Introduction
Welcome to SMW Projects, Inc. (SMWP). We are a full service EPC firm with specialized, unique
proprietary systems and processes. We achieve World Class performance in Safety, Quality and
Productivity; specializing in Engineering, Procurement, Construction, Project Controls, Turnaround
and Asset Management, Commissioning and Start-up, Instrumentation and Electrical, Heat Trace,
Fabrication and Inspection Services. Our top executives have an average of 40+ years of major pro-
ject experience. With three offices located in the Gulf Coast region, two offices in Texas (Baytown
& Beaumont) and one office in Louisiana, we service the entire United States, coast to coast. We
define project completion as “On-time Startup” with systems and processes oriented towards
providing the Owner with control of the project. Our management teams’ extensive owner/
operator experience and culture ensures a smooth, team integrated approach. We provide ser-
vices for the Refining, Petrochemical, Specialty Chemicals, Power Generation, Mid-Stream, Paper,
and other heavy industrial related fields.
SMWP, formerly Watco, Inc., was established in 1987 at the request of several clients who needed
Project Management and Construction expertise. From those early days, SMWP has grown into a
specialized management and EPC company with owner oriented goals. SMWP was affiliated with
two larger EPC companies during the years 2006 through July, 2013 and successfully completed
numerous EPC, Capital and Turnaround projects all over the US; totaling well in excess of $1.5B,
ranging from $50K - $350M. In July of 2013, SMWP emerged as a separate entity poised to ser-
vice our Owners/Clients with a more customer oriented approach.

The SMW Projects’ Services Offered
Project Controls
SMWP provides Project Controls Systems and Project Controls Specialist for Capital
Projects and Turnarounds. We pride ourselves on being able to supply real time costs
and progress. Our system will provide the Owner with enough reaction time to cor-
rect deficiencies in cost and schedule. The hub of our process is our proprietary Pro-
ject Control Book. More specifically the book consists of: Budget/Estimate; Cost Sum-
mary Report; Quantity and Man hour Report, (Q&M); Productivity profiles, (by major
activity); Progress charts; Rules of credit; and Dash Board Indicators. Our scheduling
tool of choice is Primavera. We can supply a complete Control Team or individual per-
sonnel. Samples of our Control Book can be supplied upon request. (We can also
supply a contract strategy that will interface with our Control Process.)

EPC Projects
SMWP offers a unique approach to EPC Projects. We use unconventional Engineering and Construction
methods when executing EPC Projects. Our goal is to minimize your facility installed costs while maintaining
safety and quality and reduce the overall project duration.
Our extreme systems and processes will enable you to complete your project ahead of traditional execution
methods; therefore saving 12% to 18% of TIC and reduce schedule duration by months. We break projects
into 6 silos versus the conventional 3 silos of Engineering, Procurement, and Construction. This allows us to
perform perpetual activities at the same time and fill all six silos: (Engineering, Procurement, Construction,
Maintenance, Startup/Commissioning, and Operations).
We strive for economical design standards and realize that Construction must have sufficient reaction time
in order to achieve optimal cost and schedule reductions. Engineering and Procurement activities are orga-
nized around the needs of Construction. We also utilize a backward integration process which is driven by
Owner’s start up criteria. We combine mechanical completion and commissioning activities in order to re-
duce redundant resources, improve schedule, and reduce costs.
We excel on fast track projects. By getting us involved early in the project life, we are able to have a greater
influence on lowering the facility installed cost and reducing project schedules. Constructability impact on
Engineering and Procurement has its greatest effect early in the project life cycle. We strive on understand-
ing each Owner’s design, maintenance, and operations philosophies, and we build this execution methodol-

Turnaround Management Services
SMWP provides Turnaround Management professionals and proprietary processes for the Petro-
chemical, Refining, Specialty Chemicals, Paper, and Power industries. More specifically, we provide prov-
en processes and experienced specialists that work as part of the Owner’s integrated team. Our proprie-
tary processes and systems will be managed and installed by our professionals and will remain with the
Owners for future use.
Very seldom can you succeed in developing a tool, which can be utilized by all levels of
management, from the Turnaround Management team in the office, to the supervision,
foreman and craftsmen in the field. Development of such a tool and system would en-
sure success, and improve communication and productivity of Turnarounds. Truly, this
would be a “cradle to the grave” approach. We have accomplished this feat with our
Turnaround Management Process.
Our system is based upon Turnaround Planning Documents (TPDs) that contain detailed work steps simi-
lar to MAXIMO Work Order Tasks and SAP Maintenance Order Operations. This makes it possible for
SMWP to record asset history, and Turnaround labor activities and material costs on the asset level. In-
formation from the TPDs can then be extracted into flat formats acceptable for upload into either sys-
tem using the Client’s existing update software; therefore adding the TPDs to the Client’s existing Relia-
bility/Maintenance Work Library for timely scheduling, activity and cost tracing, and maintaining infor-
mation for all future Turnarounds.
Our Turnaround Management processes have been developed over the past 22 years and are continu-
ously updated. Our processes are easily integrated with the Owner’s systems and processes; or they
may be utilized as a stand-alone system. Through the use of our “copyright pending” Turnaround Plan-
ning Documents (TPD’s) and Capital Project Planning Documents (CPPD’s), data can be entered into
any planning or scheduling system and if preferred uploaded into the Owner’s Computerized Mainte-
nance Management System (CMMS). With this powerful capability the data is stored forever and can
be utilized by the Owner for future Turnarounds.

Turnaround Management Services
Integration of Capital Projects
When planning a Capital Project with Maintenance and Reliability work, it is very important to inte-
grate the two. Lack of successful integration will result in failure. It is also paramount to increase the
amount of pre tar Capital work. In other words, design to maximize pre tar work and remove it from
the Turnaround window. Our CPPDs (Capital Project Planning Documents) and our experienced per-
sonnel ensure that this process is successful.
Turnaround Planning for new Projects
On new Capital projects, why not have your turnaround planning complete, (except for work orders that
hit your system between cycles), when you achieve mechanical completion? SMWP can accomplish this by
integrating their processes and experienced personnel with the Owner and Engineer during the exe-
cution phases of the project. At this phase of the project information is easily accessible and the plan-
ning process is more productive. We estimate that we can lower planning costs by 40% to 50%. Once
completed you will only need to check the items to be executed during the respective turnaround
from the Global Turnaround list and your turnaround is ready to continue to the next gate.
SMWP’s Turnaround Management process will save the Owners up to 70% of the planning cost for all
future Turnarounds. Our process has proven to improve contractor efficiency, equipment management,
material management, cost control, reduce bid package preparation time and costs, and force complete
integration between Capital and Turnaround tasks while shortening Turnaround durations and reducing
cost by as much as 15% to 20%. The end result is a well-managed on schedule and within budget Turna-
round that produces a smooth, uneventful start up.

Direct Hire Construction
When executing a construction project, SMWP utilizes an approach that includes a checklist to assure
that lessons learned, best practices and new construction technology is always considered. The Con-
struction Execution Plan (CEP) is detailed strategy describing Home Office and Field Construction ac-
tivities, as well as interfaces necessary to plan and execute the project. Elements included in the CEP
are as follows: Staffing, Constructability, Construction Project Controls, Infrastructure, Subcontracting,
Material Control, Quality Control, Safety/ Security, Logistics, Rigging and Lifting.
We also emphasize pre assembly and modularization in order to reduce on site man hours. We can
offer select point to point fabrication. In other words we ship our products in complete packages to
ensure optimal productivity. Piping spools are packaged from starting point to ending point thus elimi-
nating stops and starts, temporary supports, number 9 wire, lost materials, etc. We offer turnkey
completion to include documentation, testing, x-ray and stress relieving if required. Some offsite pre-

SMWP provides direct hire construction professionals and proprietary processes for the Refining, Petro-
chemical, Special Chemicals, Midstream, Paper, and Power industries. More specifically, we provide prov-
en processes and experienced crafts personnel that work to ensure the safety, quality control and quality
assurance of your facility assets. Our Quality Program will document and validate that plant assets have
been engineered properly; constructed and installed per design standards and regulatory requirements;
commissioned correctly; and started up properly, without incident.

Commissioning and Startup
Systems Completion is a key element of successful project execution where early planning and prepa-
ration in the project cycle is essential. This process will provide the Owner with full control of the pro-
ject for all project phases, from Engineering and Construction through Commissioning and Start-Up. A
well-managed and documented Systems Completion process will result in a smooth transition of the
Facility to Operations, and is founded on the development and execution of a well-defined Systems
Completion Planning Process.
Commissioning and Startup provides a full array of plant completion services, starting in FEED and
completing with operations stabilization. We have “electronic scope documents for every category of
tagged items installed. Our philosophy is as follows:

In addition to the above our Backward Integration Process will ensures a reliable Commissioning schedule
designed to meet the needs of Startup. This process works as follows:
 When executing a capital project, we focus on the concept to completion philosophy. A project is not
complete until it is validated and the unit is started up. We schedule the project by working backwards
from Startup Dates obtained from the Client. This information produces dates that are used to develop
target mechanical completion dates.
 As we prepare our execution plan, the project is broken down into Operating Systems. All activities are
assigned an operation system code.
The Operating System Time Line established by this Backward Integration combined with our OWL
(Outstanding Work List) process ensures we achieve our turnover milestones accurately.

At SMWP we have a senior management team that is experienced in asset management. We can
support the Owner’s team in preparing asset records for all required assets. We have proprietary
templates for every asset class in your facility. We can assist in all phases of Asset Management in-
cluding Reliability in Design, Asset Inspection & Testing Plans (ITP), Asset Database Cataloging and
approved Spare Parts Lists, Reliability Based Preventive/Predictive Maintenance Programs, and
Maintenance Strategic Documents addressing the Life Cycle of the Asset. The focus of all elements
of the Asset Management process is to enhance Equipment Availability thereby providing increased

SMWP can offer complete Construction Management services. More specifically experienced Con-
struction Managers, Coordinators, Planners, Schedulers, Cost Engineers, Safety Professionals, Quali-
ty managers and inspectors, and craft discipline subject matter experts. We can work with the pro-
ject team on Constructability issues to include: designing for economical construction; organizing
engineering and procurement around the needs of construction; interactive scheduling sessions;
and pre assembly and modularization planning. Our goal is to reduce installed costs by a target
range of 12% to 18%. The end result of a good Constructability Program is reduced costs through
productivity improvement, reducing redundant resources and activities, reduced design rework,
scope changes and schedules.
We can work as part of the IMPT (Integrated Management Project Team) or as a stand-alone Project
Management team. With our experience in Commissioning and Startup, we can offer a team that
will manage the project from mechanical completion, through pre-commissioning, commissioning,
and start up. Using this approach will guarantee a reduction in cost and schedule.

Our top executives have an average of 40+ years of major pro- ject experience. With three offices located in the Gulf Coast region, two offices in Texas (Baytown & Beaumont) and one office in Louisiana, we service the entire United States, coast to coast. We define project completion as “On-time Startup” with systems and processes oriented towards providing the Owner with control of the project. Our management teams’ extensive owner/ operator experience and culture ensures a smooth, team integrated approach. We provide ser- vices for the Refining, Petrochemical, Specialty Chemicals, Power Generation, Mid-Stream, Paper, and other heavy industrial related fields. SMWP, formerly Watco, Inc., was established in 1987 at the request of several clients who needed Project Management and Construction expertise. From those early days, SMWP has grown into a specialized management and EPC company with owner oriented goals. SMWP was affiliated with two larger EPC companies during the years 2006 through July, 2013 and successfully completed numerous EPC, Capital and Turnaround projects all over the US; totaling well in excess of $1.5B, ranging from $50K - $350M. In July of 2013, SMWP emerged as a separate entity poised to ser- vice our Owners/Clients with a more customer oriented approach.   • 3. The SMW Projects’ Services Offered Project Controls SMWP provides Project Controls Systems and Project Controls Specialist for Capital Projects and Turnarounds. We pride ourselves on being able to supply real time costs and progress. Our system will provide the Owner with enough reaction time to cor- rect deficiencies in cost and schedule. The hub of our process is our proprietary Pro- ject Control Book. More specifically the book consists of: Budget/Estimate; Cost Sum- mary Report; Quantity and Man hour Report, (Q&M); Productivity profiles, (by major activity); Progress charts; Rules of credit; and Dash Board Indicators. Our scheduling tool of choice is Primavera. We can supply a complete Control Team or individual per- sonnel. Samples of our Control Book can be supplied upon request.   • 4. EPC Projects SMWP offers a unique approach to EPC Projects. We use unconventional Engineering and Construction methods when executing EPC Projects. Our goal is to minimize your facility installed costs while maintaining safety and quality and reduce the overall project duration. Our extreme systems and processes will enable you to complete your project ahead of traditional execution methods; therefore saving 12% to 18% of TIC and reduce schedule duration by months. We break projects into 6 silos versus the conventional 3 silos of Engineering, Procurement, and Construction. This allows us to perform perpetual activities at the same time and fill all six silos: (Engineering, Procurement, Construction, Maintenance, Startup/Commissioning, and Operations). We strive for economical design standards and realize that Construction must have sufficient reaction time in order to achieve optimal cost and schedule reductions. Engineering and Procurement activities are orga- nized around the needs of Construction. We also utilize a backward integration process which is driven by Owner’s start up criteria. We combine mechanical completion and commissioning activities in order to re- duce redundant resources, improve schedule, and reduce costs. We excel on fast track projects. By getting us involved early in the project life, we are able to have a greater influence on lowering the facility installed cost and reducing project schedules. Constructability impact on Engineering and Procurement has its greatest effect early in the project life cycle. We strive on understand- ing each Owner’s design, maintenance, and operations philosophies, and we build this execution methodol- ogy into the project.   • 5. Turnaround Management Services SMWP provides Turnaround Management professionals and proprietary processes for the Petro- chemical, Refining, Specialty Chemicals, Paper, and Power industries. More specifically, we provide prov- en processes and experienced specialists that work as part of the Owner’s integrated team. Our proprie- tary processes and systems will be managed and installed by our professionals and will remain with the Owners for future use. Very seldom can you succeed in developing a tool, which can be utilized by all levels of management, from the Turnaround Management team in the office, to the supervision, foreman and craftsmen in the field. Development of such a tool and system would en- sure success, and improve communication and productivity of Turnarounds. Truly, this would be a “cradle to the grave” approach. We have accomplished this feat with our Turnaround Management Process. Our system is based upon Turnaround Planning Documents (TPDs) that contain detailed work steps simi- lar to MAXIMO Work Order Tasks and SAP Maintenance Order Operations. This makes it possible for SMWP to record asset history, and Turnaround labor activities and material costs on the asset level. In- formation from the TPDs can then be extracted into flat formats acceptable for upload into either sys- tem using the Client’s existing update software; therefore adding the TPDs to the Client’s existing Relia- bility/Maintenance Work Library for timely scheduling, activity and cost tracing, and maintaining infor- mation for all future Turnarounds. Our Turnaround Management processes have been developed over the past 22 years and are continu- ously updated. Our processes are easily integrated with the Owner’s systems and processes; or they may be utilized as a stand-alone system. Through the use of our “copyright pending” Turnaround Plan- ning Documents (TPD’s) and Capital Project Planning Documents (CPPD’s), data can be entered into any planning or scheduling system and if preferred uploaded into the Owner’s Computerized Mainte- nance Management System (CMMS).   • 6. Turnaround Management Services Integration of Capital Projects When planning a Capital Project with Maintenance and Reliability work, it is very important to inte- grate the two. Lack of successful integration will result in failure. It is also paramount to increase the amount of pre tar Capital work. In other words, design to maximize pre tar work and remove it from the Turnaround window. Our CPPDs (Capital Project Planning Documents) and our experienced per- sonnel ensure that this process is successful. Turnaround Planning for new Projects On new Capital projects, why not have your turnaround planning complete, (except for work orders that hit your system between cycles), when you achieve mechanical completion? SMWP can accomplish this by integrating their processes and experienced personnel with the Owner and Engineer during the exe- cution phases of the project. At this phase of the project information is easily accessible and the plan- ning process is more productive. We estimate that we can lower planning costs by 40% to 50%. Once completed you will only need to check the items to be executed during the respective turnaround from the Global Turnaround list and your turnaround is ready to continue to the next gate. SMWP’s Turnaround Management process will save the Owners up to 70% of the planning cost for all future Turnarounds. Our process has proven to improve contractor efficiency, equipment management, material management, cost control, reduce bid package preparation time and costs, and force complete integration between Capital and Turnaround tasks while shortening Turnaround durations and reducing cost by as much as 15% to 20%. The end result is a well-managed on schedule and within budget Turna- round that produces a smooth, uneventful start up. Execution Options With SMWP you have several options for your next Turnaround. Direct Hire Construction When executing a construction project, SMWP utilizes an approach that includes a checklist to assure that lessons learned, best practices and new construction technology is always considered. The Con- struction Execution Plan (CEP) is detailed strategy describing Home Office and Field Construction ac- tivities, as well as interfaces necessary to plan and execute the project. Elements included in the CEP are as follows: Staffing, Constructability, Construction Project Controls, Infrastructure, Subcontracting, Material Control, Quality Control, Safety/ Security, Logistics, Rigging and Lifting. We also emphasize pre assembly and modularization in order to reduce on site man hours. We can offer select point to point fabrication. In other words we ship our products in complete packages to ensure optimal productivity. Piping spools are packaged from starting point to ending point thus elimi- nating stops and starts, temporary supports, number 9 wire, lost materials, etc. We offer turnkey completion to include documentation, testing, x-ray and stress relieving if required. Some offsite pre- assembly items are: SMWP provides direct hire construction professionals and proprietary processes for the Refining, Petro- chemical, Special Chemicals, Midstream, Paper, and Power industries. More specifically, we provide prov- en processes and experienced crafts personnel that work to ensure the safety, quality control and quality assurance of your facility assets.   • 8. Commissioning and Startup Systems Completion is a key element of successful project execution where early planning and prepa- ration in the project cycle is essential. This process will provide the Owner with full control of the pro- ject for all project phases, from Engineering and Construction through Commissioning and Start-Up. A well-managed and documented Systems Completion process will result in a smooth transition of the Facility to Operations, and is founded on the development and execution of a well-defined Systems Completion Planning Process. Commissioning and Startup provides a full array of plant completion services, starting in FEED and completing with operations stabilization. We have “electronic scope documents for every category of tagged items installed.   • 9. In addition to the above our Backward Integration Process will ensures a reliable Commissioning schedule designed to meet the needs of Startup. This process works as follows:  When executing a capital project, we focus on the concept to completion philosophy. A project is not complete until it is validated and the unit is started up. We schedule the project by working backwards from Startup Dates obtained from the Client. This information produces dates that are used to develop target mechanical completion dates.  As we prepare our execution plan, the project is broken down into Operating Systems. All activities are assigned an operation system code. The Operating System Time Line established by this Backward Integration combined with our OWL (Outstanding Work List) process ensures we achieve our turnover milestones accurately.   • 10. At SMWP we have a senior management team that is experienced in asset management. We can support the Owner’s team in preparing asset records for all required assets. We have proprietary templates for every asset class in your facility. We can assist in all phases of Asset Management in- cluding Reliability in Design, Asset Inspection & Testing Plans (ITP), Asset Database Cataloging and approved Spare Parts Lists, Reliability Based Preventive/Predictive Maintenance Programs, and Maintenance Strategic Documents addressing the Life Cycle of the Asset. More specifically experienced Con- struction Managers, Coordinators, Planners, Schedulers, Cost Engineers, Safety Professionals, Quali- ty managers and inspectors, and craft discipline subject matter experts. We can work with the pro- ject team on Constructability issues to include: designing for economical construction; organizing engineering and procurement around the needs of construction; interactive scheduling sessions; and pre assembly and modularization planning. Our goal is to reduce installed costs by a target range of 12% to 18%. The end result of a good Constructability Program is reduced costs through productivity improvement, reducing redundant resources and activities, reduced design rework, scope changes and schedules.
