Why The ReCATH in Central Africa?
▪ All the Central African States
(ECCAS) have ratified the UNFCCC
and its Paris Agreement.
▪ Article 13 of the Paris Agreement
"the information necessary to
monitor progress...".
▪ Central African countries have
encountered difficulties in
responding to the current UNFCCC
MRV.
▪ it is necessary to acquire sustainable
and comprehensive institutional
arrangements and operational
systems.

ReCATH Objectives
❑ Create a centre of expertise for the transparency of climate
action
❑ Assess the needs and priorities of each country
❑ Build capacity in Central Africa
❑ Create a network of experts and national officials
❑ Disseminate tools and guidelines to support transparency
❑ Support resource mobilisation

❑ Questionnaire presented and discussed during the December
2022 Regional Workshop

❑ReCATH enjoys a high level of political commitment and ownership;
❑In view of the challenges and initial results, the last conference of
Heads of State asked for the project to be transformed into a
Regional Program.

Central Africa countries can meet the challenge of ETF if we work to:
❑ improve the legal and regulatory framework improve
stakeholder involvement;
❑ set up tools and systems to facilitate the flow of information;
❑ Develop human resources: quantitatively and qualitatively.
❑ NB: on a non-punitive, non-intrusive basis, with strict respect
for the circumstances and sovereignty of States.
TAKE AWAY

❑ We can avoid duplication efforts among Technical and Financial
partners;
❑ We are interested to explore how the existing resources in Africa
(AfDB, SADC…) can be used to implement National Actions Plan
that has been prepared by the ReCATH;
❑ The Hub is intended to be a collaborative framework bringing
together Central African countries and various institutions,
technical and financial Partners involved and interested in
building sustainable and comprehensive climate action
transparency frameworks in the region.
