Aditi Nagar
New Delhi: After a
long wait, finally the
time has come when for
the first time, perhaps
since the pandemic
broke out, that the Con-
gress Working Commit-
tee will meet. The much
awaited and highly an-
ticipated meeting has
not just Congressmen
but even the media and
certainly the principal
opposition party BJP,
glued to the screen to
know the outcome of
the meeting.
But even before any
formal announce-
ment on the meeting
is made on Saturday
evening, Congress
high command,
which has seen a
fair share of in-
ternal ‘squab-
ble’ over the
past year or
so, is getting a ‘shot in
the arm’ as Gandhi loy-
alist and a ‘Man Friday’
of the Congress party -
Chief Minister Ashok
Gehlot - has taken cent-
erstage in repelling the
biggest ‘threat’ that is
staring the
Congress
and high
command
- the G-23.
Not just
senior politicians, but
even the general party
worker has set their
eyes on Gehlot for it
is believed that
whenever the
Gandhi family
has to get some-
thing done or
say something,
it is done
through Gehlot
and Ambika Soni. Nota-
bly, during the virtual
CWC meet too, it was
Gehlot, Ambika Sonia
and others who had
raised the issue of de-
laying the election for
Congress presidency
.
Gehlot left from
Jaipur on Friday even-
ing as the loyal General
of the High Command
and right after setting
foot at Delhi airport at 5
PM, he took on the
‘mission mode’. As
Rahul’s confi-
dante’, the Ra-
jasthan Chief
M i n i s t e r
made a bee-
line to Am-
bika Soni’s
residence, who is a sen-
ior party functionary to
Gehlot and the two lead-
ers share a good con-
nect.
Sources revealed that
Soni has been meeting
party matriarch Sonia
Gandhi regularly over
the past few days where,
it is believed, Sonia-So-
ni discussed the strate-
gy for the CWC meet, in
light of the G-23 issue. It
is therefore believed
that in his over two
hour long meeting with
Soni, Gehlot too re-
ceived directions that
Sonia Gandhi has given
and wove his strategy
according to the said di-
rections. Turn to P8

PM’S MOVE: MAKE

MILITARY POWER
New Delhi: Prime Min-

augurated seven new
government-run defence

an event organised by De-

advanced weapon, troop
comfort items, optical
electronics, and para-
chutes.
During the launch of
the seven defence compa-

company would produce
ammunition and explo-
sives. Another company
will manufacture army
vehicles, advance weap-
ons, troop comfort items,
optical electronics or
parachutes.”
After dedicating the de-
fence firms, the Prime
Minister Modi said a sin-
gle-window system has
been put in place instead
of stagnant policies to de-
velop India as a major
producer of defence
equipment. “In the last
seven years, the country
has worked to carry for-
ward this resolve with
the mantra of ‘Make in
India’,” he added.

effigy on the occasion of
Dussehra on Friday over
his remark that schools
with more women staff
see more squabbles.
The march began from
the BJP office and
culminated at the Civil
Lines railway crossing,
where the protesters
burnt the minister’’s
effigy. Dotasra courted
controversy after he
purportedly said at an
event on Monday that
schools that have more
women staff are bound
to see more squabbles.
“... either the principal
or teacher would have
to take ‘’Saridon’’ due to
their inner conflicts. If
they overcome this, they
will get ahead of men,”
he had said. Anuradha
Maheshwari, Jaipur
president of BJP Mahila
Morcha, termed Dotas-
ra’’s comments “objec-
tionable”. “He should
apologise to women and
resign,” she said.

Jaipur: Restrictions on
public gatherings and

COVID-19 have affected
many. Rajasthan’s pup-

makers are among
them, struggling to
earn a livelihood.
While speaking to
Sital Lal Bhatt, a puppet
maker, said that there is
nothing to do these days
and it is very difficult
for them to look after
their families.
“This is our family
profession. People used
to watch puppet shows
for hours but after tele-

shows has ended. Now,
one no organises pup-

to promote puppetry,”
he said.
“Due to the COVID

very difficult to earn

We are thankful to the

n the run up to forming Govern-
ment in Himachal Pradesh, the
Congress, which had 32 seats of
its own, was eyeing Independent
MLA Ramesh Dhawala as well
as MLAs of Himachal Vikas
Congress. Congress leader Virb-
hadra Singh had a lot of hope,
especially regarding MLA Man-
sa Ram, whose story is as inter-
esting as the turn of events in
the Himalayan state. Mansa
Ram had once earlier helped
Virbhadra Singh to become the
Chief Minister. Even at that
time, the Virbhadra govern-
ment needed only one MLA. Be-
fore the 1998 Assembly elec-
tions, Mansa Ram went to Virb-
hadra Singh and asked for a
Congress ticket, but he was re-
fused the ticket.
Mansa Ram also made an ar-
gument that he had helped in
forming the Congress govern-
ment by giving his vote and it
may be that this time also Con-
gress may need his one vote. On
this he was even ridiculed say-
ing that such instances do not
happen every time. But fate had
something else in mind.
This time, again, Virbhadra
Singh needed an MLA to form
the government. Obviously, his
first thought was of Mansa Ram
coming to his rescue. But Nar-
endra Modi, as in-charge, was so
conscious that he had already
hidden not only Mansa Ram but
also the other three MLAs in
Punjab and Haryana, i.e. out-
side Himachal. The Congress
was left searching for them and
even after their umpteen efforts,
the entire party could not find
these three men. But in the
meantime, Independent MLA
Ramesh Dhawala was found and
‘captured’. With the capture of
Dhawala, the Congress got a ma-
jority and submitted a claim to
the Governor Rama Devi to
form the government.
On the other hand, BJP was
stuck on 32 MLAs despite the
support of four MLAs of
Himachal Vikas Congress. Due
to Dhawala’s support, the Virb-
hadra government again came
to power in Himachal on 6
March 1998. Ramesh Dhawala,
who won the elections for the
first time, was given cabinet sta-
tus in the Virbhadra govern-
ment and made the Minister of
Irrigation and Public Health.
Dhawala was originally associ-
ated with the BJP, so the Con-
gress was apprehensive that he
may suddenly bring down the
Congress government and help
BJP in forming government.
Since if Dhawala played
‘spoilsport’, it would have re-
duced the number of MLAs sup-
porting the Congress to 32 and
that of the BJP would have in-
creased to 33. Therefore, Dha-
wala remained important for
both the parties. He was given
Oakover, the Chief Minister’s
residence, to stay there amid
tight guard of the security per-
sonnel so the BJP leaders may
not ‘abduct’ him.
In such a situation, Modi
made such a strategy to take out
Dhawala that all the dice were
turned. In a very dramatic de-
velopment, a message was con-
veyed to Dhawala through a
staff personnel as to how he
could run away by throwing
dust in the eyes of the security
personnel. One day, when the
government jeep was taking
Dhawala to the secretariat, he
suddenly jumped out of the jeep
and into the BJP car already
parked in front. This car took
him to Modi, Dhumal and Na-
dda, from where Nadda took
him to an unknown place. Be-
cause Dhawala disappeared,
Congress and BJP kept on
claiming that Dhawala was
with them.
In such a situation, the BJP
challenged the Congress to
prove its majority in the assem-
bly, which Virbhadra Singh ac-
cepted. Finally Virbhadra Singh
resigned on 12 March 1998. After
the resignation of Virbhadra,
Modi brought Dhawala to the
fore and the BJP staked claim to
form the government before the
governor. Thus on March 24,
1998, the Dhumal government
came to power in Himachal for
the first time. Modi got all the
credit for the formation of the
Dhumal government. As BJP in-
charge, he received a lot of ap-
plause and as a reward, he was
made the national general secre-
tary of the party. This was his
first major achievement which
paved the way for him to move
forward in politics. He was even
attributed the term ‘Chanakya’
for the first time.

New Delhi: These days,
coal supply is being dis-
cussed the most in India
and people are appre-
hensive that if there is
no timely supply of coal
and the production of
electricity in thermal
powerplantsisreduced,
then they may have to
live in darkness and
without heat. Mean-
while, many people op-
posing the government
are seeing a conspiracy
in this and they say that
this crisis is being cre-
ated deliberately so that
the prices of coal and
electricity will in-
crease. It is also being
said that this crisis has
been created to give the
coal mines to the pre-
ferred businessmen
and for the same pur-
pose the government
companies, engrossed
in coal mining, are be-
ing maligned. Amidst
all this, former Coal
Secretary Anil Swarup
is constantly active on
Twitterandinthemidst
of this crisis, he has
raised many important
questions.
After this crisis came
to the fore, former Coal
Secretary Anil Swarup
told has made certain
remarks in a question-
ing tone. He tweeted,
“Do you know that in
2015, Coal India Limited
had a cash reserve of 40
thousand crores, which
is now 10 thousand
crores? Do you know
that in the stock market
in 2016, the price of one
share of Coal India was
four hundred rupees,
which is now two hun-
dred rupees? Do you
know that Coal India
was without CMD for a
whole year? Do you
know that Coal India
was asked to invest
money in the fertilizer
plant? Did you know
that its managers were
engaged in the con-
struction and monitor-
ing of school toilets?
Think about the answer
to these questions! Why
did its stocks fall and
where did its cash re-
serves go at a time when
demand for coal in-
creased and coal be-
came costlier?”
Further, he himself
replied that if Coal In-
dia’s reserve of 30 thou-
sand crore rupees had
been used to start new
mines and increase coal
production, then this
situation would not
have happened. He also
said that the crisis is
not only of coal, but the
entire power sector is in
trouble.
Anil Swarup tweeted
that the electricity gen-
erating companies owe
50 thousand crore ru-
pees to the electricity
distributors and while
their due to the Coal In-
dia is 20 thousand
crores. So, Coal India
has no money for min-
ing in new mines.

New Delhi: The exit of

quick succession has
become a topic of dis-

focused on their re-

The lateral shift of
additional secretary
Ms. Punya Salila Sriv-

the PMO is seen as a re-
ward for her good work.
She had become the of-
ficial face of the MHA
in regular press brief-

the situation is said to
have won her plaudits.
So the PMO might
have come to think of
why not use her public

tralize the constantly
bad publicity of the PM
particularly in the for-
eign media.
Further, another sen-
ior additional secretary
Govind Mohan on Octo-
ber 01 was sent off from
the MHA following his
appointment as Secre-
tary in the Ministry of
Culture. In this case, it
was a promotion, hence
nothing suspicious.
However, the sudden
repatriationof addition-

of the insiders clueless
about the reasons for re-

the clause of ‘extended

NETAJI’S
‘GRIHA-
PRAVESH’!
Asenior and renowned
politician is soon going
to start his ‘formal’ innings
from Civil Lines. No, it is not
that he wasn’t in the ‘power
structure’ till now, but his
‘new innings’ pertains to
getting a new accomodation
in Civil Lines. In political
parlance, being given a
bungalow in civil lines is
akin to being sitting in the
political echelon of
Rajasthan, or like the
youngsters say these days
‘You have arrived in life’.
Well, the netaji might have
got a bungalow, and a huge
one at that, even as the
current government was
formed, but the Rajvi family
denied moving from the
spot. But now, after a wait
of nearly two and a half
years, netaji’s stars are in
perfect alignment for a
government bungalow and it
is being saying that the
netaji would soon be
addressed as ‘mantriji’ too.
Therefore, a suitable
bungalow has been chosen
where vastu related work is
being conducted for the
auspicious ‘Grha-Pravesh’
of soon to be mantriji.
MADAN’S REAL
CHALLENGE!
Will BJP’s firebrand leader Madan Dilawar
be an effective campaigner for the saffron
party in Alwar wherein a sharp politician
Ramlal Sharma is Co-incharge. Dilawar’s
oration has always been one that singes the
opposition as he raises the ‘aggressive Hindu’
issues and perhaps Alwar district does have
the ‘Hindutva factor’ too attached to it. In the
Panchayat and Zila Praishad elections,
management of the votes is the biggest factor
then why is a firebrand leaer sent there?
Perhaps Madan, being a seasoned politician,
has also realised that giving fiery statements is
not going to be of any help rather it is time to
showcase one’s managerial skills. So it
remains to be seen how Madan challenges
Congress and gets votes in his party’s favour?

POSTAL REG NO. JPC/010/2019-21
Rajendra Chhabra
Jaipur: Senior IAS Roli
Singh has gone on a
three month long leave
after an interesting de-
velopment occurred
with the 1994 batch IAS.
Singh was posted as
Resident Commission-
er in Delhi from Octo-
ber 2020, but in the
transfer list of Septem-
ber 18, she was recalled
to Jaipur and given the
reins of GAD. It is a well
known fact that she has
been sent back from
Delhi after her commu-
nication gap or ‘ tug of
war’ with Rajasthan
Foundation’s function-
aries and some other
bureaucracy
.
In anticipation of
this order, Singh has
taken a three month
long leave and there is a
complete possibility
that during this time
her posting order will
also come.
On the other hand, in
Rajasthan, Singh was
given the charge of
GAD to lessen the bur-
den off Gayatri Rathore
and Rathore was given
the responsibilities of
Arts and Culture and
Jawahar kala Kendra in
addition to Tourism.
The state government
had snatched this re-
sponsibility from Mug-
dha Singh and the cur-
rent position is that
neither has Rathore
burden lessened, but
even Mugdha Singh’s
‘load’ has also been add-
ed on to Rathore. In this
manner, Gayatri
Rathore is a bureaucrat
who has the responsi-
bility for ten depart-
ments in the Secretari-
at. In this way, she has
created a new record of
holding the charge of
maximum number of
departments in the bu-
reaucracy of the state
Administrative ex-
perts believe that it is
impractical and almost
impossible for an offic-
er to carry such a mas-
sive burden. So now the
question is, whether
someone in this ‘sensi-
tive’ government will
take cognisance of this
peculiar situation?

Saturday’s CWC
meet, which will start
from 10.00 AM onwards,
is believed to be a piv-
otal meet for the Con-
gress as it is widely ex-
pected that some major
decisions could be tak-
en. Party’s ‘relevant cir-
cles’ believe that the
decision of Rahul Gan-
dhi’s assent as the party
president could be
made as well as holding
organizational elec-
tions too.
But perhaps even
more impactful would
be the manner in which
the G-23 would be ‘han-
dled’. Sources indicate
that an impetus will be
given to ‘completely dis-
mantle’ the G-23, a task
for which the High
Command would need
the mastermind strate-
gist, calm and collected
CM Gehlot. It is be-
lieved that it will be
done in such a manner
that a message goes to
all quarters of the Con-
gress party that all
those who move away
from the High Com-
mand’s directions or
party’s line, would not
be tolerated and rather
could even be removed.
The message would in-
herently mean that
nothing against the
high command’s and
party’s line will be tol-
erated and therefore,
highly placed leaders in
the party say that the
move would be made to
‘uproot the G-23’.
Interestingly, during
the meeting, keeping
with the corona situa-
tion, members have
been asked to get a RT-
PCR test done to avoid
any chance of infection
being transmitted. Fur-
thermore, the leaders
are not allowed to carry
their phones with them.
Notably, the 54 mem-
ber CWC have their
eyes glued on CM Ge-

who will do the ‘talking’
on behalf of the High
Command. Notably,
leaders from Rajasthan
- Dr. Raghu Sharma,
Bhanwar Jitendra Sin-

to conclude around 2

Notably, newly

CWC MEETS OFFLINE,
AGENDA REVEALED
Even though it was thought that the CWC
meet may witness sporadic attempts at
bringing some new issues, the agenda for the
meeting was already set by the party leaders.
High command knows that agenda would
have been leaked hence the official
agenda was revealed beforehand. CWC
members were also told to be prepared
on those issues which were mentioned.
For example what shape the party
has to be given before the upcoming
assembly elections. Attempts are
being made to bring the two types
of ideas that emerged in the party
together. This is also the first
time when the leadership
was challenged at a
large level and the
prime challenge is
to decide the road
map of the future

bite of the Aedes mosquito but can be prevented from
spreading by taking precautions. Keeping the house and
surroundings clean and not allowing water to collect are
the basic needs to defeat the dengue virus. Put kerosene,
burnt oil, diesel or any oil in water once a week in coolers
or water tank etc. where it is not possible to empty. Fur-
thermore, mosquito repellants such as DDT, malathion or
pyrethroid can be sprayed at places around the house.”
Wearing full clothes so that mosquitoes cannot bite and
to be sure to cover feet while roaming in the garden are
also effective ways, because the mosquito that spreads
dengue can fly only 10 to 12 inches, he said.“Viral fever
and other diseases are also spreading due to seasonal
changes, so in case of fever, one must see the doctor.
90% of dengue patients can be cured at home by taking
medicines under medical supervision,” CM said.

Jaipur: While at one
point a political tussle
had broken out be-
tween CM Ashok Ge-
hlot and former Deputy
CM Sachin Pilot, which
for now seems to be un-
der the wraps, Uniara
MLA Harish Chandra
Meena has made a ma-
jor statement after Ni-
wai MLA made a state-
ment recently. A new
issue has been raised
in the politics of the
state regarding this.
In Deoli, the pro-Pi-
lot MLA Harish Meena,
was asked if he was
with CM Gehlot or with
Sachin Pilot. To every-
one’s surprise, he re-
plied that he is not with
anyone. “I am with my
people,” he said.
In the case of CM
Ashok Gehlot going to
the Delhi High Com-
mand, MLA Meena
said, “I am not aware of
this matter. I have been
called by my people.
That’s why I am in my
assembly constituency
since Thursday. What
is going on in Delhi re-
garding Rajasthan,
who is being made a
minister in the expan-
sion of the cabinet or
not. I have no idea
about all these. There
is no point in talking
about what you don’t
know.”
Meena said that the
B a g h e r a - B a d l a -
Daburkala drinking
water scheme worth Rs
14 crore was started in
2015 to provide water to
the people of the Doob
area, which could not
be completed even after
5 years. “This scheme
which was to be com-
pleted in 15 months,
has not been completed
even in five years
which is a proof of gov-
ernment’s delay and
due to which the com-
mon man is facing wa-
ter crisis. No action
was taken against the
concerned contractor
and the contract was
cancelled,” he said.
MLA Meena alleged
that this contract is be-
ing told to be of the son
of a retired Chief Engi-
neer of PHED.

Speaker Om Birla said
that cows have been
given the status of
mother in Indian cul-
ture. Cow is an integral
part of our cultural and
spiritual conscious-
ness. There is a need to
give more momentum
to the collective efforts
in the society for the
protection of mother
cow. He was addressing
the foundation stone
laying program of
Krishna Nandini
Gaushala at Gendoli
village in Bundi dis-
trict on Friday
.
He said that religion
illuminates our inner
soul with spirituality
and truth and also tells
the right way of living.
The message of nature
conservation is also
hidden in this con-
sciousness. If we con-
serve nature then it will
also benefit mankind.
Birla said that when he
visits different parts of
the country, he sees that
Gaushalas are being set
up for cow protection.
This change is being
seen only because of
the association of our
society with cow.
Earlier, Speaker Bir-
la also greeted the peo-
ple present in the pro-
gram on the occasion
of Vijayadashami. He
said that today is a day
of determination and
inspiration. Every festi-
val in India guides us
spiritually and reli-
giously. The day of Vi-

es the victory of right
over wrong.

  • 1. Aditi Nagar New Delhi: After a long wait, finally the time has come when for the first time, perhaps since the pandemic broke out, that the Con- gress Working Commit- tee will meet. The much awaited and highly an- ticipated meeting has not just Congressmen but even the media and certainly the principal opposition party BJP, glued to the screen to know the outcome of the meeting. But even before any formal announce- ment on the meeting is made on Saturday evening, Congress high command, which has seen a fair share of in- ternal ‘squab- ble’ over the past year or so, is getting a ‘shot in the arm’ as Gandhi loy- alist and a ‘Man Friday’ of the Congress party - Chief Minister Ashok Gehlot - has taken cent- erstage in repelling the biggest ‘threat’ that is staring the Congress and high command - the G-23. Not just senior politicians, but even the general party worker has set their eyes on Gehlot for it is believed that whenever the Gandhi family has to get some- thing done or say something, it is done through Gehlot and Ambika Soni. Nota- bly, during the virtual CWC meet too, it was Gehlot, Ambika Sonia and others who had raised the issue of de- laying the election for Congress presidency . Gehlot left from Jaipur on Friday even- ing as the loyal General of the High Command and right after setting foot at Delhi airport at 5 PM, he took on the ‘mission mode’. As Rahul’s confi- dante’, the Ra- jasthan Chief M i n i s t e r made a bee- line to Am- bika Soni’s residence, who is a sen- ior party functionary to Gehlot and the two lead- ers share a good con- nect. Sources revealed that Soni has been meeting party matriarch Sonia Gandhi regularly over the past few days where, it is believed, Sonia-So- ni discussed the strate- gy for the CWC meet, in light of the G-23 issue. It is therefore believed that in his over two hour long meeting with Soni, Gehlot too re- ceived directions that Sonia Gandhi has given and wove his strategy according to the said di- rections. Turn to P8 CONGRESS WORKING COMMITTEE (CWC) MEETING Dedicates 7 new state-run defence firms PM’S MOVE: MAKE INDIA THE BIGGEST MILITARY POWER New Delhi: Prime Min- ister Narendra Modi in- augurated seven new government-run defence companies on Friday at an event organised by De- fence Ministry and said that they will become a global brand. The inau- guration took place on the DRDO Campus on the occasion of Vijaya Dashami. The companies will manufacture equipment such as ammunition, ex- plosives, army vehicles, advanced weapon, troop comfort items, optical electronics, and para- chutes. During the launch of the seven defence compa- nies, PM Modi said, “One company would produce ammunition and explo- sives. Another company will manufacture army vehicles, advance weap- ons, troop comfort items, optical electronics or parachutes.” After dedicating the de- fence firms, the Prime Minister Modi said a sin- gle-window system has been put in place instead of stagnant policies to de- velop India as a major producer of defence equipment. “In the last seven years, the country has worked to carry for- ward this resolve with the mantra of ‘Make in India’,” he added. Mohan Bhagwat ignites population imbalance fire in Dussehra speech Nagpur: Rashtriya Sway- amsevak Sangh (RSS) sar- sanghchalak Mohan Bhagwat,onFriday ,called for returning all temple properties controlled by governments to Hindu so- ciety and also reiterated its demand for a popula- tion policy to take care of what it terms as “demo- graphic imbalance” caused by various factors. Bhagwat was address- ing RSS volunteers at the annual Vijayadashmi pro- gramme here. “We will have to be sure of theneedsof thepopula- tionthenandrequirement of the young population necessary to take care of the older ones. But along with balance of popula- tion, we will also have to take care of the growing demographic imbalance being observed over the last few years, said the RSS sarsanghchalak. Shah visits Veer Savarkar’s cell in Cellular Jail Port Blair: On the first day of his visit to Anda- man and Nicobar islands, Union Home Minister Amit Shah visited the Na- tional Memorial Cellular Jail and laid a wreath at the Martyrs’ Column. He also took a tour of Vinay- ak Damodar Savarkar’s cell and paid homage to the freedom fighter. As part of the ‘Azadi ka Amrit Mahotsav’ celebra- tions, Shah earlier paid floral tributes to freedom fighters at the cellular jail of Andaman and Nicobar Islands. The Union Home Min- ister arrived at Andaman and Nicobar Islands on a three-day visit to take stock of various develop- ment initiatives. He was received at Veer Savarkar Interna- tional Airport by Lieu- tenant Governor Admi- ral D K Joshi and MP Kuldeep Rai Sharma, along with officers of the local administration. On Saturday, Shah will carry out an aerial sur- vey of Rani Laxmibai Is- land, Shaheed Dweep Eco-tourism project, Swaraj Dweep water aer- odrome and other devel- opment projects. RSS chief Mohan Bhagwat speaking during Vijayadashami Utsav 2021 at RSS headquarters. Home Minister paying tribute to Vinayak Damodar Savarkar at the cellular jail of Andaman. Prime Minister Narendra Modi speaking during launch of seven new government-run defence companies on Friday. JAIPUR l SATURDAY, OCTOBER 16, 2021 l Pages 12 l 3.00 RNI NO. RAJENG/2019/77764 l Vol 3 l Issue No. 131 Bhagwat observed that most Hindu temples in south India are controlled by the government. “Many temples in India are also run by trusts. PM Shri @narendramodi, in his address underlined the significance of these companies in forming a strong base for the defence manufacturing industry in India. Rajnath Singh @rajnathsingh n the run up to forming Govern- ment in Himachal Pradesh, the Congress, which had 32 seats of its own, was eyeing Independent MLA Ramesh Dhawala as well as MLAs of Himachal Vikas Congress. Congress leader Virb- hadra Singh had a lot of hope, especially regarding MLA Man- sa Ram, whose story is as inter- esting as the turn of events in the Himalayan state. Mansa Ram had once earlier helped Virbhadra Singh to become the Chief Minister. Even at that time, the Virbhadra govern- ment needed only one MLA. Be- fore the 1998 Assembly elec- tions, Mansa Ram went to Virb- hadra Singh and asked for a Congress ticket, but he was re- fused the ticket. Mansa Ram also made an ar- gument that he had helped in forming the Congress govern- ment by giving his vote and it may be that this time also Con- gress may need his one vote. On this he was even ridiculed say- ing that such instances do not happen every time. But fate had something else in mind. This time, again, Virbhadra Singh needed an MLA to form the government. Obviously, his first thought was of Mansa Ram coming to his rescue. But Nar- endra Modi, as in-charge, was so conscious that he had already hidden not only Mansa Ram but also the other three MLAs in Punjab and Haryana, i.e. out- side Himachal. The Congress was left searching for them and even after their umpteen efforts, the entire party could not find these three men. But in the meantime, Independent MLA Ramesh Dhawala was found and ‘captured’. With the capture of Dhawala, the Congress got a ma- jority and submitted a claim to the Governor Rama Devi to form the government. On the other hand, BJP was stuck on 32 MLAs despite the support of four MLAs of Himachal Vikas Congress. Due to Dhawala’s support, the Virb- hadra government again came to power in Himachal on 6 March 1998. Ramesh Dhawala, who won the elections for the first time, was given cabinet sta- tus in the Virbhadra govern- ment and made the Minister of Irrigation and Public Health. Dhawala was originally associ- ated with the BJP, so the Con- gress was apprehensive that he may suddenly bring down the Congress government and help BJP in forming government. Since if Dhawala played ‘spoilsport’, it would have re- duced the number of MLAs sup- porting the Congress to 32 and that of the BJP would have in- creased to 33. Therefore, Dha- wala remained important for both the parties. He was given Oakover, the Chief Minister’s residence, to stay there amid tight guard of the security per- sonnel so the BJP leaders may not ‘abduct’ him. In such a situation, Modi made such a strategy to take out Dhawala that all the dice were turned. In a very dramatic de- velopment, a message was con- veyed to Dhawala through a staff personnel as to how he could run away by throwing dust in the eyes of the security personnel. One day, when the government jeep was taking Dhawala to the secretariat, he suddenly jumped out of the jeep and into the BJP car already parked in front. This car took him to Modi, Dhumal and Na- dda, from where Nadda took him to an unknown place. Be- cause Dhawala disappeared, Congress and BJP kept on claiming that Dhawala was with them. In such a situation, the BJP challenged the Congress to prove its majority in the assem- bly, which Virbhadra Singh ac- cepted. Finally Virbhadra Singh resigned on 12 March 1998. After the resignation of Virbhadra, Modi brought Dhawala to the fore and the BJP staked claim to form the government before the governor. Thus on March 24, 1998, the Dhumal government came to power in Himachal for the first time. Modi got all the credit for the formation of the Dhumal government. As BJP in- charge, he received a lot of ap- plause and as a reward, he was made the national general secre- tary of the party. Mean- while, many people op- posing the government are seeing a conspiracy in this and they say that this crisis is being cre- ated deliberately so that the prices of coal and electricity will in- crease. It is also being said that this crisis has been created to give the coal mines to the pre- ferred businessmen and for the same pur- pose the government companies, engrossed in coal mining, are be- ing maligned. Amidst all this, former Coal Secretary Anil Swarup is constantly active on Twitterandinthemidst of this crisis, he has raised many important questions. After this crisis came to the fore, former Coal Secretary Anil Swarup told has made certain remarks in a question- ing tone. He tweeted, “Do you know that in 2015, Coal India Limited had a cash reserve of 40 thousand crores, which is now 10 thousand crores? Do you know that in the stock market in 2016, the price of one share of Coal India was four hundred rupees, which is now two hun- dred rupees? Do you know that Coal India was without CMD for a whole year? Do you know that Coal India was asked to invest money in the fertilizer plant? Did you know that its managers were engaged in the con- struction and monitor- ing of school toilets? Think about the answer to these questions! Why did its stocks fall and where did its cash re- serves go at a time when demand for coal in- creased and coal be- came costlier?” Further, he himself replied that if Coal In- dia’s reserve of 30 thou- sand crore rupees had been used to start new mines and increase coal production, then this situation would not have happened. He also said that the crisis is not only of coal, but the entire power sector is in trouble. Anil Swarup tweeted that the electricity gen- erating companies owe 50 thousand crore ru- pees to the electricity distributors and while their due to the Coal In- dia is 20 thousand crores. So, Coal India has no money for min- ing in new mines. Coal Crisis: Is Ex-Coal Secretary’s ‘claim’, the reality of coal shortage? No, it is not that he wasn’t in the ‘power structure’ till now, but his ‘new innings’ pertains to getting a new accomodation in Civil Lines. In political parlance, being given a bungalow in civil lines is akin to being sitting in the political echelon of Rajasthan, or like the youngsters say these days ‘You have arrived in life’. Well, the netaji might have got a bungalow, and a huge one at that, even as the current government was formed, but the Rajvi family denied moving from the spot. But now, after a wait of nearly two and a half years, netaji’s stars are in perfect alignment for a government bungalow and it is being saying that the netaji would soon be addressed as ‘mantriji’ too. Therefore, a suitable bungalow has been chosen where vastu related work is being conducted for the auspicious ‘Grha-Pravesh’ of soon to be mantriji. MADAN’S REAL CHALLENGE! JPC/010/2019-21 Rajendra Chhabra Jaipur: Senior IAS Roli Singh has gone on a three month long leave after an interesting de- velopment occurred with the 1994 batch IAS. Singh was posted as Resident Commission- er in Delhi from Octo- ber 2020, but in the transfer list of Septem- ber 18, she was recalled to Jaipur and given the reins of GAD. It is a well known fact that she has been sent back from Delhi after her commu- nication gap or ‘ tug of war’ with Rajasthan Foundation’s function- aries and some other bureaucracy . In anticipation of this order, Singh has taken a three month long leave and there is a complete possibility that during this time her posting order will also come. On the other hand, in Rajasthan, Singh was given the charge of GAD to lessen the bur- den off Gayatri Rathore and Rathore was given the responsibilities of Arts and Culture and Jawahar kala Kendra in addition to Tourism. The state government had snatched this re- sponsibility from Mug- dha Singh and the cur- rent position is that neither has Rathore burden lessened, but even Mugdha Singh’s ‘load’ has also been add- ed on to Rathore. In this manner, Gayatri Rathore is a bureaucrat who has the responsi- bility for ten depart- ments in the Secretari- at. In this way, she has created a new record of holding the charge of maximum number of departments in the bu- reaucracy of the state Administrative ex- perts believe that it is impractical and almost impossible for an offic- er to carry such a mas- sive burden. So now the question is, whether someone in this ‘sensi- tive’ government will take cognisance of this peculiar situation? ROLI’S ‘LEAVE’ ADDS TO GAYATRI’S ‘WOES’! WELL EVEN BEFORE SHE COULD COME TO JAIPUR, HALF HEARTED, PRIOR TO THAT SHE GOT A CALL FROM THE CENTRE FOR THE POSITION OF ADDITIONAL SECRETARY AND A FORMAL ORDER FOR POSTING IN ANY MINISTRY COULD COME ANY MOMENT GEHLOT THE ‘ANTIDOTE’ TO CONG’S AILMENTS From P1... Later Gehlot left Soni’s house and reached Jodhpur House. Saturday’s CWC meet, which will start from 10.00 AM onwards, is believed to be a piv- otal meet for the Con- gress as it is widely ex- pected that some major decisions could be tak- en. Party’s ‘relevant cir- cles’ believe that the decision of Rahul Gan- dhi’s assent as the party president could be made as well as holding organizational elec- tions too. But perhaps even more impactful would be the manner in which the G-23 would be ‘han- dled’. Sources indicate that an impetus will be given to ‘completely dis- mantle’ the G-23, a task for which the High Command would need the mastermind strate- gist, calm and collected CM Gehlot. It is be- lieved that it will be done in such a manner that a message goes to all quarters of the Con- gress party that all those who move away from the High Com- mand’s directions or party’s line, would not be tolerated and rather could even be removed. The message would in- herently mean that nothing against the high command’s and party’s line will be tol- erated and therefore, highly placed leaders in the party say that the move would be made to ‘uproot the G-23’. Interestingly, during the meeting, keeping with the corona situa- tion, members have been asked to get a RT- PCR test done to avoid any chance of infection being transmitted. Fur- thermore, the leaders are not allowed to carry their phones with them. Notably, the 54 mem- ber CWC have their eyes glued on CM Ge- hlot as it will be him who will do the ‘talking’ on behalf of the High Command. Notably, leaders from Rajasthan - Dr. Raghu Sharma, Bhanwar Jitendra Sin- gh and Raghuveer Mee- na - will also attend the meet which is expected to conclude around 2 PM. Notably, newly appointed Gujarat incharge and Rajasthan Health Minister Dr. Raghu Sharma was in New Delhi through the day but was not seen at Rajasthan House. It is be- lieved that he held several important meetings ‘in secret’ per- haps mak- ing ground, according to CM Gehlot’s directions for the important meet, or handling i s s u e s s u r - rounding Gujarat CWC MEETS OFFLINE, AGENDA REVEALED Even though it was thought that the CWC meet may witness sporadic attempts at bringing some new issues, the agenda for the meeting was already set by the party leaders. High command knows that agenda would have been leaked hence the official agenda was revealed beforehand. CWC members were also told to be prepared on those issues which were mentioned. For example what shape the party has to be given before the upcoming assembly elections. Attempts are being made to bring the two types of ideas that emerged in the party together. This is also the first time when the leadership was challenged at a large level and the prime challenge is to decide the road map of the future president. TAKE PRECAUTION AGAINST DENGUE: CM APPEALS TO PEOPLE With the change in weather, the cases of dengue fever have increased in the state. Chief Minister Ashok Gehlot has appealed to people to take precaution against the dengue mosquito spreading the virus and to ensure that mosquitos do not breed anywhere. Taking to twitter, Gehlot said, “Dengue virus spreads through the bite of the Aedes mosquito but can be prevented from spreading by taking precautions. Keeping the house and surroundings clean and not allowing water to collect are the basic needs to defeat the dengue virus. Put kerosene, burnt oil, diesel or any oil in water once a week in coolers or water tank etc. where it is not possible to empty. Fur- thermore, mosquito repellants such as DDT, malathion or pyrethroid can be sprayed at places around the house.” Wearing full clothes so that mosquitoes cannot bite and to be sure to cover feet while roaming in the garden are also effective ways, because the mosquito that spreads dengue can fly only 10 to 12 inches, he said.“Viral fever and other diseases are also spreading due to seasonal changes, so in case of fever, one must see the doctor. 90% of dengue patients can be cured at home by taking medicines under medical supervision,” CM said. First India Bureau Jaipur: While at one point a political tussle had broken out be- tween CM Ashok Ge- hlot and former Deputy CM Sachin Pilot, which for now seems to be un- der the wraps, Uniara MLA Harish Chandra Meena has made a ma- jor statement after Ni- wai MLA made a state- ment recently. A new issue has been raised in the politics of the state regarding this. In Deoli, the pro-Pi- lot MLA Harish Meena, was asked if he was with CM Gehlot or with Sachin Pilot. To every- one’s surprise, he re- plied that he is not with anyone. “I am with my people,” he said. In the case of CM Ashok Gehlot going to the Delhi High Com- mand, MLA Meena said, “I am not aware of this matter. I have been called by my people. That’s why I am in my assembly constituency since Thursday. What is going on in Delhi re- garding Rajasthan, who is being made a minister in the expan- sion of the cabinet or not. I have no idea about all these. There is no point in talking about what you don’t know.” Meena said that the B a g h e r a - B a d l a - Daburkala drinking water scheme worth Rs 14 crore was started in 2015 to provide water to the people of the Doob area, which could not be completed even after 5 years. “This scheme which was to be com- pleted in 15 months, has not been completed even in five years which is a proof of gov- ernment’s delay and due to which the com- mon man is facing wa- ter crisis. No action was taken against the concerned contractor and the contract was cancelled,” he said. MLA Meena alleged that this contract is be- ing told to be of the son of a retired Chief Engi- neer of PHED. First India Bureau Kota: Lok Sabha Speaker Om Birla said that cows have been given the status of mother in Indian cul- ture. Cow is an integral part of our cultural and spiritual conscious- ness. There is a need to give more momentum to the collective efforts in the society for the protection of mother cow. He was addressing the foundation stone laying program of Krishna Nandini Gaushala at Gendoli village in Bundi dis- trict on Friday . He said that religion illuminates our inner soul with spirituality and truth and also tells the right way of living. The message of nature conservation is also hidden in this con- sciousness. If we con- serve nature then it will also benefit mankind. Birla said that when he visits different parts of the country, he sees that Gaushalas are being set up for cow protection. This change is being seen only because of the association of our society with cow. Earlier, Speaker Bir- la also greeted the peo- ple present in the pro- gram on the occasion of Vijayadashami. He said that today is a day of determination and inspiration. Every festi- val in India guides us spiritually and reli- giously. The day of Vi- jayadashami symboliz- es the victory of right over wrong. First India Bureau Jaipur: The state gov- ernment has given per- mission to burst green crackers for two hours (8 pm to 10 pm) on Di- wali in the state (except NCR region). Along with this, green crack- ers will be allowed from 11.55 pm to 12.30 pm on Christmas and New Year, from 8 pm to 10 pm on Guru Parv and from 6 am to 8 am on Chhath festival. The Home De- partment has issued orders in this regard on Friday. The Home De- partment will issue separate guidelines re- garding fireworks on other festivals. In cities where the air quality is poor or worse, there will be a ban on fireworks on these days. Keeping in view the guidelines of the Su- preme Court and NGT, the Home Department has given permission for bursting green fire- crackers giving maxi- mum exemption. The certification of green firecrackers is done by CSIR-NEERI, a central government agency .
