deliver value and drive profitability and productivity.
Organisations also need excellent infrastructure and
stability in order to plan for the long-term.
Wales can offer you the skills you need, and the
environment you want at a price that is very
competitive indeed.
Wales is one of the United Kingdomâs best locations
for financial and professional business services and
the Financial Times has referred to Cardiff as being an
essential near-shoring hub for the City of London.
Wales is a major centre for financial and professional

Insurance, Target Group, Monitise, Creditsafe,
Deloitte, TSB, Acclimatise and Lloyds Banking Group.

businesses a politically stable and supportive business
environment, within the EU, from which to operate
and grow.

short-list?

Lower operating costs
Wales offers excellent talent and some
of the most competitive salary and
property costs in the United Kingdom.
Wales can supply the excellence you need at very
competitive costs, in comparison to other UK
locations.
The median salary in Walesâ capital, Cardiff (ÂŁ21,023),
is considerably lower than in London (ÂŁ29,826) and
lower than the majority of UK core cities (Source:
ONS, ASHE 2013). The average Graduate salary
in Wales (ÂŁ24,250) is also lower than the London
(ÂŁ28,500) and UK (ÂŁ26,500) average (Source: AGR
Graduate Recruitment Survey 2013).
In addition, recent research by the Income Data
Services 2013 shows that staff attrition rates in Wales
can be half those in the rest of the UK.
Wales offers substantial savings compared to other
UK cities, for example:
âLegal General have been able to keep
our costs under control because of our
operation in Wales.â
Nigel Wilson,
Group CEO, Legal General

Excellent transport links
Transport links and communications are key to any business
Wales offers excellent access to your clients
throughout the United Kingdom and beyond via
efficient road, rail and air networks.
Motorway connections and easy access ensure that
Wales can be your gateway to the rest of the UK.
Cardiff is two and a half hours west of London on the
M4 corridor offering easy access to the UK capital
and Heathrow Airport can be reached in the same
time, with direct flights to hundreds of destinations.
Cardiff is approximately two hours from London
Paddington by train, giving fast access to locations in
the City and other key London locations.
From 2018, the journey time between Cardiff
and Canary Wharf will be just 2 hours, following
a ÂŁ1.5billion investment in improvements to the
rail network. South Wales will have a direct rail
connection to Heathrow airport by 2021.
North Wales provides an easy commute and
connectivity to major financial cities based in the
North of England such as Manchester and Liverpool.
From Wrexham it is a 53 mile (75 minute) drive to the
centre of Manchester, and less than a 40 mile (under
an hour) drive to the centre of Liverpool.
Wales also benefits from excellent local transport
infrastructure â for example, Cardiff has 75 stations
on its regional rail network. During 2012 (most recent
publicly available figures), 66 trains arrived in Cardiff
each weekday morning before 10am on the local
commuter lines and an average of 20,697 people a
day travelled into Cardiffâs two most central stations
every weekday. This helps to deliver a mobile and
flexible workforce to wherever you locate your
business.

Technology
Wales is at the forefront of ICT developments within
the UK. Businesses in Wales enjoy the advantages of:
⢠Advanced networks
⢠An internet exchange in Cardiff
⢠World-leading wireless broadband in Cardiff
⢠Next Generation Data (NGD) Europe â Europeâs
largest Tier 3 Data Centre
The Welsh Government is committed to delivering
world class business infrastructure. By mid 2016, all
businesses in Wales will have access to Europeâs
fastest Next Generation Broadband, offering speeds
up to 80Mbps. Cardiff is a super-connected City
benefitting from 80 â 100 Mbps broadband speed.
Furthermore, Cardiff was one of the first citiesâ in the
UK to benefit from having 4G mobile data and an
open air public WiFi network.
17. 15
In addition, a new internet exchange is located in
Cardiffâs Enterprise Zone, allowing businesses in south
Wales to benefit from reduced latencies and possibly
from reduced transit costs.
One of Europeâs largest and most technically
advanced âgreenâ data-centres is located in a Welsh
Government owned building in Newport, 10 miles
from the centre of Cardiff. With a ÂŁ200 million
investment, Next Generation Data Centre (NGD) has
created a market leading operation which is carrier
neutral, has interconnect points for several major
carriers and provides direct international connectivity
to the US and the rest of the world. Cardiff is also
home to a BT data centre which was purpose-built to
support BTâs hosting and managed service options.
The site hosts an estimated 12,000 servers.
Global technology giant Fujitsu has partnered
Universities in Wales to create a ÂŁ40 million high
performance computing network that is unique to
the UK. High Performance Computing (HPC) Wales
provides businesses and researchers access to world-
class, secure and easy to use high performance
computing technology.
âWe are developing technology which
tackles what is universally recognised
as a global health problem of epidemic
proportions. Obviously, access to
the very best technology that high
performance computer can offer is a
major boost for a business like oursâ
Kevin Fernquest,
Managing Director, Calon Cardio-Technology Ltd
(Developers of the next generation of implantable
micro-pumps for the treatment of heart failure)
High Performance Computing, Big Data and
Financial Professional Services
The growth of data and information is making
high performance computing ever more relevant
to financial and professional organisations.
HPC Wales can help turn data into information
to inform business behaviour and enhance
profitability. It can also help organisations such as
banks and accountancy firms carry out financial
forecasting and model customer behaviour,
helping to predict future trends.
With the installation of Apache Hadoop, a
framework for storage and large scale processing
of data sets on clusters, HPC are able to provide
businesses of all sizes with a powerful analytics
tool to help them interpret large and complex
datasets, rapidly turning large volumes of
structured and unstructured data into meaningful
information.
The Big Data solution can be used for anything
from predictive analytics, social media analytics
and text analytics to disease detection, prevention
and treatment; financial modeling and smart
energy metering.
With 17,000 computer cores and a peak
processing performance of almost 320 TFlops, the
HPC Walesâ supercomputing network is capable
of running 320 trillion operations per second.
This processing power combined with access to
sophisticated software packages, like Hadoop and
R analytics, mean businesses in Wales can harness
the potential of supercomputing for the analysis
of Big Data.

Located right next door to a
world-famous rugby stadium,
financial software and outsourcing
specialists, Target Group, know
what the limelight is all about.
But itâs behind the scenes that this Cardiff-
headquartered enterprise has made its name
internationally over the past 30 years; powering the
back-office operations of many leading global banks
and financial institutions.
Targetâs software and outsourced teams help these
big names to manage loan, mortgage, investment and
insurance portfolios totalling many billions of pounds.
Its client list reads like a financial âWhoâs Whoâ, with
names such as Barclays, Bank of America Merrill
Lynch, Santander, Morgan Stanley and Credit Suisse
among the leading institutions it supports.
Targetâs business is going from strength to strength,
with many clients seeking new ways to improve
efficiency. Its outsourced loan and investment
servicing operation in Newport, which opened in
2008, has taken the firmâs workforce in South Wales
up to nearly 400.
Add to that its thriving offices in Australia and New
Zealand, and clearly this business is making its mark.
This was underlined by its recent inclusion as âone
to watchâ in The Sunday Times 2010 Tech Track
100 league table of fast-growing private technology
companies and in the Daily Telegraphâs 2011 1000
brightest private companies, set to be the foundation
of the UKâs recovery
Case Study: Target Group
Turnover has risen from ÂŁ11m to nearly ÂŁ30m in
only five years and Group Managing Director, James
Rudolf, believes the rate of growth will accelerate as
their expanded service and growing market credibility
allows them to bid for much larger contracts.
Target has found Wales to be a very healthy
environment for growth. It recruits high-calibre IT
and finance specialists locally, and has worked closely
with the Welsh Government over many years to
develop its business.
This support includes government loans to aid
job creation in Newport, support to develop new
technology, help to analyse the potential of export
markets and funding for the development and
training of its highly-skilled staff.
According to James, the ability to find and retain the
right staff is strongly linked to the training support on
offer in Walesâ growing financial services sector and
to the excellent quality of life in South Wales.
âCardiff has everything you need from a city. It is a
good size so you can do business quite easily within
the city and youâve got ready access to the rest of
the UK,â said the 37-year old who began his career in
Londonâs Canary Wharf financial hub.
As a father of four boys, he also appreciates the
wealth of outdoor activity available in and around the
Welsh capital, including visits to the iconic Millennium
Stadium next door.
