HISTORICAL CONTEXT
 Rationale and Birth of NEPAD in 2001
 2001 Lusaka adoption of NEPAD as flagship program of the African Union
 A home-grown African initiative to address Africa’s main development challenges:
- Poverty; Sustainable Growth & Development; & Halt its global marginalization;
 NEPAD as an integrated strategy and framework for Africa’s development
 Target of attaining MDGs and emphasis on Regional Integration
 NEPAD Core Principles and Values
Today, NEPAD vision, priorities and strategic thrust continue to be relevant:
 African leadership and ownership;
 Promotion of democracy & Good Governance, with the APRM as key instrument;
 Women Empowerment;
 Ideals of Pan-Africanism;
 Building creative Partnerships

Why AU / NEPAD Integration?
The Key Objectives of NEPAD Integration of into AU structures and
Processes as outlined in the Maputo Decision, are to:
 Establish appropriate linkages between AU & NEPAD governance structures;
 Formalize working relations between AU Commission & NEPAD Secretariat by
building greater synergy
 Align and harmonize the conditions of service, rules of recruitment and
accountability of the NEPAD Secretariat with those of the AU Commission
 Develop a sustainable funding mechanism for the NEPAD Secretariat
 Conclude the Host Agreement with South African Government to provide NEPAD
Secretariat with legal status of an AU Office operating outside headquarters;

What has been done so far?
Generally, developing continental policy frameworks for sector program
implementation is a major NEPAD achievement since inception in 2001. Some
of these frameworks are at different stages of implementation including the:
 Comprehensive Africa Agriculture Development Program (CAADP)
 Short-Term Action Plan on Infrastructure (STAP) and now the
new “Program for Infrastructure Development in Africa” (PIDA)
 Capacity Development Strategic Framework (CDSF)
 Consolidated Plan of Action (CPA - for Science &
Technology)
 Environment Action Plan (EAP) and Sub-regional Environment
Action Plans (SREAPs)

HISTORICAL CONTEXT  Rationale and Birth of NEPAD in 2001  2001 Lusaka adoption of NEPAD as flagship program of the African Union  A home-grown African initiative to address Africa’s main development challenges: - Poverty; Sustainable Growth & Development; & Halt its global marginalization;  NEPAD as an integrated strategy and framework for Africa’s development  Target of attaining MDGs and emphasis on Regional Integration  NEPAD Core Principles and Values Today, NEPAD vision, priorities and strategic thrust continue to be relevant:  African leadership and ownership;  Promotion of democracy & Good Governance, with the APRM as key instrument;  Women Empowerment;  Ideals of Pan-Africanism;  Building creative Partnerships 2
  • 3. Why AU / NEPAD Integration? The Key Objectives of NEPAD Integration of into AU structures and Processes as outlined in the Maputo Decision, are to:  Establish appropriate linkages between AU & NEPAD governance structures;  Formalize working relations between AU Commission & NEPAD Secretariat by building greater synergy  Align and harmonize the conditions of service, rules of recruitment and accountability of the NEPAD Secretariat with those of the AU Commission  Develop a sustainable funding mechanism for the NEPAD Secretariat  Conclude the Host Agreement with South African Government to provide NEPAD Secretariat with legal status of an AU Office operating outside headquarters; 3

AU/NEPAD Integration Milestones  2003 Maputo Declaration on NEPAD Integration into the African Union structures and processes  2007 Algiers 13-point conclusions, called for the creation of the NEPAD Planning & Coordinating Agency as technical body of the AU, to replace NEPAD Secretariat  April 2009 Release of Integration Consultancy Study Report  July 2009 Proposals of the Sirte 21st NEPAD HSGIC Summit  August 2009 Take-off of the Change Management process in the NEPAD Secretariat 4

  • 13. What has been done so far? Generally, developing continental policy frameworks for sector program implementation is a major NEPAD achievement since inception in 2001. Some of these frameworks are at different stages of implementation including the:  Comprehensive Africa Agriculture Development Program (CAADP)  Short-Term Action Plan on Infrastructure (STAP) and now the new “Program for Infrastructure Development in Africa” (PIDA)  Capacity Development Strategic Framework (CDSF)  Consolidated Plan of Action (CPA - for Science & Technology)  Environment Action Plan (EAP) and Sub-regional Environment Action Plans (SREAPs) 13
