
Jinnah was a brilliant law-
yer, before becoming an as-
tute and brilliant politician.
Almost all his life he lived
in Bombay
. By the age of 35 he
was a millionaire. He lived in
a palatial house in Malabar
Hill. He married late in life.
His wife came from an emi-
nent Parsi family. The mar-
riage was not a happy one.
Jinnah at one time was
called the “ambassador” of
Hindu-Muslim Unity”, by no
less a person than Sarojini
Naidu. He was member of
the newly founded Muslim
League and also of Congress.
When Gandhiji finally re-
turned to India from South
Africa in January 1915, Jin-
nah warmly welcomed him.
By 1920 Gandhiji had be-
come the Congress supremo.
Jinnah did not participate in
the non-cooperation move-
ment. He was for achieving
India’sindependencethrough
constitutional means.
He finally left the Congress
in 1928. Feeling politically
frustrated, he left for London
in 1930. He bought a house in
the upper class part of Lon-
don- Hampstead, was driven
byanEnglishChauffeurinhis
master’sRollsRoyce.Jinnah’s
lawpracticeflourished.Heap-
parently made a lot of money
.
The Muslim League was
rudderless, an elitist party of
Muslim Talukdars and rich
land owners. On the pleading
of Liaquat Ali Khan and oth-
er leaders, Jinnah was per-
suaded to return to India.
This he did in 1935.
Single handedly, he con-
verted the Muslim League
into a mass organisation.
The Congress did not take
him too seriously. Major po-
litical misjudgment. In the
1937 provincial elections the
performance of the Muslim
League was dismal. The Con-
gress did exceptionally well
and formed governments in
six out of eleven provinces.
In 1938-39 the Congress
faced serious internal prob-
lem. The Mahatma and Sub-
hash Chandra Bose did not
get on. Eventually Gandhi
had his way
.
GandhijilaunchedtheQuit
India movement on August 8,
1942. On the 9th he and all
members of the Congress
Working Committee were ar-
rested. The Mahatma for once
got it wrong. The Quit India
movement lasted for seven to
eight months and was bru-
tally suppressed by the Vice-
roy. The political field was
now at Jinnah’s hands.
From 1942 to 1947 The Mus-
lim League became a major
factor in India’s politics.
The Muslims were not a
minority but a nation, was
Jinnah’s unbeatable slogan.
India had to be divided. It was
on August 14-15 1947. Hence,
the India Freedom Movement
ended in partial failure.
Nehru himself conceded this.
M.A Jinnah did not spend
even a day in jail, did not face
a lathi charge nor took part
in a political hurtle. By 1946
he abandoned constitutional-
ism and resorted to Direct
Action. Recall the Calcutta
killings. Almost single- hand-
edly (the British behind the
curtain did help him) he cre-
ated Pakistan. Steadfast big-
otry and communalism suc-
ceeded. Millions of innocent
lives were lost when India
was partitioned.
Was Jinnah a great man?
In many ways, ‘he was.’ He
created a nation. However, he
could be disagreeably petty.
When Gandhiji was assassi-
nated, Jinnah issued the fol-
lowing incredible and grace-
less statement:
“Whatever our political
differences, he was one of the
greatest man produced by the
Hindu community, and a
leader who commanded their
universal confidence and re-
spect.
“I wish to express my sor-
row, and sincerely sympa-
thize with the great Hindu
Community and his family in
their bereavement at this mo-
mentous, historical and criti-
cal juncture so soon after the
birth of freedom and freedom
of Hindustan and Pakistan.
“The loss to the Dominion
of India is irreparable, and it
will be very difficult to fill
the vacuum created by the
passing away of such a great
man at this moment.”
But deeply moving and sin-
cere homage was paid to Gan-
dhiji in the Pakistan Constit-
uent Assembly by Prime
Minister Liaquat Ali Khan,
by the East Bengal premier,
Khwaja Nizamuddin, Mian
Mumtaz Daulatana, Premier
of Punjab, M.A. Khuhro, Pre-
mier of Sind.
M.A. Jinnah heard the
tributes to Gandhiji. Finally
he stood up and to some ex-
tent made up for atrocious
earlier statement.
“I have heard the deep ex-
pression of sorrow and grief
and I associate myself with
the tributes that have been
paid to this great man and his
greatness. He died in the dis-
charge of duty in which he
was engaged. He was man of
principles and when he be-
lieved that it was his duty he
took it up and performed it.
His tragic death, however,
much as we may deplore and
condemn it, was a noble
death for he died in the dis-
charge of the duty in which
he believed. I will convey the
message as desired by you,
Mr. Prime Minister, to the In-
dian people in due course.”

one dose,” he claimed.
“The government
said that the vaccine
manufacturing capaci-
ty will be 16.80 crore per
month but the required
dose is 95 crore. How is
it possible to vaccinate
people in 149 days?”
Surjewala asked.

years will be eligible to
get vaccine against nov-
el coronavirus from
January 3, 2022. “The
decision to vaccinate
children will not only

birth. The Bill prohibits
commercial surrogacy and allows only altruistic sur-

Contradicting the vaccine maker’s pro-
nouncement, a new study has found
that third dose of Sinovac’s Covid-19 vax
does not provide sufficient protection
against the Omicron variant. According to
Nikkei Asia, the University of Hong Kong
(HKU) and the Chinese University study,
a third shot of what is one of the world’s
most widely used Covid-19 vaccines does
not produce enough levels of virus-neu-
tralising antibodies. Sinovac last week said
its own study had found that a third dose
was “effective in improving the serum
neutralising against the omicron strain”.

regime will see a host
of tax rate and proce-
dural changes coming
into effect from Janu-
ary 1, including liabil-
ity on e-commerce op-
erators to pay tax on
services provided
through them by way
of passenger transport
or restaurant services.
Also, the correction in
inverted duty structure
in footwear and textile
sectors would come
into effect from Satur-
day wherein all foot-
wear, irrespective of
prices will attract GST
at 12% while all textile
products, except cot-
ton, including ready-
made garments will
have 12% GST.
While the passenger
transport services pro-

The move comes af-
ter government esti-
mates showed that tax
loss to exchequer due

the past two years.

deposits would curb
tax evasion.
The other anti-eva-
sion measures which
would come into effect
from the new year in-

mestic aluminium in-
dustry has sought re-
duction in basic cus-
tom duty and correc-
tion in inverted duty
structure on critical
raw materials, includ-
ing pet coke, caustic
soda, aluminium fluo-
ride and alumina, to
encourage cost com-
petitiveness in the sec-
tor.
The domestic alu-
minium industry, un-
der representation
from the Aluminium
Association of India
(AAI), has sought im-
mediate government
support through the
forthcoming Union
Budget 2022-23.
It has also requested
an increase in tariff
rate of basic custom
duty for aluminium
and articles from 10 to
15% in line with the
steel sector, according
to pre budget expecta-
tions from the AAI.
An increase in the
basic custom duty of
primary aluminium
from 7.5 per cent to 10
per cent, aluminium
scrap from 2.5% to 10%
and downstream alu-
minium products from
7.5% to 10% has also
been requested, it said.

India imposes antidumping duty on 5 Chinese goods
New Delhi: India has
imposed antidumping
duties on five Chinese
products, including
certain aluminium
goods and some chemi-
cals, for five years to
guard local manufac-
turers from cheap im-
ports from the neigh-
bouring country. Ac-
cording to separate
notifications of the
Central Board of Indi-
rect Taxes and Cus-
toms (CBIC), the duties
have been imposed on
certain flat rolled prod-
ucts of aluminium; so-
dium hydrosulphite
(used on dye industry);
silicone sealant (used
in manufacturing of
solar photovoltaic mod-
ules, and thermal pow-
er applications); hydro-
fluorocarbon (HFC)
component R-32; and
hydrofluorocarbon
blends (both have uses
in refrigeration indus-
try).
These duties were
imposed following rec-
ommendations of the
commerce ministry’s
investigation arm Di-
rectorate General of
Trade Remedies
(DGTR).
The DGTR in sepa-
rate probes have con-
cluded that these prod-
ucts have been export-
ed at a price below nor-
mal value in Indian
markets, which has re-
sulted in dumping.
The domestic indus-
try has suffered mate-
rial injury due to the
dumping, the DGTR
has said.
The CBIC has also
imposed the duty on a
vehicle component -
Axle for Trailers in
CKD/SKD (complete
and semi knocked
down) to protect do-
mestic makers from
cheap Chinese imports.
Similarly it has also
slapped the duty on im-
ports of calcined gyp-
sum powder from Iran,
Oman, Saudi Arabia

Law Appellate Tribunal (NCLAT)
has imposed a stay on
the orders passed by
fair trade regulator CCI
slapping penalties on
several beer makers,
including United Brewer-
ies which faces a fine of
`751.8 crore. Passing an
interim order, a two-mem-
ber NCLAT bench has directed parties,
including United Breweries, to deposit
10% of the penalty amount by way of
‘Fixed Deposit Receipt’ within three
weeks. The CCI on Sept 24, 2021,
imposed penalties totalling over
`873 crore on UBL, Carlsberg
India, All India Brewers’ Associ-
ation (AIBA) and 11 individuals
for cartelisation in the sale and

NCLAT STAYS `873 CRORE CCI PENALTY ON BEER MAKERS
Major Indian carriers’
dues to AAI doubled
New Delhi: Dues of
four major domestic
airlines -- IndiGo,
SpiceJet, Go First and
AirAsia India -- to the
Airports Authority of
India (AAI) more than
doubled between Jan-
uary 2020 and Oct 2021,
according to internal
AAI documents.
Air India, however,
continues to be the do-
mestic carrier with
the highest amount of
dues to the AAI. As
per the documents,
Air India’s dues to the
AAI have increased
from `2,183.71 crore as
on January 1, 2020, to
`2,362.36 crore as on
October 31, 2021.
An airline has to
pay various charges
like air navigation,
landing, parking etc to
the AAI to use facili-
ties at any of its more
than 100 airports.

India has six major
domestic carriers, In-
diGo, SpiceJet, GoAir,

439 infrastructure projects show
cost overrun of `4.38 trillion
New Delhi: As many as
439 infrastructure pro-
jects, each entailing in-
vestment of `150 crore
or more, have been hit
by cost overruns total-
ling more than `4.38
lakh crore.
The Ministry of Sta-
tistics and Programme
Implementation moni-
tors infrastructure pro-
jects of `150 crore and
above. Of 1,679 such
projects, 439 projects re-
ported cost over-
runs and 541
projects were
delayed.
“Total origi-
nal cost of im-
plementation
of the 1,679 pro-
jects was
` 22,29,544.27
crore and their
a n t i c i p a t e d
c o m p l e t i o n
cost is likely
to be `26,67,593.85 crore,
which reflects overall
cost overruns of
4,38,049.58 crore (19.65%
of original cost),” the
ministry’s latest report
for November 2021 said.
According to the re-
port, the expenditure
incurred on these pro-
jects till Nov 2021 is
`12,88,558.49 crore,
which is
48.30%of
the anticipated cost of
the projects.
However, the report
said that the number of
delayed projects de-
creases to 385 projects if
delay is calculated on
the basis of latest sched-
ule of completion.
Further, for 835 pro-
jects neither the year of
commissioning nor the
tentative gestation pe-
riod has been reported.
Out of the 541 delayed
projects, 90 projects
have overall delay in the
range of 1-12 months,
113 projects have been
delayed for 13-24
months, 212 projects
for 25-60 months and
126 projects have de-
lays of 61 months
and above. The av-
erage time over-
run in these 541
projects is 32.22

The inauguration of
the completed section
of the Kanpur Metro
Rail Project is yet an-

Km long section is from
IIT Kanpur to Moti
Jheel,” it said.

Rail Project and under-
take a metro ride from

The entire length of
the Metro Rail Project

of over Rs 11,000 crore.

ki Multi Product Pipe-
line Project has a ca-
pacity of around 3.45
million metric tons per
annum.
“Extending from
Bina refinery in Mad-
hya Pradesh to Panki
in Kanpur, the project
has been built at a cost
of over Rs 1500 crore. It
will help the region ac-
cess petroleum prod-
ucts from the Bina re-
finery
,” the PMO added.
During his visit, the
Prime Minister will be
the Chief Guest of the
54th Convocation of IIT
Kanpur.
At the convocation,
all the students will be
issued digital degrees

Surat: Police have reg-
istered an FIR against
the organizer of a
Christmas party and
two other persons, for
allegedly violating
COVID-19 guidelines,
officials said on Sunday
.
The action was taken
after police came
across a video which
purportedly showed
several men, women
and children swaying
to music at a DJ party
organized at a plot
(open space) in Umra
locality of Surat on
Saturday night.
“The organizers had
sought permission
from authorities to
hold an exhibition,
which was granted.
But, they were found
violating COVID-19
guidelines pertaining
to social distancing and
other norms. After the
video came to the no-
tice of the Umra police,
an FIR was registered
against three persons,
including the event or-
ganizer,” confirmed an
official from Umra po-
lice station. Further
investigation is under-
way on the basis of the
video, he added.
A case has been reg-
istered against the
event organizer, Vipul
Joshi, and two others
under Section 188 (dis-
obedience to order
duly promulgated by
public servant) of the
Indian Penal Code
(IPC), and provisions
of the Epidemic Dis-
eases Act.
Surat city has so far
reported two cases of
the Omicron variant of
COVID-19.

Sandeep Desai has tested positive for COVID-19. His
RT-PCR test report came in late on Sunday. Earlier in
the day, Desai had attended various events with state
Roads and Buildings Minister Purnesh Modi and MLA
Zankhana Patel. In fact, MLA Patel was even spotted
on stage with Chief Minister Bhupendra Patel at the ‘Fit
India, Fit Gujarat Cyclothon’ event in Surat. With several
elected officials under threat of COVID-19, the state will
have to initiate contact tracing and conduct RT-PCR
tests of all those who came in contact with Desai. This
will especially include Modi and Patel. Other office-bear-
ers as well as security personnel will also likely undergo
testing to rule out or confirm COVID-19 infection.

turing, Skill Develop-
ment Centre and busi-
nessdevelopmentcentre.
The Brahmos manu-
facturing centre, an-
nounced by BrahMos
Aerospace, is a modern,
state-of-art facility in
theLucknownodeof UP
DIC, the statement said.
It will cover over 200
acres and produce the
new BrahMos-NG (Next
Generation) cruise mis-
sile variant under devel-
opment. “This new cen-
trewillbereadyoverthe
next two to three years
and will commence pro-
duction at a rate of 80-
100 BRAHMOS-NG mis-
siles per year.”
Speakingattheevent,
Singh said, “At the time
of its inauguration, we
had estimated an in-
vestment of 3,732
crore. Investment of
more than 1,400 crore
has already been re-
ceived and the process
is progressing rapidly

Muzaffarpur: At
least five people were
killed and six others
were injured in a
boiler blast in a noo-
dle factory in Bihar’s
Muzaffarpur on Sun-
day, informed Dis-
trict Magistrate Pra-
nav Kumar.
He stated that Fur-
ther investigation
into the mishap is un-
derway.
According to Sen-
ior Superintendent
of Police (SSP) Jay-
ant Kant, five fire ten-
ders are present at
the site to douse the
flames and a rescue
operation is under-
way.
As per locals, the
explosion was so
strong that it was
heard 5 km away
from the blast site.
As per officials, the
blast took place at 10
am. The adjacent fac-
tories were also dam-
aged in the explosion.
The police said that
the Identities of the
laborers who died in
the accident are yet to
be ascertained as the
body parts of the de-
ceased were blown
away in the blast.
Meanwhile, Bihar
Chief Minister Nit-
ish Kumar an-
nounced an ex-gratia
amount of Rs 4 lakhs
each to the families
of the deceased in the

public places in Haryana from Jan 1

would be no entry for
unvaccinated or single-
vaccinated people to
public places in Hary-
ana from January 1. A
recent Haryana govern-
ment directive makes it
mandatory for everyone
to have both doses of
anti-COVID-19 for being
allowed to enter public
places like restaurants,
banks, malls, offices,
and other public places.
This order will come in
force from new year.
The government di-
rective is believed to
have been issued in
view of a low vaccina-
tion rate in Haryana.

Rajeev Arora, only 60
per cent of the state’s
eligible population has
received both the doses.
“As the dose of COVID
vaccinationhasreached
93 per cent whereas the
second dose is still lag-
ging behind at 60 per

beneficiaries are due
and overdue since long
for the second dose of
Covid vaccination,”
ACS Arora said.

said that the emerging

Haryana Vidhan Sabha:
“From January 1, 2022,
the people who have not
taken both doses will
not be allowed to enter
marriage halls, hotels,
restaurants, offices,
banks, or any other pub-
lic places. This is to pro-
tect ourselves from
Omicron and the third
wave of Covid.”

hired to weep profes-
sionally at the death
of a male relative in
royal families and later in the
Rajput Landlords’ families in
Sirohi, Jodhpur, Barmer, Jais-
almer and other border areas of
Rajasthan, we immediately
think about the famous Kalpana
Lajmi’s movie “Rudali”, pro-
duced in 1993, based on the nov-
el written by Mahasweta Devi.
Through its protagonist San-
ichari, Mahasweta Devi talks
about Rudalis who are always
dressed in black and have to sit
and cry, beating the ground and
their chests, screaming and cry-
ing. They have to continue
mourning the death for the next
12 days. It is believed that the
more dramatic and theatrical
the mourning is, the more it is
talked about amongst the soci-
ety
. However, due to an increase
in literacy, the Rudali tradition
is not as prevalent as it was
years ago. The people now pre-
fer quieter funerals, because of
which the Rudalis are now los-
ing their importance. They find
it hard to make ends meet by
practicing this profession now.
Some even say that Rudalis
don’t exist anymore. Their dis-
cussion in the film is more im-
aginative, less real.
Rudalis still do exist in vil-
lages like Revdar of Sirohi,
Shergarh Patodi of Jodhpur,
Chhittar ka paar, Kotda, Chuli,
and Fatehgarh of Barmer, Ram-
devra and Pokharan of Jaisalm-
er. However, their scope of work
has now narrowed to a great
extent. The reason behind this
is that the Rajput landlords
don’t have the same impact in
the society, as they used to have
before. And a few that are left,
do not give as much attention to
an economic status like earlier.
These Rudaalis not only belong
to the Ganju and Dusaad caste
but also come from Bhil and
other communities. In reality,
all the Rudaalis are widows.
They are still considered inaus-
picious and the society keeps an
eye on them as they do on a
woman, whose husband is no
more.
Most of the widow Rudalis
have bowed their heads to the
judgment of village-council
members and have accepted the
Naata tradition (the woman is
married in the same family to
her elder or younger brother in
law). Others are still entangled
in the vortex of life and keep liv-
ing with the social stigma of be-
ing a widow. Even though they
have accepted the weepers’ pro-
fession, it doesn’t earn them
bread every day. Death doesn’t
happen every day, then how can
they cry theatrically every day
.
When there’s no work, there’s
no money
. To make living, they
are also doing the work of wag-
es, farming, and animal hus-
bandry
. Rudaalis are even called
to do illegal activities like, cut-
ting down the restricted trees
like Khejri and Rohida in ex-
change for money. In some vil-
lages, the Rudalis have been in-
structed not to step out of the
house early in the morning, as
they are still considered un-
lucky and wretched.
The attire of Rudalis are de-
cided based on their age. For
instance a young widow has to
wear green color clothes where-
as if the widow is in her old age,
she has to wear dark red color
long blouse (kurti-kaanchli)
with same color border paired
with a skirt (dhaabla) and dark
red stole (chunar) that is en-
graved with black peacock
feathers. It is often said that Ru-
dalis always live outside the vil-
lage area but it is not the whole
truth. In reality, initially the
royal families owned large
amount of land outside the vil-
lage, where they could shelter
the Rudalis as they were consid-
ered inauspicious. But with
change in times, Rudalis live
outside as well as inside the vil-
lages. Their competence and
inefficiency contribute a lot to
this. For instance, the Rudalis
who are capable of doing farm-
ing and animal husbandry earn
a lot more than the only ones
dependent on the weeping pro-
fession.
As far as living outside the
village is concerned, in some
parts of Sirohi, Jodhpur, Bar-
mer, and Jaisalmer, they are
given shelter in the outskirts of
the village. Meaning, Rudalis’
first house starts from the end
of the villages’ last house. Their
houses are made of thatch and
mud. Their truth of life is quite
obvious from their pale-looking
houses. Even though they are
ostracized because they are ‘un-
touchables’, it does not spare
them from the dirty eyes of the
upper-caste men. They are ex-
tremely vulnerable to exploita-
tion from society. They can
never show what pains they are
going through and the society
couldn’t care less. But they can
be seen sitting in groups sing-
ing songs and expressing their
grief in the form of these songs.
They now want rights and
equality and not pity in the eyes
of society. They demand the
freedom to do something mean-
ingful, to live freely and to be
able to read and write, to choose
their life partner and of course
to be able to live on their terms
after losing their husband and
NOT to live by the imposed way
of the society
