20. 1) How does a demand-led process negotiate with an unwilling
land owner?
...but as communities without secure tenure cannot join Baan Mankong, the programme
is unable to reach scale in Klong Toey.
“We were told by the Port not to join Baan Mankong” –
Community Leader: Rim Klong Wastaspen
fragmented communities renters and new comer catalysts and stagnant threats
21. 2) How can resistance and change networks be created as other

“Of course people can gather, but
there has to be an incident, otherwise
it will just stay like this” – Community
Leader: Lock 1,2,3

the government” – NULICO Leader: Klong Toey

will all live in high rises” – NULICO Leader: Klong Toey

3 methods for information gathering: Site Visits; Qualitative House Mapping; In-deth Community Committee Interviews Triangulation to verify information gatheredBesides communities, we also talked to institutional actors
Bangkok and our siteBecause located next to Central Business District, it is subject to the urbanization pressures of BangkokThe overall population is nearly 200,000
Defining feature of the area is the Port – major land owner and has influenced historical development of KhlongToeyBecause of the port, a variety of transportation networks cut through the districtMajor industrial siteLargest 24-hour market in BangkokGentrifying and densifying due to pressures of central business district43 registered communities squeezed in between this, sometimes on undesirable land (e.g. underneath expressways), other times on land targeted for development
Regional, national and global movements associated with PortMega project proposals for Port land for over 15 years (plans to relocate all shipping to port in southeast province)Typical waterfront development responding to global city competitionUrban growth / gentrification pressures pushing inNational and international migration, often to market and industrial sitesOn the other hand, mobilised civil society trying to respond to these drivers of change, often on behalf of communitiesThese issues create catalyst events in communities, which either mobilize them to resist, or which disenfranchise themBaan Mankong interacts with communities in KlongToey through these catalyst events
Several actors in this site, including Baan Mankong and non-Baan Mankong communitiesThe strongest community network linkages are between Baan Mankong communitiesThere are weaker network linkages between non-Baan Mankong communities, and with communities beyond the districtNULICO indicated that this is their weakest district, because Baan Mankong is still at a small scaleBut NULICO still plays an important role
The Port, as the major landowner, has the strongest influence on the site, including over communities on its land, and the market (also on its land) 22 communities in total are on the Port’s land (out of 43)
CODI is present in a few of the registered communities that have been through Baan Mankong
Crown Property Bureau also owns land in the area, and 4 communities are located on their property1 of these communities has gained secure tenureOne of the best communities we visited in terms of infrastructure and housing improvements was on the site of Crown Property Land, as there was an alliance with Baan Mankong
Strong presence of local, national and international NGOs, which are providing support to communities that Baan Mankong cannot reach
The district office is under-resourcedThey have little power to negotiate with or influence the PortConsequently, have weak linkages to communities on Port land
The program is flexible in adapting to different realities in communitiesDoing very well at what it proposes to doPeople-led, upgrading of communities that are already mobilized, in a holistic and sustainable manner
Baan Mankong does not address communities that are living in the most precarious
