Alwar RTO is in the
lowest position in the
ranking. Against the
target of Rs 380 crores,
Alwar has so far got
only Rs 132 crore as
revenue. Alwar’s per-
formance was also the
worst in October’s

fter spending three
years in jail, lawyer-
activist Sudha
Bharadwaj has
walked out of the By-
culla women’s jail. She was ar-
rested in the Elgaar Parishad
case under the anti-terror law---
the UAPA. Father Stan Swamy, a
priest-activist, who was also ar-
rested under the draconian law
died in jail after being denied
proper medical care. Poet Vara-
vara Rao was granted bail last
year. Eight others are still lan-
guishing in jail.
The Elgaar Parishad, an even-
ing programme, shot into lime-
light after it was alleged in an
FIR filed in Pune that it was or-
ganised by banned Naxalite
groups to commemorate 200
years of Bhima Koregaon battle
which holds great significance
for Dalits. The NIA took over the
investigation from Pune police
as it saw a link between Elgaar
Parishad and Koregaon Bhima
violence of January 1, 2018. Vio-
lence and stone-pelting had re-
sulted in the death of a youth
and injuries to a few others. The
speakers at the Elgaar Parishad
also included two judges.

India’s first Chief

Among those killed were
Wing Commander PS Chau-
han and Squadron Leader
Kuldeep Singh who were fly-
ing the helicopter.
Although critically in-
jured, Group Captain Varun
Singh is the only lucky survi-
vor. The IAF has ordered a
court of inquiry. Until the
inquiry is completed there is
curiosity about what caused
the country’s worst air crash
that took the lives of some of
our finest soldiers.
The Russia-made Mi17V5
chopper is counted among
the world’s most advanced
and safest flying machines.
Technical problems were
also being ruled out as no
snag or system malfunction
was reported during its last
few sorties.
Since it was to ferry VIPs,
the mandatory mechanical
checks prior to the flight
must have been carried out
before it was sealed. Moreo-
ver, the chopper was in safe
and experienced hands, it
was being flown by the CO
of Sulur-based 109 Helicop-
ter Unit.
That brings us back to the
question of what may have
caused the accident. That
makes low visibility the pri-
mary suspect but that still
leaves a question looking:
Was the visibility low before
the transport chopper took
off or it turned bad while it
was borne?
Although robust and most
advanced, the helicopter has
had a few crashes in the past.
The worst among previous
crashes was in Tawang in
which 12 military personnel
were killed in 2010.

À LA OUR CONSTITUTION
In our Constitution
fundamental duties are
addressed to the citizens
without any legal sanction
for their violation. These
duties are taken from
Indian traditions,
mythology, religions,
practices and represent the
Indian way of life
ecently, it was in news that
Delhi Government plans to
introduce a “Deshbhakti”
curriculum in government
schools. It is a ticklish sub-
ject as to whether patriotism
should be taught in schools
because it has potential to af-
fect impressionable minds of
the young students. It is in
the womb of future as to how
this programme of Delhi gov-
ernment fares, but it should
be accepted that its path
should avoid some pitfalls,
such as, instilling political
antipathy, political prefer-
ences in young minds, etc.
A nation denotes solidarity
to something wider than one’s
own self, family
, a group of
people with shared identity
and the society
. India is a fed-
eration of many diverse cul-
tures, religions and far-flung
regionsgeographicallyunited
and fastened by a fellow-feel-
ing and common belonging.
True to the Latin concept of
‘constitutus’,ourConstitution
has unified the country and
established institutions and
apparatus of the government
andhasguaranteedindividual
civil liberties and defined du-
ties. People of India are the
ultimate custodians of the
Constitution. It empowers the
citizens, but citizens, too, em-
power the Constitution – by
following it, by adhering to it,
by protecting it, and by perse-
vering to make it more mean-
ingful with words and deeds.
According to Salmond “no
right can exist without any
corresponding duty and vice
versa,” and that rights and
duties are correlative. British
political theorist Harold Las-
ki has further propounded
that: a) my right implies your
duty; b) my right implies my
duty to admit a similar right
of others; c) rights should be
exercised to promote better
good; and d) State has guaran-
teed us rights, so we have
duty towards state, too.
When the Constitution was
adopted in 1949, there were no
provisions regarding Funda-
mental Duties of the Citizens.
Our Parliament added Article
51-A by the 42nd Constitution
(Amendment) Act, 1976, upon
the recommendations of the
Swaran Singh Committee,
which suggested that steps
were needed to ensure that the
individuals did not overlook
their duties while exercising
fundamental rights. Article
51-A contained a code of ten
fundamental duties for citi-
zens. Later on, 11th duty (to
educate children of 6-14 years)
wasaddedbythe86thConstitu-
tionalAmendment,2002.These
amendmentshavebroughtour
Constitution in line with Arti-
cle29(1)of theUniversalDecla-
ration of Human Rights and
other Constitutions.
In our Constitution funda-
mental duties are addressed
to the citizens without any
legal sanction for their viola-
tion. These duties are taken
from Indian traditions, my-
thology, religions, practices
and represent the Indian way
of life. Every citizen should
be his own monitor while en-
forcing his fundamental
rights – remembering that if
he does not care for his duties
he should not deserve rights.
Hon’ble Supreme Court
opined in Dasarathi versus
State of AP (AIR 1985 136) that
the State can promote these
fundamental duties through
methods permitted by the
Constitution. Initially
, Justice
Ranganath Misra, a former
Chief Justice of India, wrote
a letter in 1998 to the then
Chief Justice of India, draw-
ing attention to the fact that it
is the obligation of the State
to educate the citizen in the
matter of fundamental duties
so that a proper balance be-
tween rights and duties may
be achieved (Ranganath Mis-
ra versus UoI (2003 7 SCC 133).

New Delhi: Prime
Minister Narendra
Modi is fielding the up-
coming Uttar Pradesh
elections as a direct
contest between BJP
and the Samajwadi
Party and has now
stopped or reduced the
attacks on Congress,
even though Congress
party’s ‘scion’ Priyan-
ka Gandhi is working
in the poll-bound state.
In fact it is the lower
strata of BJP politi-
cians who now attack
Congress.
Prime Minister or
other leaders of the
party do not even speak
about Bahujan Samaj
Party. There is a per-
ception in Uttar
Pradesh that BSP will
not fight to win the
election this time. For
BSP, purpose of con-
testing is to get some
‘survival’ votes.
In every speech of
PM Modi, his entire at-
tack is concentrated on
Samajwadi Party
. From
West to East, PM tar-
geted SP in every meet-
ing. In this way, he
himself has sent a mes-
sage that the direct
competition of BJP is
with the SP. A BJP
leader in the know of
the developments says
that this is being done
deliberately. The BJP is
feeling that it will be
easier for it to polarise
Hindu votes in compar-
ison to the SP. That’s
why again and again
the incident of Mulay-
am Singh firing on kar-
sevaks is being men-
tioned by Chief Minis-
ter Yogi Adityanath
and other BJP leaders.
From the incident of
firing on karsevaks, to
Mukhtar Ansari and
Azam Khan etc. Modi
has carefully cam-
paigned to prove SP as
a party that intensely
appeases Muslim.
That is, first you
have to label SP as a
Muslim-party and then
field yourself against
it to polarise Hindu
votes. It seems to be an
extremely simple and
well-known formula,
but sometimes in poli-
tics, the simplest for-
mula proves to be suc-
cessful. Everyone
knows how successful
this formula was in
West Bengal. By this
formula, BJP made a
direct contest with
Mamata Banerjee
there and its votes
reached 38%. The par-
ty rose to 18 seats from
two Lok Sabha seats
and 77 from three As-
sembly seats.
This formula also
has some disadvantag-
es, as was witnessed in
Delhi twice, when
there was a triangular
contest in Delhi. In
2013 elections, the BJP
became single largest
party in a hung Assem-
bly. But as soon as PM
Modi left the Congress
to itself and targeted
only AAP Arvind Ke-
jriwal in 2015 elections,
it resulted in AAP’s
historic victory. There-
fore, the strategy to
create a direct contest
with SP is like a dou-
ble-edged sword, which
has to be used extreme-
ly carefully.
Will a direct fight with SP be BJP’s advantage or disadvantage?

New Delhi: The politics
being undertaken by
Mamata Banerjee’s Tri-
namool Congress can be
called an exact copy of
Arvind Kejriwal’s AAP
during its early days.
Since AAP is headquar-
tered in Delhi and all its
‘senior’ leaders live in
Delhi, it got its advan-
tage and despite being a
municipal level party, it
managed to create a na-
tional identity. Due to
their goodwill with jour-
nalists and anchors of
television channels,
AAP leaders were called
to the studio on every is-
sue and their opinion
was sought. Even on the
issues of Tamil Nadu,
Bengal Bihar, some
AAP leader was always
present in the studio,
which did not make any
sense. Party leaders
used to issue statements
on every big and small
issue and used to open a
front against Centre.
Exactlythesamework
has now been started by
Didi’s party
. TMC lead-
ers have started mak-
ing statements on
every national, in-
ternational,econom-
ic,socialissue.Their
leaders have in-
creased their pres-
ence in the media and
have started filing peti-
tions in High Court and
Supreme Court on
issues of other
states. Under
this strategy, TMC lead-
ers made a programme

civilians were killed,
which was later post-
poned. Later TMC lead-
ers sought an appoint-
ment with Union Home
Minister Amit Shah and

of its previously tested,
Tripura issue.
After the suspension
of 12 MPs from Rajya
Sabha, TMC, on its part
announced that two of
its MPs would sit on a
dharna in front of the
statue of Mahatma Gan-
dhi in Parliament prem-
ises. Later, parties
joinedin.Onedifference
in politics of Kejriwal
and Mamata is that in
beginning, Kejriwal
called all leaders cor-
rupt and later apolo-
gised. While Mamata is
reaching out to all lead-
ers and trying to
‘createharmony’
with them.

declare chief ministe-
rial candidate in Pun-
jab before the rest of
the parties. But now
less than a month is
leftforannouncement
of polls candidates
of all other parties
are almost declared.
Congress has made
Dalit leader Charan-
jit S Channi as CM
before polls, so appar-
ently he is a contend-
er for CM post.
Sukhbir Badal is
from Akali Dal-BSP
alliance and Captain
Amarinder Singh is
contender from the
Punjab Lok Congress
and BJP alliance. So,
now announcement
of the ‘claimant’ is
left only by AAP.
It is generally be-
lieved that party MP
Bhagwant Mann is
the most popular and
old face, so he will be
made a CM contend-
er. But Kejriwal is de-
liberately postponing
the announcement.
Meanwhile, word
is that Mann, in a
measure to show
his importance
to the AAP
leaders, has
claimed that
he had re-
ceived a proposal
from the BJP. He said
on Sunday that four
days ago a big BJP
leader called him and
asked him to join the
BJP by offering him a
ministerial post and
money at the Centre.
But his claim is being
seen with skepticism
since Mann made the
disclosure 4 days af-
ter the alleged phone
call, and secondly, he
did not even tell
which leader made
the offer. Questions
are being raised on

Doing so would be an intellectually enriching experience. TOP TWEETS ELGAAR PARISHAD, BHIMA KOREGAON, SUDHA BHARADWAJ AND THE UAPA fter spending three years in jail, lawyer- activist Sudha Bharadwaj has walked out of the By- culla women’s jail. She was ar- rested in the Elgaar Parishad case under the anti-terror law--- the UAPA. Father Stan Swamy, a priest-activist, who was also ar- rested under the draconian law died in jail after being denied proper medical care. Poet Vara- vara Rao was granted bail last year. Eight others are still lan- guishing in jail. The Elgaar Parishad, an even- ing programme, shot into lime- light after it was alleged in an FIR filed in Pune that it was or- ganised by banned Naxalite groups to commemorate 200 years of Bhima Koregaon battle which holds great significance for Dalits. The NIA took over the investigation from Pune police as it saw a link between Elgaar Parishad and Koregaon Bhima violence of January 1, 2018. Vio- lence and stone-pelting had re- sulted in the death of a youth and injuries to a few others. The speakers at the Elgaar Parishad also included two judges. A he tragic death of India’s first Chief of Defence Staff Gen. Bipin Rawat, his wife and 11 other officers of the Army and the air force in an acci- dent in Tamil Nadu’s Nilgiri hills has shocked the nation. Among those killed were Wing Commander PS Chau- han and Squadron Leader Kuldeep Singh who were fly- ing the helicopter. Although critically in- jured, Group Captain Varun Singh is the only lucky survi- vor. The IAF has ordered a court of inquiry. Until the inquiry is completed there is curiosity about what caused the country’s worst air crash that took the lives of some of our finest soldiers. The Russia-made Mi17V5 chopper is counted among the world’s most advanced and safest flying machines. Technical problems were also being ruled out as no snag or system malfunction was reported during its last few sorties. Since it was to ferry VIPs, the mandatory mechanical checks prior to the flight must have been carried out before it was sealed. Moreo- ver, the chopper was in safe and experienced hands, it was being flown by the CO of Sulur-based 109 Helicop- ter Unit. That brings us back to the question of what may have caused the accident. That makes low visibility the pri- mary suspect but that still leaves a question looking: Was the visibility low before the transport chopper took off or it turned bad while it was borne? Although robust and most advanced, the helicopter has had a few crashes in the past. The worst among previous crashes was in Tawang in which 12 military personnel were killed in 2010. AN AIR CRASH THAT SHOOK THE NATION Although robust and most advanced, the helicopter has had a few crashes in the past. The worst among previous crashes was in Tawang in which 12 military personnel were killed in 2010 T DESHBHAKTI À LA OUR CONSTITUTION In our Constitution fundamental duties are addressed to the citizens without any legal sanction for their violation. These duties are taken from Indian traditions, mythology, religions, practices and represent the Indian way of life ecently, it was in news that Delhi Government plans to introduce a “Deshbhakti” curriculum in government schools. It is a ticklish sub- ject as to whether patriotism should be taught in schools because it has potential to af- fect impressionable minds of the young students. It is in the womb of future as to how this programme of Delhi gov- ernment fares, but it should be accepted that its path should avoid some pitfalls, such as, instilling political antipathy, political prefer- ences in young minds, etc. A nation denotes solidarity to something wider than one’s own self, family , a group of people with shared identity and the society . India is a fed- eration of many diverse cul- tures, religions and far-flung regionsgeographicallyunited and fastened by a fellow-feel- ing and common belonging. True to the Latin concept of ‘constitutus’,ourConstitution has unified the country and established institutions and apparatus of the government andhasguaranteedindividual civil liberties and defined du- ties. People of India are the ultimate custodians of the Constitution. It empowers the citizens, but citizens, too, em- power the Constitution – by following it, by adhering to it, by protecting it, and by perse- vering to make it more mean- ingful with words and deeds. According to Salmond “no right can exist without any corresponding duty and vice versa,” and that rights and duties are correlative. British political theorist Harold Las- ki has further propounded that: a) my right implies your duty; b) my right implies my duty to admit a similar right of others; c) rights should be exercised to promote better good; and d) State has guaran- teed us rights, so we have duty towards state, too. When the Constitution was adopted in 1949, there were no provisions regarding Funda- mental Duties of the Citizens. Our Parliament added Article 51-A by the 42nd Constitution (Amendment) Act, 1976, upon the recommendations of the Swaran Singh Committee, which suggested that steps were needed to ensure that the individuals did not overlook their duties while exercising fundamental rights. Article 51-A contained a code of ten fundamental duties for citi- zens. Later on, 11th duty (to educate children of 6-14 years) wasaddedbythe86thConstitu- tionalAmendment,2002.These amendmentshavebroughtour Constitution in line with Arti- cle29(1)of theUniversalDecla- ration of Human Rights and other Constitutions. In our Constitution funda- mental duties are addressed to the citizens without any legal sanction for their viola- tion. These duties are taken from Indian traditions, my- thology, religions, practices and represent the Indian way of life. Every citizen should be his own monitor while en- forcing his fundamental rights – remembering that if he does not care for his duties he should not deserve rights. Hon’ble Supreme Court opined in Dasarathi versus State of AP (AIR 1985 136) that the State can promote these fundamental duties through methods permitted by the Constitution. Initially , Justice Ranganath Misra, a former Chief Justice of India, wrote a letter in 1998 to the then Chief Justice of India, draw- ing attention to the fact that it is the obligation of the State to educate the citizen in the matter of fundamental duties so that a proper balance be- tween rights and duties may be achieved (Ranganath Mis- ra versus UoI (2003 7 SCC 133). • 8. INDIA JAIPUR | FRIDAY, DECEMBER 10, 2021 05 www.firstindia.co.in I www.firstindia.co.in/epaper/ I twitter.com/thefirstindia I facebook.com/thefirstindia I instagram.com/thefirstindia Kavita Pant New Delhi: Prime Minister Narendra Modi is fielding the up- coming Uttar Pradesh elections as a direct contest between BJP and the Samajwadi Party and has now stopped or reduced the attacks on Congress, even though Congress party’s ‘scion’ Priyan- ka Gandhi is working in the poll-bound state. In fact it is the lower strata of BJP politi- cians who now attack Congress. Prime Minister or other leaders of the party do not even speak about Bahujan Samaj Party. There is a per- ception in Uttar Pradesh that BSP will not fight to win the election this time. For BSP, purpose of con- testing is to get some ‘survival’ votes. In every speech of PM Modi, his entire at- tack is concentrated on Samajwadi Party . From West to East, PM tar- geted SP in every meet- ing. In this way, he himself has sent a mes- sage that the direct competition of BJP is with the SP. A BJP leader in the know of the developments says that this is being done deliberately. The BJP is feeling that it will be easier for it to polarise Hindu votes in compar- ison to the SP. That’s why again and again the incident of Mulay- am Singh firing on kar- sevaks is being men- tioned by Chief Minis- ter Yogi Adityanath and other BJP leaders. From the incident of firing on karsevaks, to Mukhtar Ansari and Azam Khan etc. Modi has carefully cam- paigned to prove SP as a party that intensely appeases Muslim. That is, first you have to label SP as a Muslim-party and then field yourself against it to polarise Hindu votes. It seems to be an extremely simple and well-known formula, but sometimes in poli- tics, the simplest for- mula proves to be suc- cessful. Everyone knows how successful this formula was in West Bengal. By this formula, BJP made a direct contest with Mamata Banerjee there and its votes reached 38%. The par- ty rose to 18 seats from two Lok Sabha seats and 77 from three As- sembly seats. This formula also has some disadvantag- es, as was witnessed in Delhi twice, when there was a triangular contest in Delhi. In 2013 elections, the BJP became single largest party in a hung Assem- bly. But as soon as PM Modi left the Congress to itself and targeted only AAP Arvind Ke- jriwal in 2015 elections, it resulted in AAP’s historic victory. There- fore, the strategy to create a direct contest with SP is like a dou- ble-edged sword, which has to be used extreme- ly carefully. Will a direct fight with SP be BJP’s advantage or disadvantage? MISSION 2022 Mahesh Sharma New Delhi: The politics being undertaken by Mamata Banerjee’s Tri- namool Congress can be called an exact copy of Arvind Kejriwal’s AAP during its early days. Since AAP is headquar- tered in Delhi and all its ‘senior’ leaders live in Delhi, it got its advan- tage and despite being a municipal level party, it managed to create a na- tional identity. Due to their goodwill with jour- nalists and anchors of television channels, AAP leaders were called to the studio on every is- sue and their opinion was sought. Even on the issues of Tamil Nadu, Bengal Bihar, some AAP leader was always present in the studio, which did not make any sense. Party leaders used to issue statements on every big and small issue and used to open a front against Centre. Exactlythesamework has now been started by Didi’s party . TMC lead- ers have started mak- ing statements on every national, in- ternational,econom- ic,socialissue.Their leaders have in- creased their pres- ence in the media and have started filing peti- tions in High Court and Supreme Court on issues of other states. Under this strategy, TMC lead- ers made a programme togotoNagalandafter14 civilians were killed, which was later post- poned. Later TMC lead- ers sought an appoint- ment with Union Home Minister Amit Shah and protestedinDelhionthe issue. This was a repeat of its previously tested, Tripura issue. After the suspension of 12 MPs from Rajya Sabha, TMC, on its part announced that two of its MPs would sit on a dharna in front of the statue of Mahatma Gan- dhi in Parliament prem- ises. Later, parties joinedin.Onedifference in politics of Kejriwal and Mamata is that in beginning, Kejriwal called all leaders cor- rupt and later apolo- gised. While Mamata is reaching out to all lead- ers and trying to ‘createharmony’ with them. Didi following AAP’s footsteps! Sharat K Verma New Delhi:AamAad- mi Party’s national convener and Delhi CM Arvind Kejriwal has said that he will declare chief ministe- rial candidate in Pun- jab before the rest of the parties. But now less than a month is leftforannouncement of polls candidates of all other parties are almost declared. Congress has made Dalit leader Charan- jit S Channi as CM before polls, so appar- ently he is a contend- er for CM post. Sukhbir Badal is from Akali Dal-BSP alliance and Captain Amarinder Singh is contender from the Punjab Lok Congress and BJP alliance. So, now announcement of the ‘claimant’ is left only by AAP. It is generally be- lieved that party MP Bhagwant Mann is the most popular and old face, so he will be made a CM contend- er. But Kejriwal is de- liberately postponing the announcement. Meanwhile, word is that Mann, in a measure to show his importance to the AAP leaders, has claimed that he had re- ceived a proposal from the BJP. He said on Sunday that four days ago a big BJP leader called him and asked him to join the BJP by offering him a ministerial post and money at the Centre. But his claim is being seen with skepticism since Mann made the disclosure 4 days af- ter the alleged phone call, and secondly, he did not even tell which leader made the offer. Questions are being raised on its seriousness and the discussion has in- tensified as to why Kejriwal is not con- sidering his claim to CM’s chair in Punjab and if he has consid- ered then why is he not making an offi- cial announcement. Informed sources say that Kejriwal is hesi- tant because of Bhag- want Mann’s conduct sofar, hisbackground and some other rea- sons. Why is Kejriwal not paying attention to Bhagwant Mann?
