Program Proposal
The final assignmentinthiscourse isa writtenProgramProposal.A programproposal isa document
demonstratinganintenttocreate a clinical,educational,orcommunityproject.The ProgramProposal
will define acontemporaryproblemorissue andpropose apotential solutionforacontemporaryissue
ina mannerthat will persuadeexpertsanddecisionmakerstosupportthe proposal.
Withinthe proposal,developmentaltheoryandresearchwillbe appliedtopolicy,communityagency,
and majorthemesof development.A specificprogram, intendedtoprovide individual orgroupservices
to addressan identifiedareaof need,willbe introducedandoutlined.
Beginningthe Proposal Process
Choose anarea of interest.Students will choose ageneral trackanddefine aspecificissue withinthe
track that is of interesttothemandpresentsa contemporaryproblemtobe solved.Pleasesee the
Program Proposal Tracksand TopicsinDevelopmental Psychologydocumenttoview the tracks
(Community,Clinical/Counseling,andEducation) andsuggestedissueswithineachtrackfor the
proposal.Once the track and issue have beenchosen,specificcriteriawill needtobe identified.
Identifythe targetpopulation.Regardlessof the trackand issue chosen,atarget populationmustbe
identifiedforthe proposal.Identifythe targetpopulationassociatedwiththe chosenissue.Withinthe
target population,choose the developmental stage thatwill actasthe focus forthe proposal.Many
programs may directlyand/orindirectlyinfluence peopleindifferentstages;however,itisimportantto
selectthe stage thatis mostapplicable tothe specificprogrambeingproposed.
For example,inaprogramfor adultswhoare caringfor theirelderlyparents,the focusisonthe adults
(likelyinmiddleadulthood) soamiddle adulthoodfocuswouldbe mostappropriate forthatprogram.
Identifythe geographiclocationwherethe programwill be deployed.Programmingwill be directly
influencedbythe location inwhichitwill take place.Forexample,achildsafetyprogramina rural
farmingcommunitywill likelyhave differentobjectivesandneedsthanachildsafetyprogramina large
metropolitancity.
Researcha minimumof five peer-reviewedarticlesonthe chosenissue inthe AshfordUniversityLibrary.
All sourcesutilizedforthe ProgramProposal musthave beenpublishedwithinthe last10 years.
Creatingthe ProgramProposal
Program proposalstake onmanyformsand styles.Creativityisencouragedbecause itnotonlyteststhe
boundariesof whatispossible forsolutionstovariousissues,butalsotypicallyincreasesthe chancesfor
funding.Regardlessof the issue beingaddressed,the ProgramProposal mustincorporatethe following
headings(notedin bold) andinclude the supportinginformationthatisdetailedbeneatheachheading.
Proposal Summary
Under thisheading,provideasummaryparagraphthat presentsthe program, itsobjectives,andhow
the program will addressanareaof needinthe identifiedgeographiclocationandissue of interest.
• Identifythe targetpopulationanddevelopmental stage of the population,aswell asthe
intendedprogramtrack.(These will be elaborateduponfurtherinthe ProgramNarrative and
Proceduressectionof the proposal.)
• Identifythe geographiclocationforthe programandthe specificneedswithinthatlocation.

• Create a purpose statementthatapplies developmental theoryandresearchtopolicyand
community.
• Conclude withapurpose statementinwhichthe needforthe programas well asthe alignments
withthe supportand findingsare stated.(Thesewillbe elaborateduponinthe Backgroundsectionof
the proposal.)
OrganizationDescriptionandQualifications
Under thisheading,actas an individualrepresentative andidentifythe communityagencysubmitting
thisproposal.
• Explainwhatqualifiesthe agencytocreate thisspecificprogram(education, experience,history,
etc.).
• Describe howthe agencyplansto promote the successof thisprogram andwhat resourcesthe
agencyhas accessto or can provide.
While thiscommunityagencywillbe aconstructrather than a true communityagency,the information
and attributesdescribedmustalignwiththe qualificationsexpectedof atrue agencyof that nature and
the qualificationsshouldsupportthe goalsof the proposal.

Under thisheading,explainhumandevelopmentinthe contextof bothhistorical andcurrenttrendsby
presentingabrief summaryof the relevantresearchpublishedwithinthe last10years.Withinthe
summary:
• Identifyotheractive programsinthe geographicareatoeliminateduplicationof current
programs.
• Evaluate the unique scholarlyperspectivesandresearchinthe fieldof developmental
psychologyastheyrelate tothe specificprogrambeingproposed.
• Addresshowthe scholarlyinformationcollectedillustratesaclearneedforthisprogram.

• Must include aseparate reference page thatisformattedaccordingtoAPA style asoutlinedin
