Thursday spoke of the
achievements of his
government, mention-
ing most prominently
that there had been not
a single communal riot
in the state and UP’s
economy had been lift-
ed from number 6 to
number 2 among the
country’s states.
He also said that un-
der the guidance of
Prime Minister Naren-
dra Modi, his govern-
ment’s Covid manage-
ment had been appreci-
ated world-wide.
“In the second wave,
we set up over 551 oxy-
gen plants in view of
oxygen crisis. We have
alsomanagedtosuccess-
fully contain the third
wave.Activecasesinthe
state have reduced by
about 60,000 in the
last 15 days,” the
CM said.
“UP’s econo-
my from 1947-to
2017 was at 6th,
7th spot (in the
country). No work was
done in 70 years. But in
merely 5 years,
we have suc-
c e s s f u l l y
helped the
UP econo-
my reach
the 2nd
spot,” he
s a i d ,
emphasising that this
was achieved despite
the Covid pandemic.
He said UP was
the first state to
deploy women po-
lice personnel at
all gram panchay-
ats. “It’s also the
first state that
saw no riots, ter-
ror activities in
the last 5 years
and first
state to
use new technology to
promote e-prosecu-
tion,” he pointed out.
The chief minister
said his government set
up forensic labs to help
in better investigations.
Talking about police re-
forms, he said, “We
worked towards mod-
ernisation of the force
and providing modern
equipment and better
facilities for the police,
including better hous-
ing facilities.” Adity-
anath accused his pre-
decessors of failing to
undertake police re-
forms and said they
wanted to use the de-
partment as their “per-
sonal tool”.
“Police recruitment
could not be held in the
previous regime. We re-
cruited 1.5 lakh person-
nel in a transparent
manner and promoted
thousands of them,” he

in the name of develop-
ment and the Akhilesh

violence in Australian
newspaper “The Klax-
on”, pieced together by
a group of social media
researchers, claims the
Chinese soldiers who
drowned in the Galwan
river in June 2020, were
in retreat after the clash
with Indian troops. The
report says China had
lost 42 soldiers in the
clash, many more than
the four it had claimed.
At least 38 PLA soldiers
were washed away

Indian soldiers had
come to ascertain
whether the Chinese
has removed their en-
campments in the buff-
er zone when the scuffle

shots at his vehicle while he was on his way to
Delhi after attending a poll event at Kithaur in

probed by Hapur Police and one person has
been arrested. “A while ago, shots were
fired at my car at Chhijarsi toll gate.
Four rounds were fired. There were
three-four people, all of them ran
away leaving the weapons there.

Delhi high court to de-
fer hearings on a batch
of petitions seeking to
criminalise marital
rape, saying that it

an effective consulta-

legislature “may result
in some injustice to one
section or other”.
The high court is
hearing a bunch of PILs

said that all mafia
from UP is either in
jail, have left the state,

majwadi Party’s list of

“We had said that
we will free western
UP from the mafia and
have done what we
told. Today no mafia in
the entire UP has the
courage to do any-
thing wrong. Mother
and sisters are com-
pletely safe. In the last
five years, there has
been an exodus of ma-
fia under the BJP rule.
Mafia is now only
three places. Either
out of state or in jail or
eager to become MLA
in Akhilesh Yadav’s
list. Our CM Yogi has
done the work of
straightening the ma-
fia by turning it up-
side down,” said Shah.
He said that BJP has
worked for the trans-
formation of UP and
Modi worked for secur-
ing the country.
“Crores of rupees are
being recovered in the
raids of their loved
ones. That money be-
longed to SP goons.

transform UP. PM

. If the BJP gov-
ernment is formed in
UP, then the hands of
Modi will be strong,”

HC seeks status
report on Kasganj
custodial death case

Prayagraj: The Alla-
habad High Court on
Thursday sought a sta-
tus report on the magis-
terial inquiry ordered
in the custodial death
case, in which 22-year-
old Altaf was killed in
police custody in Kas-
ganj district.
Altaf, 22, who was
called for interrogation
in an abduction case,
had died in police cus-
tody at Kotwali police
station in Kasganj on
November 9 2021.
Hearing a writ petition
filed by one Chand Mi-
yan, father of the de-
ceased, a division bench
comprising of Justices
Anjani Kumar Mishra
and Justice Deepak
Verma directed the gov-
ernment advocate to file
a status report of the
inquiry conducted by
the magistrate by Feb-
ruary 8, 2022
The petitioner had
requested the court to
direct the CBI to take
over the investigation
of this alleged custodial
death case and to pro-
ceed against all the con-
cerned police officers
and such other persons
found to be involved in
the incident. The court
was also requested to
direct the constitution
of a court-monitored
special investigation
team (SIT) to take over
the investigation.
The petitioner -
Chand Miyan, who is
father of Altaf has
contended that he has
no faith in the state po-
lice and its investiga-
tion into the matter.
Hence, he has made a
request for a probe by
the central bureau of
investigation (CBI) or
a court-monitored in-
vestigation.

Lucknow: In a striking
indication of improved
economy of the people
in UP, the state now
earned the third spot in
the list of states boast-
ing the highest popula-
tion investing in the
stock market.
The state-wise regis-
tered investors accord-
ing to the BSE, shows
that of the total of 6.9
crores investors in In-
dia, out of which UP
accounts for 52.3 lakh,
the third highest num-
ber in India.
Maharashtra, with
the highest number of
1.49 crore investors,
tops the list while Guja-
rat, with 85.9 lakh inves-
tors, occupies the sec-
ond place.The data, as
on June 2, 2021, shows
that Tamil Nadu with
42.3 lakh, and Karnata-
ka with 42.2 lakh inves-
tors, are placed on the
fourth and fifth posi-
tions, respectively
. Oth-
er states are West Ben-
gal (39.5 lakh), Delhi
(37.3 lakh) and Andhra
Pradesh (36 lakh).
It is to be noted that
state’s Gross State Do-
mestic Product (GSDP)
grew at a CAGR of
around 8.43% between
2015-16 and 2020-21. Ag-
riculture and service
sector are among the
drivers of economy
leading to a steady in-
crease in incomes.
There are a total of 16
states – excluding Ma-
harashtra and Gujarat
- that have more than 10
lakh registered inves-
tors each. Rajasthan,
West Bengal, Delhi,
Andhra Pradesh, Mad-
hya Pradesh, Haryana,
Telangana, Bihar, Kera-
la, Punjab, Odisha, As-
sam and Jharkhand
each have over 10 lakh
registered investors, as
per BSE data.

cess in bringing down
these cases. We intro-
duced the anti-conver-
sion law and the Uttar
Pradesh Recovery of
Damages to Public and
Private Property law,”
he said.
Yogi said 155 hard-
core criminals were
killed in encounters,
while another 3,638
were injured in raids
during his tenure.
“13 police personnel
were killed and 1,236 po-
licemen were injured.
As many as 48,038 peo-
ple were arrested under
the Gangster Act, while
the National Security
Actwasinvokedagainst
694 criminals,” he said.

changed the image of
the state and, as a re-
sult, MoUs for invest-
ment proposals worth

been executed, he said.
Even during COVID-19,
the state received in-
vestment proposals
worth over Rs 66,000
crore, he said.

New Delhi: More than
90 per cent of the people
who have taken at least
one dose of a Covid-19
vaccine in UP could
have developed resis-
tance against the virus,
according to a se-
ro-prevalence survey
undertaken by the state
health department-
Sharing the findings,

tary, Health and Family
Welfare, Amit Mohan
Prasad said: “Samples
for the survey were tak-
en about a fortnight.”

ber of doses adminis-
tered in the state
crossed 26.46 crore
mark.
This includes 15.82
crore first dose takers,
10. 48 crore fully vacci-
nated people and 15.35
crore precaution dose
recipients, besides
teenagers. He also
urged people due for
their second or precau-
tion dose to come for-
ward and get inoculat-
ed and adhere to the
Covid-19 prevention
protocol in individual
and social interest.
More than one crore
teenagers in UP have
taken the first dose of
the Covid-19 vaccine
which means that over
71 per cent of the esti-
mated eligible popula-

petrol and making its usage
mandatoryfromOctober2022.
Unblended petrol will invite
additional excise duty from
October. This is expected to
make private oil retailers in
the country start dispensing
ethanol mixed fuel. Sithara-
man said in her speech that
blendingof fuelwasapriority
of this government.
“To encourage the efforts
for blending of fuel, unblend-
ed fuel shall attract an addi-
tional differential excise duty
of Rs 2/litre from the 1st day
of October 2022,” the Finance
Minister said. Private retail-
ers don’t sell blended petrol
and it is only public sector oil
companies which are selling
blended oil. Due to the oxygen
contentinethanol,blendingit
withpetrolreducesemissions
and is thus good for the envi-
ronment. Increased blending
will also bring down India’s
oil import bill which is a fac-
tor in India’s high inflation.
At present only 8 percent
ethanol is blended in petrol
sold by state-owned oil com-
panies. It is to be raised to 25
percent by 2025. The addition-
al excise will work as a disin-
centive, especially for private
oil companies. It is estimated
that around 335 crore litres of
ethanol was produced in the
country in 2021. Uttar
Pradesh is among the highest
producers of ethanol in the
country
. To achieve the target
of 25 percent, ethanol produc-
tion has to be raised mani-
fold. Automakers told the Pe-
troleum Secretary Tarun
Kapoor last year that they
were ready for ethanol com-
pliant vehicles. The only chal-
lenge is finding ways to in-
crease ethanol output.

BJP CONFIDENT OF MAKING IT
ALONE IN MANIPUR
ven as the BJP is aiming to
bag 40 plus seats in the as-
sembly election in Manipur,
the party clearly exhibits its
confidence. All these hap-
pened in the 2017 assembly
elections when the BJP had
bagged 21 seats out of the
60-House Assembly and led
the coalition government
which was formed with the
support of the Naga People’s
Front (NPF), National Peo-
ple’s Party (NPP), Lok Jan-
shakti Party (LJP) and an
independent candidate.
Though Congress was the
single-largest party and se-
cured 28 seats, it fell short of
forming the government.
However,duringtherun-up
to this year’s Assembly elec-
tion, speculation was rife if
the recently-concluded cru-
cial state assembly elections
in West Bengal, Assam, Kera-
la,TamilNaduwouldpossibly
have an impact in the Ma-
nipur polls. Interestingly, it
may be noticed that notwith-
standing all that happened in
theelectionsintheremaining
states…inAssam,theBJP-led
NDA coalition was able to re-
tain power… even as the re-
sult in the neighbouring West
Bengal is there for all to see.
Following the post-2014 po-
litical scenario in the entire
country, the fall of the Grand
Old Party in the electoral
process (of Manipur) had
created a “void” that was
waiting to be taken up. The
influence of regional politi-
cal parties like Manipur Peo-
ple’s Party (MPP), People
Democratic Alliance (PDA)
which had once played a
huge role in the politics of
Manipur have slipped from
their stance in the post-cease
fire (2001) political scenario
in Manipur. Manipur and its
people display a high degree
of ethnic politics and region-
al parties have always flour-
ished in the state and the re-
gion. The parties are deeply
rooted in ethnic lines and
values but following the 2001
truce… these parties failed to
capture and capitalize on the
masses’ aspirations.
In 2017, when Th. Shyam-
kumar defected from Con-
gress to BJP after winning
the election, which triggered
a huge controversy in the po-
litical arena. Currently, this
is an accepted norm. Sample
this… the former president
of the Manipur Pradesh Con-
gress Committee (MPCC) Go-
vindas Konthoujam, 12 key
members of Naga People’s
Front (NPF), Lok Janshakti
Party (LJP) MLA Karam Shy-
am, former Congress MLA
from Sagolband constituency
RK Imo, Congress MLA from
Saikul Constituency,
Yumthang Haokip, Congress
MLA from Wangkhei constit-
uency
, Okram Henry had also
joined BJP
. The list goes on.
However, every situation
has its pitfall… the current
scenario in the saffron camp
reveals overcrowding of in-
tending candidates, with
each constituency having not
less than 3 or 4 potential BJP
candidates. Why delay in an-
nouncing the list. The BJP’s
delay in announcing its can-
didates had led to widespread
speculations that all was not
well. The party was finding it
difficult to choose candidates
as there are four to five (tick-
et) aspirants in every constit-
uency
. The BJP was expected
to announce its first list of
nominees by January 26.
However, three days after the
deadline, the party was still
unable to make up its mind.
BJP HAS TO ADDRESS
LOYALTY FACTOR
Angry BJP workers of Ma-
nipur on Sunday burnt effi-
gies of Chief Minister N
Biren Singh and the state unit
president Sharda Devi as well
as flags. They also ransacked
local offices and shouted slo-
gans against the ruling par-
ty’s list of assembly poll can-
didates which featured defec-
tors from the Congress ignor-
ing many loyalists. Several
BJP leaders including those
who were aspirants for party
tickets but were left out to ac-
commodate recent defectors
also resigned from the prima-
ry membership of the party
.
WHY BJP
EMERGED STRONG
This mainly depends on the
old formulation of dependen-
cy in NE politics that leads to
choosing a parallel govern-
ment. Basically
, NE survives
on Centre. However, this “old
school”conceptalwaysdoesn’t
hold good, as the last few dec-
adeshaveshownchanges.Per-
haps, the changing mode of
governancemighthavekicked
off a huge acceptance of the
BJP in the state.
FALL IN INSURGENCY-
RELATED CASES
Insurgency-related activities
in the NE in 2021 have re-
duced 80% as compared to
2014. Manipur has witnessed
a constant declining record
of insurgency-related cases;
from 233 in 2016 to 167 in 2017
and 127 in 2018, according to
the MHA security report.
From lowering the insurgen-
cy-related incidents to bring-
ing developments, the pre-
sent BJP government has
surpassed the performance
of any government before.
NEW GOVT MUST
ADDRESS AFSPA STATUS
Following Nagaland’s Mon
district firing incident where
14 civilians were killed in se-
curity forces firing on Decem-
ber 4 and 5 last year, heavy
demands for removal of AF-
SPA have been echoed across
the region and the issue has
been raised by many political
parties during the Assembly
polls campaign in Manipur.
The new government will
have to clear its stance on the
AFSPA position soon.

mark sheets. They were

job of teaching the chil-
dren. Now they have
been given a new job, in
which they will also en-
gage in business with
the help of police and
administration.

then there is the issue of
danger to his/her life.

village on leave, was
shot dead by the liquor

nel was stopping them

New Delhi: In Malegaon
Blast Case, another witness
has turned hostile. The
witness is also claiming
that he was forced to take
names of the Rashtriya
Swayamsevak Sangh (RSS)
leaders in the case. The
witness in the court said
that he was kidnapped by
the Anti-Terrorism Squad
(ATS) and kept in illegal
custody for three-four days,
media reported. In the
matter, over 220 witnesses
have been examined, and
17 have turned hostile.

Param Bir Singh, currently
facing multiple cases of
extortion, was posted as

the ATS, when it probed the

Kolkata: As many as 108 municipal bodies of West
Bengal will go to polls on February 27, the State
Election Commission announced Thursday morn-
ing. It also mentioned that voting will not take place
at a ward in the South Dum Dum Municipality. SEC
Sourav Das said, “We have issued a notification to-
day (Thursday). The court has allowed to conduct
the polls in all the wards across 108 municipalities
except ward number 29 of the South Dum Dum
Municipality. We received the court order Wednes-
day. Date of nomination starts today (Thursday).”

New Delhi: Kerala is
the only one out of eight
States with over 50,000
active Covid-19 cases

new cases of infection
and an increase in posi-
tivity rate, the Central
Government said on
Thursday
. Kerala alone
accounts for 24 per cent
of all active cases in the
country. The second
State where data points
to an uptick in fresh
cases and positivity
rate is Mizoram.
The peak of the third
Covid-19 wave driven by
the highly transmissible
Omicron is slightly low-
er than that of the sec-
ond wave, which swept
thecountrylastyearand
killed lakhs of people.
The country on Thurs-
day reported 1.72 lakh
fresh cases, half the cas-
es recorded on January
21, which was the peak.

Central Government
itself creates the situa-
tion of uproar and forc-
es the opposition to stay
out of both the houses
of Parliament by giving
some issue or the other.
Just imagine, how con-
venient it is that the
government has to an-
swer to the country on
inflation, unemploy-
ment and the bad condi-
tion of the economy,
then the issue of
Pegasus has come, on
which the opposition
will continue to create
ruckus. Such a system
has not yet developed in
India that the opposi-
tion should protest
against any issue, also
perform demonstra-
tions and when the Par-
liament is in session,
there is a meaningful
discussion. It is such an
irony that whatever
protests the opposition
parties will carry out
will be during the Par-
liament session. There
is no recollection of
any major demonstra-
tion outside Parliament
on the issue of infla-
tion, unemployment
and corruption. Con-
gress definitely did a
rally in Jaipur regard-
ing inflation, but it has
no meaning since pro-
tests should be an ongo-
ing process.

sion, the Government
gives some ‘rattles’ in
the hands of the opposi-
tion. On the first day of
the last Session, the
Government suspended
a dozen MPs from the
Rajya Sabha for the en-
tire Session. This was a
completely wrong deci-
sion as the MPs were
suspended in the Winter
Session for creating a
ruckus in the Monsoon
Session of Parliament.
The work on this issue
remained stalled
throughout the Session.
Especially in the Rajya
Sabha, where the Gov-
ernment does not have a
majority
. Prior to this,
i.e. in the Monsoon Ses-
sion, the issue of
Pegasus dominated and
the opposition stalled
the work on it.
Prior to that the
Budget Session of Par-
liament was affected
due to Covid and was
postponed prematurely
due to the ongoing As-
sembly elections in five
States. At that time the
farmers’ movement
was also going on and
the opposition was cre-
ating a ruckus on that
issue as well. Before
that, i.e., the Winter
Session of 2020 was be-
ing held in the midst of
the farmers’ movement
and during the same
time, the three disputed
agricultural laws were
forcibly passed in the
Rajya Sabha, rejecting
the demand for voting
of the opposition. On
the contrary
, the MPs of
the opposition were
also suspended from the
house and they staged a
sit-in in front of the
statue of Mahatma
Gandhi on the Parlia-
ment premises through-
out the night. The two
Sessions before that
also happened in a half-
hearted manner due to
the pandemic. So, for
the last two years con-
tinuously, the proceed-
ings are being held in a
half-hearted manner.

terial candidates do not
contest the Assembly
elections. The current
Chief Minister Yogi
Adityanath was a Lok
Sabha MP when he was
sworn in. Before him,
Akhilesh Yadav had
also took oath as the
Chief Minister while he
was a Lok Sabha MP
. Be-
fore him, Mayawati was
also not an MLA when
she became the CM. Af-
ter taking oath, these
three CMs took the
membership of the Leg-
islative Council due to
constitutional obliga-
tion. Therefore, this is
the first time in the last
nearly two decades that
the chief ministerial
candidates are contest-
ing the Assembly polls.
Adityanath is a con-
tender from the BJP and
is contesting the Assem-
bly elections from Gora-
khpur city seat. Akh-
ilesh Yadav is a contend-
er of the Samajwadi
Party and is in the fray
from the Karhal seat of
Mainpuri. Now the big
question is, can anyone
other than these two be-
come the Chief Minis-
ter? If Samajwadi Party
wins then there are no
ifs and buts. But there is
a doubt among political
observers who suspect
that if BJP wins then
the CM can change too?
Last time the party had
contested the election
undeclared in the name
of Keshav Prasad Mau-
rya and after the results
there was talk of mak-
ing Manoj Sinha as the
Chief Minister, howev-
er, it was Yogi Adity-
anath who became CM.
This time also such a
reversal is possible.
This time also BJP’s un-
declared contender is
Keshav Prasad Maurya
and this time he is also
contesting the Assem-
bly elections from Sir-
athu seat of Prayagraj.

The SC on Thursday adjourned
Samajwadi Party leader Azam
Khan’s plea seeking interim bail
to campaign in the upcoming
Uttar Pradesh assembly
elections. As the concerned
bench, which was scheduled to
hear the matter today, did not
assemble, the matter was
adjourned. Azam Khan has
moved the SC seeking interim
bail to campaign in the elections.
Khan has said in his plea that
the State has adopted all means
available to purposefully delay
the proceedings in these
remaining three bail applications
so as to ensure that the
petitioner is incarcerated during
the State Assembly Elections
scheduled to be held in the State
of Uttar Pradesh from February
10 to March 7 and cannot join in
the election campaign for his
party. In his bail plea, Azam
Khan has also mentioned that he
has been named as an accused
in various cases and despite
this, the petitioner has been able
to secure bail in other cases
pending against him but not able
to secure bail in three criminal
cases as the State has adopted
all means available to
purposefully delay the
proceedings in these 3 matters.
Khan has been lodged in Sitapur
jail since February 2020 last year

model code of conduct has been
imposed in the state ahead of the
assembly elections in the state, a
special request letter by the
Commissioner of Jhansi Division,

sent to Appointment Department
for appointment of an Additional
Commissioner, following which
PCS Sarvesh Kumar Dixit was
given the additional responsibility

Jhansi. Sarvesh Kumar Dixit
before becoming the Vice-
Chairman of the Jhansi
Development Authority was the

New Delhi: The Su-
premeCourthasdirect-
ed the Uttar Pradesh
government to re-ex-
amine its policy for pre-
mature release of life
term convicts prescrib-
ing a minimum age of
60 years saying pri-
ma-facie it does not
seem to be sustainable.
A bench comprising
Justices S K Kaul and
M M Sundresh ob-
served this while con-
sidering an appeal by a
convict seeking a direc-
tion for his premature
release from prison. As
per the policy, all con-
victswhohavecomplet-
ed the age of 60 and
have undergone custo-
dy of 20 years without
remission and 25 years
with remission, are eli-
gible to be considered
for premature release.
“We would like to ex-
press a great doubt on
the validity of this
clause prescribing a
minimum age of 60
years which would im-
ply that a young of-
fender of 20 years will
have to serve 40 years
before his case for re-
mission can be consid-
ered,” the bench said.
The top court directed
the competent author-
ity to consider the plea
by the convict within
three months.

District Court has issued notice
to the Prime Minister’s Office
(PMO) on a petition seeking
registration of a case against
Prime Minister Narendra Modi
for wearing the uniform of
Indian Army. District Judge Nalin Kumar Srivastava
issued notice to the PMO on a petition filed by
Rakesh Nath Pandey under Section 153 (3) of the
Code of Criminal Procedure, seeking registration
of a case against Prime Minister Narendra Modi,
said a report in the Dainik Jagran. The application
alleged that on November 4, 2021, in Nowshera,
Jammu and Kashmir, the PM wore the uniform of
the Indian Army, which is an offence punishable
under Section 140 of the Indian Penal Code, so a
case should be registered against the PM. Earlier
on December 21, 2021, Chief Judicial Magistrate
Harendra Nath heard the application. At that time,
the court had said that the incident did not happen
within the jurisdiction of the court.

down,” Yadav said, add-
ing that the chief min-
ister didn’t know what
he was saying.
Yadav said if his par-
ty forms the govern-
ment in the state, there
will be no “garmi” (ten-
sion) but “bharti” (ap-
pointment) as the youth
will be given jobs.
“Every youth will de-
feat the BJP this time as
they took away their
jobs,” he said.

  • 1. ‘Zero’ communal riots, UP 2nd-largest economy: Yogi First India Bureau Lucknow: Addressing a press conference here before leaving for Gora- khpur where he will file his nomination papers on Friday, Chief Minis- ter Yogi Adityanath on Thursday spoke of the achievements of his government, mention- ing most prominently that there had been not a single communal riot in the state and UP’s economy had been lift- ed from number 6 to number 2 among the country’s states. The chief minister said his government set up forensic labs to help in better investigations. Talking about police re- forms, he said, “We worked towards mod- ernisation of the force and providing modern equipment and better facilities for the police, including better hous- ing facilities.” Adity- anath accused his pre- decessors of failing to undertake police re- forms and said they wanted to use the de- partment as their “per- sonal tool”. “Police recruitment could not be held in the previous regime. We re- cruited 1.5 lakh person- nel in a transparent manner and promoted thousands of them,” he said. The Bharatiya Janata Party gave him honour when no one else did, he added. —ANI Kamlesh Paswan HC seeks status report on Kasganj custodial death case First India Bureau Prayagraj: The Alla- habad High Court on Thursday sought a sta- tus report on the magis- terial inquiry ordered in the custodial death case, in which 22-year- old Altaf was killed in police custody in Kas- ganj district. Altaf, 22, who was called for interrogation in an abduction case, had died in police cus- tody at Kotwali police station in Kasganj on November 9 2021. Hearing a writ petition filed by one Chand Mi- yan, father of the de- ceased, a division bench comprising of Justices Anjani Kumar Mishra and Justice Deepak Verma directed the gov- ernment advocate to file a status report of the inquiry conducted by the magistrate by Feb- ruary 8, 2022 The petitioner had requested the court to direct the CBI to take over the investigation of this alleged custodial death case and to pro- ceed against all the con- cerned police officers and such other persons found to be involved in the incident. The court was also requested to direct the constitution of a court-monitored special investigation team (SIT) to take over the investigation. The petitioner - Chand Miyan, who is father of Altaf has contended that he has no faith in the state po- lice and its investiga- tion into the matter. Hence, he has made a request for a probe by the central bureau of investigation (CBI) or a court-monitored in- vestigation. First India Bureau Lucknow: In a striking indication of improved economy of the people in UP, the state now earned the third spot in the list of states boast- ing the highest popula- tion investing in the stock market. The state-wise regis- tered investors accord- ing to the BSE, shows that of the total of 6.9 crores investors in In- dia, out of which UP accounts for 52.3 lakh, the third highest num- ber in India. Maharashtra, with the highest number of 1.49 crore investors, tops the list while Guja- rat, with 85.9 lakh inves- tors, occupies the sec- ond place.The data, as on June 2, 2021, shows that Tamil Nadu with 42.3 lakh, and Karnata- ka with 42.2 lakh inves- tors, are placed on the fourth and fifth posi- tions, respectively . Oth- er states are West Ben- gal (39.5 lakh), Delhi (37.3 lakh) and Andhra Pradesh (36 lakh). It is to be noted that state’s Gross State Do- mestic Product (GSDP) grew at a CAGR of around 8.43% between 2015-16 and 2020-21. First India Bureau New Delhi: More than 90 per cent of the people who have taken at least one dose of a Covid-19 vaccine in UP could have developed resis- tance against the virus, according to a se- ro-prevalence survey undertaken by the state health department- Sharing the findings, Additional Chief Secre- tary, Health and Family Welfare, Amit Mohan Prasad said: “Samples for the survey were tak- en about a fortnight.” Amit Mohan Prasad said that the total num- ber of doses adminis- tered in the state crossed 26.46 crore mark. This includes 15.82 crore first dose takers, 10. 48 crore fully vacci- nated people and 15.35 crore precaution dose recipients, besides teenagers. He also urged people due for their second or precau- tion dose to come for- ward and get inoculat- ed and adhere to the Covid-19 prevention protocol in individual and social interest. More than one crore teenagers in UP have taken the first dose of the Covid-19 vaccine which means that over 71 per cent of the esti- mated eligible popula- tion in the state has re- ceived the first dose. Meanwhile, the Union Ministry of Health and Family Welfare has written to state govts, including UP, to ramp up the second dose cov- erage of adolescent and young persons. Lucknow: With Samajwadi Party (SP) fielding Raju Gandhi as their candidate for the Lucknow Cantonment seat, the speculations that the SP would field BJP MP Rita Bahuguna Joshi’s son Mayank Joshi from the seat have been put to an end. Soon after the BJP denied the ticket to Mayank and fielded state Law Minister Brajesh Pathak from the seat, there were speculations that SP would field him from the seat. But with SP going ahead with Raju Gandhi, the specula- tions have been put to rest. As per sources, SP waited till late in the evening for Mayank to make up his mind to join the party after which it gave the ticket to Gandhi. Earlier, Rita Bahuguna Joshi said she would give up her Lok Sabha membership if her son does not get a ticket from Lucknow Cantt seat. The addition- al excise will work as a disin- centive, especially for private oil companies. It is estimated that around 335 crore litres of ethanol was produced in the country in 2021. Uttar Pradesh is among the highest producers of ethanol in the country . To achieve the target of 25 percent, ethanol produc- tion has to be raised mani- fold. Automakers told the Pe- troleum Secretary Tarun Kapoor last year that they were ready for ethanol com- pliant vehicles. The only chal- lenge is finding ways to in- crease ethanol output. The parties are deeply rooted in ethnic lines and values but following the 2001 truce… these parties failed to capture and capitalize on the masses’ aspirations. In 2017, when Th. BJP HAS TO ADDRESS LOYALTY FACTOR Angry BJP workers of Ma- nipur on Sunday burnt effi- gies of Chief Minister N Biren Singh and the state unit president Sharda Devi as well as flags. They also ransacked local offices and shouted slo- gans against the ruling par- ty’s list of assembly poll can- didates which featured defec- tors from the Congress ignor- ing many loyalists. However, this “old school”conceptalwaysdoesn’t hold good, as the last few dec- adeshaveshownchanges.Per- haps, the changing mode of governancemighthavekicked off a huge acceptance of the BJP in the state. FALL IN INSURGENCY- RELATED CASES Insurgency-related activities in the NE in 2021 have re- duced 80% as compared to 2014. Manipur has witnessed a constant declining record of insurgency-related cases; from 233 in 2016 to 167 in 2017 and 127 in 2018, according to the MHA security report. From lowering the insurgen- cy-related incidents to bring- ing developments, the pre- sent BJP government has surpassed the performance of any government before. NEW GOVT MUST ADDRESS AFSPA STATUS Following Nagaland’s Mon district firing incident where 14 civilians were killed in se- curity forces firing on Decem- ber 4 and 5 last year, heavy demands for removal of AF- SPA have been echoed across the region and the issue has been raised by many political parties during the Assembly polls campaign in Manipur. The new government will have to clear its stance on the AFSPA position soon. As the concerned bench, which was scheduled to hear the matter today, did not assemble, the matter was adjourned. Azam Khan has moved the SC seeking interim bail to campaign in the elections. Khan has said in his plea that the State has adopted all means available to purposefully delay the proceedings in these remaining three bail applications so as to ensure that the petitioner is incarcerated during the State Assembly Elections scheduled to be held in the State of Uttar Pradesh from February 10 to March 7 and cannot join in the election campaign for his party. In his bail plea, Azam Khan has also mentioned that he has been named as an accused in various cases and despite this, the petitioner has been able to secure bail in other cases pending against him but not able to secure bail in three criminal cases as the State has adopted all means available to purposefully delay the proceedings in these 3 matters. Since the model code of conduct has been imposed in the state ahead of the assembly elections in the state, a special request letter by the Commissioner of Jhansi Division, Dr Ajay Shankar Pandey, was sent to Appointment Department for appointment of an Additional Commissioner, following which PCS Sarvesh Kumar Dixit was given the additional responsibility of Additional Commissioner Jhansi. Sarvesh Kumar Dixit before becoming the Vice- Chairman of the Jhansi Development Authority was the Additional Commissioner of Prayagraj. The state saw a spate of 5 Additional Commissioners retire on January 31st including the Additional Commissioner of Jhansi PCS Pramil Kumar. This vacant post will now be held by PCS Sarvesh Kumar Dixit while at the same time, even though the post of Additional Commissioner is empty in Kanpur, Mirzapur, and Azamgarh Divisions, no letter has been sent to the appointment department for an appointment for the same from the respective divisional commissioners. A bench comprising Justices S K Kaul and M M Sundresh ob- served this while con- sidering an appeal by a convict seeking a direc- tion for his premature release from prison. As per the policy, all con- victswhohavecomplet- ed the age of 60 and have undergone custo- dy of 20 years without remission and 25 years with remission, are eli- gible to be considered for premature release. “We would like to ex- press a great doubt on the validity of this clause prescribing a minimum age of 60 years which would im- ply that a young of- fender of 20 years will have to serve 40 years before his case for re- mission can be consid- ered,” the bench said. The top court directed the competent author- ity to consider the plea by the convict within three months. District Judge Nalin Kumar Srivastava issued notice to the PMO on a petition filed by Rakesh Nath Pandey under Section 153 (3) of the Code of Criminal Procedure, seeking registration of a case against Prime Minister Narendra Modi, said a report in the Dainik Jagran. The application alleged that on November 4, 2021, in Nowshera, Jammu and Kashmir, the PM wore the uniform of the Indian Army, which is an offence punishable under Section 140 of the Indian Penal Code, so a case should be registered against the PM. Earlier on December 21, 2021, Chief Judicial Magistrate Harendra Nath heard the application. At that time, the court had said that the incident did not happen within the jurisdiction of the court. Addressing a rally here on Thursday, Nadda said, “There was a demand for the con- struction of the Ram Temple in Ayodhya.
