proved to be too good for the Chinese as she outclassed her from the word go.
Sindhu won the first game 21-9, giving nothing away to her opponent.

Will West Bengal’s gubernatorial appointment
blossom into a new ‘Mamata-BJP relationship’?
Aditi Nagar
New Delhi: With
Jagdeep Dhankhar tout-
ed to be the next Vice
President of India, the
search for a new Gover-
nor for West Bengal has
started. This moment in
the nation’s political his-
tory could also be the
new beginning of the
relationshipbetweenthe
Centre and West Bengal
CM Mamata Banerjee.
The Ministry of
Home Affairs has start-
ed the process of con-
sultation with Mamata
Banerjee which would
be completed in the
next one or two days.
Sources said that for-
mer minister Mukhtar
Abbas Naqvi and Sisir
Adhikari, MP and fa-
ther of Suvendu Adhi-
kari, are in the race for
the post of West Bengal
Governor. Sisir Adhi-
kari became MP by win-
ning the election on
TMC ticket. However,
due to the anti-party
rhetoric, TMC is angry
with him. However, ac-
cording to political ob-
servers, it is only a dis-
tant possibility because
normally Governor ap-
pointees dont belong to
their home state.
An important meet-
ing was held in Darjeel-
ing Raj Bhavan three
daysagoamongMamata
Banerjee, Jagdeep
Dhankhar and Himanta
Biswa Sarma. Accord-
ing to sources, Himanta
had made Didi aware of
thetopleadership’sdeci-
sion regarding
Dhankhar in the meet-
ing. Banerjee herself
hadwelcomedthismove
andhonouredDhankhar
byofferingashawl.Now,
she has given indication
to support Jagdeep
Dhankhar in the Vice
Presidential election.
Notably
, the TMC will
not attend the meeting
of Opposition parties
called by Congress on
Monday and cited prior
engagement in Shaheed
Diwas rally as the rea-
son. On the other hand,
Mamata has called a
meeting of MPs at her
residence regarding the
election of Vice Presi-
dent after the rally
.
Now it remains to be
seen whether it is really
the beginning of good
relations between
Mamata Banerjee and
BJP
, where the final call
onthegubernatorial ap-
pointment will be taken
byNarendraModi,Amit
Shah and JP Nadda.
Sources said that
former minister
Mukhtar Abbas Naqvi
and Sisir Adhikari, MP
and father of Suvendu
Adhikari, are in the
race for the post of
West Bengal Governor.

he Government an-
nounced a defence forces
recruitment scheme on 14
June 2022 wherein a new
recruitment model has
been promulgated for en-
try into the defence forces.
The scheme has been
rolled out and named as
Agnipath and the new re-
cruits have been catego-
rised as Agniveers. The
Agniveers will be recruit-
ed for serving in the
armed forces for a period
of four years and then one
fourth will be retained in
service and balance will
pursue career of their
choice in other avenues in
civil. The scheme has
been analysed quite com-
prehensively for its posi-
tives as well as the chal-
lenges that needs to be
addressed by concerned
authorities. The recruit-
ment process by all three
services has already com-
menced for youth includ-
ing women.
The broad objectives of
the Agnipath scheme as
enumerated by thegovern-
ment are: - youthful profile
of the armed forces, in-
creased risk-taking ability
,
imbibing the armed forces
ethos, courage, commit-
ment,andteamworkinthe
youth, creating a work
force of disciplined, moti-
vated, dynamic, and
skilled youth for country,
attracting youth talent to
keep pace with modern
warfare to deal with
emerging modern tech-
nologies. However one sig-
nificant factor that has
been compelling in mak-
ing this decision is budget-
ary constraint and cutting
down costs in terms of pay
and pension of defence
forces by the government.
PROS AND CONS
The scheme has come un-
der fine scrutiny in the
environment and the pros
and cons of this scheme
needs to be analysed fur-
ther for intended improve-
ment by the organisation.
IMPACT ON
OPERATIONS BASED
ON SHORT TENURE
SOLDIERS
Apparently this issue
does have merit and will
be tested in time to come.
But the positive side is
that these youth will be
more educationally quali-
fied, mentally and physi-
cally agile and adaptive.
In modern warfare sce-
nario the operations are
going to be intensively
weapon, artificial intelli-
gence and techno centric
with reduced scope for
physical contact battles.
This makes induction of
Agniveers definitely rele-
vant for future warfare.
As seen in past even new
recruits have proved their
mettle and worth in bat-
tles especially counter in-
surgency and counter ter-
rorist operations.
TRAINING
There is a risk of many
Agniveers who would just
understand their roles
and tasks before they are
asked to seek other ave-
nues. In his four-year ten-
ure, the recruitment
training, authorized
leaves, and temporary du-
ties may further reduce
his availability for the or-
ganisational tasks. Train-
ing of Agniveers will have
to be really innovative
and comprehensive to be
absorbed in six months
and later on-the-job train-
ing would be a continuous
process. A possibility of
increasing the training
period of six months to
nine months as separate
component and then giv-
ing another four clear
years for unit service and
three months for exit and
resettlement in civil life
may be an option to obvi-
ate these shortcomings.
IMPACT ON
REGIMENTATION
AND UNIT BONDING
Regimentation and Unit
bonding have traditional-
ly been considered as es-
sential battle winning fac-
tors and impact on these
can only be ascertained
once the scheme is in pro-
gress. The Navy
, Air Force
and some Army corps pos-
sess largely technical
manpower and that gets
rotated every two to three
years and hence the issue
may not be so relevant. In
case of permanent affilia-
tion units of Infantry
, Ar-
moured, Artillery and En-
gineers this may hold
greater relevance and
here comes the quality of
time and association rath-
er than quantity of time
that army will have to
work on to counter this
possible adverse impact.
An effort by system and
units to take care of Ag-
niveers resettlement may
enable a stronger bonding.
JOB INSECURITY -
NON RETAINED
AGNIVEERS
Presumably on comple-
tion of the four-year peri-
od, Agniveers will go to
the society as a disci-
plined, dynamic, motivat-
ed, and skilled workforce
for employment in other
sectors to pursue their ca-
reer in the job of their
choice. Various govern-
ment departments have
announced reservation in
jobs for Agniveers. But
the question mark still
hangs as despite tall
claims on assisting the
ESM in their resettlement
post retirement, the
ground results are not
very encouraging. Ag-
niveers resettlement defi-
nitely poses a big threat as
if unemployed, there is a
risk of them falling prey
to the lure of crime syndi-
cates, radical political
outfits, and worse the for-
eign intelligence agen-
cies. Trained in handling
weapons and explosives
and having the basic
knowledge of military es-
tablishments functioning,
such a person can be a
real asset or a securi-
ty threat too. This aspect
of their constructive en-
gagement needs to be
traded well.
Is any other country do-
ing the same? The Ag-
nipath scheme has been
worked out keeping Indi-
an scenario in mind and
correlating this with the
fact that other countries
have similar schemes may
not be really relevant.
Some countries like Chi-
na, US, Israel or France
have arrangements in
place similar to Agnipath
scheme but none of them
have similar geo - political
scenario or defence com-
pulsions like India.
The Agnipath scheme
is intended to extended
technological edge of In-
dian armed forces which
will be more destructive
than the numerical
strength of the enemies.
The schemes makes
armed forces more agile,
flexible and lethal and
better equipped with so-
phisticated weapons, arti-
ficial intelligence and lat-
est surveillance and de-
struction systems (en-
hanced capital available
for modernisation of
armed forces as revenue
expenditure reduces).
There are some issues of
concern with regards to
resettlement of Agniveers
and their training and op-
erational efficiency that
will have to be carefully
and innovatively ad-
dressed by the govern-
ment and armed forces.

while a landslide has been reported
in another, officials said. The flood
situation in Motu area in Malkangiri

villages, affecting many people. Water
levels in Sabari and Sileru rivers have
risen, and at least three villages in
Motu have remained marooned for
the last three days, they said. Adding
to the woes, heavy rain continued to
lash Malkangiri district, though its
intensity has reduced on Sunday, the
officials said. Road communication

BUSINESS
BRIEFS
INR HAS BEEN DEPRECIATING AGAINST THE $
New Delhi (PTI): Ru-
pee depreciation has
impacted the current
account deficit and
fuelled inflationary
pressures but at the
same time it has made
Indian exports more
competitive, according
to experts.
The Indian rupee
has been depreciating
against the $ and is
nearing the psycho-
logically key mark of
80, making imports ex-
pensive. “The depre-
ciation of the rupee
has multiple impacts
on the economy. Given
we have a negative
trade balance, though
a depreciation of the
rupee makes our ex-
ports more competi-
tive, our import bills
go up significantly.
“It has an impact on
the current account
deficit thus further
putting pressure on
the rupee as well as im-
ports inflation too as
the price of imports in
rupee terms is higher,”
said Ranen Banerjee,
Leader, Economic Ad-
visory Services, PwC
India.
A recent report by
the finance ministry
cautioned that India’s
current account deficit
(CAD) is expected to
deteriorate in the cur-
rent fiscal on account
of costlier imports and
tepid merchandise ex-
ports. Primarily driv-
en by an increase in
the trade deficit, the
CAD stood at 1.2% of
GDP in 2021-22.
Rumki Majumdar,
Economist, Deloitte In-
dia, said the US dollar
has strengthened amid
economic uncertain-
ties marked by rising
global inflation and
commodity prices, rap-
idly tightening mone-
tary policy in advanced
nations, rising geopo-
litical tensions, fears
of a global economic
slowdown, and even a
possible recession in
the US and a few major
European nations.
However, not always
does currency depre-
ciation hurt an econo-
my, she added.
“The opportunity to
boost services exports
revenue on the back of
the global digitisation
wave is promising. A
weaker domestic cur-
rency also is an oppor-
tunity for FPIs to enter
the equity market to
earn handsome re-
turns in the medium to
long term,” she opined.
Aditi Nayar, Chief
Economist, ICRA Lim-
ited, was of the opinion
that a weaker rupee
will partly counteract
the slide in commodity
prices, lessening the
fall in the wholesale
(WPI) and retail (CPI)
inflation expected over
the next few months.
“Similarly, the ben-
eficial impact of the
fall in input costs on
corporate margins
will be tempered. The
weaker INR will help
to protect some export
competitiveness, given
the sharper fall re-
corded by many emerg-
ing market (EM) cur-
rencies than the INR
in the recent period,”
she added.
CONCLUSIONS FROM EXPERTS
A recent report by
the finance ministry
cautioned that India’s
CAD is expected to
deteriorate in the
current fiscal on
account of costlier
imports.
Weaker rupee will partly coun-
teract the slide in commodity
prices, lessening the fall in the

Primarily driven by an increase
in the trade deficit, the CAD
stood at 1.2% of GDP in FY22.

Indian car buyers lapping up SUVs,

New Delhi (PTI): In-

ever so fast and au-
tomakers are fuelling
the affair even further,
having launched 36
such models in the last
five years.
Such is the craze for
SUVs at present that
waiting periods for
some of the most popu-

still flowing in.
Car buyers are now
willing to spend more

In a market
where hatchbacks

is the entry-level

growing in popularity,
leading to more and

New Delhi (PTI): The Indian luxury car market has huge
growth potential but remains suppressed due to high
taxation on luxury cars and unfavourable regulatory
environment, as per a senior executive of German luxury
carmaker Audi. Luxury car volumes account for less than
2% of the overall passenger vehicle sales annually and
the sector has been more or less at the same level for the
past decade. Audi Director Region Overseas Alexander

hampering the growth of the segment. “Looking from the
outside, I have to admit that it is policies, which make life
a bit difficult for us... The duties are high when compared

POSTAL REG NO. JPC/004/2022-24
Rajendra Chhabra
Jaipur: The transfer
list of senior IAS has
now become ‘due’ as
posts of Secretary
, Com-
missioner or Director in
over a dozen depart-
ments are lying vacant
and the additional
charge of these posts
has been handed to oth-
er officials. Due to this,
several officers feel
overburdened. This is
also causing a worry in
the bureaucracy as offi-
cials do not carry out
the role of ‘additional
charge’ responsibly and
shy away from taking
important decisions.
The situation is particu-
larly serious in Water
Resources, Planning,
Sports and NRHM.
The DoP has accorded
additional charge of of-
ficials in the transfer
lists dated January 16,
April 13 and July 4. In-
stead of providing per-
manent charge, the DoP
chose to add on to the
already long list of ad-
ditional charge and as a
result, the number has
swelled to a dozen.
Additional charge
means a temporary ar-
rangement, which will
be existing ‘for a time
being’. But Naresh
Thakral has the charge
of Sports for the past six
months, while Anand
Kumar has Water Re-
sources for 4 months
now. The additional
charge of Excise Com-
missioner has been
handed over to Commis-
sioner, Sales Tax - Ravi
Kumar Surpur. This is
also the first time when
the charge has been giv-
en to an officer, who is
from outside Udaipur.
There is no dearth in
Surpur’s competence,
buthehassomuchwork
in Commercial Taxes
that handing him the re-
sponsibility of Excise is
a wrong precedent.
For the additional
charge of Home Secre-
tary, ACS Home had for-
warded Bhanu Prakash
Yeturu’s desire to DoP.
The matter is pending
for the past ten days
while the post is va-
cant. Arushi Malik is
leaving for study leave
from July 22 and Fi-
nance Secretary Suresh
Gupta will retire on
July 29. Both these
posts, which will fall
vacant soon, are impor-
tant and it is not practi-
cal to hand over their
additional charge and
hence, a new posting is
the order of the day
.
In the past, with
three IAS transfer lists,
the management at sen-
ior level has gone way-
ward, which is a far cry
from ‘good govern-
ance’. A new transfer
list has become the
need of the hour and
perhaps by July end,
the list may be released.
By then it is possible
that Sudhansh Pant
and Sandeep Verma get
their calls from New
Delhi, however, the DoP
will surely have to ap-
ply its mind preparing
the new list.

ABOUT THE
TWO DAY MEET
Jaipur (ANI): A day
afterJagdeepDhankhar
was declared the NDA
candidate for Vice-
Presidential polls, his
brother Randeep
Dhankhar said that
whenever the Governor
takes up any task he
makes it a point to com-
plete it.
Notably, Jagdeep
Dhankhar was declared
the Vice- Presidential
candidate for NDA after
the BJP parliamentary
board meeting held in
party HQs which was
attended by PM Modi
and other top BJP lead-
ers on Saturday. We
had not expected this.
When he became the
WB Governor, we didn’t
know even then. When-
ever my brother takes
any task into his hands,
he works hard to com-
plete it. When he did
advocacy, he used to
work very hard, his cli-
ents used to get positive
results, Randeep said.
When asked if the
family had anticipated
BJP’s move earlier, the
Guv's brother said that
they had ‘presumed’ it
when they saw
Dhankhar's picture
with Union Home Min-
ister Amit Shah.

ernor Jagdeep Dhankar’s village Kithana in Jhunjhunu
after his name as NDA’s Vice- Presidential candidate
was announced on Saturday. The village, located at
a distance of nearly 17km Chidawa, is witnessing a
festival-like atmosphere. Sweets were distributed in
the village, women sang ‘mangal geet’ amid burst-
ing of firecrackers. Earthen lamps were also lit in his
ancestral home in Kithana village. In Pilani, Jat com-
munity felicitated Jagdeep Dhankar’s brother Yashpal,

eing real and
authentic is
important in
almost all as-
pects of life.
Everyone is
unique for a
reason. We all have
our own paths. To live
life to your fullest po-
tential, you have to be
true to yourself. Sejal
Arora, a ravishing
beauty shares her
journey with City
First.
When asked to de-
scribe herself, the diva
replied, I am born and
brought up
in Jaipur, Rajasthan. I
tend to get nervous at
times and I am not perfect
but I still love the way I do
my things. Acting, Model-
ling, Dancing and Swim-
ming aren’t just my hob-
bies these are a part of
me. Pursuits that bring
out the best of me and
make me happy
.
Talking about some of
the vital qualities to have
to make it in the model-
ling world she said it is
important to master your-
self and to believe in your-
self. Being in the model-
ling industry is not easy
, a
model should handle eve-
rysituationsheisputinto
confidently
, as confidence
is the key to success.
Courage and inspira-
tion are the most impor-
tant of all the virtues be-
cause, without them, you
can’t practice any other
virtue consistently
.
When asked about what
inspired the diva to find
thesupermodelinherand
to share some insides of
her journey
, she replied,
“I did my first fashion
showforabrandname
Catmoss and was de-
c l a r e d the win-
ner. That’s when I real-
ised, that modelling can
be pursued as a career. I
have done several shows
for brands like Khadi,
saras, bigboss etc. I also
hadanopportunitytoplay
the lead role in a movie
and a tv serial on Zee
Marudhra. My mother is
my biggest support sys-
tem. She always has my
back no matter what the
situation is. I had to put a
halt to my modelling ca-
reer due to my studies. In
college, I bagged the title
Miss Fashionista during
my fresher’s party which
inspired me to re-consider
modelling as a career. Lat-
er I was introduced to
Elite Miss Rajasthan. So I
thought of taking this op-
portunity to put myself
forward, putting my exist-
ence to a worthy cause. I
am grateful to Gaurav
Gaur for providing us
girls with such a huge
platform where we can
grow into our beautiful
selves.
Becoming something
isn’t about arriving some-
where or achieving a cer-
tain aim. Instead, it is a
forward motion, a means
of evolving, a way to
reach continuously to-
ward a better self.
Talking about the

KIRADOO
iabetes (be it
Type 1 or Type
2), a metabolic
condition char-
acterized by
a b n o r m a l l y
higher blood
glucose (sugar) levels,
is becoming a grave
problem worldwide. It
is estimated to affect
30.3 million (1 in 10)
Americans as per the
Centers for Disease
Control Prevention.
Generally, blood glu-
cose is managed by diet,
medication and exer-
cise by monitoring the
blood glucose through
the traditional finger-
prick method or labora-
tory testing. The revo-
lution of technology
also emanates a more
convenient and less
painful way to keep
blood glucose levels in
check continuous glu-
cose monitors (CGMs).
WHAT IS A CONTINUOUS
GLUCOSE MONITOR
(CGM)?
A CGM is an automatic
measuring device for
blood glucose levels
throughout the day and
night. This offers glanc-
ing at the trends of
your sugar levels at any
point in time over a few
hours or days.
The first continuous
glucose monitoring sys-
tem among diabetic pa-
tients for use at home
was approved by the
U.S. Food Drug Ad-
ministration in 1991.
The monitor utilizes
the glucose levels in the
interstitial fluid (sur-
rounding the blood ves-
sels) to measure the
blood glucose.
The CGM involves
placing a sensor be-
neath the skin to meas-
ure the 24 hours glucose
levels and simultane-
ously warn one about
critically high or low
blood glucose levels.
The results are tracea-
ble from a wearable de-
vice or cell phone,
which is sent via the
transmitter.
This easy approach
may help individuals
take real-time positive
lifestyle decisions to
monitor the body’s glu-
cose changes through
medicines, food, and
physical activity
.
HOW DOES A CONTINUOUS
GLUCOSE MONITOR
WORK?
A CGM works by wire-
lessly measuring your
interstitial glucose lev-
el (fluid between the
cells). The sensor
records the
b l o o d
g l u -
cose
levels at almost any
time when you are
working, sleeping,
showering, or even ex-
ercising. An alarm is
typically enabled to in-
dicate too high or too
low glucose levels.
Unlike traditional
glucose monitors (that
require multiple finger-
tips prick to test the
blood glucose), CGMs
utilize a one-time inser-
tion of a tiny sensor
wire below the skin sur-
face of the abdomen
(belly) or the arm’s
back. Following this, it
is secured in place with
the help of an adhesive
patch for continuous re-
cording of the blood
glucose levels.
The glucose readings
are recorded by the sen-
sor from the interstitial
fluid beneath your skin
every five minutes and
are then transmitted to
either a smart device,
insulin pump, or elec-
tronic receiver. This
helps chart down the
real-time glucose data
of the users and can
also be downloaded to a
computer seamlessly
.
Some of the CGM
models are recommend-
ed for use among people
above the age of 18
years. However, there
are models available for
use in children as young
as the age of 2 years.
Among several mod-
els of CGM devices list-
ed by the American Dia-
betes Association, the
current ones can be
worn for continuous 7
to 14 days. However, the
long-term CGM models
available for implanta-
tion require a change of
thesensorbythehealth-
care provider.
THINGS TO REMEMBER
WHEN USING A CGM
 If you are using a CGM
for the first time, it is
important to calibrate
the device with the help
of your professional or
by measuring the blood
glucose levels on a stand-
ard glucose meter twice
a day (both the CGM and
standard reading should
be matching).
 Any person with type 1
or type 2 diabetes can use
a CGM for real-time blood
glucose monitoring.
 Depending on various
models, one may also
have to replace the CGM
sensor once every three
to seven days.
 It is important to under-
take necessary actions on
a CGM alarm sound
(towards critical levels of
blood glucose) or consult
your diabetologist.
WHAT ARE THE BENEFITS
OF A CGM?
Some of the benefits of
CGM, when compared
to a standard blood glu-
cose meter, are:
 Aids in better managing
your daily blood glucose
levels as they help track
spikes between meals,
early morning, and sleep.
 Useful for patients who
are on intensive insulin
therapy or often suffer
from high or low blood
glucose levels.
 With seamless moni-
toring of glucose levels,
chances of low or high
blood glucose emergen-
cies are curbed drasti-
cally. CGMs help identi-
fies four times as many
serious glucose incidents
as a standard glucose
meter.
 Provides a real-time
graphical representation
of targeting your ideal
glucose levels.
 Helps prevent
diabetic complications
and promotes living for
all diabetic patients.
WHAT ARE THE
LIMITATIONS OF
CONTINUOUS GLUCOSE
MONITOR?
 Irritation or uneasiness
when wearing the CGM
sensor initially.
 CGMs are more expen-
sive when compared to a
standard glucose meter.
 Accuracy of some
of the older models of
CGM may interact when
you are critically ill, on
dialysis, pregnant, or
taking certain medica-
tions like acetami-
nophen, lisinopril, and
albuterol; hence, it is
important to consult
your physician before
confirming your CGM
results.
 Further accuracy is
needed to limit the use of
finger-stick glucose tests
for standardizing and con-
firming the CGM results
twice a day.
 Data overloaded may
sometimes lead to
confusion or anxiety.
 There is an issue of
improbability regarding
the different insurance
coverage for the
Continuous Glucose
Monitor’s (CGM) price.

  • 4. PERSPECTIVE JAIPUR | MONDAY, JULY 18, 2022 04 www.firstindia.co.in I https://firstindia.co.in/epapers/jaipur I twitter.com/thefirstindia I facebook.com/thefirstindia I instagram.com/thefirstindia he Government an- nounced a defence forces recruitment scheme on 14 June 2022 wherein a new recruitment model has been promulgated for en- try into the defence forces. The scheme has been rolled out and named as Agnipath and the new re- cruits have been catego- rised as Agniveers. The Agniveers will be recruit- ed for serving in the armed forces for a period of four years and then one fourth will be retained in service and balance will pursue career of their choice in other avenues in civil. The scheme has been analysed quite com- prehensively for its posi- tives as well as the chal- lenges that needs to be addressed by concerned authorities. The recruit- ment process by all three services has already com- menced for youth includ- ing women. The broad objectives of the Agnipath scheme as enumerated by thegovern- ment are: - youthful profile of the armed forces, in- creased risk-taking ability , imbibing the armed forces ethos, courage, commit- ment, andteamworkinthe youth, creating a work force of disciplined, moti- vated, dynamic, and skilled youth for country, attracting youth talent to keep pace with modern warfare to deal with emerging modern tech- nologies. However one sig- nificant factor that has been compelling in mak- ing this decision is budget- ary constraint and cutting down costs in terms of pay and pension of defence forces by the government. PROS AND CONS The scheme has come un- der fine scrutiny in the environment and the pros and cons of this scheme needs to be analysed fur- ther for intended improve- ment by the organisation. IMPACT ON OPERATIONS BASED ON SHORT TENURE SOLDIERS Apparently this issue does have merit and will be tested in time to come. But the positive side is that these youth will be more educationally quali- fied, mentally and physi- cally agile and adaptive. In modern warfare sce- nario the operations are going to be intensively weapon, artificial intelli- gence and techno centric with reduced scope for physical contact battles. This makes induction of Agniveers definitely rele- vant for future warfare. As seen in past even new recruits have proved their mettle and worth in bat- tles especially counter in- surgency and counter ter- rorist operations. TRAINING There is a risk of many Agniveers who would just understand their roles and tasks before they are asked to seek other ave- nues. In his four-year ten- ure, the recruitment training, authorized leaves, and temporary du- ties may further reduce his availability for the or- ganisational tasks. Train- ing of Agniveers will have to be really innovative and comprehensive to be absorbed in six months and later on-the-job train- ing would be a continuous process. A possibility of increasing the training period of six months to nine months as separate component and then giv- ing another four clear years for unit service and three months for exit and resettlement in civil life may be an option to obvi- ate these shortcomings. IMPACT ON REGIMENTATION AND UNIT BONDING Regimentation and Unit bonding have traditional- ly been considered as es- sential battle winning fac- tors and impact on these can only be ascertained once the scheme is in pro- gress. The Navy , Air Force and some Army corps pos- sess largely technical manpower and that gets rotated every two to three years and hence the issue may not be so relevant. In case of permanent affilia- tion units of Infantry , Ar- moured, Artillery and En- gineers this may hold greater relevance and here comes the quality of time and association rath- er than quantity of time that army will have to work on to counter this possible adverse impact. An effort by system and units to take care of Ag- niveers resettlement may enable a stronger bonding. JOB INSECURITY - NON RETAINED AGNIVEERS Presumably on comple- tion of the four-year peri- od, Agniveers will go to the society as a disci- plined, dynamic, motivat- ed, and skilled workforce for employment in other sectors to pursue their ca- reer in the job of their choice. Various govern- ment departments have announced reservation in jobs for Agniveers. But the question mark still hangs as despite tall claims on assisting the ESM in their resettlement post retirement, the ground results are not very encouraging. Ag- niveers resettlement defi- nitely poses a big threat as if unemployed, there is a risk of them falling prey to the lure of crime syndi- cates, radical political outfits, and worse the for- eign intelligence agen- cies. Trained in handling weapons and explosives and having the basic knowledge of military es- tablishments functioning, such a person can be a real asset or a securi- ty threat too. This aspect of their constructive en- gagement needs to be traded well. Is any other country do- ing the same? The Ag- nipath scheme has been worked out keeping Indi- an scenario in mind and correlating this with the fact that other countries have similar schemes may not be really relevant. Some countries like Chi- na, US, Israel or France have arrangements in place similar to Agnipath scheme but none of them have similar geo - political scenario or defence com- pulsions like India. The Agnipath scheme is intended to extended technological edge of In- dian armed forces which will be more destructive than the numerical strength of the enemies. The schemes makes armed forces more agile, flexible and lethal and better equipped with so- phisticated weapons, arti- ficial intelligence and lat- est surveillance and de- struction systems (en- hanced capital available for modernisation of armed forces as revenue expenditure reduces). There are some issues of concern with regards to resettlement of Agniveers and their training and op- erational efficiency that will have to be carefully and innovatively ad- dressed by the govern- ment and armed forces. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL AGNIPATHSCHEME: MOVING AHEAD T The Agnipath scheme is intended to extended technological edge of Indian armed forces which will be more destructive than the numerical strength of the enemies. Though NATO members projected unity at their recent sum- mit in Madrid, Europe seems to be increasingly divided on Ukraine. Eastern European coun- tries, togetherwithFinland andSweden, viewRussiaas an immediate, even exis- tential, threat. But for countries like Italy, Spain, and even France, more im- mediate security concerns lie in Africa and Sahel, as well as in the possibility of a new migrant crisis. And amid skyrocketing infla- tion and slowing economic growth, political sustaina- bility of economic sanc- tions is far from certain. While West should con- tinue to support Ukraine, the time has come to nego- tiate a ceasefire and launch serious peace talks. From the laggards, Tata Consultancy Ser- vices (TCS) took the biggest hit as its mar- ket valuation tumbled `99,270.07 crore to reach `10,95,355.32 crore. Infosys also suffered an erosion of `35,133.64 crore, taking its valuation to `6,01,900.14 crore. FPIs take out `7,400 cr from equities in July New Delhi (PTI): Foreign investors continue to be cautious about the Indian equity market and have pulled out over `7,400 crore this month so far amid sustained strengthen- ing of the dollar and increasing concerns over a recession in the US. This comes following a net withdrawal of `50,203 crore from equities in June. According to data with depositories, FPIs pulled out a net amount of `7,432 cr from Indian equities during July 1-15. BUSINESS BRIEFS INR HAS BEEN DEPRECIATING AGAINST THE $ New Delhi (PTI): Ru- pee depreciation has impacted the current account deficit and fuelled inflationary pressures but at the same time it has made Indian exports more competitive, according to experts. The Indian rupee has been depreciating against the $ and is nearing the psycho- logically key mark of 80, making imports ex- pensive. “The depre- ciation of the rupee has multiple impacts on the economy. Given we have a negative trade balance, though a depreciation of the rupee makes our ex- ports more competi- tive, our import bills go up significantly. “It has an impact on the current account deficit thus further putting pressure on the rupee as well as im- ports inflation too as the price of imports in rupee terms is higher,” said Ranen Banerjee, Leader, Economic Ad- visory Services, PwC India. A recent report by the finance ministry cautioned that India’s current account deficit (CAD) is expected to deteriorate in the cur- rent fiscal on account of costlier imports and tepid merchandise ex- ports. Primarily driv- en by an increase in the trade deficit, the CAD stood at 1.2% of GDP in 2021-22. Rumki Majumdar, Economist, Deloitte In- dia, said the US dollar has strengthened amid economic uncertain- ties marked by rising global inflation and commodity prices, rap- idly tightening mone- tary policy in advanced nations, rising geopo- litical tensions, fears of a global economic slowdown, and even a possible recession in the US and a few major European nations. However, not always does currency depre- ciation hurt an econo- my, she added. “The opportunity to boost services exports revenue on the back of the global digitisation wave is promising. A weaker domestic cur- rency also is an oppor- tunity for FPIs to enter the equity market to earn handsome re- turns in the medium to long term,” she opined. Aditi Nayar, Chief Economist, ICRA Lim- ited, was of the opinion that a weaker rupee will partly counteract the slide in commodity prices, lessening the fall in the wholesale (WPI) and retail (CPI) inflation expected over the next few months. “Similarly, the ben- eficial impact of the fall in input costs on corporate margins will be tempered. The weaker INR will help to protect some export competitiveness, given the sharper fall re- corded by many emerg- ing market (EM) cur- rencies than the INR in the recent period,” she added. CONCLUSIONS FROM EXPERTS A recent report by the finance ministry cautioned that India’s CAD is expected to deteriorate in the current fiscal on account of costlier imports. Weaker rupee will partly coun- teract the slide in commodity prices, lessening the fall in the WPI and retail (CPI) inflation Primarily driven by an increase in the trade deficit, the CAD stood at 1.2% of GDP in FY22. New Delhi (PTI): Fi- nancial results, foreign fund movement, global cues and trends in the rupee are the major fac- tors that will drive the equity markets this week, analysts said. Besides, internation- al oil benchmark Brent crude movement would also influence trading in the market, they add- ed. “Market will react to HDFC Bank’s numbers on Monday, while Am- buja Cement, HUL, In- dusInd Bank and Wipro will be the other promi- nent names for Q1 earn- ings this week,” San- tosh Meena, Head of Research, Swastika In- vestmart Ltd said. On the global front, the ECB (European Central Bank) and Bank of Japan’s deci- sion on the interest rates will be an impor- tant factor whereas the movement of the dollar index will remain a crit- ical factor, Meena said. “Market will also have an eye on commodity prices and behaviour of FIIs (Foreign Institu- tional Investors),” Mee- na added. The 30-share BSE benchmark tanked 721.06 points or 1.32 per cent last week. Q1 earnings, global cues FII to influence trading ` FALL FUELS INFLATION, BUT MAKES EXPORTS COMPETITIVE Now, pay GST on pre-packed, labelled food items from today New Delhi (PTI): Customers will have to pay 5% GST on pre- packed, labelled food items like atta, paneer and curd, besides hos- pital rooms with rent above `5,000 from Monday with the GST Council’s decision coming into force. In addition, hotel rooms with tariff of up to `1,000/day, maps and charts, including atlases, will attract a 12% Goods and Ser- vices Tax (GST), while 18% GST will be levied on tetra packs and fees charged by banks for the issue of cheques (loose or in book form). Last month, the GST Council, chaired by Union Finance Minister Nirmala Si- tharaman and com- prising her state coun- terparts, had pruned the exemption list and imposed tax on a host of goods and services. The Council, based on an interim report of the Group of Minis- ters (GoM) on rate ra- tionalisation, had also removed duty inver- sion for goods where the taxes on inputs were higher than those on the output. Tax rates on prod- ucts such as printing, writing or drawing ink; knives with cut- ting blades, paper knives and pencil sharpeners; LED lamps; drawing and marking out instru- ments will be hiked to 18% on Monday, from 12% currently, to cor- rect the inverted duty anomaly . New Delhi (PTI): Amid soaring temper- ature, demand for cool- ing products, particu- larly air conditioners has witnessed a sharp uptick and the indus- try has registered a cumulative record do- mestic sales of nearly 6 million units in the first half of this year. The industry AC sales number zoomed even though makers took a price increase two to three times in the last six months, having a cumulative impact of nearly 10- 15%, as they faced un- precedented inflation- ary pressure from met- als to key components and an increase in lo- gistic charges such as ocean freight. The first half of this year was very good for the air conditioner in- dustry, amid scorching heat this season with- out any lockdown re- strictions, said CEA- MA President Eric Braganza. “The January to June AC market must be close to 6 mn units. We never had such a high sales number in the past. I expect the second half to be in the region of around 2.5 mn units and end this year with around 8.5 mn units,” he said. AC sales touch record 6 mn units in first half of 2022 Co-living segment sees strong revival in demand New Delhi (PTI): The co-living seg- ment has recovered from the onslaught of the COVID-19 pandemic and de- mand for rental homes has risen sharply with reo- pening of offices and colleges, ac- cording to top in- dustry players. The co-living in- dustry, which pro- vides managed rental accommoda- tions for working professionals and students, was se- verely affected dur- ing the last two fi- nancial years due to the pandemic and lockdowns that caused reverse mi- gration from cities. It was among the worst affected sec- tors because of clo- sure of offices, schools and colleg- es for a long period of time. Many small operators even shut their businesses. Top officials of leading co-living op- erators such as, CoLive, Housr and Settl said the de- mand for beds in their co-living cen- tres has bounced back to pre-COVID levels or even high- er, encouraging them to expand their operations. Rentals per bed too have improved after a fall during the pandemic peri- od, they added. Such is the craze for SUVs at present that waiting periods for some of the most popu- lar models are stretch- ing to over two years, and fresh orders are still flowing in. Car buyers are now willing to spend more on their personal mode of travel and are prefer- ring top-end variants which come loaded with features like sun- roof and connected technologies. In a market where hatchbacks used to dominate the sales charts, it is the entry-level and mid-sized sports utility vehi- cles (SUVs) which are growing in popularity, leading to more and more product launches in the segment. “The SUV segment hasseenamajorgrowth in the last few years. The SUV segment’s con- tribution, which was around 19% of the in- dustry , has now gone up to 40% in 2021-22 and we see it growing further,” Maruti Suzuki India Senior Executive Direc- tor Shashank Srivasta- va said. One of the reasons for the growth of this segment has been cus- tomers’ liking for vehi- cles with high stance and road visibility, he added. With increase in demand, the entry-level SUV segment became the largest in the do- mestic passenger vehi- cle market last fiscal, overtaking the premi- um hatchback ver- tical which has dominated the market since 2011. Out of 30.68 lakh volumes last year, the entry-level SUVs’ share stood at 6.52 lakh units. New Delhi (PTI): The Indian luxury car market has huge growth potential but remains suppressed due to high taxation on luxury cars and unfavourable regulatory environment, as per a senior executive of German luxury carmaker Audi. Luxury car volumes account for less than 2% of the overall passenger vehicle sales annually and the sector has been more or less at the same level for the past decade. Audi Director Region Overseas Alexander von Waldenburg-Dresel said it was the frequent changes in policies and high taxation on luxury cars which was hampering the growth of the segment. “Looking from the outside, I have to admit that it is policies, which make life a bit difficult for us... The duties are high when compared to other countries,” he said. JPC/004/2022-24 Rajendra Chhabra Jaipur: The transfer list of senior IAS has now become ‘due’ as posts of Secretary , Com- missioner or Director in over a dozen depart- ments are lying vacant and the additional charge of these posts has been handed to oth- er officials. Due to this, several officers feel overburdened. This is also causing a worry in the bureaucracy as offi- cials do not carry out the role of ‘additional charge’ responsibly and shy away from taking important decisions. The situation is particu- larly serious in Water Resources, Planning, Sports and NRHM. The DoP has accorded additional charge of of- ficials in the transfer lists dated January 16, April 13 and July 4. In- stead of providing per- manent charge, the DoP chose to add on to the already long list of ad- ditional charge and as a result, the number has swelled to a dozen. Additional charge means a temporary ar- rangement, which will be existing ‘for a time being’. But Naresh Thakral has the charge of Sports for the past six months, while Anand Kumar has Water Re- sources for 4 months now. The additional charge of Excise Com- missioner has been handed over to Commis- sioner, Sales Tax - Ravi Kumar Surpur. This is also the first time when the charge has been giv- en to an officer, who is from outside Udaipur. There is no dearth in Surpur’s competence, buthehassomuchwork in Commercial Taxes that handing him the re- sponsibility of Excise is a wrong precedent. For the additional charge of Home Secre- tary, ACS Home had for- warded Bhanu Prakash Yeturu’s desire to DoP. The matter is pending for the past ten days while the post is va- cant. Arushi Malik is leaving for study leave from July 22 and Fi- nance Secretary Suresh Gupta will retire on July 29. Both these posts, which will fall vacant soon, are impor- tant and it is not practi- cal to hand over their additional charge and hence, a new posting is the order of the day . In the past, with three IAS transfer lists, the management at sen- ior level has gone way- ward, which is a far cry from ‘good govern- ance’. A new transfer list has become the need of the hour and perhaps by July end, the list may be released. By then it is possible that Sudhansh Pant and Sandeep Verma get their calls from New Delhi, however, the DoP will surely have to ap- ply its mind preparing the new list. • 11. iabetes (be it Type 1 or Type 2), a metabolic condition char- acterized by a b n o r m a l l y higher blood glucose (sugar) levels, is becoming a grave problem worldwide. It is estimated to affect 30.3 million (1 in 10) Americans as per the Centers for Disease Control Prevention. Generally, blood glu- cose is managed by diet, medication and exer- cise by monitoring the blood glucose through the traditional finger- prick method or labora- tory testing. The revo- lution of technology also emanates a more convenient and less painful way to keep blood glucose levels in check continuous glu- cose monitors (CGMs). WHAT IS A CONTINUOUS GLUCOSE MONITOR (CGM)? A CGM is an automatic measuring device for blood glucose levels throughout the day and night. This offers glanc- ing at the trends of your sugar levels at any point in time over a few hours or days. The first continuous glucose monitoring sys- tem among diabetic pa- tients for use at home was approved by the U.S. Food Drug Ad- ministration in 1991. The monitor utilizes the glucose levels in the interstitial fluid (sur- rounding the blood ves- sels) to measure the blood glucose. The CGM involves placing a sensor be- neath the skin to meas- ure the 24 hours glucose levels and simultane- ously warn one about critically high or low blood glucose levels. The results are tracea- ble from a wearable de- vice or cell phone, which is sent via the transmitter. This easy approach may help individuals take real-time positive lifestyle decisions to monitor the body’s glu- cose changes through medicines, food, and physical activity . HOW DOES A CONTINUOUS GLUCOSE MONITOR WORK? A CGM works by wire- lessly measuring your interstitial glucose lev- el (fluid between the cells). The sensor records the b l o o d g l u - cose levels at almost any time when you are working, sleeping, showering, or even ex- ercising. An alarm is typically enabled to in- dicate too high or too low glucose levels. Unlike traditional glucose monitors (that require multiple finger- tips prick to test the blood glucose), CGMs utilize a one-time inser- tion of a tiny sensor wire below the skin sur- face of the abdomen (belly) or the arm’s back. Following this, it is secured in place with the help of an adhesive patch for continuous re- cording of the blood glucose levels. The glucose readings are recorded by the sen- sor from the interstitial fluid beneath your skin every five minutes and are then transmitted to either a smart device, insulin pump, or elec- tronic receiver. This helps chart down the real-time glucose data of the users and can also be downloaded to a computer seamlessly . Some of the CGM models are recommend- ed for use among people above the age of 18 years. However, there are models available for use in children as young as the age of 2 years. Among several mod- els of CGM devices list- ed by the American Dia- betes Association, the current ones can be worn for continuous 7 to 14 days. However, the long-term CGM models available for implanta- tion require a change of thesensorbythehealth- care provider. THINGS TO REMEMBER WHEN USING A CGM  If you are using a CGM for the first time, it is important to calibrate the device with the help of your professional or by measuring the blood glucose levels on a stand- ard glucose meter twice a day (both the CGM and standard reading should be matching).  Any person with type 1 or type 2 diabetes can use a CGM for real-time blood glucose monitoring.  Depending on various models, one may also have to replace the CGM sensor once every three to seven days.  It is important to under- take necessary actions on a CGM alarm sound (towards critical levels of blood glucose) or consult your diabetologist. WHAT ARE THE BENEFITS OF A CGM? Some of the benefits of CGM, when compared to a standard blood glu- cose meter, are:  Aids in better managing your daily blood glucose levels as they help track spikes between meals, early morning, and sleep.  Useful for patients who are on intensive insulin therapy or often suffer from high or low blood glucose levels.  With seamless moni- toring of glucose levels, chances of low or high blood glucose emergen- cies are curbed drasti- cally. CGMs help identi- fies four times as many serious glucose incidents as a standard glucose meter.  Provides a real-time graphical representation of targeting your ideal glucose levels.  Helps prevent diabetic complications and promotes living for all diabetic patients. WHAT ARE THE LIMITATIONS OF CONTINUOUS GLUCOSE MONITOR?  Irritation or uneasiness when wearing the CGM sensor initially.  CGMs are more expen- sive when compared to a standard glucose meter.  Accuracy of some of the older models of CGM may interact when you are critically ill, on dialysis, pregnant, or taking certain medica- tions like acetami- nophen, lisinopril, and albuterol; hence, it is important to consult your physician before confirming your CGM results.  Further accuracy is needed to limit the use of finger-stick glucose tests for standardizing and con- firming the CGM results twice a day.  Data overloaded may sometimes lead to confusion or anxiety.  There is an issue of improbability regarding the different insurance coverage for the Continuous Glucose Monitor’s (CGM) price. 10 ETC JAIPUR | MONDAY, JULY 18, 2022 www.firstindia.co.in I https://firstindia.co.in/epapers/jaipur I twitter.com/thefirstindia I facebook.com/thefirstindia I instagram.com/thefirstindia F A C E O F T H E D A Y SAMYRA, Model ARIES MAR 21 - APR 20 Self-discipline may help you achieve peak physical fitness.
