oneSource is an HR and organizational development provider established in 2014 by the London Boroughs of Havering and Newham to help the public sector save money and improve outcomes through collaboration. It is seeking a Talent Hub Manager to establish a new talent hub utilizing the boroughs' annual apprenticeship levy funding of over £1 million total to address skills gaps, improve diversity, and enable career development. The role will manage apprenticeship and talent programs across the boroughs and a team of five employees, and offers a competitive salary and benefits.

Our HR&OD service
Havering and Newham together spend more
than £1m per annum on the apprenticeship
levy. It’s a big investment and we want to
help both councils maximise the return they
receive. That’s why we’re creating a talent
hub. Operating as a centre of excellence for
apprenticeships, our talent hub will use each
council’s levy to address skills gaps, improve
workforce diversity, and enable people of all
backgrounds to develop successful careers.

Could you be our Talent Hub Manager?
This role attracts a competitive salary of
£51,309 to £62,697, with a generous annual
leave allocation of 31 days per annum plus
three additional days to be taken between
Christmas and New Year. We also offer
access to the Local Government Pension

supported to develop new skills and make a
real difference to public services.

• To help Havering and Newham grow the skills and capability of their workforce by:
o establishing a centre of excellence for apprenticeships and enabling people of all
backgrounds to develop successful careers
o managing the delivery of our other major talent programmes
Annual apprenticeship levy payments of:
Havering: c.£370,000
Newham: c.£660,000
Key responsibilities
• To design, commission and evaluate apprenticeship programmes that:
o address existing and future skills gaps
o improve workforce diversity
o create more structured routes into and up through each council
• To work closely with providers and line managers to ensure that every apprentice
benefits from a high-quality learning experience
• To enable social mobility by making apprenticeships accessible to people of all
backgrounds, including care leavers and young people living in poverty
• To manage and align the delivery of our other major talent programmes, including
graduate schemes, work experience, shadowing and internships
Priorities for the year ahead
• Focus apprenticeship delivery on the most pressing skills gaps facing each council
• Grow the use of higher and degree-level apprenticeships
• Increase the number of existing employees who are using apprenticeships as an
opportunity to retrain or develop new skills
• Fully utilise each council’s apprenticeship levy so none of it is clawed-back by HMRC
