Republic Act No. 8990
AN ACT PROMULGATING A COMPREHENSIVE POLICY AND A NATIONAL SYSTEM FOR EARLY CHILDHOOD CARE AND DEVELOPMENT
(ECCD), PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES.
It recognizes ages 0-8 as crucial developmental stages. The 0-4 age group is
under the responsibility of the ECCD Council and the 5-8 age group is under
the purview of the Department of Education.
In 2009, through Executive Order 778, ECCD was officially established as a council which
focuses on establishing national ECCD standards, develop policies and programs, ensure
compliance thereof, and provide technical assistance as well as program support to ECCD
service providers.
The programs of ECCD Council includes:
a) Center-based Programs (RA No. 6972)
b) Home-based Programs.

ECCD Curriculum - focuses on the
child’s total development, delivery of
complementary and integrative services
for health care, nutrition, early
childhood education, and social
protection and the use the child’s
first language as the medium of
instruction.
Parent Education and
Involvement, Advocacy and
Mobilization of Communities -
harness and develop parents’
strengths as providers of ECCD
at home, and active ECCD
partners in their communities.
Human Resource Development
Program - entails
establishing the mechanism
for the systematic
professionalization of ECCD
service providers.
ECCD Management -focuses on the
continuing process of planning,
implementation, supervision, financial
management, monitoring and evaluation
of ECCD at the local government level
guided by the principles of
decentralization as stipulated in the
Local Government Code of 1991
Quality Standards and
Accreditation -ensure that
each component in the ECCD
System complies with national
quality standards.
To enhance the physical, social, emotional, cognitive,
psychological, spiritual and language development of young
children.
To enhance the role of parents and other caregivers as the
primary caregivers and educators of their children from birth
onwards.
To ensure that young children are adequately prepared for the
formal learning system and that both public and private
schools are responsive to the developmental needs of these
children.
To facilitate a smooth transition from care and education
provided at home to community or school-based setting and to
primary school.
To enhance the capabilities of service providers and their
supervisors to comply with quality standards for various ECCD
programs.
To enhance and sustain the efforts of communities to promote
ECCD programs and ensure that special support is provided for
poor and disadvantaged communities.
Promote the rights of children to
survival, development, and social
protection
Support parents in their roles as
primary caregivers and as their
children’s first teachers
Spells out the vision for an improved
quality of life for children 0 to 6 and
their families
Provides a comprehensive, holistic approach
that addresses the development of the whole
child — physical, social, emotional, mental
and spiritual)
Promotes the delivery of complementary
health, nutrition, social protection and
other social services to children 0 to 6 and
their families
Collectively owned and supported by the local
government, the community and families
Mandates the establishment of multi-
sectoral coordinating mechanisms to
ensure sustained collaboration at
national and local levels
Involves multi-sectoral and interagency
collaboration at the national and local
levels among various stakeholders.
Reward degree completion with wage
supplements or tax credits.

For the implementation of this Act, the amount of Four hundred million pesos
(P400,000,000.00) per year for five (5) years is hereby appropriated for the National
ECCD Program of the council effective upon approval of this Act. Said amount shall be
funded from the gross income of the Philippine Amusement and Gaming Corporation
and shall be directly remitted in four (4) quarterly installments to a special account of
the Council. Thereafter, such sums as may be necessary for the operations of the
Council shall be included in the General Appropriations Act.
A supplementary appropriations in the amount of Thirty million pesos
(P30,000,000.00) shall be provided to the Council from the President's Organizational
Adjustment Fund upon approval of this Act.
FOR TEACHERS AND ADMINISTRATORS
Process by which an organization or institution provides professional development
activities to enhance individuals with knowledge, skills and attitudes to enable them to
perform their functions effectively.
Activities under this are trainings, seminars, workshops, conferences, scholarships and
job-embedded learning. Conduct of these activities shall involve a systematic process of
competence/needs assessment, planning, designing, resource development and the
actual delivery of the programs.

grow as responsible individuals and citizens
of the Philippines and of the world.

teachers, to prepare themselves for diverse
classrooms.

The sum of One hundred million pesos (P100,000,000) is hereby
authorized to be appropriated from the income of duty-free shops or
otherwise known as the Trust Liability Account of the Department of
Tourism, for the initial organizational and developmental activities of the
Centers and the Council: provided, however, that not more than five
percent (5%) shall be devoted to Council's expenses. Thereafter, such
amount as may be included in the annual budget of the Department of
Education, Culture and Sports.

System at The Elementary And Secondary
Levels was approved and signed in 2006 and
was launched on March 6-7, 2006 in the
Philippines.
A child-friendlyschool reflectsa qualityenvironment.
It regards education as every child’s right and helps to monitor the
rights andwell-beingof everychild in the community.
It acts in the interests of the ‘whole’ child, which includes his or her
health, nutrition and overall well-being.
It cares about what happens to children in their families and
communities before they enter school and after they leave it.
Ensures every child or students live in an environment that is
physically safe, emotionally secure and psychologically
enabling.
Knows and emphasizes children's rights.
Ensures every child an environment that is physically safe,
emotionally secure and psychologically enabling which will be
monitored as well by the government official of the country.
Promotes quality education and empowerment.
BUDGETARY APPROPRIATIONS
Education is getting the biggest slice of the
proposed 2020 national budget.
In the reconciled version of the P4.1-trillion
budget that was approved by Congress, P17.1
billion was earmarked for the Department of
Education (DepEd), the State Universities and
Colleges (SUC), and the Commission on Higher
Education (CHED) to fund various programs.

Face-to-face interaction is restricted.
Remote learning will take place.
Different teaching and learning modalities will be used:
modular learning, online learning, use of radio and TV and
blended learning.
Parents guide and help their children in the learning
process.
Teachers serves as the as the facilitator of learning. Also,
they design the course and setting the needs of the
learners.

  • 4. Republic Act No. 8990 AN ACT PROMULGATING A COMPREHENSIVE POLICY AND A NATIONAL SYSTEM FOR EARLY CHILDHOOD CARE AND DEVELOPMENT (ECCD), PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES.
  • 5. It recognizes ages 0-8 as crucial developmental stages. The 0-4 age group is under the responsibility of the ECCD Council and the 5-8 age group is under the purview of the Department of Education.
  • 6. In 2009, through Executive Order 778, ECCD was officially established as a council which focuses on establishing national ECCD standards, develop policies and programs, ensure compliance thereof, and provide technical assistance as well as program support to ECCD service providers.
  • 7. The programs of ECCD Council includes: a) Center-based Programs (RA No. 6972) b) Home-based Programs.
  • 8. 1.ECCD Curriculum 2.Parent Education and Involvement, Advocacy and Mobilization of Communities 3.Human Resource Development Program 4.ECCD Management 5.Quality Standards and Accreditation
  • 9. ECCD Curriculum - focuses on the child’s total development, delivery of complementary and integrative services for health care, nutrition, early childhood education, and social protection and the use the child’s first language as the medium of instruction.
  • 10. Parent Education and Involvement, Advocacy and Mobilization of Communities - harness and develop parents’ strengths as providers of ECCD at home, and active ECCD partners in their communities.
  • 11. Human Resource Development Program - entails establishing the mechanism for the systematic professionalization of ECCD service providers.
  • 12. ECCD Management -focuses on the continuing process of planning, implementation, supervision, financial management, monitoring and evaluation of ECCD at the local government level guided by the principles of decentralization as stipulated in the Local Government Code of 1991
  • 13. Quality Standards and Accreditation -ensure that each component in the ECCD System complies with national quality standards.

  • 15. To enhance the physical, social, emotional, cognitive, psychological, spiritual and language development of young children. To enhance the role of parents and other caregivers as the primary caregivers and educators of their children from birth onwards. To ensure that young children are adequately prepared for the formal learning system and that both public and private schools are responsive to the developmental needs of these children.
  • 16. To facilitate a smooth transition from care and education provided at home to community or school-based setting and to primary school. To enhance the capabilities of service providers and their supervisors to comply with quality standards for various ECCD programs. To enhance and sustain the efforts of communities to promote ECCD programs and ensure that special support is provided for poor and disadvantaged communities.

  • 19. Mandates the establishment of multi- sectoral coordinating mechanisms to ensure sustained collaboration at national and local levels Involves multi-sectoral and interagency collaboration at the national and local levels among various stakeholders. Reward degree completion with wage supplements or tax credits.
  • 20. RA 8990 No. Section 10. For the implementation of this Act, the amount of Four hundred million pesos (P400,000,000.00) per year for five (5) years is hereby appropriated for the National ECCD Program of the council effective upon approval of this Act. Said amount shall be funded from the gross income of the Philippine Amusement and Gaming Corporation and shall be directly remitted in four (4) quarterly installments to a special account of the Council. Thereafter, such sums as may be necessary for the operations of the Council shall be included in the General Appropriations Act. A supplementary appropriations in the amount of Thirty million pesos (P30,000,000.00) shall be provided to the Council from the President's Organizational Adjustment Fund upon approval of this Act.

  • 22. Process by which an organization or institution provides professional development activities to enhance individuals with knowledge, skills and attitudes to enable them to perform their functions effectively. Activities under this are trainings, seminars, workshops, conferences, scholarships and job-embedded learning. Conduct of these activities shall involve a systematic process of competence/needs assessment, planning, designing, resource development and the actual delivery of the programs.

  • 28. RA No. 7784 Section 10. The sum of One hundred million pesos (P100,000,000) is hereby authorized to be appropriated from the income of duty-free shops or otherwise known as the Trust Liability Account of the Department of Tourism, for the initial organizational and developmental activities of the Centers and the Council: provided, however, that not more than five percent (5%) shall be devoted to Council's expenses. Thereafter, such amount as may be included in the annual budget of the Department of Education, Culture and Sports.
