Subject: Bill Mo’unga/Site Superintendent/Project Manager Letter of Commendation for
his role in Veteran’s Affairs Palo Alto Health Care Division’s Remodel of Mental Health
Projects.
The Mental Health Projects were located on Veteran’s Affairs property in Palo Alto and
Menlo Park. The projects consisted of the following:
Bldg. 2 1st
and 2nd
Floor Mental Health Wings. One wing housed a female population
and the second wing was a more long-term mental health ward on the VA Palo Alto
Campus.
Bldg. 5 3rd
Floor Mental Health Wing also on the VA Palo Alto Campus.
Bldg. 348 Mental Health Wing in Menlo Park Campus.
The Projects were structured into (5) separate contracts with separate contract numbers as
per the direction of the Contracting Officer. The project was not a design built and the
VA did not have drawings or specifications. The (5) projects were based on scopes of
works written on an 8X11 sheets of paper and included in the contract. Theses scope of
works were basically a list of items in each mental health floor noting mental deficiencies
that needed to be fixed and revised.
Bill Mo’unga was hired as the Site Superintendent for these (5) Mental Health Projects.
The following is a list of accomplishments that Bill Mo’unga was able to perform on
these projects:
• Research, create, and provide Mental Health Deficiencies Submittals. Submittals
included product information, specification requirements, pictures, etc. Bill took
the lead with the Chief of Engineering/Steve Elliott, the assigned Contracting
Officer Technical Representative/Russ Allgire, and the Contracting Officer/Susan
Battjer as they met and held weekly meetings together with the Nursing Staff in
order to come to a general consensus on all mental health material that were being
proposed to be installed. They were all successful due to Bill Mo’unga’s efforts.
The VA received their much needed mental health retrofits and revisions
accordingly.

• Project Coordination and Scheduling with the Engineering, Contracting, VA Palo
Alto and Menlo Park Electrical and Plumbin Shops, the various Nursing Staffs in
each building, and our Veterans whom are living in these areas receiving
treatment for various mental issues caused by their fight for our Freedoms. We
remodeled all of the various mental health wings when they were occupied.
There was a tremendous amount of pressure on Bill Mo’unga and our labor crews
in interacting and working around and near our veterans. We could not leave any
tools, screws, or any type of material that could be used as “contraband” against
themselves, the population, and the staff. Bill insured that all crews were
consistently and continually monitoring anything that was being brought in side
the mental health wings.
• It was decided that due to the variety of items listed on the scope of work, that we
would perform the majority of the scope of work “In House”. Bill Mo’unga lead
the various crews with various skills in the self performance of a majority of the
scope of work. Items included, demo, shower handle plumbing removal and
reinstallation, faucet and handle retrofit to tamper proof and institute type, door
removal and installed with a piano hinge. All door hardware in the mental
facilities were removed and replaced with tamper proof door hardware, all screws
in all patient rooms, hallways, bathrooms, etc, were replaced by our crews with
tamper proof. Bill Mo’unga was successful in leading the labor force to a timely
completion of the mental health projects on schedule and under budget.
• Each of the (5) projects scope of works included a list of a least 75 -150 different
work items that were deemed deficiencies in these various mental health wings.
• Bill Mo’unga worked tirelessly with the corporate office on various purchase
orders and billing rules and regulations. It is corporate office policy that every
purchase on a project have a purchase order. Amongst the (5) mental health
projects there was approximately 250 purchase orders all ordered and approved
by Bill Mo’unga.
• Bill provided daily reports, safety meeting reports, burn permits for each of the
(5) mental health projects daily throughout the life of the contracts.
• Upon completion of all (5) Mental health projects, Bill Mo’unga received letter
of commendations from Susan Battjer/Contracting Officer, and Russ
Allgire/Contracting Officer Technical Respresentative for his roles as Site
Superintendent on the Mental Health Projects located at the VAPAHCS.
I would like to personally thank and congratulate Bill Mo’unga for his successful and
tremendous effort in delivering the (5) Mental Health Deficiencies Repair Contracts on
time and under budget. You were able to overcome a variety of obstacles, including the
continual change of scope of work by the VA, and at the end of the day, the project was

constructed and completed and remodeled to a high quality of construction level that was
approved and complimented by both Staff and Engineering.
