Selling to the Commonwealth, a training program for business owners interested in selling goods and
services to state government
Virginia Women’s Business Enterprise (WBE) Certification program, an initiative to identify
majority woman-owned businesses and promote their inclusion in public sector contracting
Virginia Small Business Development Center (VSBDC) program, a statewide entrepreneurship
training initiative comprised of 29 walk-in counseling centers, structured in partnerships with local
economic developers, community colleges, and chambers of commerce.
Used surveys to identify weaknesses in programs with low user enrollment. Investigated other established
programs around the US and isolated disconnections between Virginia program goals and previous
implementation efforts. Developed cooperation between state programs and local and federal initiatives with
