New Delhi: Assam
and Meghalaya on
Tuesday signed an
agreement to resolve
their five-decade-old
border disputes in six
of the 12 locations,
with Union Home Min-
ister Amit Shah calling
it a “historic day” for
the Northeast. In fact,
sources reveal, that it
was primarily the ‘te-
nacious’ and far sight-
ed Shah who not only
initiated the efforts but
was also involved at
every juncture so that
the disputes can be re-
solved and the states
can move ahead on de-
velopmental path.
On Tuesday, the
agreement was signed
in the presence of Shah
and CMs of Assam and
Meghalaya Himanta
Biswa Sarma and Con-
rad Sangma respective-
ly
. The pact will resolve
the protracted disputes
in six of the 12 places
along the 884.9 km bor-
der. “It is a historic day
for the Northeast,”
Shah said at the func-
tion. Shah said with
the signing of the
agreement, 70 per cent
of the border dispute
between the two states
has been resolved.
There are 36 villages in
the six places, covering
an area of 36.79 sq km,
with regard to which
the agreement has
been reached.

Cell chief Amit Malviya on Tuesday shared a video of
TMC MLA Naren Chakraborty threatening the voters.
In the purported video, Chakraborty is heard asking

Seven farm union activists sustained minor injuries after
police resorted to cane-charge on Monday midnight to
free revenue officials held hostage for nine hours. Naib-
tehsildar Arjinder Singh and his subordinate staff were
held hostage by members of the Bhartiya Kisan Union
(Ekta-Ugrahan) and the Punjab Khet Mazdoor Union.
Police swung into action on receiving distress calls from
the officials, who had been locked in their office.

bers of the Assembly
took oath in a single
day, the CM said that
now the members need
to think for the down-

“We, as members of
this House, have the
trust of the people. We
can’t let this trust turn
to distrust at any
point,” said CM Yogi.
“The entire country
has its eyes on UP as-
sembly. It was also a
challenge to call the
17th assembly during
the Covid-19 period, we
did it. We also conduct-
ed the House for 36
hours on the birth an-
niversary of Mahatma
Gandhi, an achieve-
ment in itself,” he said.
Congratulating the
Speaker, Yogi Adi-
tynath further said
that it is an honour to
get the opportunity to
serve the population of
25 crore during the
‘Amrit Kaal’.

BJP MLA Satish Mah-
ana on Tuesday be-
came the Speaker of
the Uttar Pradesh Leg-
islative Assembly,
with Chief Minister
Yogi Adityanath and
Leader of Opposition
Akhilesh Yadav hail-
ing his unanimous
election.
With Mahana being
the only candidate for
the post, he was de-
clared elected without
any contest as the
Speaker of the 18th UP
Assembly.
Speaking in the As-
sembly after escorting
Mahana to the Speak-
er’s chair, Chief Min-
ister Yogi Adityanath
said it’s a good sign for
the state that two
“wheels of democra-
cy” (ruling and opposi-
tion) moved in one di-
rection.
He appealed to both
the ruling and the Op-
position members that
now the elections are
over and it’s their duty
to work for the prog-
ress of UP to fulfil
wishes of people.
Speaking next, Ya-
dav hailed the “begin-
ning of a healthy tra-
dition” in the House
by electing the Speak-
er unanimously.
He urged Mahana to
act with neutrality as
a Speaker and protect
the rights of the Oppo-
sition.
“Though you come
from right (BJP) but
now you will see more
towards Left (Opposi-
tion). Being a referee
of the House, you must
not become a part of
their game,” Akhilesh
said.
Speaking in the
House after his elec-
tion, Mahana thanked
both Adityanath and
Yadav for showing
faith in him.
Referring to the
Akhilesh Yadav’s com-
ment, Mahana joking-
ly said, “I will do left-
right (march), which
is good for health too.”
Seeking the support
of all in the smooth
conduct of the House
proceedings, he said,
“All have the responsi-
bility to save democra-
cy, including the trea-
sury as well as Opposi-
tion benches.”

Lucknow: After no-say
in allotement of portfo-
lios, the newly appoint-
ed UP ministers will
have little choice in the
selction of their staff
thanks to the comput-
erised lottery software
devised by the secre-
tariat administration
for the purpose.
The new, transpar-
ent digital system for
ministerial staff selec-
tion, according to
sources, has already
received the nod of
chief minister Yogi
Adityanath. “While the
ministers would not be
allowed to retain their
own staff, the new pro-
cedure will ensure that
there is 20 per cent fe-
male staff in general
administrative work to
increase their partici-
pation in the work-
force,” said an officer
of the SAD.
The Uttar Pradesh-
secretariat administra-
tion has created a pool
of officers to give pri-
vate secretaries to min-
isters and on rotation
basis these private sec-
retaries will be given to
ministers and officers.
The secretariat admin-
istration has a rule that
the staff of ministers
will be changed every
five years.
New staff will be ap-
pointed on rotation.
This time in the new
system of Yogi govern-
ment, the selection of
staff will be done digi-
tally and the ministers
will have to choose
their staff from the
available list prepared
through computer lot-
tery. If a minister
wants to have a special
staff, then he will have
to take permission
from the Chief Minis-
ter.

get 1 personal secretar-
ies and two additional
personal secretaires,
ministers with inde-
pendent charge also get
1 PS and 2 APS and
Ministers of State get 1

Unlike in the past, when
ministers had the liberty
to select and recom-
mend their own sup-
port staff but this time,
arrangements have been
made to select their staff
from the coded names
which will be shortlisted
by the software. These
names will be in a coded
format so that ministers
do not know the religion,
real name or sex of the
person they are select-
ing as their staff.
No 20% women quota in staff
On 20% quota for women, sources said some
ministers were apprehensive of female staff
being posted as at times, as the work related
to their respective ministeriesmay extend till
late night or even involve sudden travel plans
which they felt won’t be feasible. The govt
took back the proposal on Tuesday.

plaint to CM office, San-

With the prompt in-
tervention of the Chief
Minister Yogi Aditya-
nath and his subse-
quent directive to
Meerut administration,
the complaint of San-
geeta Solanki, a resi-
dent of Bulandshahr,
has not only been at-
tended to but also has
been resolved.

resident of Bharkau
had been selected as a
lecturer by the UPSec-
ondary Education Ser-
vice Selection Board in
the year 2021. The insti-
tution allotted to her

However, Sangeeta
was denied her official
joining as a lecturer by
the Manager of the in-
stitution and was asked
to submit her 3-month
salary. Looking for a
solution to her problem,
distressed Sangeeta,
called up the CM’s Of-
fice on Sunday, after
which, CM Yogi’s inter-
vention ensured that
not only her issue was
taken cognizance of but
was resolved in the
span of less than 48
hours.
As per the directives
issued by CM, Sangeeta
was made to join her
post on Tuesday

to death while cleaning
sewer tank at Manik
road in Raebareli while
two cleaning staff mem-
bers died and condition
of two others was criti-
cal when they were

Sa’adat Ganj area in the
state capital.
It was reported that
sewer line work was un-
der process under Amrit
scheme in Raebareli.
Several contractual la-
bourers were cleaning

when two fell uncon-

Both were rushed to
the district hospital
where they died during
treatment. They were
identified as Sanju, resi-
dent of Vrindavan,

Rajasthan. DM Vaibhav
Srivastava has ordered
probe into the matter.
Meanwhile, four la-
bourers were cleaning
sewer line near Mabia
mosque in Lucknow. All
of themfellunconscious
after inhaling poisonous
gases. Two of them,
Pooran and Karan, died
while condition of other
two was critical.
It was alleged that se-
curity gadgets were not
provided to the workers
and relief team took
hours to pull them out.

lakh students have
dropped out of the ongo-
ingClass10and12exam-
inations of the Uttar
Pradesh Madhyamik
ShikshaParishad(UPM-
SP), also known as the
UP Board.
On Monday
, a whop-
ping 2.9 lakh class 10
and 12 students skipped
their exams.
Class 10 and 12 stu-
dents had Computer
and Geography exams
respectively on Monday
.
According to official
sources, the 7.8 lakh fig-
ure surpasses the total
dropouts recorded in
2020 (4.8 lakh) and 2019
(6.5 lakh).
There were no exams
in 2021 due to Covid-19
pandemic.
The UP Board exams
began on March 24.
In fact, the number of
students skipping the
exam so far is the high-
est in almost a decade.
In 2013, 5.6 lakh ab-
sentees were recorded
by the UPMSP, which
conducts exams.
The UP Board 2022
examinations saw 4.1
lakh students missing
the examinations on
day one when Hindi
exam was slated for
both Class 10 and 12.
The UPMSP saw over
70,200 students not at-
tending their languages
paper which was held
on March 26.
Thelanguagesinclude
Urdu, Tamil, Bengali,
Assamese, Gujarati,
Punjabi, Nepali, etc. The
high numbers have now
forced officials to probe
thereasonsfordropouts.

he demand to bar
Muslim traders
from Hindu tem-
ple sites in Udupi
and Shivamogga
in Karnataka is an extension
of the ban on wearing of hi-
jab by students. The appeal
asking Hindus to not buy
stuff from Muslims has, ob-
viously, come from right-
wing hard liners like the
Vishwa Hindu Parishad, Ba-
jrang Dal, Shri Rama Sene
and Hindu Jagarana Vedike.
It is strange that Muslim ven-
dors who must have been
running their businesses in
the vicinity of temples for
years are suddenly being
seen as threats and untouch-
ables. There is no plausible
reason other than Islamopho-
bia for this bigoted appeal.
These divisive forces are
not confined to the two Kar-
nataka districts. Sadiq Ali, a
tailor who stitched clothes
for Ram Lalla, the presiding
deity at the makeshift tem-
ple in Ayodhya for several
years, was replaced by a dif-
ferent tailor a few years ago.
In fact, lanes in Ayodhya are
the best examples of com-
munal harmony. Ironically,
his shop was located on land
belonging to Hanuman
Garhi temple.
Two Karnataka BJP lead-
ers have openly opposed the
idea oust Muslim traders
from the area. “This is all
madness. No God or religion
preaches these kinds of
things. Religions are inclu-
sive and not exclusive,” said
AH Vishwanath, an MLC. An-
otherBJPleader,AnilBenake,
an MLA who represents the
Muslim-dominated Belagavi
North constituency, also
voicedhisdissenttothemove.
It is wrong to say that people
should purchase from some
stores and not from others,
Benake said. “We will not im-
pose restrictions,” he empha-
sised. It is worrisome how
there is a gradual build-up of
an anti-Muslim sentiment.

he House is on the boil. On
Monday afternoon, chaotic
scenes were witnessed in the
West Bengal Assembly as leg-
islators of the ruling Trina-
mool Congress and the Oppo-
sitionBJPcametoblowsafter
the BJP demanded that CM
Mamata Banerjee address the
House over the state’s law and
order situation.
Leader of Opposition,
BJP’s Suvendu Adhikari and
four other BJP legislators
have been suspended by the
Speaker following the ruck-
us. “The Opposition had de-
manded a discussion over
law and order and the gov-
ernment declined. They
brought Kolkata police per-
sonnel in civil dress to clash
with our MLAs,” Adhikari
later told the media.
The Birbhum killings were
the triggering factor. For al-
most five decades now and
since the Sixties, the land
which has nurtured culture
and tradition has been haunt-
ed by tremendous political
upheavals and turbulent
times. Who scored over whom
is certainly not a point to be
pondered upon, but that the
stateisrockedbytheseviolent
incidentshasbeenamatterof
huge concern and shame and
there seems to be no light at
the end of the tunnel.
Meanwhile, in Bogtui vil-
lage… the numbness is still
very much there. The palpa-
ble shock and trauma among
those living in the vicinity
hang heavy
. The rustle of
dried leaves makes you wary
that you have visited a crema-
torium or a burial ground of
sorts where the dead lay… but
not in peace. The stench of
burnt flesh is still in the air,
you may feel nauseating with
the very thought that around
8 people were roasted alive!
The area is deserted…
Most of those, whose nearest
ones were charred to death,
have fled to “safer” vistas.
Even shops and kiosks near
the “Killer Spot” have
downed their shutters. Dur-
ing the day, some manage to
huddle and discuss the conse-
quences of that horrible
night when “factional feud
within the ruling party” ini-
tiated the dance of death!
Outsiders are looked upon
suspiciously
. An eerie silence
is deafening and people hail-
ing from outside get those
looks! Often cries of women
who have lost their family
members rent the air. After
sunset,theentirevillagelooks
like a haunted ground and it
seemsthatthespiritsarelurk-
ing in your neighbourhood.
Even as at least 54 police-
menhavebeendeployedonthe
spot in two shifts, villagers are
not confident of returning
home. Some may visit their
homesduringtheday
,butpack
up well before sunset. What is
happening in the land of
Tagore? Bogtui is only 62 km
from Santiniketan, the abode
of peace that Rabindranath
Tagore had built so much love
and affection. Also, Nanoor,
where 11 landless peasants
were killed in 2000, is even
closer to this abode of peace—
just about 20 km!
Last Monday
, TMC’s Bhadu
Sheikhwasmurderedinbroad
daylight in Bogtui. Within
hours,amobattackedthefam-
ilies of the suspected killers,
set fire to their houses and
burntthemalive.Atleast8per-
sons, including 6 women and 2
children were charred alive.
The recent tragedy (in Bog-
tui) looks like an intra-TMC
clash over the loot from the
illegal stone and sand trade.
In this column I would like
to chronicle in short… the
dance of death that has
wrought havoc to our Sonar
Bangla. Naxalism was
crushed following violence
after the Congress won the
state Assembly polls in 1972.
However, till date… the
chronicled figure of the toll
has never been disclosed.

PM addresses BJP leaders, tells
them to take up social justice work

Prime Minister Naren-
dra Modi asked BJP
MPs on Tuesday to un-
dertake various pro-
grammes as part of “sa-
majik nyay pakhwada”
(fortnight dedicated to
social justice) from its
foundation day on April
6, and also asserted that
it is the only ruling par-
ty which has recognised
contributions of every
Prime Minister by
building a museum to
honour them.
With the birth anni-
versary of BR Ambed-
kar, architect of the
Constitution, falling on
April 14, PM Modi at the
BJP’s parliamentary
party meeting asked
party MPs to reach out
to people, especially the
disadvantaged sections
of society like Sched-
uled Castes, to high-
light various govern-
ment programmes for
their welfare.
Quoting him, Union
Minister Arjun Ram
Meghwal told reporters
that PM Modi asked
parliamentarians to
work to spread aware-
ness about the central
government’s welfare
schemes for housing,
nutrition and free
grains among others.
With a museum dedi-
cated to all former
Prime Ministers of In-
dia set to be inaugurat-
ed on April 14, PM Modi
noted his address from
the ramparts of Red
Fort on August 15 in
which he had lauded
their contributions.
“He said we are the
only ones to have ac-
knowledged former
Prime Ministers’ con-
tributions irrespective
of the party they came
from,” a BJP MP said.
The BJP has often ac-
cused the Congress,
which has ruled the
country for much of the
period since Independ-
ence, of glorifying the
Prime Ministers from
its ruling Nehru-Gan-
dhi family while ignor-
ing others.
“This is essentially
democratisation of na-
tional recognition and
articulation of popular
gratitude towards all of
our former Prime Min-
isters,” BJP MP Vinay
Sahasrabuddhe said.
That the museum is
being inaugurated on
BR Ambedkar’s birth
anniversary is a recog-
nition of the democrat-
ic architecture he be-
queathed to the country

acted to reports about
the mention of a ‘Ma-
toshree’ (also the name
of the Thackeray resi-
dence) in Shiv Sena
leader and former Bri-
hanmumbai Municipal
Corporation (BMC)
standing committee
chairman Yashwant
Jadhav’s diary which
was purportedly recov-
ered by Income Tax of-
ficials during a raid.
Responding to a
question from report-
ers, Mr Thackeray said,
“We have to decide how
much to believe these
rumours. Defamation
is being done by
spreading rumours,
the system is being
used. It’s a political
conspiracy. This dirty
politics must stop.”
The Thackeray fami-
ly lives in Kalanangar
in the Bandra suburb of
Mumbai and their fam-
ily home is called ‘Ma-
toshree’. The word Ma-
toshree is often used by
Sainiks (Shiv Sena
workers) to refer to the
top leadership of the
party. Literally, the
word means ‘Mother’.
The BJP is trying to
corner the Shiv Sena on
this issue and has been
taking potshots using
the media reports about
the diary. The Income
Tax department has
made no mention of the
diary anywhere so far.

cerned would raze it.

tion by Rane seeking
regularisation of the
purported illegalities

day filed a chargesheet
against six accused in
the Liberation Tigers
of Tamil Eelam (LTTE)
terror funding case.

Mary Franciska, Ken-

Shanghai: Shanghai cranked up lockdown restric-
tions for people residing in the eastern half of the
city, barring everyone from leaving their homes
even to walk their dogs as local daily Covid-19
infections jumped to a record 4,477 on Tuesday.
All residents in the Pudong district, home to many
elite financial institutions and the Shanghai Stock
Exchange, will be confined to their homes and
allowed out only to get a Covid test, according to a
statement issued by the area’s residential com-
pounds reviewed by Bloomberg News. Residents

the country between

New Delhi: The mental and physical loss of a victim
in a road accident cannot be computed in terms of
money but there is no other way to compensate ex-
cept by payment of just compensation, the Supreme
Court said on Tuesday while enhancing compen-
sation to a 5 years old boy. A bench comprising
Justices Hemant Gupta and V Ramasubramanian
increased the compensation awarded to the boy
to Rs 49. 93 lakh along with interest. “The mental
and physical loss cannot be computed in terms of
money but there is no other way to compensate
victim except by payment,” the Bench said.
New Delhi (PTI): The environment

and forests must be preserved, the
Supreme Court said while hear-
ing a matter which involved issues
regarding forest and non-forest land
in Haryana. The SC stressed upon the
need to preserve forests and said it is
because of strict interpretation by the
SC that the forest cover is increasing.
“Environment is more important than
your civil rights,” a Bench headed by
Justice AM Khanwilkar said, adding,
“The environment must prevail over
all other rights”.
New Delhi (ANI): A petition has been
moved in the Supreme Court chal-
lenging the increase of the number of
seats in the Union Territory of Jammu
and Kashmir from 107 to 114. The
plea was filed by two residents of
Jammu and Kashmir. The petitioner
sought to declare that the increase
in the number of seats in JK, as
provided in the J-K Reorganisation
Act, 2019, is ultra vires the constitu-
tional provisions such as Articles 81,
82, 170, 330 and 332 and statutory
provisions particularly Section 63 of
the JK Reorganisation Act, 2019.

BKU leader Rakesh Tikait on
Tuesday started an indefinite
dharna along with his
supporters at a police station
here against the arrest of some
activists of the farmer outfit. Ten
activists of the Bhartiya Kisan
Union (BKU) were arrested
following a clash at the district
hospital here on Monday night,
police said. Protesting at the
Kotwali police station here,
Tikait demanded the immediate
release of the activists, alleging
that they have been falsely
implicated in the case. Police
said the BKU men were
demanding an immediate
medical examination of people
who had suffered injuries in a
clash earlier. According to the
medical officer of hospital, Dr
Baburam, people belonging to
two groups had come to the
hospital. While the medical
examination of one group was
being done, the BKU activists
started demanding the
examination of the other group,
leading to a clash, Dr Baburam
said. Ten people were arrest in
this connection, police said.
Tikait, who is also the BKU’s
national spokesperson, told
reporters that the district
authorities wanted to suppress
his outfit by falsely implicating
the activists in a case. He
demanded the release of the
activists, who he said had
accompanied people for a
medical examination in the
district hospital. Security has
been tightened in the Kotwali
police station area. Police and
PAC personnel have been

continuous practice is necessary
to become a Higher Judicial
Service Officer / District Judge.
The Division Bench of Justice
Kaushal Jayendra Thaker and
Justice Ajai Tyagi passed this
order while hearing a petition filed
by Bindu. The facts of the case are
that the petitioner applied for
being appointed as a Judicial
Officer in the U.P State Higher
Judicial Services, the clinching
aspect which is under challenge is
that the High Court after the
petitioner had cleared the
preliminary exam, she was not
permitted to appear for final
exams, on the ground that on
interpretation of the rules and
placing reliance on the judgment
of the Apex Court in Deepak
Agrawal v Keshav Kaushik and
others, (2013) 5 SCC 277 the
committee found that the
petitioner does not have
continuous practice for seven
years on date of exam/filling form.
The High Court on its
administrative side conveyed to
the petitioner that she was not
qualified as per rules.
The Court held that the petitioner
cannot seek appointment as
Judicial Officer/District Judge in
this calendar year as the petitioner
does not fulfill the criteria fixed as
per provisions of Articles 233,
234 and 236 of the Constitution of
India and the rules for.

ing Muslim youth, Ba-
bar Ali, for celebrating

ty’s (BJP) victory in the

Assembly elections.
Gorakhpur Deputy

Police (DIG) J Ravinder
Gaud, met with family
of the deceased Babar’s
kin and assured them
of police protection.
“Four accused have
been arrested; family is
naming another ac-
cused, will probe it fur-
ther. Protection to be
given to the kin,” the
senior police official
said. Gaud further said
that Police Station in
charge has been re-
moved. The police in-
formed that Babar suf-
fered serious injuries
and died on March 25
during treatment.

Pandey told ANI that no
action was taken, de-
spite the victim com-
plaining about death
threats.
“We were informed
that the victim had
complained about death
threats, but no action
was taken then. An FIR
has been registered. We
are investigating the

mar Pandey, SDM. “A
case was registered on
March 21 in which a
person suffered serious
injuries and died on
March 25 during treat-
ment. Two accused have
been arrested and sent
to jail. The accused and
the victim both were
from the same commu-
nity,” said Sandeep Ver-
ma, DSP Khadda, Kush-
inagar.

an inter-state drug ped-
dling gang and recov-
ered 2 quintal hemp and
a country-made pis-
tol.  Police sources said
that the team intercept-
ed a truck laden with 2
quintal hemp near Ra-
jedpur crossing under
the Jeeyanpur police
station area. 3 accused
were arrested from the
spotandacountry-made
pistol was recovered.  A
case was registered
against the arrested ac-
cused under the Gang-
ster act and NDPC act
with other charges. The
arrested accused are
identified as Sanjeet
Singh, Ayub, and
Shabuddin.  Police are
trying to identify other
perpetrators involved in
the racket. During inter-
rogation, arrested ac-
cused confessed to their
crime and told police
that they were bringing
hemp from Assam and
were going to distribute
the material in several
districts of UP  were
involved in drug ped-
dling for a long time.

people, including a man
and his five-year-old
son, were killed when a
speeding truck rammed
into their motorcycle in
this Uttar Pradesh dis-
trict on Tuesday, police
said. The incident oc-
curred in the early
hours in Navratanpur
village within the
Sikanderpur police sta-
tion limits, they said,
adding that the de-
ceased were identified
as Manoj Kumar (39),
his son Alok (5) and Ro-

der. STF has handed

Lucknow: In politics,
choosing the right camp
at the right time is con-
sidered as a significant
measure of political
acumen. In terms of
this scale two allies of
BJP in UP, Apna Dal (S)
and Nishad Party have
emerged as successful
political players.
Anupriya Patel-led
Apna Dal (S), which
has a significant influ-
ence among Kurmi vot-
ers, has been a BJP ally
for a decade. In the 2012
assembly elections,
Apna Dal(S) had won
both the seats it got as
an ally of the BJP. In
the year 2017, 11 seats
had come in its quota,
out of which it won
nine. So this time out
of the 17 seats, this par-
ty has succeeded in get-
ting seventy percent
i.e. 12 seats.
The influence of this
party has spread from
the center to the state,
because the party’s
head Anupriya Patel is
the Union Minister,
while her husband and
party’s state president
Ashish Patel has been
given charge of the
minister for technical
education in the Yogi
government.
According to political
expert Pramod Tiwari,
Choosing BJP as an ally
has been the most fa-
vourable for the Nishad
Party
. This party
, which
came into existence five
years ago, has become
the number four party
by overtaking parties
like BSP and Congress.
Party members have be-
come MPs, MLAs and
cabinet ministers”.
This viewpoint is rati-
fied by the fact that the
alliance with the BJP
changed the fortunes of
the Nishad Party
.
As, this party fought
the 2017 elections in al-
liance with the Peace
Party but could only
win from Gyanpur seat.
Party chief Sanjay Ni-
shad himself lost the
election from Gorakh-
pur Rural seat. In the
2017 Gorakhpur parlia-
mentary seat by-elec-
tion, the Nishad Party
formed an alliance with
the SP; Sanjay Nishad’s
son Praveen won the
election. But in the 2019
elections, Sanjay Ni-
shad opted for an alli-
ance with the BJP.
His son Praveen Ni-
shad got success in be-
coming an MP from
Sant Kabirnagar. In the
2022 assembly elections,
it became the number
four party in UP by win-
ning 11 of the 15 seats it
got as BJP’s alliance
partner. Sanjay Ni-
shad’s younger son Sar-
wan Nishad became
MLA from Chaurichau-
ra seat. At the same
time, Sanjay Nishad
himself got the respon-
sibility of the fisheries
department as a cabinet
minister in the Yogi
government.

Hearing a peti-
tion of Anjuman
Intazamia Masjid,
Justice Prakash Pa-
dia observed,
“Though the Centre
and the state gov-
ernment is the par-
ty but it is unfortu-
nate that no senior
counsel is present
except Rajesh Ku-
marMishraandVed
Prakash Dwivedi,
learned Standing
Counsel for the
State.” Earlier on
March 24, the coun-
sel representing
temple argued the
religious character
of the place re-
mained the same as
onthedayof August
15, 1947, therefore,
the provisions of
Place of Worship
Act, 1991 cannot be
applied.
Lucknow (PTI): BSP
chief Mayawati on
Tuesday claimed the
Muslims made a “huge
mistake” by voting for
the Samajwadi Party
which she accused of
being “complicit with
the BJP in giving com-
munal colour” to the
Uttar Pradesh Assem-
bly polls.
The BSP has won just
one seat in the recent-
ly-concluded election
for the 403-member As-
sembly. In a tweet in
Hindi on Tuesday, the
BSP supremo said,
“The internal complici-
ty of the SP and BJP in
Uttar Pradesh is widely
known.”
“They created an at-
mosphere of fear by
making the assembly
elections a Hindu-Mus-
lim affair which espe-
cially misled the Mus-
lim society and it made
a huge mistake of vot-
ing unilaterally for the
SP. This has to be recti-
fied to defeat the BJP
here.” Soon after the
results, Mayawati had
claimed the “fear of
‘jungle raj’ returning”
in the state if the Sama-
jwadi Party emerged
victorious made BSP
supporters shift to the
BJP.
She had also alleged
the media’s “aggressive
propaganda portraying
the BSP as the ‘B team
of the BJP’ drove Mus-
lims and anti-BJP vot-
ers from it”.

to tussle in Yadav fami-
ly as Akhilesh’s uncle
Shivpal Yadav did not
seem to be happy with

Shivpal did not turn
up at the allies meeting
called by Akhilesh Ya-
dav on Tuesday
. Though
Shivpal Yadav contest-
ed on SP ticket from
Jaswant Nagar, he still
continues to be presi-
dent of Pragatsheel SP
(Lohia) as neither he
dissolved the party nor
merged it with the SP.
There are signs of
strains in the relation-
ship yet again. Shivpal,
has alleged that he was
not invited to the par-
ty’s legislative meeting
on Saturday where
Akhilesh Yadav was
elected as leader of leg-
islature party
.
“I was not invited to
the party meeting. I
waited for two days and
cancelled all my pro-
grammes for the meet-
ing, but I wasn’t invited.
I am an MLA from SP
but still not invited,”
Shivpal said told news-
men here before leaving
for Safai last Friday
from where he went to
Delhi to discuss future
course of action with
SP patriarch Mulayam
Singh Yadav. However,
SP state president Na-
resh Uttam said despite
being elected in SP tick-
ets Shivpal and Pallavi
Patel (Apna Dal-K) were
allies as they are lead-
ers of other parties.
Hence, they were not
called for SP MLAs
meeting. Patel said
meeting with the allies
will be held soon.
Lucknow (PTI): The
CBI on Monday told the
Allahabad High Court
that it had concluded its
probe into the role of
the local police in the
case of rape and murder
of a woman in Hathras,
and sent the evidence to
its headquarters.
The CBI was respond-
ing to the court’s query
as to whether it was still
probing the role of the
local police in the mat-
ter. After the CBI’s re-
sponse, the Lucknow
bench of the high court
fixed Tuesday as the
next date of hearing on
the matter.

Earlier, the bench had

ined before the trial
court. The state also
filed an affidavit in the
courtabouttheconstitu-
tionof specialinvestiga-
tion team (SIT) in the
case soon after the inci-
dent. The 19-year-old
woman had died at a
Delhi hospital a fort-
night after her alleged
rape by four men from
her village on Septem-
ber 14, 2020.
New Delhi (PTI): The
Uttar Pradesh govern-
ment on Tuesday told
the Supreme Court that
the “attack” on a wit-
ness in the Lakhimpur
Kheri violence case had
nothing to do with the
case — as alleged — but
was the outcome of
some people throwing
gulal (coloured powder)
on the person.
The state govern-
ment’s response came
after the witness, Diljot
Singh, lodged an FIR
and said the attackers
threatened him saying
that “Respondent No. I
(Ashish Mishra) is out
on bail and the ruling
party has also won the
election and that they
will see to him.”
However, the state
government said in an
affidavit filed in the top
court that during the
course of the investiga-
tion, the witness’ “Gun-
ner Manoj Singh (as-
signed to protect him as
per this Hon’ble Court’s
Orders)…as well as
three independent eye-
witnesses to the inci-
dent were examined,
and all 4 persons stated
that the incident oc-
curred suddenly due to
an altercation” between
the witness “and the at-
tacker party over the
throwing of Gulal on
him”.
It added, “As per the
Section 161, statements
of thesaideyewitnesses,
on 10.03.2022, at around
8.15 pm, the witness
came towards the Pri-
mary School near Dan-
ga, on a tractor-trolley
laden with sugarcane.

the time. At that time,
some people were play-
ing with Holi Gulal near
the school and threw the
Gulal on Diljot Singh as
well. When Diljot Singh
objected to the same, an
altercation broke out be-
tween him and the oth-
ers, in which one of the
miscreants hit him with
a belt and others kicked
and punched him”.
The state filed the affi-
davit in response to a
petition by the relatives

tober last year. The peti-
tioners sought cancella-
tion of the bail given by

In fact, sources reveal, that it was primarily the ‘te- nacious’ and far sight- ed Shah who not only initiated the efforts but was also involved at every juncture so that the disputes can be re- solved and the states can move ahead on de- velopmental path. On Tuesday, the agreement was signed in the presence of Shah and CMs of Assam and Meghalaya Himanta Biswa Sarma and Con- rad Sangma respective- ly . The pact will resolve the protracted disputes in six of the 12 places along the 884.9 km bor- der. “It is a historic day for the Northeast,” Shah said at the func- tion. Shah said with the signing of the agreement, 70 per cent of the border dispute between the two states has been resolved. There are 36 villages in the six places, covering an area of 36.79 sq km, with regard to which the agreement has been reached. The new, transpar- ent digital system for ministerial staff selec- tion, according to sources, has already received the nod of chief minister Yogi Adityanath. “While the ministers would not be allowed to retain their own staff, the new pro- cedure will ensure that there is 20 per cent fe- male staff in general administrative work to increase their partici- pation in the work- force,” said an officer of the SAD. The Uttar Pradesh- secretariat administra- tion has created a pool of officers to give pri- vate secretaries to min- isters and on rotation basis these private sec- retaries will be given to ministers and officers. The secretariat admin- istration has a rule that the staff of ministers will be changed every five years. New staff will be ap- pointed on rotation. This time in the new system of Yogi govern- ment, the selection of staff will be done digi- tally and the ministers will have to choose their staff from the available list prepared through computer lot- tery. If a minister wants to have a special staff, then he will have to take permission from the Chief Minis- ter. All cabinet minister get 1 personal secretar- ies and two additional personal secretaires, ministers with inde- pendent charge also get 1 PS and 2 APS and Ministers of State get 1 PS and 1 APS. Software to decide ministerial staff in UP INSIDE STORY Software to select coded names Unlike in the past, when ministers had the liberty to select and recom- mend their own sup- port staff but this time, arrangements have been made to select their staff from the coded names which will be shortlisted by the software. These names will be in a coded format so that ministers do not know the religion, real name or sex of the person they are select- ing as their staff. No 20% women quota in staff On 20% quota for women, sources said some ministers were apprehensive of female staff being posted as at times, as the work related to their respective ministeriesmay extend till late night or even involve sudden travel plans which they felt won’t be feasible. According to official sources, the 7.8 lakh fig- ure surpasses the total dropouts recorded in 2020 (4.8 lakh) and 2019 (6.5 lakh). There were no exams in 2021 due to Covid-19 pandemic. The UP Board exams began on March 24. In fact, the number of students skipping the exam so far is the high- est in almost a decade. In 2013, 5.6 lakh ab- sentees were recorded by the UPMSP, which conducts exams. The UP Board 2022 examinations saw 4.1 lakh students missing the examinations on day one when Hindi exam was slated for both Class 10 and 12. The UPMSP saw over 70,200 students not at- tending their languages paper which was held on March 26. Thelanguagesinclude Urdu, Tamil, Bengali, Assamese, Gujarati, Punjabi, Nepali, etc. The high numbers have now forced officials to probe thereasonsfordropouts. Outsiders are looked upon suspiciously . An eerie silence is deafening and people hail- ing from outside get those looks! Often cries of women who have lost their family members rent the air. After sunset,theentirevillagelooks like a haunted ground and it seemsthatthespiritsarelurk- ing in your neighbourhood. Even as at least 54 police- menhavebeendeployedonthe spot in two shifts, villagers are not confident of returning home. Some may visit their homesduringtheday ,butpack up well before sunset. What is happening in the land of Tagore? Bogtui is only 62 km from Santiniketan, the abode of peace that Rabindranath Tagore had built so much love and affection. Also, Nanoor, where 11 landless peasants were killed in 2000, is even closer to this abode of peace— just about 20 km! Last Monday , TMC’s Bhadu Sheikhwasmurderedinbroad daylight in Bogtui. Within hours,amobattackedthefam- ilies of the suspected killers, set fire to their houses and burntthemalive.Atleast8per- sons, including 6 women and 2 children were charred alive. The recent tragedy (in Bog- tui) looks like an intra-TMC clash over the loot from the illegal stone and sand trade. In this column I would like to chronicle in short… the dance of death that has wrought havoc to our Sonar Bangla. Responding to a question from report- ers, Mr Thackeray said, “We have to decide how much to believe these rumours. Defamation is being done by spreading rumours, the system is being used. Advocate General Ashutosh Kumbhakoni made the submission before a division bench of Justices AA Sayed and MS Karnik. The statement fol- lowed a plea against the March 21 order of the Collector ordering Rane to remove the alleged unauthorised construc- tions carried out in the bungalow failing which the authorities con- cerned would raze it. Those named in the charge sheet are identi- fied as Letchumanan Mary Franciska, Ken- niston Fernando, Baskaran,JohnsonSam- uvel, G. Dharmendran, and E Mohan. The chargesheetwasfiledbe- fore a special NIA court, Poonamallee, Chennai. The main accused, Letchumanan Mary Franciska, a 50-year-old woman, was arrested at Chennai Airport last year for holding a fake Indian passport. Quoting the reports of the National Crime Records Bureau (NCRB), Rai said 857 communal or religious riot cases were regis- tered in 2020, 438 in 2019, 512 in 2018, 723 in 2017 and 869 in 2016. A bench comprising Justices Hemant Gupta and V Ramasubramanian increased the compensation awarded to the boy to Rs 49. 93 lakh along with interest. “The mental and physical loss cannot be computed in terms of money but there is no other way to compensate victim except by payment,” the Bench said. New Delhi (PTI): The environment “must prevail” over other rights and forests must be preserved, the Supreme Court said while hear- ing a matter which involved issues regarding forest and non-forest land in Haryana. The SC stressed upon the need to preserve forests and said it is because of strict interpretation by the SC that the forest cover is increasing. “Environment is more important than your civil rights,” a Bench headed by Justice AM Khanwilkar said, adding, “The environment must prevail over all other rights”. New Delhi (ANI): A petition has been moved in the Supreme Court chal- lenging the increase of the number of seats in the Union Territory of Jammu and Kashmir from 107 to 114. The plea was filed by two residents of Jammu and Kashmir. Ten activists of the Bhartiya Kisan Union (BKU) were arrested following a clash at the district hospital here on Monday night, police said. Protesting at the Kotwali police station here, Tikait demanded the immediate release of the activists, alleging that they have been falsely implicated in the case. Police said the BKU men were demanding an immediate medical examination of people who had suffered injuries in a clash earlier. According to the medical officer of hospital, Dr Baburam, people belonging to two groups had come to the hospital. While the medical examination of one group was being done, the BKU activists started demanding the examination of the other group, leading to a clash, Dr Baburam said. Ten people were arrest in this connection, police said. Tikait, who is also the BKU’s national spokesperson, told reporters that the district authorities wanted to suppress his outfit by falsely implicating the activists in a case. He demanded the release of the activists, who he said had accompanied people for a medical examination in the district hospital. Security has been tightened in the Kotwali police station area. Police and PAC personnel have been deployed in the area. —PTI SEVEN YEARS OF CONTINUOUS PRACTICE NECESSARY TO BECOME DIST JUDGE: ALLD HC The Allahabad High Court has said that seven years of continuous practice is necessary to become a Higher Judicial Service Officer / District Judge. The Division Bench of Justice Kaushal Jayendra Thaker and Justice Ajai Tyagi passed this order while hearing a petition filed by Bindu. The facts of the case are that the petitioner applied for being appointed as a Judicial Officer in the U.P State Higher Judicial Services, the clinching aspect which is under challenge is that the High Court after the petitioner had cleared the preliminary exam, she was not permitted to appear for final exams, on the ground that on interpretation of the rules and placing reliance on the judgment of the Apex Court in Deepak Agrawal v Keshav Kaushik and others, (2013) 5 SCC 277 the committee found that the petitioner does not have continuous practice for seven years on date of exam/filling form. The High Court on its administrative side conveyed to the petitioner that she was not qualified as per rules. Shivpal, has alleged that he was not invited to the par- ty’s legislative meeting on Saturday where Akhilesh Yadav was elected as leader of leg- islature party . “I was not invited to the party meeting. I waited for two days and cancelled all my pro- grammes for the meet- ing, but I wasn’t invited. I am an MLA from SP but still not invited,” Shivpal said told news- men here before leaving for Safai last Friday from where he went to Delhi to discuss future course of action with SP patriarch Mulayam Singh Yadav. However, SP state president Na- resh Uttam said despite being elected in SP tick- ets Shivpal and Pallavi Patel (Apna Dal-K) were allies as they are lead- ers of other parties. Hence, they were not called for SP MLAs meeting. Patel said meeting with the allies will be held soon. Lucknow (PTI): The CBI on Monday told the Allahabad High Court that it had concluded its probe into the role of the local police in the case of rape and murder of a woman in Hathras, and sent the evidence to its headquarters. The CBI was respond- ing to the court’s query as to whether it was still probing the role of the local police in the mat- ter. After the CBI’s re- sponse, the Lucknow bench of the high court fixed Tuesday as the next date of hearing on the matter. A bench of Justices Rajan Roy and Jaspreet Singh was hearing a PIL it had registered suo motu after the Hathras incident.CBIlawyerAn- urag Kumar Singh ap- prised the bench further thatwithregardtoother issues,theagencywould take a decision within a fortnight or so. The bench thereafter asked Singh to ensure that the CBIfurnishesthereport in a sealed cover. New Delhi (PTI): The Uttar Pradesh govern- ment on Tuesday told the Supreme Court that the “attack” on a wit- ness in the Lakhimpur Kheri violence case had nothing to do with the case — as alleged — but was the outcome of some people throwing gulal (coloured powder) on the person. The state govern- ment’s response came after the witness, Diljot Singh, lodged an FIR and said the attackers threatened him saying that “Respondent No. I (Ashish Mishra) is out on bail and the ruling party has also won the election and that they will see to him.” However, the state government said in an affidavit filed in the top court that during the course of the investiga- tion, the witness’ “Gun- ner Manoj Singh (as- signed to protect him as per this Hon’ble Court’s Orders)…as well as three independent eye- witnesses to the inci- dent were examined, and all 4 persons stated that the incident oc- curred suddenly due to an altercation” between the witness “and the at- tacker party over the throwing of Gulal on him”. It added, “As per the Section 161, statements of thesaideyewitnesses, on 10.03.2022, at around 8.15 pm, the witness came towards the Pri- mary School near Dan- ga, on a tractor-trolley laden with sugarcane.
