Re: Status of 1423 Hull
I appreciate your support of our project at 1423 Hull and your patience in our slow progress.
The distractions caused ARRA funding and the continued chaos in the housing market has
things moving more slowly than anticipated. That said, this project, along with two others
on that same block has allowed us to make a sustained effort on reducing the level of drug
and gang activity on one of Beloit’s most challenge streets, the primary objective for this
project.
The original purchase/rehab project budget included the following:
$15,000 County HOME Funds – Purchase and rehab
$11,250 City of Beloit Lead Funds
$ 9,000 Community Action Weatherization Funds
$35,250 Total projected costs
Ultimately, we decided to expand the scope of the project to include the full gutting and
reconfiguration of the second floor and the stairway leading up to it. This house was
originally a single family home, poorly converted to a duplex, then poorly retrofitted back
into a single family, followed by a fire on the second floor. This made access to the second
floor from the first floor a real challenge and the configuration of the second floor pathetic.
This decision added another $23.5k to the project, which we intend to cover using HOME
program income available to Community Action. This would bring the total cost of the
project to $58,750. A copy of the current project budget/expenses is attached.
On the interior of the house, the last of the flooring work is being completed this week.
Currently, a crew is working on completing the residing of portions of the house we altered.
That should get wrapped up next week. Our next steps are to remove the remaining
construction equipment and do the lead clearance testing. After that, we are down to punch
list items such as door hardware, closet doors,… I would expect that the house will be
completed by no later than July 15th
. At that point, we would be looking to start the process
to rent the property, something that would need to be done to officially close out the project.
It would be my recommendation that we draw all but $1,000 of the remaining HOME funds
from the county at this time. I need to get specific instructions on how Dave wants to see the
documentation for making this draw. The remaining $1,000 would be drawn at the point we
are ready to move someone in. Pulling all of the funds starts certain time clocks with HUD
that we generally like to avoid. With the lead clearance testing, I will receive the final check
from the city of Beloit. I will then draw any remaining gap out of program income that
Community Action holds.
I understand the pressures that everyone in the Rock County HOME Consortium is facing
with HUD’s enhanced attention. I also want folks to understand that these projects are
significantly more complicated and impactful as they are part of our overall neighborhood
stabilization efforts in Beloit’s most challenged neighborhood. We appreciate Rock
County’s support of this effort.
