Objective:
Award a number of grants to foster EGNOS operational implementation for civil aviation
in all market segments (Commercial, Regional Aviation, Business Aviation, General
Aviation and rotorcraft) with a final aim to maximise EGNOS adoption and related
operational and economic benefits.
Maximum budget allocated for EU financing under this call: EUR 10,000,000
Maximum EU financing rate of eligible costs: 60%
Deadline for submitting applications: 21 May 2018

Scope of the Call
 The design and operational implementation of EGNOS based LPV/LPV 200 approach
procedures, PinS, low level IFR routes at different European airports/heliports/routes
 Design and implementation of other communication, navigation and surveillance
applications benefitting from EGNOS for all phases of flight
 The installation of EGNOS-enabled avionics and granting of airworthiness certification
for RNP APCH procedures down to LPV minima, including PinS
 Development of retrofit and forward-fit solutions including LPV capabilities
 Development of enablers and other EGNOS based operations such as, but not limited
to, simulators, validation tools, training materials or drones

Areas of activities:
Approach Procedures Implementation
 Design, development and publication of EGNOS LPV approach
procedures at European airports including LPV/LPV200 minima
 Typical activities may include:
 Procedure design
 Safety Assessment
 Ground and Flight validation
 Training for ATC and/or pilots
 Focus on helicopter Point in Space approach operations and
Low Level Routes leveraging EGNOS to serve heliports,
helipads or oilrigs. Includes Simultaneous Non Interfering
(SNI) operatons

PinS Procedures to LPV minima and Low Level Routes

Areas of activities: Aircraft upgrade
 Focus on development of SBAS/EGNOS LPV capability in new aircraft models and/or
entry into operation
 ADS-B functionality using EGNOS together with the LPV capability is eligible.
Aircraft or rotorcraft forward fit
 Focus on in-service aircraft/rotorcraft not approved to perform LPV procedures
 Two scenarios:
1. Airframes equipped with EGNOS LPV avionics: update of operational manual
2. Airframes not equipped with EGNOS LPV avionics: in addition, costs related to
hardware acquisition, hardware installation and certification could be funded.
 ADS-B functionality using EGNOS together with the LPV capability is eligible.

Areas of activities: Avionics solutions
 Aircraft or rotorcraft manufacturers aiming to develop Service Bulletins (SBs) to include
SBAS LPV capabilities in their models.
 Supplemental Type Certificates (STCs) or major modifications to an existing type
certified aircraft. Beneficiaries are usually Part-21 EASA approved organisations
Service Bulletin and Supplemental Type Certificate with LPVE
Expected output:
SB and STC commercially available

Areas of activities:
Enablers and other EGNOS based operations
Possible activities: (not exhaustive list)
 RNP 0.3 routes
 Advanced RNP and RNP-AR using SBAS
 Use of EGNOS for RPAS robust and safe navigation
 Enablers, such as: flight simulators for training, flight validation tools…
F Any activity that addresses the development of enablers to accelerate
EGNOS adoption and its operational use by civil aviation
Expected output:
Commercially available enabler and/or operational
implementation of the new EGNOS based operation
(including a demonstration)
 12 Million €, 27 projects in 2 calls
 more than 100 EGNOS based approach procedures
 more than 15 operators equipped and certified for EGNOS based operations
 STC for 5 aircraft types with a potential retrofit solution for more than 260 aircraft in EU
 6 EGNOS enabled simulators types
 More than 20 PinS and RNP0.3 routes for rotorcraft
 3 EGNOS based RPAS operations

Eligibility criteria
Applications must be submitted by legal persons established in and/or natural
person(s) being citizen of one of the following countries:
 EU Member State
 Norway, Switzerland
Definition of “established”: having a registered office, central administration or
principal place of business in one of these countries.
No restriction on consortium size
In case of multiple applicants, the proposal consequently must be submitted by a
consortium composed of at least two entities out of which:
 the coordinator shall be a legal person;
 the co-applicant(s) can be either legal and/or natural person(s).

• Eligibility criteria must be complied with for the entire duration of the
grant.
• Consequences after Brexit: If no agreement is signed ensuring that
British applicants continue to be eligible, beneficiary will either:
‒ cease to receive EU funding (they will have to contribute with own
funding if interested to complete the project) or
‒ be required to leave the project.
• In case beneficiaries will leave the project, they will have to deliver
results for the period up to Brexit in order to have the right to be paid.

Award criteria
If a total score lower than 55 points or a score lower than 50% for any of the above three criteria is obtained,
the proposal will not be evaluated further and will be rejected

 Public and economic benefits
 Increased access to small airports thanks to EGNOS and catalyst for more
efficient airspace use
 Maximisation of the operational use of EGNOS
 Appropriateness of the management structures and procedures
 Complementarity of the participants within the consortium
 Coherence of the work plan (schedule, effort and cost, resources etc.)
 Feasibility of the technical proposal, e.g. availability of regulations and support
from authorities

Co-financing EU financing may not cover 100% of the total costs of the action. It may take the form of:
Non-retroactivity No grant may be awarded retrospectively for actions already completed
Non-profit rule Where a profit is made, GSA is entitled to recover the percentage of the profit
Non-cumulative award Each action may give rise to the award of only one grant from the budget to any partner
EU funding
Maximum budget allocated for EU financing: EUR 10,000,000
Indicative number of projects to be funded: 12
Maximum EU financing rate of eligible costs: 60%
Indicative EU financing amount for each project: EUR 800,000

Subcontracting • Subcontracting shall in no case cover core activities
• The proposal should clearly specify the activities that will be subcontracted and the
corresponding costs must be indicated in the estimated budget
• Subcontracting is not allowed among the beneficiaries of the proposal

• Subcontracting - When the tasks in B1 cannot be done by the consortium
Specific Principle: May only cover a limited part of the action and can not cover the core activities
• Purchase of equipment – When achieving the objectives of the action requires the purchase of equipment or the use
of equipment subject to depreciation
• Leasing or rental costs – When achieving the objectives of the action requires the use of equipment which is leased or
rented
• Common Principles:
‒ Stated in the proposal (Form C1 and B1)
‒ Best value for money or the lowest price
‒ No Conflict of Interest
‒ Necessary for implementation
‒ The Legal Entities signing the Grant Agreement must be the ones who are procuring, implementing and incurring
the costs related to the Subcontract, Equipment or Leasing/Rent. The Grant Agreement does not extend to
affiliated entities (Holding Groups, Mother/Sister Companies, Spin-offs), unless they are identified separately as Co-
Applicants or Affiliated Entities.
• Specific cases
‒ Subcontracting, leasing/renting and purchase of equipment among beneficiaries is not possible
‒ Subcontracting, leasing/renting or purchasing equipment from affiliated entities is not possible except in very
specific conditions, where the Applicant can prove that the above principles are respected

 Legal Information: LEF (Legal Entity Form: private or public company, registration info) with supporting
evidence (e.g. commercial registry extract, company statutes…)
 Financial Identification: (FIF) banking details and account holder’s info
 Power of attorney: of the person(s) signing the proposal to commit the company/organisation
 Information on co-financing: amount of co-funding proposed to be undertaken by the beneficiaries and
related means, timeline
 Previous EU contracts/grants: to check the application of no-double payment principle.
 Stamp: in some countries, it’s not common; however it is necessary for administrative purposes

 It serves to check the exclusion and selection criteria
 To be filled and submitted by ALL applicants
 Generic text used by EU institutions and agencies.
 Consider starting early enough collecting all the evidences; since might be time consuming
 Supporting evidence may be required on the basis of a risk assessment that will be conducted
by the GSA – possibility for the potential beneficiaries to start collecting all evidence early
enough to be assessed by the applicants
 Evidence submitted in another procedure (procurement or grant) less than 12 months before
the award of the grant can be re-used (no need of submitting new documents)

Form B2: Operational capacity
Every applicant (coordinator and co-applicants), shall
submit the OPERATIONAL CAPACITY Form.
Objective: to demonstrate compliance with SELECTION criteria set out in the
Call for Proposals
Ref. CfP section 9.2 – “Applicants must show they have the operational
(technical and management) capacity to complete the activities to be
supported by this Call for Proposal and must demonstrate their capacity to
manage the activities corresponding to the size of the project for which the
grant is requested.”

• propose a grant agreement without pre-financing

• propose a grant agreement with a lower percentage of a pre-financing;
• propose a grant agreement with a pre-financing covered by a bank
guarantee
• reject the application

How to submit a proposal
 The proposal shall always be submitted in a paper version
 Proposals must be placed inside a sealed envelope with two USBs containing
the full set of proposal documents in machine readable format
 Envelope should be marked : “CALL FOR PROPOSALS GSA/GRANT/06/2017-
NOT TO BE OPENED”
 Proposal shall be submitted by letter:
 either by courier or post not later than 21/05/2018
 delivered by hand not later than 21/05/2018 at 18:00 Prague local time
to the address indicated below:

  • 5. 5 Objective: Award a number of grants to foster EGNOS operational implementation for civil aviation in all market segments (Commercial, Regional Aviation, Business Aviation, General Aviation and rotorcraft) with a final aim to maximise EGNOS adoption and related operational and economic benefits.   • 6. 6 Scope of the Call  The design and operational implementation of EGNOS based LPV/LPV 200 approach procedures, PinS, low level IFR routes at different European airports/heliports/routes  Design and implementation of other communication, navigation and surveillance applications benefitting from EGNOS for all phases of flight  The installation of EGNOS-enabled avionics and granting of airworthiness certification for RNP APCH procedures down to LPV minima, including PinS  Development of retrofit and forward-fit solutions including LPV capabilities  Development of enablers and other EGNOS based operations such as, but not limited to, simulators, validation tools, training materials or drones

Expected output: operational implementation of EGNOS based approaches and routes 9 Areas of activities: Approach Procedures Implementation  Design, development and publication of EGNOS LPV approach procedures at European airports including LPV/LPV200 minima  Typical activities may include:  Procedure design  Safety Assessment  Ground and Flight validation  Training for ATC and/or pilots  Focus on helicopter Point in Space approach operations and Low Level Routes leveraging EGNOS to serve heliports, helipads or oilrigs. Includes Simultaneous Non Interfering (SNI) operatons RNP APCH procedures to LPV minima PinS Procedures to LPV minima and Low Level Routes A B
  • 10. 10 Areas of activities: Aircraft upgrade  Focus on development of SBAS/EGNOS LPV capability in new aircraft models and/or entry into operation  ADS-B functionality using EGNOS together with the LPV capability is eligible. Aircraft or rotorcraft forward fit  Focus on in-service aircraft/rotorcraft not approved to perform LPV procedures  Two scenarios: 1. Airframes equipped with EGNOS LPV avionics: update of operational manual 2. Airframes not equipped with EGNOS LPV avionics: in addition, costs related to hardware acquisition, hardware installation and certification could be funded.  ADS-B functionality using EGNOS together with the LPV capability is eligible. Aircraft or rotorcraft retro fit C D Expected output: LPV approval Proposals shall contribute to track actual EGNOS based performed approaches
  • 11. 11 Areas of activities: Avionics solutions  Aircraft or rotorcraft manufacturers aiming to develop Service Bulletins (SBs) to include SBAS LPV capabilities in their models.  Supplemental Type Certificates (STCs) or major modifications to an existing type certified aircraft. Beneficiaries are usually Part-21 EASA approved organisations Service Bulletin and Supplemental Type Certificate with LPVE Expected output: SB and STC commercially available
  • 12. 12 Areas of activities: Enablers and other EGNOS based operations Possible activities: (not exhaustive list)  RNP 0.3 routes  Advanced RNP and RNP-AR using SBAS  Use of EGNOS for RPAS robust and safe navigation  Enablers, such as: flight simulators for training, flight validation tools… F Any activity that addresses the development of enablers to accelerate EGNOS adoption and its operational use by civil aviation Expected output: Commercially available enabler and/or operational implementation of the new EGNOS based operation (including a demonstration)

  • 15. 15 Eligibility criteria Applications must be submitted by legal persons established in and/or natural person(s) being citizen of one of the following countries:  EU Member State  Norway, Switzerland Definition of “established”: having a registered office, central administration or principal place of business in one of these countries. No restriction on consortium size In case of multiple applicants, the proposal consequently must be submitted by a consortium composed of at least two entities out of which:  the coordinator shall be a legal person;  the co-applicant(s) can be either legal and/or natural person(s).
  • 16. 16 • Eligibility criteria must be complied with for the entire duration of the grant. • Consequences after Brexit: If no agreement is signed ensuring that British applicants continue to be eligible, beneficiary will either: ‒ cease to receive EU funding (they will have to contribute with own funding if interested to complete the project) or ‒ be required to leave the project. • In case beneficiaries will leave the project, they will have to deliver results for the period up to Brexit in order to have the right to be paid.   • 17. 17 Award criteria If a total score lower than 55 points or a score lower than 50% for any of the above three criteria is obtained, the proposal will not be evaluated further and will be rejected 1. Relevance and credibility of the proposed approach max. score 35 2. Impact in terms of economic and public benefits max. score 35 3. Coherence and effectiveness of the work plan max. score 30  How relevant is the proposal to the objectives of the call?  Overall quality of the proposal in terms of its methodology  Feasibility of the proposal targeting market implementation  Involvement and endorsement of key stakeholders  Is the proposal supported by a positive Cost Benefit analysis?  Public and economic benefits  Increased access to small airports thanks to EGNOS and catalyst for more efficient airspace use  Maximisation of the operational use of EGNOS  Appropriateness of the management structures and procedures  Complementarity of the participants within the consortium  Coherence of the work plan (schedule, effort and cost, resources etc.)  Feasibility of the technical proposal, e.g. availability of regulations and support from authorities

  • 19. 19 Co-financing EU financing may not cover 100% of the total costs of the action. It may take the form of: Non-retroactivity No grant may be awarded retrospectively for actions already completed Non-profit rule Where a profit is made, GSA is entitled to recover the percentage of the profit Non-cumulative award Each action may give rise to the award of only one grant from the budget to any partner EU funding Maximum budget allocated for EU financing: EUR 10,000,000 Indicative number of projects to be funded: 12 Maximum EU financing rate of eligible costs: 60% Indicative EU financing amount for each project: EUR 800,000  Partner’s own resources  Income generated by the action  Contribution from third partners Subcontracting • Subcontracting shall in no case cover core activities • The proposal should clearly specify the activities that will be subcontracted and the corresponding costs must be indicated in the estimated budget • Subcontracting is not allowed among the beneficiaries of the proposal

  • 21. • Subcontracting - When the tasks in B1 cannot be done by the consortium Specific Principle: May only cover a limited part of the action and can not cover the core activities • Purchase of equipment – When achieving the objectives of the action requires the purchase of equipment or the use of equipment subject to depreciation • Leasing or rental costs – When achieving the objectives of the action requires the use of equipment which is leased or rented • Common Principles: ‒ Stated in the proposal (Form C1 and B1) ‒ Best value for money or the lowest price ‒ No Conflict of Interest ‒ Necessary for implementation ‒ The Legal Entities signing the Grant Agreement must be the ones who are procuring, implementing and incurring the costs related to the Subcontract, Equipment or Leasing/Rent. The Grant Agreement does not extend to affiliated entities (Holding Groups, Mother/Sister Companies, Spin-offs), unless they are identified separately as Co- Applicants or Affiliated Entities. • Specific cases ‒ Subcontracting, leasing/renting and purchase of equipment among beneficiaries is not possible ‒ Subcontracting, leasing/renting or purchasing equipment from affiliated entities is not possible except in very specific conditions, where the Applicant can prove that the above principles are respected Subcontracting, equipment and leasing/rental costs 21

Objective: to demonstrate compliance with SELECTION criteria set out in the Call for Proposals Ref. CfP section 9.2 – “Applicants must show they have the operational (technical and management) capacity to complete the activities to be supported by this Call for Proposal and must demonstrate their capacity to manage the activities corresponding to the size of the project for which the grant is requested.”
