2. National Education Policy 1998-2010
• Introduction:
1.All citizens are equal before law and are entitled to equal protection of law.
2.There shall be no discrimination on the bases of gender alone.
3.The Prime Minister advised the Ministry of Education to design a new Education policy in
January 1998.
4.The first revised draft was submitted to the cabinet on 18 February, 1998.
5.The policy was announced in march 1998.

3. Aims and Objectives of Education and Islamic Education:
• Education and training should enable the citizens of Pakistan to lead their lives
according to the teachings of Islam as laid down in the Quran and sunnah.
• Train people to be true muslim.
• Bring the modern schools and madras close.
• Nazira Quran will be compulsory for Grade I-VIII while at secondry level
translation of selected verses.

4. Literacy and Non-Formal Education
• Eradication of illiteracy though formal and informal means.
• The current literacy rate of about 39% will be raised to 55% during the first five year of the
policy and 70% by the year 2010.
• Education to working women and children of 15 to 25 age group.
• Basic education to people who missed out the chance of primary education.

5. Elementary Education
• About 90% of the children in the age group (5-9) will be enrolled in school by year 2002-03.
• Quality of primary education will be improved through revising curricula, imparting in service training to the
teachers, raising entry qualifications for teachers form matriculation to intermediate, revising teacher
training curricula, improving management and supervision system and reforming the existing examination
and assessment system.
• Integration of primary and middle level education in to elementary education (I-VIII).
• Increasing participation rate from 46% to 65% by 2002-03 and 85% 2010 at middle level.
6. Secondary Education
• One model secondary school will be set up at each district level.
• It would be ensured that all boys and girls, desirous of entering secondary education,
become enrolled in secondary schools.
• Revised curriculum and multiple textbooks will be introduced.
• The participation rate will be increased from 31% to 48% by 2002-03.
7. Teacher Education
• In-service training of teachers, teacher training and education administrators
through schools clustering and other techniques.
• FA/F.Sc and BA/BSc education.
• The curricula of teacher education will be revised. Exams and re- training of
teachers.
• A special package for the females to join the teaching profession.

8. Technical and vocational Education
• To develop opportunities for technical and vocational education in the country for producing trained
manpower, (industry and economic development goals.)
• To improve the quality of technical education so as to enhance the chances of employment ofTechnical and
vocational Education (TVE)
• Revision and updating of curricula shall be made a continuing activity to pace with changing needs of the job
market. Keep Development of technical competence, communication skills, safety and health measures
shall be reflected in the curricula.
• Emerging technologies a.g. telecommunication, computer, electronics, automation, petroleum, garments,
food preservation, printing and graphics, textile, mining, sugar technology, etc. greatly in demand in the job
market shall be introduced in selected polytechnics
9. Higher Education
• Access to higher education shall be expanded to at least 5% of the age group 17-23 by the year 2010.
• Merits shall be the only criterion for entry into higher education. Access to higher education, therefore, shall
be based on entrance tests.
• To attract highly talented qualified teachers, the university staff will be paid at higher rates than usual
grades.
• Local M.Phil.And Ph.D programs shall be launched and laboratory and library facilities will be strengthened.
• At the minimum, 100 scholars shall be annually trained under this arrangement.
10. InformationTechnology
• Computers shall be introduced in secondary schools in a
phased manner.
• School curricula shall be revised to include recent
developments in information technology, such as
software development, the Information Supe Highway
designingWeb Pages, etc.
11. Library and Documentation
Services
• School, college and university libraries shall be equipped
with the latest reading materials/services.
• Internet connection with computer shall be given to each
library.
• Mobile library services for semi-urban and remote rural
areas shall be introduced.
12. Private Sector in Education
• Encouraging private investment in education.There shall be regulatory bodies at the
national and provincial levels to regulate activities and smooth functioning of privately-
managed schools and institutions of higher education through proper rules and
regulations.
• Matching grants shall be provided for establishing educational institutions by the private
sector in the rural areas or poor urban areas through Education Foundations.
• Schools running on non-profit basis shall be exempted from all taxes.
• The fee structure of the privately managed educational institutions shall be developed in
consultation with the government.
13. Innovative Programs
• Qualifying tests will become a compulsory requirement for entry to professional
education.
• Likewise, standardized tests shall be introduced for admission to general education in
universities
14. Analysis
• If you will go through the Education policy of Pakistan from 1998 to 2010 you would have to know
that the policy is just consist on 10 to 15 points. And whole theme of policy move around these
points.
• So in the very first Aim and objective point we may find there that "Education andTraining should
enable the citizens of Pakistan to lead their lives according to the teaching of Islam as laid down in
the Quran and Sunnah and to Educate, to train them as a true plasticizing Muslims.
• And again the policy proved that it has been unsuccessful what the reasons are? And what is the
logic behind it?
• As clearly the clash between the religious and modern school and institutions students is going on,
and the battle among the modern and religious is being fought due to un-unified, non-logic, non-
centralized policy gap and gulf between these both educational systems is clear to everybody,
15. • Now we turn ourselves to the 2nd point where our policy makers shown there dream to
achieve the 70% literacy rate from 39%, and it clearly seems us impossible, even though
the project such as in province Punjab like "parha likha Punjab didn't worked.
• Policy makers in their 3rd stage relate it to the elementary education, and here they
explained that they till the 2002-3, 90% of the age of 5-9 years will be enrolled in
elementary education they will also revise the curriculum and stress will be given to
teachers training, and improvement in the management and supervision system will be
made, and same formula will be apply to the existing examination and assessment
system
16. • After the elementary stage we have now the secondary education, the unique stuff
in the secondary stage is that, it insisted that there shall be one model school that
will be setup in the district level and the participation level rate will be increased
from 31 % to 48% by 2002-03. Multiple text books will be introduced at secondary
school level.
• Three major successful and last stages are implementation of policy about the HE
and HEC, and also they stressed the need to develop the information technology
structure or the library and documentation structure.
17. • They are claimed to be completely successful phases for the policy makers and
government all because of "Dr Ata-ul-Rehman".
• In informationTechnology stage HEC tried to make PCs common, to common people.And
used PCs were imported in country at very low price.Few year of the policy announcement
no tax was imposed on computer Hardwares. networking, band with low rate, intranet
culture was developed here to make information easy and accessible that's why in
elementary and secondary level computer classes were conducted, IT course was included
in the curriculum
• The Expenditure of the Government on Education will be raised from present level 2.2% to
4% of total GNP byThe year 2002-03
18. National Education Policy 2009
• Aims and Objectives:
• To achieve EFA Goals and Millennium Development Goals (MDGs).
• To create a sense of nationhood.
• To promote national cohesion by equal weight to religion, cultural and ethnic diversity
• To provide and ensure equal educational opportunities to all the citizens of Pakistan.
• To provide of special facilities for girls and boys alike, under-privileged/marginalized groups
and handicapped children and adults.
19. • To shift the education system from supply-oriented to demand-oriented
and labor market.
• To organize a national process for educational development that will
reduce disparities.
• This policy was made under the super vision of PMYousaf Raza Gillani and
Educational minister General Javed Ashraf Qazi
20. Islamic Education
• The objectives of teaching of Islamiyat shall be to ensure that all Muslim children are
provided opportunities to learn understand and apply the fundamental principles of Islam
in their lives Qur'an and Sunnah.
• Teaching of Islamiyat shall be taught as a compulsory subject fromGrade I to Grade XII and
Advanced Islamic Studies shall be offered as an elective subject at Grades IX-X and XI-XII.
21. • The Islamiyat Curriculum shall be divided into five main topics:
ØAl-QuranAl Kareem
ØIslamiyat and Ibadat
ØSeerat-e-Tayyiba
ØEthics and Good Behavior
ØProminent Personalities of Islam.
• Well qualified teachers shall be appointed for teaching of Islamiyat and
Arabic.
22. Early Childhood Education
• Improvements in quality of ECE shall be based on a concept of holistic development of
the child.
• ECE age group shall be recognized as
• comprising 3 to 5 years.
• For ECE teachers, a two-year specialized training course with be introduced.
• This training shall be on the basis of ECE revised National Curriculum.
23. Elementary Education
• All children, boys and girls, shall be brought inside school by the year 2015.
• Government shall make efforts to provide the necessary financial resources to achieve the
EFA goals.
• Wherever feasible, primary schools shall be upgraded to middle level.
• International Development Partners shall be invited through a well-developed plan for
expanding school facilities.
• High priority shall be paid to reducing the drop-out rates.
• Government shall establish at least one "Apna Ghar" residential school in each province to
provide free high quality education facilities to poor students.
24. Secondary & Higher Secondary Education
• Open new school, particularly in the rural areas for girls.
• Student support shall be increased to prevent students from dropping out of school for
financial reasons.
• Schools shall introduce more student-centered Pedagogies.
• Life Skills-Based Education (LSBE) shall be promoted.
• Sports activities shall be organized at the Secondary and Higher Secondary Levels.
• To create an order for excellence in the country, a "National Merit Programmer shall be
introduced to award bright students.
25. Literacy & Non-Formal Learning
• Literacy rate shall be increased up to 86% by 2015 through up-scaling of ongoing
programmers of adult literacy and non-formal basic education in the country.
• Provinces and district governments shall allocate a minimum of 3% of education budget
for literacy and non- formal basic education (NFBE).
• Arrangements shall be made to use school buildings (where available) for adult literacy
after school hours.
• Government shall develop guidelines for post- programmer initiatives.
26. ImprovingTeacher Quality
• Teacher training arrangements procedures shall be standardized and institutionalized.
• A separate cadre of specialized teacher trainers shall be Developed.
• Institutionalized and standardized in-service teacher training shall be established in those
provinces where it has not already been done.
• Governments shall take steps to improve social status and morale of teachers.
• Maximum age limit shall be waived off for recruitment of female teachers.
27. Curriculum Reform
• Curriculum development shall be objective driven and outcome based.
• The curriculum development and review process, as well as textbooks review process, shall
be standardized and institutionalized within the framework of the Federal Supervision of
Curricula,Textbooks and Maintenance of Standards of Education Act, 1976.
• Enviromental education shall be made an integral part of education.
• Use of Information Communication Technologies (ICTs) inEducation shall be promoted in
line with Ministry of Education.
28. Quality inTextbooks & Learning Materials
• A well-regulated system of competitive publishing of textbooks and learning materials
shall be introduced.
• Government shall ensure availability of quality paper at reasonable cost for printing of
textbooks.
• Special textbooks shall be prepared to cater to multi-grade environments.
• An overall policy shall be developed to increase library usage and improve the quality of
library services in the country.
• Mobile library services for rural areas shall be introduced.
29. Matching withThe Labour Market
• Courses at the secondary and higher secondary level shall be reviewed with a view to
making them more relevant to the needs of the labor market in order to better prepare
those students not going on to further studies.
• Approaches shall be found to provide students with a window to the world of work.
• Career guidance and counseling shall be introduced at secondary and upper secondary
levels, if not in each school, at least for school clusters.
30. Technical Education &Vocational Training
• Skills Standards and Curriculum should be developed and standardized at National Level.
• TVE shall be extended according to the need of the area i.e.Tehsil, District and Division.
• Level-wise prerequisites for entry as a teacher in TVE shall be defined and Teacher
professional development shall be focused as an ongoing process.
• Terms and conditions of service for TVE teachers shall be compatible with market
demand of their services and skills.
